August 2000 Shore ReportUnderlining indicates cablecast of Council meetings —see schedule on page 3 AUG UST 2 000 Fire Pr EMS Servi Joint P r1 Mp E mergency R OVER A CENTURY THE Ex cEiAoR FIRE DEPARTMENT HAs BEEN PROVIDING FIRE PROTECTION and Medical Services (EMS) to the Shorewood/ Excelsior area. About a third of the department personnel live right here in Shorewood. They are your neighbors who volunteer their time and talents to save lives and protect property in our community. As has been reported in the past, "Fire/ EMS" is now in transition from a department of the City of Excelsior to a Fire District governed by five area cities - Deephaven, Excelsior, Greenwood, Tonka Bay and Shorewood. Leaders of these five cities have undertaken a long range analysis and identified problems facing the department in the coming decade. Shorewood's representative on the current 4. Transition Committee is Mayor Woody Love, with Councilmember John Garfunkel as alternate. �1 Several major issues are being addressed right now: ♦ A needs analysis is being undertaken to determine the necessary requirements and consider possible locations for a new and/or renovated station to replace the overcrowded, antiquated facility in downtown Excelsior. v ♦ During 1957 when the current station was built, there were 40 fire fighters responding to 110 calls. Today there are 30 fire fighters responding to over 700 .� fire and EMS calls annually out of the same facility. Having an adequate number ade Y Y• g q w of fire fighters respond to workday calls is becoming more difficult each passing year. ♦ Changes in technology and administrative requirements are making the managing of the department on a part -time basis unrealistic. The Committee has begun the �. process of establishing afull -time Chief position — at this point the Fire Marshal is the only "full - timer" in the department. There are other issues the new District Board will be addressing when it takes over in September of this year to assure we keep an excellent Fire/ EMS service. x Will this all be expensive? The Committee expects a 39% increase in the Fire/ EMS budget for next year. But let's keep it in perspective. The City of Shorewood budget takes only about 13 cents of your property tax dollar. The Fire Department budget this year is about 6% of that 13 cents. Even with the proposed increase, we would expect the typical homeowner to pay a total next year of around $40 for Fire/ EMS service. That amounts to about one night out for dinner with your spouse. con c The department personnel have been very supportive of all the upcoming changes, recognizing ' r-HE things can't stay the same, they can only get better or worse. Dudley Kendrick the first Mayor of the Village of Shorewood HERE WEREN TOO MANY LOCAL JOBS. The lumber companies in some of the villages had some work. Most of the people went to Minneapolis for employment. There were a few working farms in the township, but not many. And there were a few berry growers and apple growers. Those people spent Saturdays and Sundays picking berries and taking them to the Minnetonka Fruit Growers Association building which was in the Village of Excelsior at that time. They would bring in crates of berries which were taken by truck into the market for Monday morning shoppers. People who had brought in the berries were remitted for the amount that the fruit weighed. A S TRAIL DISCUSSIONS CONTINUE, the Vine Hill- Covington Road trail segments are near completion. The trail surfaces are now complete. Still to be done is the relaying of sod in some areas and changes to the retaining wall at the corner of Vine Hill and Covington Road. The subcontractors assure us that these corrections will be made, along with the final clean -up by August 15. In spite of Mother Nature's best attempts to hamper this project, it has been very successful. Resident participation in the process, and their cooperation during construction played a crucial part in bringing this trail to completion. In early July, letters were sent to Smithtown Road residents residing west of Eureka Road and the LRT. The Park Commission hopes to gain as much feedback as possible to determine resident interest in continuing the trail planning process for that segment of Smithtown Road. To date, about 30% of the feedback cards have been returned. A compilation of the results will be presented to the Park Commission and discussed at their August 8 meeting. Reduce excess paper at home A good portion of what you throw in the garbage each day is paper. Much of the paper generated in our homes comes in the mail. The average American household receives more than 500 pieces of advertising mail each year. "But taxes were cheap. People didn't have a lot of jobs. You can hardly realize how difficult it was for the people to obtain work, particularly in this area —in local businesses. Three municipal offices for the City of Shorewood will be included on the November ballot: Mayor, 2 year term Two (2) Council members, 4 year terms Individuals who wish to run for an office must complete an application and pay a $2.00 filing fee at City Hall. Candidates may file as early as Tuesday, August 29, 2000. Contact City Hall for more information. Results and Resources Some Campaign Rules Campaign signs not meeting the restrictions of the municipal code shall be removed by the City. E lection results will be made available as soon as they are tabulated by the election officials. To find out results late on election night people can log on the City's web site or call City Hall and listen to the recorded message. Political campaign signs shall not exceed six (6) square feet in all resi- dential districts or twelve (12) square feet in all other zoning districts. Campaign signs shall not be located closer than ten (10) feet from any street surface, and shall not be placed in front of any property without the consent of the property owner.. (Contact City Hall for other restrictions that apply.) Also note these restrictions regarding the polling place on Election Day: a+' Persons who are campaigning and/or any campaign materials including literature or buttons are not allowed in the polling place. This means that a voter may not even wear a campaign button or carry campaign material when they enter to vote. Ar Minnesota Election Laws also prohibit lingering near a polling place. "No one except an election official or an individual who is waiting to register or to vote shall stand within 100 feet of the entrance to a polling place." 0 ' Campaign activity is allowed on election day as long as it takes place at least 100 feet outside the polling location and entrance. The purpose of a building permit is to provide the Building and planning Departments with an opportunity to inspect for safety and compliance with City ordinances and building codes. This is for your protection and safety. Examples of building projects that require a permit include a structural change, bedroom windows, reroofing, siding, plumbing, heating, new additions, decks, yard sheds over 120 square foot roof area, finishing basements, remodeling, retaining walls over 4 feet high, pools or hot tubs over 36 inches deep or over 1500 gallons and construction of a fence. If you are unsure if you need a building permit for a project, please contact City Hall (474 -3236) before you start. State law requires contractors to have a license for most residential construction projects. Before you allow any contractor to start work, please be sure a permit has been obtained. Before you pay a contractor for a job, be sure you have a receipt of the final inspection made by the building inspector and that any corrections are complete and have passed a reinsepction.
