Unattended Vehicles
Caution is urged concerning the
leaving of young children or
pets in a vehicle during warm
weather. Temperatures can rise
to a dangerous level in a short
period of time, causing serious
injury or death.
"Good fences make good
neighbors." Perhaps, but if
the fence ends up too tall or
on someone else's property, it
can present serious problems.
For these and other reasons,
the City of Shorewood requires
a permit to construct a fence.
A permit is also required to
replace a fence or repair one
which is damaged more than 25%
in any plane. To obtain a
permit you must submit an
application (forms are
available at City Hall) and
describe how the fence will be
constructed, how high it will
be and where it will be located
relative to your property line.
Location must be verifiable by
finding survey stakes or
providing a survey of the lot.
Copies of the entire fence
regulations may be obtained at
City Hall. Anyone with
questions retarding fences
may contact the Planning
Department.

Dog "Etiquette"
U »
Every dog over the age of six
months is required to be
licensed.
It is illegal for a dog to "run
at large ". A dog is "at Large"
when it is off the property of
its owner and not under
restraint.
RESTRAINT............
A dog is under restraint if it
is on the premises of the
person harboring or keeping the
dog, or if the dog is with the
person having custody of it and
is effectively restrained by a
leash or chain or is within ten
feet (10 of the person having
custody of it and is obedient
to the command of that person.
DOG NUISANCE..........
It shall be unlawful for any
owner to fail to exercise
proper care and control of his
animals to prevent them from
becoming a "public nuisance ".
It shall be considered "a
nuisance" for any animal to
bark excessively, continuously
or untimely, to frequent school
grounds, parks, or public
beaches, to chase vehicles, to
molest, annoy or bite any
person if such person is not on
the property of the owner or
custodian of such animal, or to
molest, defile or destroy any
property, public or private.
Shorewood Administrator Assumes Duties
James C. Hurm_ -began his duties as City Administrator, Monday, April
22. Jim `ones to us with twelve years of experience as a
professional municipal administrator in Tracy, Minnesota and Hales
Corners, Wisconsin. He has a masters degree in urban management
from Northern Illinois University and was on the Executive Board of
the Wisconsin City Management Association until his move to
Shorewood. He and his wife Susan have four children; Matthew 9,
Kyle 7, Jonathan 5 and Edit 3.
Following his first week at City Hall, Mr. Hurm stated that "what
impresses me most about Shorewood, in addition to the beauty of the
area and friendliness of the people, is the high quality of the
city council, city employees and staff. There is a real pride
taken in being associated with the City of Shorewood which is a
basic ingredient in providing good municipal services."
Emphasis On City Parks
Starting with the June issue this newsletter will begin a series of
articles on our City Parks and our Park Commission. City residents
will be informed on our parks and how decisions are made regarding
their development, usage and maintenance. As the Park Commission
and City Council proceed to plan the future development and the
funding of park improvements, residents need to be informed and
involved.... Park Commission meetings are held the second and fourth
Tuesdays of each month.
Election Judges Needed for 1992
There will be three elections in 1992; a Presidential Primary in
April, a Primary Election in September and the General Election in
November. Although we have a number of judges who have constantly
been able to help us over the years, we need to maintain a file of
persons who would be willing to serve.
To be an election judge you must be:
1. a resident of Shorewood
2. a registered voter
3. 18 years of age i
4. a citizen of the United States of America

Weekly $25 Recycling Award
Last May, the City of Shorewood instituted a program to award a
$25.00 cash prize, weekly, to the residents who participate in our
recycling program. If the selected address does not recycle that
week - the award is rolled over to the following week until the
city has a winner.
This progam is 80% funded by Hennepin County Board of
Commissioners. The largest cash award to date has been $125.00. In
April awards were made to recyclers on Mallard Lane, Lake Virginia
Drive and Elbert Point. So be sure to participate in Shorewoods'
recycling program. Recycling pays.
All recycling bins must be curbside by 7:00 a.m. on Wednesdays
(Tuesdays on the islands). The recycling contract for the city is
with Knutson Services.
Barbecue Safety From the Excelsior Fire Prevention Bureau
Cooking and eating outdoors is one of summers treats. A barbecue
grill can make food taste GREAT and cooking FUN. But it can also
be DANGEROUS. You can make barbecuing safe by knowing the DO'S and
DON'TS of Barbecue Safety.
DO'S
Do let adults handle the
cooking. Dealing with
flammable liquids and high
liquids and high temperatures
can burn more than the hamburgers
Do be sure the barbecue grill
is located in a safe place.
Keep things that will burn a
safe distance in all directions.
Be sure to check up above too.

grill inside. Burning charcoal
gives off a poisonous gas.
Even in small amounts it can

