Rental Housing License Due
THE CITY OF SHOREWOOD ADOPTED a rental housing code in 1993 that requires owners of all
rental housing within city limits to be licensed by the city. The licensing procedure includes
an application and inspection and was developed to correct and prevent housing conditions that
may adversely affect the health, safety and general welfare of Shorewood's rental population.
The rental housing license pertains to all rental dwelling units, including apartments, duplexes,
double bungalows, single family homes and accessory apartments within homes. Licenses must
be renewed every three years or upon change of ownership, whichever occurs first.
Property owners may obtain a Rental Housing Application on the city's web site, www.
ci.shorewood.mn.us under Online Forms or at City Hall. Completed forms should be returned to
City Hall with the appropriate fee(s).
If you are a renter in the City of Shorewood, please make sure that your property has been
properly licensed. The license inspection protects renters and makes sure that properties meet
code requirements. If you are unsure about whether or not your property has been licensed, please
call the Planning Department at 952/474-3236.
Vote on November 4
ELECTION DAY is Tuesday, November 4. You may vote between 7 AM and 8 PM at your polling
site. Following are the polling sites in the City of Shore wood. If you do not know your polling
site, you may call the city or search on the Secretary of State's web site at http://pollfinder.sos.state.
mn.us/. Your precinct is also listed on this newsletter mailing label.

Water Tower Gets Squeaky Clean
SQUEAKY CLEAN IS WHAT THE City Council and residents of the east side of Shore wood are hoping to
see for the water tower located at Old Market Road and State Highway 7. The City of Shore wood
is currently accepting bids for a complete overhaul and painting, both inside and out of the water
tower at this site. This is a huge undertaking! Preparations for this have been in the making for two
years.
First, water systems have to be examined to insure that adequate water pumping capacity exists to
take the tower offline, meet demands, and provide adequate firefighting capability. In addition, staff
has been working with cellular carriers to coordinate removal of antennas, or temporarily shutting
these cellular sites down. This is not an easy task.
Residents may have noticed a considerable amount of activity at this site already. Cellular providers
are forced to bring in temporary equipment alongside the existing water tower to meet the demands
in their business; therefore, cellular companies will
bring in a Cellular On Wheels or "COw." Basically,
this is a self contained cellular site on a portable stick
antenna that is 106 feet in height. Residents will
notice that this is parked immediately west of the
water tower. This will be removed once the tower is
back in operation. Although the Great Minnesota Get
Together is over, this might qualify for "Antenna on
a stick!"
Residents and passerbys will also note a large
curtain installed around the tower to contain any
dust or debris from the sand blasting used to clean
the outside of the tank.
Staff is anticipating work to continue through the
month of December.

Who needs to register?
. Individuals who have never registered to vote.

if you are:
. At least 18 years old on the day of the election.
. A citizen of the United States.
. A resident of Minnesota for at least 20 days before the election.
If you are not already registered, October 14 is the deadline to pre-register to vote for
the November 4 General Election in order to have your name on the roster of registered
voters on Election Day. A Voter Registration Application is available at City Hall or
on the city's website at www.ci.shorewood.mn.usin Elections.
Election Day Registration - Proof of residence
IF YOU ARE NOT ABLE to pre-register to vote, you can register on Election Day. To do
so, you must provide election judges at your polling location with certain acceptable
forms of identification to prove your eligibility, such as:
. A Minnesota driver's license, learner's permit, identification card, or a tribal
identification card with your current address (or the receipt for renewal or change
of the license or I.D.)
. A ''Notice of Late Registration" received from your city clerk if your voter registration
application was received after the last day to pre-register.
. One of the following documents that contains your name and photo: Minnesota
driver's license, MN identification card, or a MN tribal identification card with a
previous address, US passport, US military identification card or student identification
card from a Minnesota college AND a bill for electric, water, gas, telephone (includes
cell and VOIP), cable TV, sewer or solid waste services with a due date within 30
days of the election that contains your name and current address.
. Another registered voter living in your precinct who will come to the polling location
with you to vouch for yohr residency.

VOTERS WHO ARE blind, have visual
impairment, dexterity issues, or
any condition that makes marking
ballots difficult now have an option. The
AutoMARKTM is available at election
sites. Voters who think they might want
to use the AutoMARKTM are encouraged
to contact City Hall, 952/474-3236, to
schedule a demonstration prior to Election
Day. AutoMARKTM is also available at
City Hall to absentee vote.

THE SOUTH LAKE LEAGUE of Women
Voters will host a Shorewood Can-
didate's forum on Wednesday, October 8
from 7 - 9 PM at the Southshore Center,
5735 Country Club Road in Shorewood.
All registered candidates running for the
office of mayor or councilmember have
been invited to participate. The forum will
offer Shorewood residents an opportunity
to learn more about the candidates and
how each candidate defines the challenges
and opportunities facing his or her city.
The Candidate's Forum is open to the
public. The Forum will be videotaped by
the LMCC for later cable presentation.

Voting by Absentee Ballot
College Students
IF YOU ARE NOT ABLE TO VOTE on Election Day due to the reasons listed below, you may
vote by absentee ballot. Absentee ballots are available at City Hall during regular
business hours beginning October 3 until the day before Election Day (November
3). Absentee voters must first complete and submit an Absentee Ballot Application,
available at City Hall and on the city's website.
Extended absentee voting hours for the November 4 General Election will be
Saturday, November 1, from 10 AM - 3 PM and Monday, November 3, until 5 PM.
Voting by Absentee Ballot
Eligible Shorewood voters may vote by absentee ballot if they are unable to vote in
person on Election Day for any of the following reasons:
· Absence from the precinct
. Illness or disability
. Religious discipline or observance of religious holiday
. Service as election judge in another precinct
· Eligible emergency declared by the governor or quarantine declared by federal or
state government
You may also absentee vote by mail. Allow at least ten mailing days for the entire
process if applying for an absentee ballot by mail. To vote by mail, you may request
an absentee ballot by submitting an Absentee Ballot Application, available at City Hall
or on the city's website in Elections. The Absentee Ballot Application may be mailed
or faxed to City Hall at 952/474-0128.
Overseas and Military Personnel
CIVILIANS WHO ARE temporarily or permanently overseas and military personnel,
including their spouses and dependents, are eligible to vote in Minnesota by
absentee ballot under The Uniformed and Overseas Citizens Absentee Voting Act
(UOCAVA) and Minnesota state law.
· Temporarily Overseas: A voter who is temporarily overseas is a citizen who would
be qualified as an eligible voter to vote at their polling location in Minnesota if they
were not overseas.
· Permanently Overseas: A voter permanently overseas is a citizen who currently has
no plans to return to Minnesota but is authorized by federal law to vote in Minnesota
because they maintained residence in Minnesota for at least 20 days immediately
prior to their departure from the United States. Voters who are permanently overseas
are permitted to vote only for the offices of president, vice president, senator in
Congress, and representative in Congress.
· Uniformed or Military Personnel: A uniformed or military voter is one who is a
member of the Army, Navy, Air Force, Marine Corps, Coast Guard, Merchant Marine
or the commissioned corps of the Public Health Service or the commissioned corps
of the National Oceanic and Atmospheric Administration and who is absent from
their precinct on the date of the election due to their service.
The easiest way for the overseas voters listed above to apply for an absentee ballot
is to use Minnesota's Military and Overseas Voter Service at https://minnesota.
overseasvotefoundation.org/overseas/home.htm. This free online tool assists people
in filling out the Federal Postcard Application (FPCA) to apply for an absentee ballot.
Those not wishing to use to Military and Overseas Voter web tool may instead download
the Federal Postcard Application (FPCA) at http://www.fvap.gov/resources/media/jjJca.
pdfto apply for an absentee ballot. The voter should be sure to read the instructions
carefully and fill out the form completely. In addition, the voter's spouse, parent,
sibling or child over 18-years-old may apply on the voter's behalf and the FPCA may
be submitted by fax or by mail.

locations.)

which you must then mail back. Give
yourself plenty of time for all of the
mailings to occur so your vote will
count!

