Background / Previous Action
Staff had lined up two very qualified individuals to serve as administrative hearing officers for
Shorewood - Mr. Ric Rosow and Mr. Malcolm Reid. Interviews were scheduled for 10 August in a
special council workshop session. Unfortunately, Mr. Reid withdrew his letter of interest on Wednesday
of this week. Consequently, the interviews on Monday night will be limited to Mr. Rosow. His
background material is attached for your review.
Options Appoint Mr. Rosow as a public hearing officer, or search for additional applicants for the
position.
Staff Recommendation Staff was prepared to recommend both Mr. Reid and Mr. Rosow for the
position. This may have resulted in Mr. Reid's decision to withdraw. Mr. