AN ORDINANCE AMENDING SECTION 1201.09 OF THE
SHOREWOOD CITY CODE
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, ORDAINS:
Section 1. City Code Section 1201.09 Subd. 2. Map, is hereby
amended as follows:
The "Zoning Map of Shorewood" on file with the Zoning Administrator
is hereby amended by removing from the R-1A, Single-Family Residential
District, and including within the C-4, Service Commercial District, the
property described as follows:

AN ORDINANCE AMENDING CHAPTER 501 OF THE SHOREWOOD CITY CODE
RELATING TO GENERAL HEALTH AND SAFETY PROVISIONS
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, ORDAINS:
Section 1. City Code Section 501.01, Subd. 3, is hereby amended to read
as follows:
"Subd. 3. Failure to Remove: If, at the end of said ten (10)
days following service of such notice, the offensive matter has not been
removed, the City shall cause removal and disposition. A motor vehicle
removed under this section shall be disposed of as an "abandoned vehicle"
pursuant to Chapter 503 of this code."
Section 2. City Code Chapter 501 is further amended by adding a new
section to read as follows:
"501.04: VIOLATION: Any person violating the provisions of this
Chapter shall be guilty of a misdemeanor"
Section 3. This 0 rdinance shall be in full force and effect from and
after its passage and publication.

AN ORDINANCE AMENDING SECTION 801.09 OF THE
SHOREWOOD CITY CODE IMPOSING SEASONAL WEIGHT RESTRICTIONS
UPON THE USE OF STREETS OR HIGHWAYS WITHIN THE CITY
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, ORDAINS:
Section 1. Section 801.09 of the Shorewood City Code is hereby amended by
replacing Subd. 5 of the section with a new Subd. 5 to read as follows:
"Subd. 5. Exemption from Provisions: The following streets or
highways within the City are specifically exempted from the
provisions of Subd. 2 of this section:

prohibit the operation of vehicles upon any public street or highway
within the City, or impose further restrictions as to the weight of
vehicles to be operated upon said streets or highways, whenever that
street or highway may be seriously damaged or destroyed by vehicular use,
including but not limited to deterioration, usage, rain, snow or other
climatic conditions."

OFFICIAL SUMMARY OF ORDINANCE NO. 223
On March 19, 1990, the Shorewood City Council adopted Ordinance No.
223 entitled: An Ordinance Amending Title 1000 of the Shorewood City Code
Adopting A Rental Housing Code. The Shorewood City Council hereby adopts
this 0 fficial Summary of the 0 rdinance.
Sharing the concerns of a growing number of Minnesota
communities, Shorewood has adopted a rental housing
code. T he intent of the new regulations is to correct
and prevent housing conditions that may adversely
affect the health, safety and general welfare of
Shorewood's rental population. The code is also
intended to improve and maintain the quality of
Shorewood's housing stock.
The new code establishes a procedure for the licensing
of rental dwelling units, imposes minimum standards
relative to health and safety, provides for a system of
inspections, and establishes procedures for
administering and enforcing the code.
Anyone operating a rental dwelling unit must obtain a
license to do so. This requirement applies not only to
apartments, duplexes and double bungalows, but also
extends to single-family homes, or parts thereof (e. g.
accessory apartments). T he cost of obtaining a license
is $35 per unit. Licenses must be renewed annually or
upon change of ownership, whichever occurs first.
T he new code requires that rental dwelling units comply
with certain minimum health and safety requirements.
Standards for plumbing, wiring and heating have been
adopted by reference from the Uniform Housing Code.
Property maintenance is also addressed in the
regulations.
In order to obtain a license, owners of rental units
will be required to have their properties inspected.
T he code provides for an initial inspection to ensure
compliance with the aforementioned minimum standards.
T hereafter inspections will be made every three years
or when changes in ownership occur. Inspections will
also be made on a complaint basis.
T he last section of the code establishes deadlines for
compliance, and an appeal process. Penalties for
violating the code are also prescribed.

