It shall be the policy of the City to endeavor to ap- point one of the Commission members who is a resident of either Enchanted or Shady Island. 201.03: MEMBERS OF COMMISSION: . Subd. 1. Term of Appointment: The City Council shall be resolution appoint the Planning Commis sioners to serve three (3) year terms. The terms shall be staggered as provided for in the City Council Resolution 96 -Iff. Terms of appoint- ments commerce on January 1 and terminate on December 31, or until vacancy is filled. Subd. 2. Removals: The City Council shall have the power to remove any member of the Planning Commission for cause as defined in the Shore- wood Personnel Policy, and after a public hear- ing with two weeks published notice, by a two- thirds vote of the entire City Council Subd. 3 Vacancies: Vacancies in the Planning£ommis- sion shall be filled for the unexpired term of the member whose place has become vacant in the manner herein provided for the appointment of members. 201.04: ORGANIZATION: Subd. 1. Officers: The City Council shall appoint a chairperson and vice- chairperson from among the members of the Planning Commission. (Ord. 77, 9- 24-73; and 1957 Code.) Subd. 2 Term: The term of the chairperson and vice- chairperson shall be for one year. The chair- person shall either be reappointed or replaced by the City Council at the first regular City Council meeting of each calendar year. Subd. 3 Meetings and Hearings: All meetings of the Planning Commission shall be held at a regu- larly scheduled date or at the call of the chair or at the request of a majority of the members of the Commission, in accordance with Min- nesota Open Meeting Laws. Subd 4 Minutes and Records: The Planning Commis- sion shall keep minutes of its proceedings showing the votetof each member upon every question, or if absent or failing to vote indicat- ing such fact, and shall also keep records of its hearings and other official actions. Every re- quirement, decision; or determination of the Planning Commission shall be filed with the City Council and shall he a public record. Subd 5 Rules and Procedure: The Planning Commis- sion shall conduct its meetings consistent with Robert's Rules of Order and other procedures consistent with the statues of the State of Min- nesota or with this Chapter. Subd 6 Quorum: No business shall be conducted by the Planning Commission without a quorum, con- sisting of the majority of all members. The con- curnng vote of the majority of all members-pre- sent shall be necessary to any action by the Planning' Commission 201.05: JURISDICTION AND DUTIES: The Planning Commission shall have the following jurisdiction and duties: Subd. 1 To prepare and recommend to the City Council a Comprehensive Plan for development of the City. The Plan shall include reasonable re- quirements for streets, public grounds and other public facilities and for the use of land• within the corporate limits. Subd. 2 To recommend to the City Council changes to the Comprehensive Plan. Subd. 3 To act in an advisory capacity to the City Coun- cil in all matters wherein powers are assigned to the City Council by state law or City Char- ter concerning comprehensive planning, zon- ing platting, environmental regulations, and other matters of general planning nature. Subd. 4 To initiate, direct and review the provisions of the Zoning Ordinance and the subdivision reg- ulations and to report to the City Council its recommendation. Subd. 5 To hear, review and offer recommendations to the City Council on applications for amend - ments;to the Zoning Ordinance, variance, con- ditional uses and planned developments. 201.05: AMENDMENTS: This Chapter shall be amend- ed only upon approval of a two-thirds vote of the entire City Council.
