Recycling News
Solid Waste Resource Recovery
H ENNEPIN COUNTY'S waste
management system emphasizes
resource recovery from waste. Waste
that is not reduced, reused, or recycled,
is processed at two County- contracted
resource recovery facilities. In addition,
the county operates two transfer
stations where waste is collected from
citizens and private waste haulers for
transportation to these facilities. The
County- contracted resource recovery
facilities are:
Hennepin Energy Resource Co.
(HERC), which is located downtown
Minneapolis; and Elk River Resource
Recovery Facility (ERRRF), which
is located in Elk River and is owned
and operated by NRG Energy Inc., a
subsidiary of Xcel Energy Inc.
The HERC facility uses mass bum
technology to convert 365,000 tons of

Code attempt to make being a
courteous neighbor a little easier.
Noise and Odor Control
Chapter 505 of the City Code states
that "No person in any public or private
place shall make or assist in making,
by any manner or means, any loud,
unpleasant or raucous noise or odor
disturbing to others unless the same be
reasonably necessary to the preservation
of life, health, safety or property."
Residents sponsoring a party where
more than 75 persons are expected to
attend must register the party with the
City, and no person shall participate in
any party or gathering of people which
disturb the area between the hours of 10
pm and 7 am. There is no fee for a party
registration permit.
Dog Nuisances
Chapter 701 states that it is unlawful
for any owner to fail to exercise proper
care and control of his animals to
prevent them from becoming a public
nuisance. It is a nuisance for any dog
to bark excessively, continuously or
untimely ... and which noise occurs
repeatedly over at least a five - minute
period of time with one - minute or less
lapse of time between each noise during
the five - minute period.
To be a courteous neighbor, consider
the situation of those around you. Some
may have small children who are in
bed early, others might be ill or work
odd hours. If you have an upcoming
situation that might be bothersome for
you r neighbors, talk to your neighbors
first.

Early Shorewood
The tour of Lake Minnetonka continues. This is
the third in a series of articles.
T HE FIRST ISLAND TO THE RIGHT is Spray
lsland, a very picturesque place, and
just ahead of it lies Shady Island (Shady
Isle or Rockwell's Island), where a very
home -like
summer
hotel is
located
called "the
Harrow _
House" (formerly know as the Shady
Isle House). At the rear of this island
lie the remains of one of the first (1873)
steam boats that disturbed Minnetonka's
waters, the "May Queen," owned by
Captain William Rockwell. It held 75
passengers and was the fastest boat at
the time on the lake. The Ames boiler
exploded in 1879, injuring 10 persons.
The engineer was killed.
Some fine summer houses are found
along the shore on the left. The orchards
and grounds known as Edgewood are
located nearby. Mr. John Christian keeps
a delightful summer hotel in this area.
Howard's Point, just ahead, is another
popular spot.
Passing between Shady Isle and
Howard's Point to the right is Enchanted
Island or Great Spirit Island. When the
Indian, unhampered by civilization, made
Minnetonka his happy hunting ground
and bowed before the Great Spirit in
adoration, this island was chosen by the
medicine men of the various tribes as a
place for their dances, incantations and
worship.
They believed the Spirit visited this
island periodically and very naturally
they erected the Great Medicine
Tepee. From this island the edicts of
the medicine men went forth. It is not
surprising to see the tepee or wigwam
of some wandering chieftain erected
on the edge of the thicket, where he is
combining his worship with fishing and
selling bead work, bows and arrows, little
birch bark canoes, etc. to the tourists and
lake residents. M

Absentee Ballot
LIGIBLE SHOREWOOD VOTERS may
vote by absentee ballot if they are
unable to vote in person on election day
for any of the following reasons:
• Out of town
• Illness or disability
• Unable to go to the polling place due
to a religious holiday or beliefs
• An election judge serving in another
precinct
Absentee ballots are available for
30 days prior to each election. Vote in
person at Shorewood City Hall during
regular business hours before election
day. Additional absentee voting hours
at City Hall will be:
The Saturday prior to election day

The Monday prior to election day
— Until 5 PM
OR
Complete the entire process by mail.
Be sure to apply early to avoid express
mail handling fees. Allow at least ten
mailing days for the entire process if

How to File to Run for City Office
VERY PERSON WHO IS ENTITLED to vote in Shorewood at any election and
is twenty-one (21) years of age is eligible to file as a candidate. Three
municipal offices for the City of Shorewood will be included on the November
Ballot:
• Mayor, 2 -year term
• Two (2) Council members, 2 -year terms, at -large
(Ward elections begin with the 2004 election year.)
Individuals who wish to run for an office must complete an
application and pay a $2.00 filing fee at City Hall. Candidates
may file as early as Tuesday, August 27, 2002. The closing
date for candidate filing is at 5 PM, Tuesday, September 10, 2002.
Campaign Sign Rules
P OLITICAL CAMPAIGN SIGNS shall not exceed six (6) square feet in all
residential districts or twelve (12) square feet in all other zoning districts.
Campaign signs shall not be located closer than ten (10) feet from any street
surface, and shall not be placed in front of any property without the consent
of the property owner.
Campaign signs not meeting the restrictions of the municipal code shall be
removed by the City. Contact City Hall for other restrictions that apply.
Election Day Rules
Persons who are campaigning and/or any campaign materials including
literature or buttons are not allowed in the polling place. This means that
a voter may not even wear a campaign button or carry campaign material
when they enter to vote.
Minnesota Election laws also prohibit lingering near a polling place. No
one except an election official or an individual who is waiting to register
or to vote shall stand within 100 feet of the entrance to a polling place.
Campaign activity is allowed on Election Day as long as it takes place at
least 100 feet outside the polling location and entrance.
• One of the following documents that
contains your name and photo:
♦ Minnesota driver's license
or I.D. card with a previous
address
♦ US passport
♦ US military I.D.
♦ Student I.D. card from a MN

T HE NEXT OPPORTUNITY VOTERS have to let their opinion be
known at the polls is the Primary Election on Tuesday,
September 10. Although frequently less attended than the General
Election, the Primary Election is an important step in the voting
process, and voters are encouraged to participate.
The Primary Election helps determine who the candidates
will be in the General Election. Now is a good time to start your
candidate research, so you are well - informed by the time of the
General Election in November.

City Council:
• Approved a development agreement
and subsequent resolutions
and ordinances regarding a
Comprehensive Plan Amendment
for redevelopment of the Shorewood
Village Shopping Center, including a
CUB Foods Store.
• Held discussions regarding the
process of public sale of City
property located on the east side of
the Church Road cul -de -sac.
• Agreed to provide expenditures for
improvements to the Glen Road
drainage system near 24735 Glen
Road within the City right -of -way
area.
• Authorized a cooperative agreement
with the Minnesota Department of
Transportation for the Freeman
Park access closure to Highway 7,
and construction of a parking lot at
the south end of Freeman Park.
• Granted permission for residents
to engage in a Goose Control
program endorsed by the Minnesota
Department of Natural Resources.
• Extended the Land Conservation
and Environment Committee sunset
date to August 31, 2002, and for
purposes thereafter, created an ad hoc
committee of various representatives
of City Commissions.

Park Commission Notes
O VER THE PAST SEVERAL WEEKS, the
Park Commission has been in the
process of conducting a master plan
review of the Shorewood Parks. Each
year the Park Commission also conducts
a walking tour of the parks. The tour is
valuable not only for the purpose of
reviewing current park conditions, but
also to explore future possibilities for
park use and amenities.
The park commission has been
challenging itself to be more inclusive
and consider how the parks might serve
a greater diversity of residents. We think
the parks are generally doing a good job
of reaching the community through
traditional organized sports and this
continues to be an important focus of
Shorewood's park system. It is also
important to be open to changing times
and interests of the larger community,
so that there is opportunity for new
directions where and when appropriate.
Skate parks, dog parks, lacrosse, and
Frisbee golf are relatively new, or
emerging activities for parks in some
Minnesota communities.
The South Lake Community Park (the
skate park) is a good example of being
open to using old space, the Highway
7 rest area, in a new way to serve an

park commission has noted based on
this year's park tour are: a need for
resurfacing of the basketball court in
Silverwood Park; options for placement
of a paved perimeter trail in Freeman
Park; and alternatives for improving
maintenance and freshening the
appearance of Cathcart Park.
Members of the Park Commission
couldn't miss the vibrant atmosphere
found in the parks and the enjoyment
we observed on people's faces who
were using the parks in different ways.
A goal of the Park Commission is to
continue to nurture the spirit of the
parks and the sense of community by
continuing to assess whether our parks

to Xcel Energy Inc. HERC produces
enough electricity each year to provide
power to the equivalent of 25,000 homes.
In addition each year over 10,000 tons
of ferrous metal are recovered from the
garbage and recycled.
The ERRRF facility processes
garbage into refuse derived fuel (RDF)
and serves five area counties. Hennepin
County contracts to deliver up to
235,000 tons of garbage to ERRRF
each year. The RDF is transported
to a nearby power plant owned by
Great River Energy (GRE), where it
is combusted to generate electricity.
The RDF from Hennepin County
garbage produces enough electricity
to provide power to the equivalent of
12,700 homes each year. ZR
