First Approvals Made for County 19 Intersection Redesign O O 10 t V 4� w w �v 1 I N LATE AUGUST AND early September, the Shorewood and Tonka Bay city councils approved the preliminary layout of a new design for the County Road 19 /Smithtown Road /Country Club Road intersection. Hennepin County and its engineering consultant will now be able to develop final plans as well as acquire right -of -way and easements for land needed to construct the project. The latest schedule anticipates the city councils approving final plan layouts in January 2004, the bid opening in March, and construction underway in early summer. The project would be substantially completed in November 2004. While both city councils approved a preliminary layout a few years ago, Hennepin County decided earlier this year that another plan should be developed to address concerns about access to commercial properties. Technically, the councils had a new but very similar plan to start through the approval process. An important issue in the project, the Shorewood Liquor Stores Looking for Local Artists T HE SHOREWOOD LIQUOR store ;in the Shorewood Village Shopping Center is relocating next to Snyder Drug, just down the hall from their current , location. The store will showcase the work of local artists. Any local artists wishing to display their art on the walls should contact Don Swandby at (952) 474 -6869. The new store is anticipated to open in mid- October. Liquor store sales will continue at the current location in the shopping center until the opening of the new location. You can also purchase liquor at the Shorewood owned store in Waterford Center, 23730 Highway 7. Watch for a grand opening celebration of the new liquor store in early November! l value of Tonka Bay Municipal Liquors, was resolved in late August. Hennepin County and Tonka Bay had lengthy negotiations on the liquor store, which will be removed for this project as designed. Planning can also begin in earnest for the City's six -acre Gideon Glen property, immediately west of Tonka Village shopping center. Drainage from the new roadway and the shopping center will be directed to the site. The City and the Minnehaha Creek Watershed District are working to restore a wetland on the property and make Gideon Glen an example of multiple stormwater management systems. Work on Gideon Glen is expected to begin in 2004.0 Park Vandalism A FTER A LONG DRY SPELL, the City has been the recent target of significant vandalism. During the early morning hours on Sunday, September 7, the twister slide at Badger Park was set on fire and destroyed. The Little League fields at Freeman Park suffered significant damage that Sunday evening when support wires for the batting cages were cut, and canvas covers were slashed. The portable toilets were also knocked over at Badger and Freeman Parks. There have been no arrests. THE .SHORE REPORT I OCTOBER 2003 Park/Trail Talk Tournament Policy T HE PARK COMMISSION is reviewing the Tournament Policy currently used by organized sports when sponsoring a tournament in City parks. The policy was last updated in 1998. It will be reviewed to add a cancellation policy and to bring fees in alignment with current costs. The policy is not intended to generate revenue, but simply to cover expenses incurred with City staff monitoring and managing events in the parks. E Community Rec Resources S HOREWOOD CONTRACTS with CRR to manage the different organizations using City parks. They provide services related to communications, scheduling, equity and park monitoring. CRR has just finished its first full spring/summer season. CRR has established a strong working relationship with the leaders of the different sports organizations and built stronger lines of communication. When you notice this, avoid washing light colors of clothes until you notice your water is clear. www.ci.shorewood.mmus 2 THE SHORE REPORT I OCTOBER 2003 Emerald Ash Borer Not Found in MN EST -METRO LANDOWNERS can cross one concern off their list: Emerald Ash Borer (EAB) has not been found anywhere in Minnesota. The Minnesota Department of Agriculture (MDA) is the lead state agency for the survey and detection of EAB in Minnesota. After reading the article in the last Shore Report, MDA officials contacted the City to correct the information. The nearest known infestation of this destructive tree pest is in central Michigan, and only two other eastern states have detected the non - native insect. Emerald Ash Borer is native to China, and was first discovered in the U.S. in July 2002 in the Detroit area. More recently, the pest has been detected in 13 counties of lower Michigan, three counties in Ohio and an isolated introduction in Maryland. EAB spreads mainly through the movement of infested ash wood including nursery stock and firewood. To prevent EAB from spreading to new territory, strict prohibitions have been placed on the movement of all ash wood material including wood chips greater than 1 inch in diameter. Here in Minnesota, the MDA has launched a program to raise public awareness and survey high - risk sites including campgrounds, parks, firewood dealers, nurseries and sawmills. Looking for potential signs of EAB infestation, MDA staff have made nearly 450 inspections of high -risk sites and inspected nearly 18,000 trees in 2003. MDA is also coordinating efforts by municipalities and city foresters to monitor urban ash populations and report any possible EAB signs. Many homeowners have called to report possible evidence of EAB in their trees. So far, the inspections and reports have not found any evidence of EAB in Minnesota. Homeowners can help the state watch for EAB by reporting any suspected infestations to MDA's Peter Dziuk at (651) 296 -3343. MDA suggests that homeowners watch for the tell -tale signs of EAB: bark samples that show winding, serpentine galleries, "D" shaped exit holes, or the metallic green beetle itself. Public Safety Facilities Update A T PRINTING TIME, bids for the East Station of the Excelsior Fire District (EFD) were to be opened on September 30. The EFD Board will review the bids during the week of October 6 and forward a recommendation to the Shorewood Economic Development Authority (EDA). If the EDA were to approve contracts on October 13, construction could begin on October 20. The East Station should be put into service early next year. It will be built on the City of Deephaven municipal campus, 20225 Cottagewood Road. Nearly all of the exterior work has been completed for the EFD West /SLMPD Station at 24100 and 24150 Smithtown Road. Occupancy is expected in late December /early January. M 11 Council Activities Since the last newsletter, the City Council. • Received an award of recognition from the Lake Minnetonka Communications Commission and the Community Television Studio for its efforts in production of programming and volunteer service to Community Television. Mayor Love presented the award to Don Rogers for his exemplary dedication and service displayed in the community in many ways, but especially for cablecasting the Council meetings. • Approved the Excelsior Fire District and Mound Fire Department Budgets for the Year 2004. • Approved the South Lake Minnetonka Police Department Budget for the Year 2004. • Approved the Preliminary Layout for a redesign of the County Road 19 Intersection Project. Highlights include changes to access the Tonka Village Shopping Center, changes to the regional pond in the Gideon Glen area, and how best to manage traffic flow patterns at the intersection once the West Side Public Safety Facility is functioning. • Approved the 2004 -2008 Capital Improvement Program for the City. • Approved the 2004 Proposed Operating Budget, Set the preliminary Tax Levy in 2004, and also set December 1, 2003, as the date for the Truth -in- Taxation Hearing. • Adoptedan arnendmentto Chapter 701 of the City Code. This event is for residents of Shorewood only; therefore, proof of address will be requested before dropping off yard waste. Grass, leaves and mixed brush will be accepted. Brush and sticks must be smaller than 4" in diameter and less than 6' in length. There will be a container on Dellwood Lane for the residents of the Island to drop off their yard waste. (Part 2 of a 4 part series) Contact Individual Mailers N OT ALL COMPANIES use national systems to purge their mailing lists. If you are still getting "junk" from persistent mailers, you can contact the company directly and ask to be placed in their "do- not -mail file." Look at the mail piece to see if there's a number to call, or write them a note, send them an e -mail, or use their Web site. Here are a few thoughts on what to say and do: "Please remove my name from your marketing database. In addition, please do not pass along my name to others through mail list sales or trades. Thank - you for your cooperation." • Be polite. Most mailers will make an effort to comply with your request – they get to improve their database and ultimately reduce their costs. Even if you are frustrated, you're probably just taking it out on a phone operator or staff person. If you don't get results, you can consider stronger language, or contacting company management. • Be prepared Have the mailing label or catalog handy. Give them the exact match for your name and address. They might appreciate customer ID numbers or other internal identifiers. • Be patient. It may take some time to get your name and address out of their mailing cycle. • Be persistent. Keep trying. Drive home the message that your privacy is an important part of customer service. M Early Shorewood Radisson Inn (Information from Bake Minnetonka's Histori Hotels by Ellen Wilson Meyer.) LTHOUGH FEW OF THE magnificen inns of the Lake Minnetonk< area were actually in Shorewood, on, beautiful inn was located on Christma Lake in the early 1900s —the Radisso - . Inn. Originally opened in 1906, th_ Radisson was located on the northeas end of the lake. Originating as the Glen Morris Inn the hotel was originally an extension c a large family home. Soon after bein opened in 1906 by the Tina and Williar. Morris, children of the original owne, 15 cottages were built. The Radisson Hotel Company, purchased the Inn and operated it i the 1920s. During this time, the In. was very prosperous and had 40 room, a 240 foot veranda and a dining roor which bould seat 250 guests. Cottage had full facilities and were often rente. by families for the summer season. In 1934, during the depression, the Im. . was sold to a New York businessman, Lou Cohen, who set up a gamblin,_ casino, much to the objections o' neighbors. Objections became so strong that Mr. Cohen agreed to reduce the amount of gambling equipment before the next tourist season. Before the hu opened for the 1936 season a pre season party ending around 2 or 3 AA took place. That night around 4 AM th housekeeper was awakened by the smel of smoke.
