Park and Planning Commission Openings
POSITIONS ON THE Planning and Park Commissions are open for application to interested
Shorewood residents through Friday, January 19,2007,4:30 PM.
Both Commissions act as advisory boards to the City Council. The Planning Commission meets
the first and third Tuesdays of each month; the Park Commission meets on the second Tuesday of
each month. Additional meetings are sometimes needed. Questions about the role of a Commissioner
may be answered by calling City Hall, 952/474-3236. The Council will appoint the positions in
February and terms begin March 1,2007.

Holiday Food and Toy Collection
THE CITY OF SHOREWOOD is a drop-off site for toys to be given to the Hopkins :.
Minnetonka Family Resource Center. The Toy Chest Drive provides toys \

to low income children up to age 18. Items for teens are especially needed
each year. Volunteers for sorting, counting and assisting with distribution are
also needed. For information on volunteering, call the Resource Center at
952-988-5350. Toys may be dropped off at City Hall 8 AM - 4:30
PM, Monday through Friday, through Friday, December 8.
The City will also serve as a drop-off site for the ICA
Food Shelf. Non-perishable food items may be dropped
off at City Hall through Friday, December 8, and will be
delivered to the ICA Food Shelf. If you would prefer to

B ECAliSE THE PROPOSED property tax levy
does not exceed an inflationary measure
set by the MN Department of Revenue, the
City of Shorewood has been notified that it is
exempted from the Truth-In-Taxation meeting
requirement. The City Council has decided it
will still hold Truth-In- Taxation public hearings
on Monday, Dec. II, at 7 pm, at Shorewood
City Hall; a continuation hearing is scheduled
for Monday, Dec. 18, if needed. Residents are
encouraged to attend the December II meeting
and to comment on the proposed budget and tax
levy. The proposed 2007 budget is available
for inspection at City Hall during normal
business hours, or on the City web site. If you

Recycle Gift V\lrap
WHEN WRAPPING HOLIDAY packages this year, take the time to look at the materi-
als you choose. Many may be recycled curbside, reducing the amount of gar-
bage going to our landfills. All non-foil gift wrap and gift bags may be recycled with
mixed paper. Tissue paper should not be included. Gift boxes should be broken down
and may be put with mixed paper. Cardboard toy packaging should have plastic
removed when possible and may be put in with the mixed paper. With a little effort,
your holiday season should not increase your garbage output.
Christmas Tree Disposal
Allied Waste
CHRISTMAS TREES will be picked up on January 10 and 17, free of charge. If
your tree will be out later than January 17, please contact Allied for pick-up
information. The trees must be clean oflights, plastic bags and any decorations and
set out curbside. No flocked trees will be accepted. If trees are taller than 6-feet,
please cut in half. Call 952/941-5174 for more information.
Waste Mgmt
CHRISTMAS TREES will be picked up January 2 and 16. The trees must be clean of
lights, plastic bags and any decorations and set out curbside. Garland and wreaths
must be free of wire backing. Flocked trees will be accepted. If trees are taller than
6-feet, please cut in half. If you pay for compost service Christmas tree pick up is free
of charge on the two pick up days listed. If you do not pay for compost service there
will be a $5 charge per tree, garland and wreath. If you do not have compost service,
you must call Waste Management to request a tree pick-up. Call 1/800-450-9378 for
more infonnation or to report a missed pick-up.

Change your light bulbs!
MANY CONSUMERS DON'T know this, but there are now highly efficient compact
fluorescent light bulbs (CFLs) that last for years, use a quarter of the energy of
regular bulbs and actually produce more light. Look for the government's ENERGY
STAR label, which means the bulb has been tested for quality and efficiency.
While each ENERGY STAR qualified bulb will cost more initially
- anywhere from $3 to $9 a piece - remember that there are two price
tags: what you pay at the register and what you pay in energy costs to
over the bulb's lifetime. So you may pay more up front, but you will
actually save hundreds of dollars in your household budget over the
long term because of their long life.
While CFLs were harder to find a few years ago, they're now
widely available and much more affordable. You'll find them at major
home improvement and hardware stores - even grocery and some
convenience stores.
Here's the impact. Ifevery household in the U.S. replaced a burned-out
bulb with an energy-efficient, ENERG Y STAR qualified compact fluorescent bulb, the
cumulative effect is enormous. It would prevent more than 13 billion pounds of C02
from entering the atmosphere - which is like taking more than a million cars off the
road for an entire year.
There are other, simple things with household lighting you can do to conserve: turn
off unneeded lights, dim lights when you can and bring natural sunlight into your
home when it is feasible. But changing those old light bulbs and replacing them with
ENERGY STAR qualified compact fluorescents that can last for a decade or more is

before a shut-off situation occurs.

