The Shorewood Spring Clean -Up is scheduled for Saturday, May 20. Specific details are on the insert in this newsletter, or can be found on the City web site, wwwci.shorewood.mn.us. No yard waste is accepted at either the curbside or drop-offsite of Spring Clean -Up. Residents are encouraged to compost their yard waste whenever possible. Complete compost information is available online at www.greenguardian.com, or stop by City Hall for a flyer. Both licensed garbage haulers in the City (Allied Waste Services, 952/941 -5174; Waste Management, 1-800-450-9378) offer compost service to their customers. Watermain Flushing in May C REWS FROM THE City Public Works Department will be flushing watermains beginning in May. Residents should be aware that the process causes household water to become discolored for a short time. If you see the Public Works Department flushing the watermains in or around your neighborhood, check your water for discoloration before washing light -color loads of laundry. The discolored water is unappealing, but not harmful to drink. If you have any questions, please contact City Hall, 952/474 -3236. THE SHORE REPORT/ MAY 2006 Council Activities Since the last newsletter the City Council: • Held a public information meeting on the Storm Water Pollution Prevention Program (SWPPP). The City and the local watershed districts participate by regulating and implementing options from the National Pollution and Discharge Elimination System (NPDES) Phase II, to promote a regional approach to storm water management. • Approved the Animal Impound Services Agreement with Auntie Ruth's, 12207 Minnetonka Blvd., Minnetonka. Dogs impounded by Animal Control will be brought to this impound facility. • Approved the Goals and Priorities for 2006 and through first quarter 2007. • Held work sessions on capital improvements and bonding for the City water system, and on the City's water connection and extension policy. Discussion on the water policy will continue at a future Work Session. • Approved an agreement with Minnetonka Community Education for Lifeguard Services at Crescent Beach for the summer of 2006. • Approved the contracts for 2006 Spring Clean -up services. Council will review the goals and expectations of this service before the year end, to determine what level of service will be provided for residents in 2007. And, did you know stormwater runoff is the leading type of residential non -point source pollution? Be a wise water user: capture runoff and use less water with a rain barrel What is a rain barrel? A rain barrel collects and stores rainwater from rooftops to use later for lawn and garden watering. Water collected in a rain barrel would normally pour off your roof and become stormwater runoff. This runoff can travel onto hard surfaces, pick up pollution, and flow untreated into a nearby waterbody. • Rain barrels conserve water and help lower costs (a rain barrel can save approximately 1,300 gallons of water during peak summer months). • Rain barrels reduce water pollution by reducing stormwater runoff, which can contain pollutants like sediment, oil, grease, bacteria and nutrients. • Rain barrels are inexpensive and easy to build and install. Ready -made rain barrels range from $89 to $135 each depending on size, style and added features. For local suppliers, inquire at your local home and garden supply store, garden center, nursery, or hardware store. Or you can make your own from a 55 gallon drum and other easily obtainable materials. Do an internet search on rain barrels to learn more. The Comprehensive Plan (or Comp Plan as it is affectionately known by planning geeks) is the City's blueprint that guides development within the community. Each local unit of government in the seven - county metropolitan area is required to prepare and regularly update a comprehensive plan. Any discussion of planning in Shorewood necessarily references the Comp Plan, either implicitly or explicitly. Thus, it is imperative that residents desiring to better understand the planning process in the City should take the time to review the Comp Plan. Unfortunately, that review has been easier said than done. To date, the document has only been available to those persons willing to visit City Hall and request a copy. This is the age of the Internet, however, and in the next 60 days the Comp Plan will finally make its debut on the City's website at www. ci. shorewood. mn. us. A thorough examination of the Comp Plan is highly recommended. While no normal person will ever describe the text as scintillating, the document is mercifully brief. It is divided into five chapters: Natural Resources, Land Use, Transportation, Community Facilities, and Housing. Each chapter is further segmented into three primary sections: goals and objectives, issues, and policies. For those with a short attention span or simply not enough time to spend on the entire document, a quick skim of the chapter summaries can give one a reasonably good overview of the City's approach to planning. Perhaps just as informative as the text (and certainly more fun) is the many maps describing key elements of the City's planning process. The following are some of the interesting maps accompanying the Comp Plan text. Planning Districts Shorewood is a long, narrow city wrapped around Lake Minnetonka. Different parts of the city have different development needs. As a result, the city is divided geographically into various districts for planning purposes. This map shows the boundaries of those districts. Land Use All land in the city is designated as residential, commercial, public, semi- public (e.g., golf courses, churches, cemeteries), or wetlands. Within the residential category, land is further classified by density (that is, the number of housing units per acre). This map shows how all properties in the city are categorized by land use (both current and proposed). Shorelands and Wetlands As residents know, Shorewood is blessed with many wetland areas and miles of shoreline along lakes. The wetlands and shorelands (that is, land within a certain distance from a lake or stream) are displayed on this map. Transportation Roads in Shorewood are designed to handle varying levels of traffic. This map identifies local streets, collector streets, minor arterials, and intermediate arterials. Trail Concept Plan The City has approved a system of trails throughout the city. Some have been developed (for example, the Hennepin County Regional Trail) while others are proposed and await funding and neighborhood support. This map illustrates all current and potential trails. City Water System The City's water system has grown considerably over the last twenty years. Many parts of the City, however, are still served by local wells. The extent of the water system is portrayed on this map. Park System /Open Space Shorewood has an extensive park system, ranging from Freeman Park (the large community park on the west end of the city) to smaller neighborhood parks such as Manor Park or Silverwood Park. The location of these parks and areas permanently designated as open space are delineated on this map. While not officially part of the Comp Plan, interested readers will also want to access the City's zoning map. All properties in the city are assigned a particular zoning category. Each category has its own set of rules delineating how owners of property within a particular zone can make use of their property. The zoning map corresponds closely with the Land Use map (and, in fact, both are required to be consistent with one another). Jeff Bailey, Chair Planning Commission Get Your Burn Permit!
