T HE CrfY OF SHOREWOODPARK COMMISSIONIS a dedicated group ofvolunteers who serve
as the advisory commission to the Shorewood City Council on all park issues. There are
cutrently two openings on this commission. Applicationis open to interested Shorewood residents
18-years-of-age and older. The Park Commission appointment is for athree-yeartetm beginning
March 1, 2009, through February 29, 2012. Specific questions about the role of a commissioner
can be answered by calling City Hall at 952.474.3236.

Fiscally Strong
GIVEN TM UNCERTAIN FINANCIAL TIMES we're experiencing and recent news about the state's
efforts to deal with its budget deficits, here is a snapshot of Shorewood's 2009 financial
situation.
Council and staff started the 2009 budgeting process by looking at abudgetthat had azero tax
levy increase. Proj ects and items that did not fit into the zero increase were discussed and some
items were added back. The result is a budget with a 3.56% increase in tax levy There are no
reductions in services and there are a few additions to spending in areas such as roads and parks.
The 3.56% includes debt service payments on the bonds funding the city hall renovation that is
currently underway.
The 2009 budget has a conservative revenue plan. Revenues for things like building permits
and certain fees were reduced from the 2008's budget to reflect Meat was happening toward the
end of 2008 and the expectation of a soft 2009.
In December, Governor Pavdenty announced cutsin Local GovemmentAid (LGA) and Market
Value Homestead Credit (MVHC)paidto cities. Thesereductions do not affect Shorewood's 2009
plans because Shorewood does not receive LGA Shorewood was notified its property tax revenue
would be reduced by $14,928, but this MVHC revenue reduction is manageable.
Council and staff have carefully reviewed the city's reserves. All of the fund reserves are more
than adequate to deal with unexpected fluctuations in 2009. All meet or exceed State guidelines
and the funds are invested under the city's Investment Policy that is even more restrictive than
required by the state.
Careful and conservativebudgeting for 2009 and the city's strong financial position should carry
Shorewood through 2009 with no impact on the city's ability to deliver services to residents.

W EIGHT RESTRICTIONS are placed on local streets from March Ito May 1. This measure
is taken each year in order to preserve the condition of city streets from serious
damage and destruction. Exceptions are made for necessary vehicles, such as school buses
and garbage trucks. Exceptions are not made for vehicles such as moving trucks, delivery
trucks and construction equipment. Please remind any delivery personnel or workers on
your property of the restriction so smaller trucks can be used as necessary. Al. streets are