BOlTLE AND CAN RECYCLING FACTS
1. Every three months, Americans landfill enough aluminum to rebuild the entire
United States commercial air fleet.
2. The average person has the opportunity to recycle more than 25,000 cans in a
lifetime. At six ounces of gasoline energy savings per recycled aluminum can,
that represents a potential to save the energy contained in nearly 1,200 gallons of
gasoline!
3. Recycling one aluminum can saves enough energy to power a TV or computer for
three hours.
4. Recycling one glass jar saves enough electricity to light a conventional 60-watt
bulb for four hours or an II-watt compact fluorescent bulb for 20 hours.
5. It takes 95% less energy to recycle aluminum than it does to make it from raw
materials. Making recycled steel results in a 60% energy savings, making recycled
plastic results in a 70% energy savings, and making recycled glass results in a 40%
energy savmgs.
6. Making glass from recycled material cuts related water pollution by 50%.
7. The plastic recycling industry provides jobs for more than 52,000 Americans.
8. Five plastic soda bottles yield enough fiber for one extra large T-shirt, one square
foot of carpet, or enough fiber fill for one ski jacket.
9. In 2006, plastic, metal, and glass recycling in the Twin Cities reduced air pollution
by more than 335,000 tons and water pollution by more than 1,250 tons.
10. In 2006, Twin Cities residents recycled over 270,000 tons of plastic, metal, and glass,
which resulted in a greenhouse gas emissions reduction equal to that of removing
over 125,000 cars from our roads.

Recycling Away From Home
MANY GAS STATIONS, schools, and other public venues now have recycling bins
for recyclable containers. Consumers are encouraged to resist the urge to throw
recyclables into the nearest garbage container and look for a recycling container, or take
the container home to recycle. The EPA estimates that 75 percent of what Americans
throw in the trash could actually be recycled.
Remind family members what items can be recycled at home, and tell children to
find out where they can recycle items at school. Together we can make a difference!

Move Over!
"Ted Foss" Move Over Law
DRIvERs IN MINNESOTA are required
to move over and slow down when
passing an emergency vehicle pulled over
with flashing lights. Drivers are reminded
to let other vehicles into outside lanes
in order to simplify the move. The law,
written in memory of Officer Ted Foss
who lost his life in 2000 when hit by a
vehicle during a traffic stop, will hopefully
reduce the number of officers injured
during routine traffic stops. The law reads:
When approaching and before passing
an authorized emergency vehicle that is
parked or otherwise stopped on or next to
a street or highway having two or more
lanes in the same direction, the driver of
a vehicle shall safely move the vehicle to
a lane away from the emergency vehicle.

Energy Assistance Helps With Bills
ALTHOUGH WE DON'T LIKE TO THINK About the cold weather ahead, it will arrive
soon and with it comes the need to heat homes. With rising fuel costs, this can
make it very difficult for some families to make ends meet while trying to keep their
homes warm. The Energy Assistance Program can help you pay energy costs--such as
a heating bill--between October 1,2008 and September 30,2009. If you qualify, you
could receive a grant to cover some of your energy expenses.
Additionally, if you receive Energy Assistance, you may qualify for weatherization
services. These services can improve your home's energy efficiency and lower your
energy bill. Furnace repair or replacement assistance is also available. For more
information contact a Rehab Specialist at 952/933-9639, extension 210.
Both homeowners and renters may be eligible for assistance. Renters that don't
pay their heat may also be eligible for energy assistance. Energy Assistance is given
as a grant, not a loan, and therefore does not need to be repaid. Eligibility for Energy
Assistance is calculated by looking at gross income (your income before taxes and other
deductions) for a three-month period. Your income must be at or below the following
guidelines:

Deer Management Continues
METRO BOWHUNTERS RESOURCE BOARD (MBRB) has started the 2008 deer
management program. The program continues into November. Archers will be in
Shorewood on the following weekends: October 11-12; October 25-26 and November
15-16. It is important to note that Shorewood is not opening a deer season or authorizing
hunting within city limits. Hunting in Shorewood without city authorization remains
illegal. Residents with questions or concerns may contact City Hall at 952/474-3236,
during regular business hours, or the SLMPD at 9-1-1 outside of regular business hours.
Residents interested in participating in future deer removal efforts should contact the
MBRB at www.strictlybowhunting.com.

Shorewood?
The City of Shore wood allows construction Monday through Friday 7 AM-7 PM;
Saturdays 8 AM-6 PM; and, Sundays only by permission from the City Council.

at the Shorewood Public Safety Facility.

City Hall Construction Update
C!TY HALL CONSTRUCTION is in full swing and is expected to continue through March,
2009. Staff and construction crews are trying their best to keep City Hall access
convenient to residents. A temporary entrance is being installed on the north side of
the building. Watch for directional signs to guide you to safe entry to the building. If
you have any questions regarding the construction project, please feel free to call the
