952 Area Code Becomes Mandatory on January 14th
S HOREWOOD's NEw 952 AREA coDE goes into "official" mode on
January 14, 2001. Last February the decision was made to split the
612 area code into three different codes: 612, 763, and 952. For the past
ten months, those new area codes have been functional. As of January 14,
they are mandatory.
The 952 area code will serve Apple Valley, Bloomington, Burnsville,
Eden Prairie, Edina, Hopkins, Lakeville, Minnetrista, Minnetonka, Mound,
Orono, St. Louis Park, Watertown, Wayzata, and other communities to the
south and southwest. The boundary line separating the 952 and the 763
area code approximately follows Interstate 394. Communities south of I-
394 and to the south and southwest of Minneapolis will have the 952 area
code.
You'll need to dial ten digits to make a local call between area codes.
However, the local calling area has not changed. If a call was local before
the area code change, it is still local. If a call was long distance prior to the
change, long distance rates still apply.

The Old Log's Holiday Children's Show this season is "Little Red Riding
Hood, " the classic fairy tale by Charles Perrault. Performances are on Saturday,

traveled to Washington D.C. last
month as part of a delegation receiving
a national award for their work with the
Minneapolis Chain of Lakes Clean
Water Partnership.
Mayor Love served on the Minnehaha
Creek Watershed District (MCWD).
That group was honored by the CF
Industries National Watershed Awards
program.
Each year the CF Award recognizes
one corporation and three communities
nationwide for their outstanding
leadership in protecting America's water
resources.
One of the largest cleanups of urban
lakes in the country, the Clean Water
Partnership was started several years ago
to improve the water quality in
Minneapolis' Chain of Lakes.
As a result of those efforts, Cedar
Lake and Lake Calhoun received an "A"
rating last year, while Lake Harriet
received a "B + ".
As a member of the MCWD, Mayor
Love took a leadership role in mobilizing
resources and people to support the
cleanup efforts.
"Woody played a pivotal role in the
success of the Clean Water Partnership,"
says Pam Blixt, board president of the
Minnehaha Creek Watershed District.
"Initially the restoration of wetlands was
very unpopular with residents. Woody
went house to house talking with
neighbors, and communicated with
design engineers and construction crews.
His commitment to cleaner lakes was
unwavering."

T HE PICTURE OF the first
Thanksgiving shared by the
pilgrims and native Americans at
Plymouth Rock is indelibly etched in our
national scrapbook.
Did you know that a somewhat
similar scene took place the very first
year that "pilgrims" appeared in the area
we now call home?
It was the fall of 1853. One year
earlier, New Englander George Bertram
had organized the "Excelsior Pioneer
Association," enrolling nearly 40 friends
and acquaintances in a plan to build a
new settlement at Lake Minnetonka.
Within that year people were arriving,
land was being claimed (at $1.25 an
acre), and homes were being built.
On Thanksgiving Day, 1853, the
Reverend Charles Galpin invited
everyone to share the feast at his log
home. Thirty friends and neighbors from
Excelsior and nearby Chanhassen
Township crowded together for a meal
of "baked beans, potatoes, turnips,
biscuits, butter and cranberry sauce."
The men's efforts to put meat on the table
garnered only one raccoon.
The menu was meager, but the
fellowship was reported to be
enthusiastic, as they gave thanks to God
for bringing them safely to their new
home in Minnesota.
T HE CONSTRUCTION of Eddy
Station — the new structure at
Freeman Park — is well underway.
The building structure is now
standing and the siding and shingles
are in place. Both water and sewer
connections have been completed.
Interior construction work has
begun. Eddy Station will house
restroom facilities, a concession
area, park maintenance equipment
and will serve as a shelter area for
park visitors.

Come visit Santa at the Center on Saturday, December 9, from 11 A.M.
to 1 P.M. A hot dog lunch will also be available for $2.50. Call to reserve
your lunch spot. We'll also have videos, art activities, gifts, and prizes.

