Insert Shorewood Election City Council Will Have Two New Faces T HE CITY OF S HOREWOOD election results were: Mayor Woody Love was re- elected to a 2 -year term; Council Members Christine Lizee, (2 -year term, Ward One) and Laura Turgeon (4 -year term, Ward Two) were re- elected to the City Council, and Paula Callies (2 -year term, Ward Three) and Marty Wellens (4 -year term, Ward Four) will be new Council representatives. City election results are posted at City Hall and can be found on the City's web site. Hennepin County election results can be found on the County's web site at www.co.hennepin.mmus. State -wide election results can be found on the Secretary of State's web site at wwwsos. state. mn. us. Shorewood had an 86 %, voter turnout Results (compared to 80% in 2002) at the General Election on November 2. Ward Four had the highest voter turnout rate with 88% of registered voters voting, but all Wards had at least an 84% voter turnout rate. A total of 4,826 residents voted in the General Election; 547 were voters who registered on Election Day. Council member terms are effective as of January 1, 2005, and members are sworn in to office at the first Council meeting of the year, January 10, 2005. El Planning /Park Commission Openings P OSITIONS ON THE Planning and Park Commissions are open for application to interested Shorewood residents through Friday, January 21, 2005, 4:30 Pm. Both Commissions act as advisory boards to the City Council. The Planning Commission meets the first and third Tuesdays of each Snow Plow Season: Stay Safe HEN SNOW IS FLYING, and snow plows are on the road clearing snow and sanding slippery spots, drivers need to be especially cautious, for their safety and for that of the snow plow driver. Snow plows often turn on the sanding mechanism when they approach an intersection. Cars following too closely will be showered with sand —not great for the paint on a car! At the intersection, the large trucks might not have the turning radius needed to complete a turn. This might mean backing up before completing the turn—not easy to do when a car has pulled up right behind them —or making the turn a bit wider than usual. If cars approaching an intersection see a plow coming from one of the other directions, give the plow a little extra turning room when possible. The Public Works Department is ready for a few days of below freezing temperatures so they can begin the task of preparing the Shorewood ice rinks for skaters. Once the ice is ready, warming houses will open at Cathcart, Badger and Manor Parks. Warming House Schedule: (Rinks open in mid - December depending upon weather conditions and close in mid - February) Monday -Friday ....... 3:30 PM — 9 PM Saturday .....................11 AM — 9 PM Sunday ......................... Noon — 9 PM Holidays .....................10 AM — 9 PM Closing times may vary slightly if rink is not in use or an attendant is not available. Warming houses will be posted when closed. Note to Parents: Please make sure that arrangements are made for picking your skater up before closing times, as telephones are not available at the warming houses. Hennepin County has a 10 PM curfew regulation for juveniles 14 and younger: This will be enforced at the skating rinks. The y 2004 opening night in June with the Paul Cherba Jazz Quartet was rained out but was rescheduled for the August 13th concert. On July 9th, over 200 people attended the concert with the Encampment River Boys Bluegrass band and enjoyed a perfect summer evening. The Park Commission is interested in ideas you have that will make it more fun and convenient for you to attend. Do you know a musical group that would like to iy or one that you would enjoy wring? The event showcased 167 artists from the surrounding five state area. Thank you to Bachman's, the MHS Chamber Singers and Donna Voce, Sara Doerfler— pianist, and Minnetonka Booster Club for their participation; and to the many local businesses who contributed donations for the prize drawings. A special thanks to the many volunteers who worked on this event over the past year -- community participation is the key to the success of this annual event. S Off —Leash Dog Park Design Begins C ARVER PARKS IS PROCEEDING with preliminary design for the Off - Leash Dog Park at Lake Minnewashta Regional Park. At the September Park Commission meeting several residents of both Shorewood and Excelsior shared their opinions for and against the park. In general, plans for the off -leash dog area of the park have been met with overwhelming support and enthusiasm by dog owners in our area. Because the park is located outside of our community, neither the Park 325 DOGS Commission ARE LICENSED nor the City of Shorewood has IN THE CITY OF any say as to $HOREWOOD. whether or not this DOG LICENSE park amenity is APPLICATIONS ARE created; however, DUE JANUARY 31. we do support Carver Parks' efforts to accommodate the growing number of dog owners who want to exercise their dogs off - leash. We do not have adequate land within our borders to provide this amenity to our residents. The proximity of Lake Minnewashta makes it extremely convenient for Shorewood residents, many of whom are already using