A copy of the new code is being mailed to all known
owners of rental property. Copies of the code are also
available for review or purchase at the Shorewood City
Hall.
The Rental Housing Code goes into effect as of 1 July,
1990.
A complete text of the Rental Housing Code, Ordinance No. 223, is
available for review in the City offices located at 5755 Country Club Road
during regular office hours.

AN ORDINANCE AMENDING CHAPTER 501 OF THE
SHOREWOOD CITY CODE RELATING TO
GENERAL HEALTH AND SAFETY PROVISIONS
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, ORDAINS:
Section 1. City Code Section 501.01, Subd. 1, is hereby amended to read as
follows:
"Subd. 1. Offensive, Unhealthy Substances Prohibited: No
owner, agent or occupant of any privately owned lands or
premises shall place upon or permit upon his premises any
abandoned, discarded or unused objects or equipment such as
nonoperative vehicles of all kinds, [1] motor vehicles not
displaying a current state license, furniture, stoves,
refrigerators, freezers, lumber, trash, debris, junk containers,
machinery, implements, equipment which is no longer safely
usable for the purpose for which they were manufactured, noxious
weeds as defined in Minnesota Statutes, Section 18.171, fallen
trees, fallen tree limbs, dead trees, dead tree limbs, garbage
(except in authorized containers), ashes, yard cleanings or any
other foul or unhealthy material. Composting of leaves, grass
clippings, and easily biodegradable, nonpoisonous garbage may be
permitted, however, as provided in Section 507.02, Subd. 3, of
this Code."

RELATING TO PUBLIC NUISANCES WITHIN HARBOR LIMITS
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, ORDAINS:
Section 1. City Code Section 502.04, Subd. 2 m., is hereby amended to
read as follows:
m. Using the public water access site on
Christmas Lake in the City, to put into
or remove from Christmas Lake any boat
or motor in excess of twenty five (25)
horsepower, or transporting any boat or
motor in excess of twenty five (25)
horsepower across said access site.
T his restriction shall not apply to

ORDINANCE NO. 226
AN ORDINANCE AMENDING CHAPTER 1201 OF THE SHOREWOOD CITY CODE
RELATING TO ZONING REGULATIONS
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, ORDAINS:
Section 1. City Code Section 1201.03 Subd. 2.d.(4) is hereby amended to read
as follows:
"(4) For single-family and two-family homes, no accessory building,
including attached garages, or combination of accessory buildings shall
exceed three (3) in number, or twelve hundred (1200) square feet in area in
the R-1A, R-1B, R-1C, R-2A, R-2B and R-3A districts, or one thousand (1000)
square feet in area in the R-1D, R-2C, R-3B and R-C districts, except by
conditional use permit as provided for in Section 1201.04 of this
Ordinance. In addition the following conditions shall apply:"
Section 2. City Code Section 1201.03 Subd. 2.d.(4)(a) is hereby amended to
read as follows:
"(a) In no case shall the total area of accessory buildings exceed
the floor area of all stories above grade of the principal structure."
SECTION 3. This Ordinance shall be in force and effect from and after its
passage and publication.

1001.02. ORGANIZATION AND ENFORCEMENT: The organization of
the Building Department and enforcement of the
Code shall be as established by Chapter 2 of the Uniform Building
Code, 1988 Edition. The Code shall be enforced within the
incorporated limits of the City.
The Building Department shall be the Building Code Department of
the City of Shorewood. The Administrative Authority shall be a
state certified "Building Official".
The Appointing Authority shall designate the Building Official for
the jurisdiction of Shorewood.
1001.03: PERMITS, INSPECTIONS, AND SURCHARGE:
Subd. 1. Permits, Inspections, and Fees. Permits,
inspections, and collection of fees shall be as provided in Chapter
3 of the Uniform Building Code, 1988 Edition, except as amended by
Rule 1305.0800. The amounts of the permit fees for activities
encompassed by the Code shall be as established by the City Council
from time to time.
Subd. 2. Surcharge. In addition to the permit fee
required by Subd. 1 above, the applicant shall pay a surcharge to
be remitted to the Minnesota Department of Administration as
prescribed by Minnesota Statutes 1984, section 16B.70.
1001.04: VIOLATIONS: Any person who shall violate any of the
provisions of this Chapter shall be deemed guilty of
a misdemeanor. (Ord. 194, 3-23-87)