No Waste Holiday Ideas
As you are gift- buying this season,
consider the impact of your gift. Is the
gift environmentally friendly and safe
for children? Will it be reusable? Is it
recyclable or made from recycled
materials?

theater tickets; membership to a non-
profit organization or museum; give a
garden -- seeds, gloves, tools, etc.; bird
feeder and seed; create a family recipe
book. Be creative, and have fun!

It's Time For Some Winter Fun . . .
HE CITY PLANS TO OPEN THE SKATING RINKS AS SOON AS THE WEATHER COOPERATES.
That means several days of sustained below- freezing temperatures and a few
other conditions which are out of our control, must occur. Signs will be posted at
the three warming houses when the ice is ready for use. Badger, Manor and Cathcart
parks have both free skating facilities and warming houses operated by rink attendants.
Badger and Cathcart also have hockey boards and nets. Silverwood Park has apond
which is groomed for a free skating rink when the ice is determined to be safe.

friendly and 16 years or older, Competitive

T HE DEPARTMENT OF NATURAL
Resources (DNR) offers
approved Snowmobile Safety Training
Classes throughout the Twin Cities
metro area. Upon completion, students
taking this course will be required to
demonstrate proficiency on a
snowmobile. The course is open to
anyone 12 years of age and older. Class
size is limited and pre- registration is
required.
For more information, call the DNR

line will post class locations and dates.
You may register for a class by
contacting the appropriate location. The
cost of this course is $5 per student.
All riders 14 to 20 years old are
required to have a Snowmobile Safety
Certificate in their possession while
riding within Shorewood city limits.

Police Department reminds us:

Each season of the year brings with it
different hazards, but the winter months
can be particularly treacherous. Winter
storms are of primary concern since their
effects can immobilize entire regions,
cause havoc on the roadways, strand
commuters, down trees and power lines,
stop the flow of supplies, and disrupt
emergency services.
Extreme cold often accompanies a
winter storm which can further
aggravate an already serious situation.
It is important to be familiar with the
terminology used by the National
Weather Service concerning winter
storms. Those terms are:
Winter Storm Watch
Severe winter conditions such as
heavy snow and /or ice are possible
within the next 12 to 48 hours.
Winter Storm Warning
Severe winter weather conditions are
occurring or are expected within a few
hours.
Blizzard Warning
Considerable falling and/or blowing
snow, frequent visibilities less than one-
quarter of a mile, and frequent wind
speeds of at least 35 mph are expected.
Wind Chill Factor
The cooling effect upon exposed skin
produced by the combination of cold
temperatures and wind.
Staying alert to weather conditions in
our area this winter through the local
media is a good- -and safe- -idea for
everyone.

Election Judges!
0 vER 40 SHOREWOOD RESIDENTS,
including three high school
students, contributed a generous part of
their day to serve as judges for this year's
elections. Many worked from 6:00 a.m.
to 10:00 p.m. for a minimal stipend.
Some even contributed their time for
free. It was a long day for many, so we
want to let all of you know that your
work was very much appreciated. We
recognize that without you, we would
not be able to come to the polls to vote.
Thank you very much for your time and
effort.
The City also thanks the providers of
the host locations for the three other
precincts: The Excelsior Covenant
Church, Minnewashta Church, and the
LaBore residence on Enchanted Island.

Making the Best of a Minnesota int r
Being prepared for winter can minimize the potential risks to you and
your family during the winter season. Here are some common sense things
to do:
• Keep ahead of winter storms by listening to weather reports on local
media.
• Keep your vehicle winterized; use good tires rated for snow /ice
conditions.
• Keep a winter survival kit in your vehicle.
• Winterize your home by installing storm windows, adequate
insulation, and weather stripping around doors and windows.
• Stock extra batteries for radios and flashlights.
• Consider a safe alternate heat source and supply of fuel.
Once a winter storm has arrived, here are some additional tips:
• Listen to the local media for the latest weather emergency information.
• If you plan to be outside, dress in layered clothing and avoid over-
exertion.
• Wear a hat, since most body heat is lost through the top of the head.
• If your vehicle becomes stranded, stay with it until help arrives. Do
not try to walk for help during a blizzard.

