T HE C ITY OF S HOREWOOD has had a leading role in efforts to improve water quality and
reduce the public costs to achieve it. The efforts of the City and a broad coalition of
supporters have paid off, with a new law approved by overwhelming majorities in both
houses of the Legislature (only 17 of 201 legislators voting against the bill). The new law
is the first of its kind in the country.
New restrictions on the use of lawn fertilizers containing phosphorus will take effect on
January 1, 2004. With reasonable exceptions,
no lawn fertilizers that contain phosphorus
may be used in the metropolitan area; in
greater Minnesota, only a 3% maximum
phosphorus content may be used, although
local units of government may opt for 0%
content. Existing ordinances, such as the
one in Shorewood that also regulates the
sale of these fertilizers, will continue to be
in effect.
The reasonable exceptions are common
sense: when new turf is being established, and
when soil tests (available from the University
of Minnesota extension service for a small
fee) indicate a deficiency in phosphorus. The
new law narrowly focuses on turf fertilizers;
it does not apply to those used for gardening
or agricultural purposes.
The new legislation is not a "silver bullet" to
remove the phosphorus loading in our natural
water systems. Residents will still need to
do the right things when it comes to grass
clippings and leaves. Having less phosphorus
in the system will reduce the amount of this
vital nutrient for algae growth, so we can have
both green grass and blue waters. ZD

Visioning Continues
S HOREWOOD AND EX CELSIOR are partici-
pating in a joint community visioning
process. The cities are identifying common
values and challenges, and thus will have a
better framework to address individual or
common issues. A community workshop
held in February was well- attended, given
the competition of the cold weather and the
Olympics. Since then, the cities' consultant
and working group have been refining the
information gained from research and public
comment. A j oint meeting of the city councils
and their advisory commissions to review and
further refine the community vision is sched-

honor those residents from the communities of Deephaven, Excelsior,
Greenwood, Shorewood and Tonka Bay who are over the age of 85.
A special meal will be served. Please call the center to be included on
the invitation list.
The Southshore Center is located at 5735 Country Club Road, Shorewood. The office is
open daily from 8:30 AM to 4 PM. Noon lunches are served on Monday, Tuesday and Friday.

T HE ANNUAL SHOREWOOD SPRING CLEAN Ur will offer a combination of curbside pick up of yard waste, brush and small
household rubbish, plus a limited drop- offsite for larger items to be disposed of, such as tires and appliances. It is important
to note that there will not be a Goodwill Industries collection trailer at the Public Works facility. Other ideas for "recycling"
usable items are shown below.
Curbside Pick Up Service
Begins at 7 Ann
T HE CURBSIDE PICK UP will be conducted beginning on
Saturday, May 18 at 7 am. Items to be disposed of must
be curbside by that time. It may take more than one day to
service the entire City, so please leave items out through
Sunday evening if they are not picked up on Saturday.
It is very important that only items small enough to be
handled by one person are placed curbside. Larger items (see
list *) must be brought to the Public Works facility for drop -
off.
Materials that may be placed curbside include:
• Brush, cut in four -foot lengths, bundled and tied
• Grass clippings and leaves in bags not to exceed 50 pounds
per bag
• Bagged wood chips
• General household rubbish, including small furniture
items
• Carpet, 6' or less, no more than 12" in diameter, and tied
with twine (no wire)
• Dismantled swing sets (8' in length or less)
Special One Day Drop Off
For Larger Items*

items to the Public Works facility, 24200 Smithtown Rd.
(east of the Smithtown Crossing plaza on County Road 19)
between the hours of 8 am and 4 pm. Residents using this
service will be required to show proof of residency.

Disposal of Household Hazardous Waste
H ENNEPIN CouNTY EwmoNMENTAL SERVICES has two year -round locations for disposal of household hazardous waste.
They are: South Hennepin Recycling & Problem Waste Drop Off Center at 1400 W. 96th St., Bloomington, and Hennepin
County Transfer Station & Recycling Center at 8100 Jefferson Highway, Brooklyn Park. The 24 -hour INFOLine, (612)
348 -6500, has complete information and directions.
Hennepin County also offers local collection sites in
various locations during the year. These items are
accepted:
• Adhesives (petroleum based)
• Aerosols (with or without product)
• Auto wastes (fuel, additives, fluids, waxes, etc.)
• Household batteries
• Cleaning solvents and drain cleaners
• Consumer electronics (TVs, radios, VCRs ...)
• Driveway sealers
• Flammable liquids
• Fluorescent and HID lamps
• Rechargeable appliances
• Vehicle lead -acid batteries (cars, boats, etc.)
• Paint and lead -based paint chips
• Paint thinners and solvents
• Pesticides (insecticides, herbicides, etc.)