Don't Mix A.lcohol
and Motor Vehicles
HOLIDAYS ARE: A TIME: of celebration with friends, relatives and co-workers. Many
celebrations include alcohol. When not drinking, most people know they would
never drive drunk. Unfortunately, what constitutes drunk by law (.08 blood alcohol
concentration) is not what many people think of
as "drunk". Before going to any party, dinner,
or get-together, know an alternative way to get
home. This might be a designated driver, a cab
or limo, or short walk rather than a short car ride.
Do not assume you will be fine to drive unless
you are not going to conswne any alcohol. It is
better to err on the side of safety.
Party Hosts
If you arehosting a party where people will be driving, be cautious about the amount
of alcohol you serve, and make sure there is plenty of food and non-alcoholic beverages
available. Mothers Against Drunk Driving has- a Safe Party Guide available online,
which includes non-alcoholic drink recipes and party planning ideas for personal and
office parties. Go to www.madd.org/party.
Educate Kids
Parents should make sure they talk with their children about drunk driving. Even
if your child does not drink, he/she might be the person who can stop a drunk driver
from getting behind the wheel. They should also be reminded never to get in the car
with someone who has been drinking. Plan with them what they should do if they
ever find themselves in the situation. And NEVER provide alcohol to a person under
21, even if you are not going to let them drive. It is irresponsible and illegal.

Myths and Facts from the Minnesota Safety Council
My tit: "Drinking coffee sobers me up."
Fact: Coffee cannot rid your system of alcohol. It just makes you a nervous, wide-
awake drunk. Only time reverses impairment.
My tit: "I always stay away from the hard stuff."
Fact: Alcohol is alcohol. Beer has the same effect as straight scotch. One l2-ounce
beer has as much alcohol as a 1.5 ounce shot of 80-proofwhiskey or a 5-ounce glass
of wine.
My tit: "I'm bigger so I can handle my liquor better."
Fact: Size is only one factor in how alcohol affects you. Body chemistry, how tired
you are, and the amount of food in your stomach all playa part in how you handle
liquor. Your reflexes and judgement can be affected with the first drink.
My tit: "I just drive slower."
Fact: Many people do, believing they can actually compensate for being impaired by
creeping along at 22 mph. This can be very dangerous. Others race along at 75 mph.
The truth is, impaired drivers are unsafe at any speed.
My tit: "All I have to do is splash my face with cold water."
Fact: Splash all you like. You can even take a cold shower. It may make you cleaner,
but it won't sober you up or make you a safe driver.

plan for the County Road 19 Southwest
LRT trail crossing.
. Awarded the sale of$l ,450,000 general
obligation water revenue bonds to
Piper Jaffray. The true interest cost of
the bid was 4.05%, which is less than
the budget amount of 4.31 %, resulting
in approximately $40,000 in interest
saVIngs.
. Approved Licenses to Sell Tobacco
Products to three establishments in
Shorewood: Cub Foods, Oasis Market
and Holiday. Shorewood Liquors West
was granted a license for one more
year to sell its remaining inventory of
tobacco products; after this inventory
is sold, it will no longer sell tobacco
products.
. Approved a request from the Friends
of the Southshore Senior Community
Center for the construction of a small
storage building on park property.
. Received an update from Minnehaha
Creek Watershed District representatives
on the Gideon Glen project. Established
a conservation easement guaranteeing
that the property wi II remain as
conservation open space in perpetuity.
. Received a report by LakeMinnetonka
Conservation District (LMCD)
representative Tom Skramstad on
LMCD activities.
. Approved a concept plan for a
residential planned unit development
of the property located at 20025 Manor
Road.
. Held a special assessment public
hearing for the Wedgewood Drive,
Mallard Lane and Teal Circle Road
Reclamation Project, and approved the
final assessment roll for this project.
. Approved certification of delinquent
utility charges to be placed on the 2007
property tax rolls.
. Authorized application for a special
removal permit for deer from the DNR.
Up to 20 deer could be removed from
the Minnetonka Country Club property
at its expense.

Giving Tree
THE GIVING TREE PRO.JECT is a
community driven charity that brings
decorated Christmas Trees into the homes
of our neighbors that are less fortunate.
From December 1 -19, twenty small
evergreens will be placed on the sidewalks
of Excelsior. The transformation from
evergreen to Christmas Tree happens
when decorations are hung on their tiny
branches by warm and caring hands.
The Giving Tree Project is a simple,
inexpensive way for you to give
this holiday season. Just one
ornament that is new, hand made,
or has previous tree experience
is all a Giving Tree needs.
Because these trees are
exposed to the elements
during the first part of
December, it is suggested
that the ornaments, cards, and tree
trimmings be placed in ziplocks or plastic
bags.
To identify a Giving Tree, look for the
evergreen tree shaped Giving Tree poem
tied to one of the highest boughs.
If you have a scout troop or organization
that would like to adopt a tree to decorate,
contact Kellie, the Giving Tree Guardian,

Speed Awareness
IN THE PAST FEW MONTHS, you may have noticed the City of Shorewood's Speed
Monitoring Awareness Radar Trailer (SMART) monitoring motorists' speeds at
various locations throughout the city. Since police officers can't be everywhere at
once, SMART is designed to assist in promoting speed limit compliance and send a
reminder to motorists to slow down.
Traffic crashes killed 559 people on Minnesota roads in 2005. The two biggest culprits
are excessive speed and driver
inattentiveness. The South Lake
Minnetonka Police Department
urges all dri vers to SLOW DOWN,
BUCKLE UP, DRIVE SOBER,
and PAY ATTENTION.
If we all heeded these simple
rules, the number of deaths and
serious injuries on our roads could
be greatly reduced. Let's all do our
part!

Holiday Fire Safety
THE HOLIDAYS ARE a time to gather
friends and family together. The
holidays are also a time that home
fires increase. The Excelsior District
Firefighters provide the following fire
facts and simple tips to follow:
. Candle use has increased over the last
decade and so has the cause offires due
to candles. In December, the number
of monthly candle fires nearly
doubles.
. Candles should NEVER be left in
a room unattended.
. Trim any candlewick to a quarter
inch before lighting.
. Keep candles at least one foot away
from anything that can bum.
. Never place a candle in a window
or near any doorway.
. Use a sturdy, non-flammable candleholder
that won't tip over easily and is large
enough to collect dripping wax.
A Christmas tree is a beautiful site when
is decked out with all its trimmings. A
Christmas tree becomes a lighted torch
when it catches fire. Christmas tree fire
safety starts before you place the first
bulb on a branch:
. Cut your own tree or
buy a fresh tree that
is not shedding its
needles.
· Until you are
ready to move your
tree inside, keep it
outside in the cold and
sheltered from the sun.

below the cut. The trunk will reseal.
· Keep your tree away from any heat
source that would dry it out, including
heat vents.
. No part of an evergreen should be
burned in a fireplace. The sap can
collect in your chimney and eventually
start a chimney fire.
. Discard all cracked, damaged, and
frayed light sets. Do not overload
outlets or run extension cords under
rugs, carpet, or across doorways.
. Turn off or unplug the lights before you
go out or go to bed.

Outdoor Safety
What seems reasonable to an adult
often seems like nonsense to a
child. This is especially true when it
comes to winter weather. Please take a
moment to review winter safety tips with
your children. It could save their lives.
. Dress children warmly. Clothing should
consist of several layers and include boots,
gloves or mittens, and a hat.
. Set reasonable time limits on outdoor
play. Occasionally call children in to
warm up. Provide warm drinks such as
hot chocolate.
. Limit the amount of time that infants are
outdoors when it is colder than 40 degrees.
Infants lose body heat quickly.
. Children should skate only on approved
surfaces. Check for posted signs or call
local authorities to find out which areas
have been approved.
. Children should sled on gently-sloping
terrain covered with packed snow (not
ice). Parents and caregivers should look
for terrain that is free of obstacles and far
from traffic.
. Sledding equipment should be sturdy
and safely constructed. Avoid equipment
with sharp or jagged edges.
. Children should be encouraged to
sit up while riding downhill. Lying
flat increases the chance of head and
abdominal injuries.
. Sledding equipment should be easily
steered. Avoid makeshift sleds.
. Tell children never to ride in a sled that is
being pulled by a motorized vehicle.

can purchase a 50-gallon barrel filled with
a sand and salt mixture. The cost is $40 for
the initial barrel and $30 for refills.

Each year motorists are warned of the danger
involved in following snowplows too closely.
Unfortunately, while this warning is heeded by
most, many years in Minnesota there are over
100 snowplow/vehicle accidents reported. Drivers
new to Minnesota roads may not be aware of the'
dangers involved, and many drivers, experienced
or not, do not understand the limited field of vision
experienced in the large plows required to keep our
roads clear for safe winter driving.
Drivers should remember to use the "eight
second rule" when following a snowplow. This
means that when you the plow passes a fixed object
on the side of the road, your vehicle should not
pass that same object for at least eight seconds.
If you are'closer than eight seconds, slow down!
You are driving too closely!
Keep in mind, the average snowplow weighs 17
times more than your car. It is not a contest a car
is likely to win.

Snowplows travel much slower than the
posted speeds. As in most large trucks, the
driver's field of vision is severely restricted to the immediate rear from the cab of
the truck. The driver must rely on mirrors to see to the rear and to the side.
Mn/DOT offers these safe driving tips for travelers negotiating roadways during
snow storms:
. Turn on your headlights.
. Turn off your cruise control.
. Slow down, allow at least an eight-second interval between your vehicle and a
snowplow.
. Snowplows travel much slower than the posted speed.
. Stay behind the snowplow. The road behind a snowplow will be safer to drive on.
Also, snowplows turn or exit frequently and often with little warning.
. Never drive into a snow cloud.
. Test the road surface frequently throughout your trip by tapping your brakes. Black
ice is invisible and may be present in some areas, but not others.
. In 2005-2006, there were 75 crashes involving snow plows and motor vehicles that
resulted in five injuries. In the same time period, there were 34 crashes involving
plows and motor vehicles in the metro and three injuries. All of the injured were
primarily motorists, not plow drivers.

Rental
SOUTHSHORE CENTER, located next
to Badger Park in Shorewood, is
available to rent for any event requiring
space for up to 200 guests! The
Southshore Center has kitchen facilities,
a dining room, conference room and
activity room. For complete information

Skate Through \Hinter
IT'S TIME TO SHARPEN those skate blades and get ready to get out on the rinks and bum that bottled up winter energy! The Shorewood
Public Works Department is ready for a few days of below-freezing temperatures so they can begin the task of preparing the
Shorewood ice rinks for skaters. Once the ice is ready, wanning houses will open at Cathcart, Badger and Manor Parks.
Warming House Schedule: (Rinks open in mid-December depending upon weather conditions and close in
mid-February.)
Monday-Friday 3:30 PM - 9 PM
Saturday 11 AM - 9 PM
Sunday Noon - 9 PM
Holidays lOAM - 9 PM
Closing times may vary slightly if rink is not in use or an attendant is not available. Warming houses
will be posted when closed.
Note to Parents: Please make sure that arrangements are made for picking your skater up before closing times, as
telephones are not available at the warming houses. Hennepin County has a 10 pm curfew regulation for juveniles 14 and younger.
This will be enforced at the skating rinks. If you have any questions or comments regarding rink operations or maintenance, please
call City Hall at 952/474-3236.

CITY PROPERTY TAXES PAY FOR SERVICE
Police and fire protection remains our top priority. Demands for these
services continue to increase. More than 1 /3 of City taxes are allocated
to public safety.
Public Works are another high priority. Approximately 1/5 of your City
property tax dollar pays for road maintenance, plowing and reconstruc-
tion.
Parks, trails and open space account for another 5% of City property
taxes. Most park programs are fee-supported.
General government/other consists of such items as salaries, adminis-
trative expenses, buidling maintenance and other day-to-day items.

Planning Commission Agenda
The following items are on the Planning Commission
Agenda for the December 5, 2006 meeting:
1. An application has been submitted by representatives of the Excelsior Covenant
Church at 19955 Excelsior Boulevard for approval of a conditional use permit to
build an addition for a multi-use activity center. A public hearing will be held at
7:00 P.M.
2. A hearing will be held to consider a request by Mark Kawell for development stage
(preliminary plat) approval of a residential planned unit development that would
allow the property located at 20025 Manor Road, to be subdivided into four, single-
family residential lots, one of which will contain the existing home. The three new
lots are situated in the City of Deephaven, but will be accessed from Manor Road
in Shorewood. A public hearing is scheduled for 7: 15 P.M.
3. An application will be considered for a minor subdivision of property located at
24995 Glen Road to create one additional lot.
