Highway 7 Construction Update
R O CONSTRUCTION CAN cause numerous headaches for drivers, especially when they
unprepared for lane closures. Fortunately, the state road construction crews and
contractors are working diligently to complete the Highway 7 projects.
The Highway 7 construction at the Excelsior Interchange consists of complete
reconstruction of the interchange, grading and surfacing. The exit and entrance ramps
into and out of the Excelsior area are being relocated and will be separate ramps. This
project is slated for completion in June 2002, and traffic will often be one lane in

Parks Important In Lake Area
HE RECENT DEDICATION of the new
Eddy Station in Shorewood's Free-
man Park - -as well as our Skate Park
created earlier this summer -- remind us
that it's a pleasure to live in a community
where open areas for play and recreation
are an important and valued resource.
Did you know that we also live close
enough to enjoy the largest - -and oldest- -
park along any of Lake Minnetonka's
winding shores? The Excelsior Com-
mons was set aside nearly 150 years ago
as a public or "common" area belonging
to all the people. An early newspaper
account called it "a public pleasure
ground." The many New Englanders
settling here in the 1850s had been used
to such an amenity, and they quickly
included a "Common" of nine acres in
the first plats of their new village.
Over the years the Commons has
been the site of many an attraction,
such as bathing beaches, restaurants, a
beloved amusement park, bandstands
and dancing pavilions, softball fields,
and boat docks. The recent overflow
crowds of the 4th of July concert show
that the idea of a "Common" area for the
public to gather, rest, and play, continues
to thrive into a new century.

direction.
A new project
also affecting High-
way 7 commuters
is the intersection
widening, signal
work and frontage
road construction
at Highway 7 and
41. This project is expected to begin in
early August and will likely continue
into the spring.
As further updates are available, we
will print them in the Shore Report.

Freeman Park Road Closure
I N .TUNE, THE CITY COUNCIL directed
that barricades be placed in the gravel
roadway between baseball Fields 2
and 3 at Freeman Park. This action is
consistent with a decision made over
the past few years to close this road
for safety reasons. A through -road
system can result in higher speeds
and, as Freeman Park continues to be
used more intensively, the likelihood
of accidents involving pedestrians is
increasing.
Access to Fields 1, 2, and 3 will be on
Park Lane west of Eureka Road. At the
direction of the Minnesota Department
of Transportation, the southerly access
to Freeman Park on Highway 7 will
be closed by next year. This closure
will leave Park Lane as the only direct
access to parking in the southern end
of Freeman Park.
South Hennepin Recycling

Planning Commission
To Conduct Study
On Refuse Hauling
Services
id you know that approximately
$500,000 of Shorewood's $3 mil-
lion annual budget is allocated to
the repair and reconstruction of local streets? Large, heavy trucks are one of the significant
factors contributing to the deterioratio.I of streets. Garbage trucks are among the heaviest
vehicles to travel our roadways. By their nature they travel on the edges of roadways where
pavement is most fragile. Since refuse hauling is a year -round necessity, seasonal weight
restrictions imposed on other heavy vehicles to protect roads during the spring thaw are not
imposed on garbage trucks.
horewood currently licenses four refuse hauling services. In the past, that number has
been as high as 12. For lack of regulation, residents may see multiple hauling services
in their neighborhood on any given day of the week. Separate recycling service adds to
the problem. Aesthetically, the daily presence of curbside trash facilities can become part of
the streetscape. The presence of trash also presents public health concerns.
t the direction of the City Council, the Planning Commission will be conducting a study
of refuse hauling service over the next 12 months. The study will attempt to resolve
the issues mentioned above. The Planning Commission seeks your involvement in this
process and asks that you please take the time to complete the resident survey on the
reverse side of this page.
esidents are asked to return the survey to City Hall by August 31, 2001, so that the
results can be compiled in early September. Drop off the completed survey or mail
it to:
