and boat operations on Lake Minnetonka. Those interested in serving the City in this volun-

missioner from May of 1994 to August
of 1999. He resigned from the Commis-
sion close to the completion of his sec-
ond term because of increased business
travel. Bill will be honored by the City
Council at their November 8 meeting.
The City thanks Bill for his sincere
efforts and strong commitment on be-
half of the City's park enhancements and
growth. A replacement for the position
will be sought at the normally scheduled
time for new appointments, which is in
February, 2000.

In Those Days
Recorded from the memories of the first
Mayor of the Village of Shorewood, Mr. W.
Dudley Kendrick. These thoughts are from
Excelsior Township days (pre- 1950's).
M R. KENDRICK REMEMBERED the
regular Township meetings,
which were held in the various board
members homes, as basically noncon-
troversial. He said, "Very rarely were
there any uproars in meetings where
somebody became demanding, al-
though, once in a while there would get
to be a contest."
He looks back at the annual Town
Meetings as being the closest thing to a
democracy we could possibly have.
They were held in the basement of the
Masonic Temple in the Village of Ex-
celsior. All the books were laid out on
the big table. People could come in and
see the money that had been spent and
what it was spent for. Everyone talked
about those things and people would sit
down and stay. If someone thought a
certain road must be repaired, everyone
would discuss the issue right there.
Anybody in the township came.
As Mr. Kendrick said, that's true de-
mocracy where people decided what
could and could not be done. For ex-
ample, if the Township wanted to buy a
truck and people said they couldn't af-
ford it, the truck was not purchased.
"This is where the people made the
decisions. Now days we give our au-
thority to somebody else and then they
make their decision."

The Shorewood Liquor Operations Manager, Don Swandby, will be conduct-
ing a wine tasting event at the Southshore Center on Thursday, November 4.
The admission of $5 is a fundraising effort for the Center. 75 wines, which
have been selected for superior taste and value, will be featured.

The Hennepin Parks winter -use permit for the 1999 -2000 season does not include snowmobile travel on
the LRT Trail within Shorewood. Snowmobiles may drive along City streets (on the street -side of the
plow ridge) for travel to and from a destination.

he South Lake Minnetonka Public Safety Department will again sponsor a Department
of Natural Resources (DNR) approved Snowmobile Safety Training Mass. Upon
completion, students taking this course will be required to demonstrate proficiency
on a snowmobile. The course is open to anyone 12 years of age and older. Class
size is limited and pre - registration is required.
For more information call the DNR at 651- 296 -4819. Once the DNR has posted class dates for
SLMPSD on their informtation line, you may register for class through South Lake Public Safety
(474- 3261). The cost of this course is $5 per student.

TMiax System Rebuild And Transfer
The year is rapidly coming to a close, and
your Commission has been working very
hard on issues that effect everyone.
The required rebuild of the system by the cur-
rent Cable Company is being monitored and
we are told they are still on track for comple-
tion in the fall of 2000. This should change
dramatically the quality of reception by all
subscribers as well as the channel capacity
and line -up
We recently approved the transfer of owner-
ship of Triax Cablevision to Mediacom LLC.
We are told the completed transaction should
be done around November 1999. We were
also assured that this transfer will not effect
the completion date of the rebuild. We look
forward to working with Mediacom LLC.
The National Association of
Telecommunications Officers and Advisors
(NATOA) had its annual conference in
Atlanta, GA in September 1999. 1 attended
and found it quite informative. Minnesota
and specifically, the LMCC are ahead of the
majority of states in protecting its communi-

ties with right -of -way ordinances. We are also
advanced in the re- franchising and the
requirement of a complete rebuild of our sys-
tem.
Your Commission will continue to monitor
the rebuild, as well as the many other issues
that come up during the year.
Producer of the Quarter
Sindi Dossett recently completed training in
television production at the LMCC and
embarked on an ambitious series of pro-
grams including 'Buckhorn Days ", 'Apple
Days" and "Hostas ". Sindi is new to public
access television and already she is one of
our more prolific producers — deserving of
the title of Producer of the Quarter. Sindi is
also one of the first producers to take advan-
tage of the LMCC Talent Bank. She needed
some help on her Apple Days program so
she called some of the Talent Bank members
and the rest, as they say, is history.
Congratulations Sindil Watch for her pro-
grams on channel 21.

The recent NATOA and MACTA
Conferences focused very heavily on the
debate concerning local franchising authori-
ties to require cable operators to open their
broadband networks to competing internet
service providers. It is an issue the LMCC will
be following closely as there have been sub-
scriber requests to obtain internet via cable.
The LMCC informs the cable company of
these requests.
Another critical topic at both confer-
ences is one that will require action by not
only the LMCC but all entities who support
local franchising authority and Public,
Educational, and Governmental (PEG) access
television. Bills introduced by Senator Steve
Kelley, S.F. 1647 /H.F. 2165 and S.F. 2133/H.F
2137 would dramatically change telecom
regulation in the state and potentially elimi-
nate local cable franchising. The LMCC has
contributed to the lobbying efforts of MACTA
(Minnesota Association of Community
Telecommunications Administrators) to stop
this legislation. The League of Minnesota
Cities has initiated a Telecommunications Task
Force to look at these issues. The LMCC will
be informing the cities, legislators and state
officials on the position MACTA is taking and
what actions are recommended.
The LMCC has invited Senator Kelley to

an acting commission in operation and serv-

ditional use permit. A public hearing is scheduled for 7:00 P.M.
2 The property owner of 3221 Highway 7, Chanhassen, is requesting a condi-
tional use permit to erect a 6 -foot fence along his lot line because it is adjacent
to Highway 7. This portion of the yard is within Shorewood City limits. A
public hearing will be held at 7:15 P.M.
3 The property owner of 6115 Seamans Drive is requesting a variance allowing
use of the existing home while building a new home on the property, after
which the existing home would be demolished. A public hearing is scheduled
for 7:30 P.M.
A public hearing to consider approval of a preliminary plat of five single -fam-
ily residential lots, also at 6115 Seamans Drive, is scheduled for 7:45 P.M.