the park to exercise and socialize their canine friends. In light of the intense residential development along the Highway 5 corridor, Carver Parks has shown great foresight and consideration in adding an off -leash dog area to this park. Many regional and city parks in our area do not allow dogs at all, leashed or not. Dogs will still be allowed in other areas of Lake Minnewashta Park on -leash. When complette, this will be one of the largest off -leash properties in the region. Sue Davis, Chair Park Commission www. ci. shorewood. mn. us - THE SHORE REPORT/ DECEMBEP 2004 Planning Commission Notes T HE PROTECTION OF water quality has hardcover on water quality, Shorewood been a prominent environmental has imposed limits on the amount of theme for over 30 years. Numerous techniques have been developed to mitigate the introduction of pollutants into the water system. Industrial sources have been restricted, storm sewers have been separated from sanitary sewers, and wetlands have been protected from development. One of the simplest and most effective means of protecting our water is to use the natural filtration capabilities of the soil to cleanse storm water runoff before it reaches our lakes and streams. In order to accomplish that goal, sufficient open space has to be available. That's where Shorewood's hardcover restrictions come into play. Hardcover is defined as homes, driveways, sidewalks, accessory structures (such as garages and sheds), patios, and the like that prevent storm water from seeping into the ground. Even tightly packed dirt (such as an unpaved driveway) can prove to be resistant to water infiltration and hence qualify as hardcover. (Interestingly, the Commission has recently discussed the use of "permeable" paving. That is, paving stone whose composition and the composition of the materials in between the stones allows, under ideal conditions, for a high degree of water infiltration. The jury is still out on the effectiveness of permeable paving.) The more hardcover that exists on a property, the more water is forced out onto roadways, where pollutants are picked up, and then into sewers or streams that quickly flow into lakes, bypassing the natural purification process. In response to concerns about the negative effects of hardcover that can exist on a lot. For lots in Shoreland districts, hardcover can be no more than 25% of the lot's size. (As the name implies, Shoreland districts contain land that lies near bodies of water, either lakes greater than 10 acres in size or streams draining areas greater than two square miles.) Lots that do not lie in Shoreland districts are subject to a 33% limit. The reason for the difference in limits is that the proximity of bodies of water to properties in a Shoreland district call for greater infiltration capacity. Environmental protection is the primary, but not sole, rationale for hardcover restrictions. In limiting the amount of hardcover, Shorewood is able to retain the open feel that the City has enjoyed going back to its rural origins. By preventing disproportionately large homes being built on relatively small lots, the hardcover restrictions leave more open space between homes on adjoining lots. Whether the neighborhood is composed of relatively small lots, such as in northeast Shorewood, or is made up of the relatively larger lots found the western part of the city, limiting the amount of hard cover ensures that a neighborhood will not feel too cluttered. One can easily find examples of communities that do not limit hardcover. In those cities, it is common for mansions to be built on "postage stamp" -sized lots. As properties in Shorewood continue to develop, hardcover restrictions play an important role in ensuring that the City remains an attractive place to live. NV Jeff Bailey, Chair Planning Commission Positions Available Rinks Supervisor /Attendants T HE CITY OF SHO MWOOD is accepting applications for a part -time Rinks Supervisor and Rink Attendants. The Supervisor position is open to people 19 years of age and older. The Supervisor is responsible for coordinating and overseeing the work of Rink Attendants. Attendant positions are open to people 16 years of age and older and offers flexible hours in the afternoons, on weekends, and during winter break. The season generally runs mid - December through mid - February. This program allows school age children to attend the voting polls with parents and cast a mock ballot for the election. Recognized former Park Commissioner Pat Arnst, and former Planning Commissioners Deborah Borkon and Donna Woodruff for their time and talents in years served with the Commissions. • Appointed David Meyer to the ,Planning Commission for a term to end on February 28, 2005. • Received a report from Tim Litfin, Executive Director for the Minnetonka Community Education Services (MCES) Board. • Received areport from Tom Skramstad regarding the recent activities of the Lake Minnetonka Conservation District. • Approved the Lake Minnetonka Communications Commission 2005 Operating Budget. • Granted approval of Certification of Delinquent Charges for the City. • Received a report from the City's engineering consultant regarding cut - through traffic on Radisson Road. • Approved plans, specifications and estimates and authorized funds for the Freeman Park/Shorewood Oaks drainage project. • Accepted bids and awarded contracts for the County Road 19 /Country Club Road/Smithtown Road Intersection Project. Residents should expect to encounter construction by year end on these roadways, and should begin to plan accordingly. (See article on page 4 for additional information) www. ci. shorewood.mn. us THE SHORE REPORT/DECBABM 2004 City of Shorewood Natural Resource Inventory T HE CITY OF SHOREWOOD Will be working with the Hennepin County Department of Environmental Services ( HCDES) to complete a natural resource/ land cover inventory through a grant that was awarded the county by the Metropolitan Council and the Department of Natural Resources. HCDES will be gathering information on land cover throughout the City of Shorewood (examples of land cover include maple- basswood forest, hay field and cattail marsh). The collected data will be mapped in a geographical information system, and used by the city for comprehensive planning and conservation efforts. The inventory work will take place this fall as well as in the spring of 2005. This inventory involves, in some cases, walking through the property and observing trees, plants and other vegetative cover. No plants will be removed or disturbed. This project is purely for informational purposes so that you, the landowner, and the city can do our best to conserve and manage our precious natural resources. Thank you in advance for your cooperation and interest in the preservation of our natural resources, as it is vital to the success of this endeavor and to help insure the continued high quality of life that is currently enjoyed by you and your fellow residents of Shorewood.0 County Road 19 /Smithtown Construction A T THE NOVEMBER 8TH City Council meeting, the construction contract for the County Road 19 and Smithtown Road intersection was awarded to Eureka Construction. The first phase of the project includes temporary pavement widening along the west side of County Road 19, . utility relocation, excavation for a stormwater treatment pond, and wetland restoration on the City's Gideon Glen property. Work will continue as long as weather conditions permit, and will reconvene in the spring of 2005. Funding for this project is obtained from the Minnesota State Aid fund, and Hennepin County. The State Aid fund consists of taxes collected by the State at the gas pump. The State then keeps an account, for each municipality's use that has a population equal to or greater than 5,000. Cities meeting the criteria can utilize State Aid funds to build or reconstruct arterial roadways within their city, without affecting local taxes. This insures that there is a complete network of roadways in and between each State Aid community. The project cost is $3,147,978, with the City of Shorewood's share of the 1 ' project being $1,032,730, of which, $981,820 will be funded using State Aid dollars and the remaining $50,910 being funded by the local roadway fund. Additional funding is provided by the City of Tonka Bay and Hennepin County. The Toy Chest Drive provides toys to low income children up to age 18. Volunteers for sorting, counting and assisting with distribution are also needed. Responding officers have been unable to locate the source of the noise. SLMPD is seeking the assistance of you and your neighbors in an effort to identify the individual(s) responsible for this dangerous activity. Discharging a firearm within city limits is not only illegal, but has great potential to cause serious injury or death to others. The South Lake Minnetonka Police Department will be providing increased patrol in the area, and is asking residents to notify us immediately by dialing 911 anytime you see or hear anything suspicious. Many times the hood is damaged or lint build -up has impaired the flapper from closing properly. Just a few minutes with a pliers to bend the hood or a piece of wire to fish out built -up lint will put the dryer exhaust hood back into operation. Combustion air and ventilation inlet ducts allow air to enter your house in a place that will provide ventilation, reduce draft problems and provide oxygen for water heaters, furnaces or other fuel burning equipment. These ducts also provide an inlet for air exhaust fans such as stove hoods and bathroom fans. Air inlet ducts can help reduce interior - exterior air pressure differences caused by wind and attic bypasses. Drivers new to Minnesota roads may not be aware of the dangers involved, and many drivers, experienced or not, do not understand the limited field of vision experienced in the large plows required to keep our roads clear for safe winter driving. Drivers should remember to use the "eight- second rule" when following a snowplow. This means that when you the plow passes a fixed object on the side of the road, your vehicle should not pass that same object for at least eight- seconds. If you are closer than eight- seconds, slow down! You are driving too closely! Keep in mind, the average snowplow weighs 17 times more than your car. It is not a contest a car is likely to win.