SHOREWOOD CITY CODE PROVIDING FOR
SALE OF CIGARETTES
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, ORDAINS:
Section 1. Chapter 302 of the Shorewood City Code is hereby amended to
read as follows:
"302.01: STATE STATUTES ADOPTED: The prov~s~ons of Minnesota
Statutes Section 325E.075, Subd. 1 and Subd. 2,
relating to the sale of tobacco by vending machine are
adopted and made a part of this Chapter as if set out
in full herein.
302.02:
SALES TO MINORS: No persons shall sell or give away
any cigarette, cigarette paper, chewing tobacco or
other tobacco products to any person below the age of
eighteen (18) years.
302.03:
SELLING CERTAIN PRODUCTS PROHIBITED: No person
shall keep for sale, sell or dispose of any cigarette
containing opium, morphine, jimson weed, bella donna,
strychnia, cocaine, marijuana or any other deleterious
or poisonous drug except nicotine. (Ord. 124, 2-23-81;

AN ORDINANCE AMENDING CHAPTER 1201
OF THE SHOREWOOD CITY CODE
RELATING TO SUBDIVISION REGULATIONS
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, ORDAINS:
Section 1. City Code Section 1202.07 is hereby amended to read as
follows:
"1201.07: PUBLIC LANDS: Because a new subdivision, as well as
commercial land development, creates a need for parks
and playgrounds as well as for streets, eight per cent (8%) of the total
area of each new subdivision or its equivalent shall be dedicated for such
use. Such area must be suitable for parks and playgrounds and shall
conform to the City plan for parks and playgrounds within the City. In
lieu of requiring dedication of an area for parks and playgrounds, the
City, at its option, may require developer to pay into the City Park Fund,
a sum of money equal to eight per cent (8%) of the value of the raw land
contained in the proposed subdivision or commercial land development and
the value of the raw land contained in the proposed subdivision or
development shall be determined by the City Assessor; or as an
alternative, it may require the subdivider to pay into the City Park Fund
Seven Hundred Fifty ($750.00) for each lot, if the lot is a single-family
lot, or Seven Hundred Fifty ($750.00) for each living unit authorized to
be built on the plat, if the plat contains lots other than the
single-family units, or Seven Hundred Fifty ($750.00) for each commercial
sewer unit assigned to the property by the City, in accordance with the
City's commercial sewer assessment and policy hook-up, if the development
is a commercial land development. (Ord. 158, 5/14/84)"

from becoming a public nuisance. It shall be considered a nuisance for any
animal to bark excessively, continuously or untimely, to frequent school
grounds, parks, or public beaches, to chase vehicles, to molest, annoy or bite
any person if such person is not on the property of the owner or custodian of
such animal, or to molest defile or destroy any property, public or private.
Failure on the part of the owner or custodian to prevent his animals from
committing an act of nuisance shall subject the owner or custodian to the
penalty hereinafter provided.
The phrase 'to bark excessively, continuously or untimely' includes, but is not
limited to, the creation of any noise by any dog which can be heard by any
person, including a law enforcement officer or animal control officer, from a
location outside of the building or premises where the dog is being kept and
which noise occurs repeatedly over at least a five-minute period of time with
one minute or less lapse of time between each animal noise during the five
minute period."

SHADY HILLS SUBWATERSHED
THE CITY COUNCIL OF THE CITY OF SHOREWOOD, MINNESOTA, does ordain:
Section 1: Authority. The Council is authorized by Minnesota Statutes,
Sections 444.16 to 444.21, to establish by ordinance a storm sewer
improvement tax district within which the Council may acquire, construct,
reconstruct, extend, maintain, and otherwise improve storm sewer systems
and related facilities and within which the Council may levy a tax on all
taxable property therein to finance the cost of such improvements,
including maintenance and the payment of principal and interest on
obligations issued in making such improvements.
Section 2: Establishment of District. T here is hereby established Storm
Sewer Improvement Tax District No.2, Shady Hills Subwatershed, the area
of which lies within the following described boundary:
