The purpose of this meeting will be to review the City of Shorewood Storm Water Pollution Prevention Program. The Storm Water Pollution Prevention Program (SWPPP) is a document required by the State and Federal government that outlines how the City will work towards reducing pollution in rainwater runoff. This plan will be reviewed at the meeting and public comment received. Attendance from City residents is strongly encouraged, as the City seeks your input into the Storm Water Pollution Prevention Program. N Property Tax Statements To Arrive PROPERTY VALUATION NOTICES will be mailed to residents of Hennepin County over the next few weeks. The taxes to be collected in 2006 are based on the estimated market value of the property in 2005. Questions about your property valuation notice should be directed to the Hennepin County Assessor's Office, 612/348 -3046. Local Board of Review April 18 R ESIDENTS WHO HAVE questions regarding their property tax valuation notice, or wish to discuss the estimated market value for their property, are asked to call the Hennepin County Assessor's Office, 612/348 -3046. If you are not satisfied after discussing the information with an assessor, you may appeal your valuation at the Local Baord of Review. The Shorewood Board of Review is scheduled for Monday, April 18 at 7 PM in the City Council Chambers. Anyone who is unable to attend on that date may retain their right to proceed to the County Board by submitting their objection in writing to City Hall prior to Thursday, April 14. This year there is a lunchtime children's concert in addition to three Friday night concerts, from 6:30 to 8:30 PM. P ARK SIGNAGE WILL be updated this spring with the addition of new directional signs placed along routes to several of our city parks. A park sign analysis showed that, while general entrance signage were adequate, signs directing vehicles and pedestrians to some of the parks were IA nonexistent. Freeman: Park will have additional sign age on Eureka Road to direct vehicles specifically to fields 1, 2 and 3 in hopes of reducing automobile traffic through Shorewood Ponds. Fields 1, 2 and 3 can only be reached by car via Park Lane. Fields 4, 5 and 6 are accessed by car via the main entrance to Freeman Park. (All fields and trails within the park are accessible on foot or by bicycle from either entrance.) Additional signs including a park directory and updated park rules will be added in Freeman Park later in the spring. Heideman's presentation was very informative, even for experienced dog owners and park users. Since this area will be for the dogs, educating t park users on canine behavior will be essential to having a successful facility with minimal problems. In addition to its normal activities associated with reviewing requests for subdivisions, variances, and conditional use permits, the Commission's 2005 work plan contains several prominent items: Criteria for Granting a Variance The City code currently stipulates that variances can only be granted if specific criteria are satisfied. These criteria do not reference the potential positive effects that conditions attached to the variance might have for the surrounding neighborhood and the City as a whole. For example, a variance might be granted if the applicant agreed to replace an unsightly structure with a structure in keeping with the character of the neighborhood. The Commission will explore whether it might be useful to include such considerations when it examines variance requests. Comprehensive Plan Review The Comprehensive Plan is the blueprint that guides the City's development. Annually, the Commission examines that document to ensure that it is up -to -date and consistent with the City's current policies and objectives. In addition, the Commission will be developing a planning inventory that contains information related to the current land use within the City as well as a demographic profile of the City. This planning inventory will be useful in the next set of major revisions that will take place later in the decade. Signage Ordinance A carry -over from last year, the Commission wants to take an ordinance that has certain outdated aspects and refresh it to meet the needs of the City's businesses, while at the same time avoiding the introduction of unattractive displays. In particular, the Commission will review existing ordinances regarding the number and size of commercial signage in various commercial zoning districts. County Road 19/ Smithtown Road Intersection The reconstruction of this infamous intersection finally began in 2004. The project, which will take two years to fully complete, involves landscaping and entry-point designs that will be reviewed by the Commission. Gideon Glen Restoration Two years ago, the City received a grant from the Minnehaha Creek Watershed District to undertake a preservation/ restoration program for the large wooded area just north of the intersection of Smithtown Road and County Road 19. The City purchased the land and a conservation easement was placed on it. In addition, a pond and drainage facilities have been constructed on the eastern portion of the site. The Commission's emphasis will be on reviewing the restoration and landscaping plans for the site, particularly along its boundaries. Tad Shaw was appointed as Shorewood's Representative to the Minnetonka Community Education Services Advisory Board. Patrick Hodapp was appointed as Shorewood's representative to the Lake Minnetonka Communications Commission, and Tom Skramstad was appointed as Shorewood's representative to the Lake Minnetonka Conservation District. The City wishes to thank each of these individuals for their continued volunteer efforts on these commissions. • Held a discussion on ongoing South Lake Minnetonka Police Department issues remaining with other member cities. • Adopted a resolution commending the South Lake Minnetonka Police Department for its investigation of the 2003 murder of bait shop owner Vermont "Ike" Isaacson. • Received information regarding an alleged cougar sighting in the vicinity of Old Market Road in December of 2004. Council Appoints Commissioners A T THE FEBRUARY 14, 2005, City Council meeting, the City Council appointed three Planning Commissioners to fill vacancies. Bob Gagne was appointed to a two -year term, David Meyer was appointed to a three -year term, and Dick Woodruff was appointed to a three -year term. Terms for these Commissioners take effect at the March 1, 2005, Planning Commission meeting. Thank You Our thanks go out to Ann Packard who is leaving the Planning Commission after four years of service. Ann has lived in Shorewood for twenty -five years and brought a wealth of information to the Commission. Recycling News Spring Clean -Up T HE ANNUAL SPRING CLEAN -UP for Shorewood residents is scheduled for Saturday, May 21, 2005. Watch the May Shore Report for complete information. Until that time, start going through the items you want to get rid of and make sure that someone else can't use them before you decide the landfill is the appropriate spot for them! This runoff can carry pollutants from your property, such as fertilizers, pesticides, oil and pet waste Stormwater pollution not only impacts our drinking water, but also an important source of recreation in Shorewood —our lakes. Stormwater runoff can pollute our lakes with trash and chemicals which kill fish and other wildlife, contaminate the water for swimmers, and make shorelines unsightly. Although some pollution in runoff is caused by nature, there are many things you can do to protect the waterways and prevent further pollution. This time of year, it is especially important to pick up any pet waste in your yard. The runoff from this waste is harmful to the waterways, not to mention the undesirable thought of swimming in the lake after the spring thaw! Residents are also reminded that it is illegal to dump anything into the street or storm drain. If you have lawn chemicals, oil, gasoline, or other cleaners that you want to dispose of and do not know the proper method, please contact the City of Shorewood for disposal sites /methods. Other things you can do to prevent storm drain pollution include: • Place litter and pet waste in trash cans. • Maintain your car and look for possible leaks. • Clean up spills with an absorbent material (such as kitty litter) and dispose of it properly. • Keep driveways and sidewalks clear of debris. • Direct rain gutters and sump pump drains into the yard and not onto sidewalks and driveways. As a community, we can make a big difference in the quality of our water. Once water quality degrades, it takes a lot of time and money to repair the damage. Educate yourself and your family on how you can make a difference. Children Act Fast ... So Do Poisons! ARCH 2O -26 is Poison Prevention Week. Each year, this week is used to encourage parents and caregivers to take a look at their homes and make sure poisons are not within reach of children. Many incidents happen when adults are in the process of using a product or medicine and are distracted for a few moments. Children act fast, and many poisons are colorful and look desirable. Every home where children live or visit should have a bottle of Ipecac syrup, used to make a person vomit. Ipecac syrup should only be used on the advice of a physician or Poison Control Center, as some poisons will cause further injury if the victim vomits. Syrup of Ipecac is available inexpensively at most pharmacies. In case of suspected poisoning, you must know what to do and be prepared. • Have the Poison Center's phone number 1- 800 - 222 -1222 available or programmed into the telephone You do not want to look it up when you need it! • If there is a question on a potential poisoning, call the Poison Center. It's better to be safe than sorry. Do not wait for symptoms to appear; symptoms may often be delayed. Always call for help if someone may have been injured or poisoned. If you suspect a poisoning, call the Poison Center immediately at 1- 800 - 222 -1222. Poison Information Specialists are available at the Poison Center seven days a week, 24 hours a day.