educing clear water inflow and infiltration (UI) into the
sanitary sewer system is desirable from both an economic
and environmental standpoint. Reducing the amount of
clear water in the sanitary system should reduce the charges levied
by the Metropolitan Council Environmental Services (MCES) in
addition to reducing the operating time of pumping stations.
As part of this I/1 reduction program the City will continue its
annual system- televising program to identify any problems and
will undertake projects to repair infiltration of groundwater into
the system.
The one major project to be undertaken in 2001entails
rehabilitation of the Shady Island and Birch Bluff lift stations. Also,
sanitary sewer lift stations will be rewired to allow connection of
emergency generators. The planned improvements will allow the
Department of Public Works to cycle each lift station with a
generator until power can be restored. All cities in the Lake
Minnetonka area are working jointly to have their lift stations wired
in the same way such that generators can be utilized between
communities.

Introduction
ach year the City of Shorewood prepares
a five -year Capital Improvement
Program (CIP). Based on City policies,
it schedules projects and purchases over the next
five years and identifies funding sources for each.
The program is broken into functional sections.
Plans for 2001 are briefly described in this report.
A copy of the complete five year program can be
viewed at Shorewood City Hall, at 7:00 p.m.
Monday, December 4. The Capital Improvement
Program will be presented and public input heard.
Financial Planning
Funds are earmarked and traced very carefully
by the City Council. Members of the City
Council feel that it is very important to keep up
the infrastructure of the City. Needs, resources
and financial projections change over the years.
Therefore, the Capital. Improvement Program
should be very fluid. This program is to be
reviewed and updated at least annually based
upon priorities established by the City Council.
It is a very important financial planning document
as it projects the City's capital improvement
needs and identifies the financial resources to
meet those needs. Each project or purchase
identified in this program is approved
individually by the City Council.

utilizing the one -foot contour aerial topography _ maps.
This major undertaking was mandated by the State Legislature. As part

such a regional pond is vital in controlling runoff rates and treating surface water

The City plans to use Municipal State Aid funding on several projects in 2001. This includes the
following projects:
0 Highway 7 and 41 road realignment.
0 Improvements and traffic signal installation at the Smithtown Road/County Road 19 intersection;
0 Smithtown Road (east portion) bituminous overlay and Shouldering.
The City has also committed to working with the State of Minnesota in closing accesses to Highway 7.
In addition, the entrance to the Shorewood Shopping Center, the service road and access to Lake Linden
Drive will be improved.
The City maintains approximately 49 miles of roadways and is continuing to implement a Pavement
Management System. This system rates the condition of all City streets and schedules appropriate
maintenance for the purpose of extending the life of the street as long as possible. Work which could be
scheduled ranges from patching and sealcoating, overlay, and reclamation to a full reconstruction of the
entire street.
The City Council's policy is to not assess property owners for any of these improvements. Before any
reconstruction project is undertaken, property owners will be notified and a public information meeting
held to get input on the project. Beyond that, property owners will be kept thoroughly; informed throughout
any project.
The
City plans to replace and upgrade several of its
computers, in addition to purchasing a new copier.
Several windows with broken seals will also be replaced at
City Hall.

is funded largely by Park Dedication
Fees charged to newly created lots. The
following projects are scheduled to be
completed in 2001:

0 Resurfacing of the Cathcart Park tennis

a community-oriented, citizen - involved trail
planning process. In part, the process includes
identifying potential trail segments and
evaluating them, developing working
concepts, providing information to the public
on early trail concepts, walking potential trail
routes with neighbors to identify problems and
concerns and completion of evaluations.
The Commission will then prioritize
potential trail routes and schedule them in the
Capital Improvement Program (CIP). An
inclusive trail design process involving all
area residents is included in the process. The
end product is to be a package of design
recommendations worked out with neighbors
of the proposed trail segment. Until this
process has been completed, trail construction
has not been incorporated in the CIP,

2001 Dog License
t is time to renew your dog's license for the upcoming year. The City of Shorewood requires all dogs kept in
the City, and over the age of six months, to be licensed and registered, including those allowed by special