Home Disposal
Before bringing items to the events, check the lists
below to see if they can be handled safely at home.
Flush with lots of water down your sink or toilet, but not
in septic tank systems:
• toilet cleaner
• disinfectant
• disinfectant cleaner with bleach*
• cleaner with ammonia*
*Never mix products containing bleach with
those containing ammonia. A toxic gas can
form!
Dry completely, remove lids and place in the trash:
• small amounts of latex paint
• latex caulk, glaze & spackle
• empty containers
• putty, grout
• cosmetics
• aerosol cans (empty only)

Early Shorewood
Gale's Island
The first in a series about the islands.
oCATED IN LOWER Lake Minnetonka
is an island of little more than an
acre, originally called Gooseberry Island.
It is located
just south of
Big Island
and was
among the
lastproperty
in Hennepin
County
to be pre-
empted from the Federal government.
Harlow Gale came from Massachusetts
with his brother Samuel in about 1856
and settled in St. Anthony (the area
which preceded Minneapolis). Harlow
developed a subdivision in St. Anthony.
He married a New England woman,
Elizabeth Griggs, and bought the island
for about $2.40 in 1872. He built an
octagon house with encircling porches
and an outdoor staircase, painted it bright
red and called it `Brightwood ". This
stylish construction was recommended
for wind resistance, more direct sun and
maximum space.
His granddaughter, Isabel Tyron
(Thibault), wrote My Island, about
the 26 summers her family spent on
the island. Her parents and their seven
children would walk the four blocks to
the "Minnetonka" streetcar. The dog, and
sometimes the cat, traveled on the back
platform.
"It was fun," she remembered,
"Streetcars went so fast."
Once at the Lake, they would board
the Sue Gardner or the Hattie May for
the trip to the island. The house had
been expanded by two additions and a
pump had been added to the kitchen,
eliminating the east bank platform where
water had been pulled up with a bucket
on a creaky windlass.
The three story boathouse, built over
the water on the high side of the island,
had a workshop and bedrooms on the
second floor and a lookout on the third
floor to watch sailing regattas and _for

level, built for storage of the small boat,
was ideal for an enclosed bathing area
for the children and their nurses, and
for the ladies. The men bathed in the
open water. Later, this water level was
converted into sleeping space of the
Tyron grandchildren.
The island was eventually sold. At
one time it was donated to Gustavus
Adolphus College to be used as a
retreat. It was later resold for a private

1 The property owners of 28005 Boulder Bridge Drive are applying for a conditional use permit (CUP) to add accessory
space (garage) that exceeds the 1200 square feet maximum. A public hearing will be held at 7:00 p.m.
2 Howard's Point Marina at 5400 Howard's Point Road is seeking a rezoning from R -IA/S, Single - Family Residential/
Shoreland, to L -R, Lakeshore - Recreational, a conditional use permit (CUP) and variances to bring the property into
compliance with the Shorewood Comprehensive Plan. Part of their proposal is to incorporate the residential property
to the north into the Marina property. A public hearing is will be held at 7:15 p.m.
3 A public hearing is scheduled for 7:30 p.m. to consider a request from South Tonka Baseball for approval of a conditional
use permit (CUP) to allow the installation of awnings over the existing dugout areas, one of which requires a setback
variance to locate within the setback area of the property located at Freeman Park, Field #2, 25800 State Highway
7.
4 A public hearing will be held at 7:45 p.m. to consider an amendment to the Comprehensive Plan. The proposed
amendment changes the land use designation of MN DOT right -of -way property lying between Covington Road and
Old Market Road, south of Highway 7 from "Transportation" to "Semi- Public ". The purpose of the change is to provide
for additional conservation open space.
5 A public hearing will be held at 8:00 p.m. to consider an amendment to the Shorewood Zoning Code changing the
height restrictions of structures in residential districts in cases where additional setbacks are provided.