Building Permits Required o

Another building season is approaching us, and there is a variety
of construction activity taking place in Shorewood, including the
building of new homes and making improvements to existing
structures. Examples of building projects that require a permit
include a structural change, bedroom windows, reroofing, plumbing,
heating, new additions, decks, yard sheds over 120 square foot roof
area, finishing basements, remodeling, retaining walls over 4 feet
high, pools or hot tubs over 36 inches deep or over 1500 gallons
and construction of a fence. If you are unsure if you need a
building permit for a project, please contact City Hall before you
start.
The purpose of a building permit is to provide the Building and
Planning Departments with an opportunity to inspect for safety and
compliance with City ordinances and building codes. This is for
your protection and safety. Before you allow any contractor to
start work, please be sure a permit has been obtained. Before you
pay a contractor for a - job, be sure you have a receipt of the final
inspection made by the building inspector and that any corrections
are complete and have passed a reinspection.
Building permit applications are available at City Hall between
8:30 AM and 5:00 PM, Monday - Friday. Additional information
required to be submitted depends on the nature of the project.
Generally you need to show what the project is, how it is to be
constructed and how it will impact the property. This usually
requires two sets of plans and a survey or site plan. Please allow
7 to 10 days for a permit to be issued. To assist residents there
are some guidelines for some common projects available at City Hall
and more will be added as time permits.
Some projects do not require a permit but are controlled by
regulations. Examples include driveways, yard sheds under 120
square foot roof area and on grade patios. Please contact us if
you plan this type of improvement so we can help you understand the
requirements.

City Thanks the Legion
The American Legion Post #259, has over the past years contributed
generously and made it possible for improvements in Freeman Park,
Badger Park, Manor Park and Cathcart Park. Designated
contributions are: $6,000 toward playground equipment; $10,000 to
rebuild two hockey rinks, and $2,000 towards drinking fountains.
The City commends and thanks you for your donations.
Help Us Read Your Water Meter!
As you know, the City of Shorewood reads water
meters once each quarter in order to determine
quantities of water used for billing purposes.
This reading is usually taken from a remote
reading device located on the outside of your house.

In the past, we have experienced many discrepancies throughout the
City between the outside remote reading devices and the actual
water meter located inside of the house. We have also experienced
many occasions where a water meter has been stuck and gone
unnoticed. In some cases, this has resulted in large water
billings to those residents. Because of these problems, the City
Council has instituted a program in which the inside meeters of all
city water users will be read once each year and coordinated with
the outside remote reading devices.
WE NEED YOUR HELP!
Our meter readers will be coming to read your meters. It will be
necessary for the meter reader to enter your house in order to read
the inside meter and to coordinate the reading with the outside
remote reading device. We would ask that you cooperate with the
meter reader when they come to your home. All meter readers are
employees of Munitech, Inc., with which the City contracts for this
service, and will be equipped with proper identification.

This is being undertaken to reduce the occurrence of inconsistent
water meter readings and is a benefit to you. Your cooperation in
this effort is appreciated greatly and will ensure the success of
this project.

Spring Cleanup
For the past several years the City has provided a drop -off site for
Shorewood Residents to bring their brush, yard waste, old tires
batteries, mattresses, etc., during one weekend in the Spring. The City
Council, based upon advice from the Park Commission and complaints from
residents adjoining Freeman Park, no longer feels that the park is
appropriate as a dumpsite. Since the City currently has no alternative
site large enough or suitable for this purpose, we have proposed a
different approach to Spring Cleanup this year - a combination of
curbside pickup for yard waste, brush and household rubbish, and a
limited drop -off site for certain larger items.
Curbside Pickup.
The curbside effort will be conducted on the first weekend in June -
Saturday, June 1 and Sunday, June 2. Items you wish to have taken away
must be at the street by 7:00 a.m. on Saturday The cost of this service
will be prorated to all residents of Shorewood and will appear on your
second quarter utility bill.
Following is a list of the types of items which will be accepted for the
curbside pickup:
- Brush, cut in four -foot lengths and bundled so as to be manageable by
one person
-Grass clippings and leaves in bags
- General household rubbish including small furniture items
Construction debris (lumber, blocks, sheetrock, etc) will not be
accepted.
To expedite the process, please have brush and yard waste in piles
separated from the trash.
Limited Drop -off Site.
On Saturday, June 1, residents may bring larger items to the Public Works
garage located at 5755 Country Club Road, between 8:00 a.m. and 4:00 p.m.
Following is a list of items which will be accepted and the fees which
will be charged for those items:
- Appliances $6.00
- Mattresses, carpet and large furniture items (per piece) $17.00
- Automobile tires (without rims) $3.00
- Automobile rims $6.00
-Truck tires (no rims) $12.00
- Batteries no fee
Both the curbside pickup and the drop -off site are for Shorewood
residents only. Those using the drop -off site will be required to show
proof that they are Shorewood residents.

Large Volumes of Brush and Yard Waste
Since the curbside pickup is limited to bagged yard waste and manageable
bundles of brush, it may not be practical for some residents with large
volumes of brush, logs, etc. to utilize the curbside service. Those
residents have three apparent options:
1. Contact a private company, listed in the Yellow Pages under
Tree Service which chips trees and brush. (Bagged woodchips
can be accepted in the curbside cleanup).
2. Take large loads to the Hennepin County Diseased Tree Site in
Maple Grove, operated by Ceres Tree Co. The site is open
weekdays 8:00 a.m. to 4:00 p.m. and Saturdays 10:00 a.m. to
2:00 p.m. Call 420 -7045 for fees and directions to the site.
3. Make arrangements with a private company to have a dumpster
brought to your property. R &W Roll -Off Service, Inc. has
provided this service in the past. Contact Keith Volk at
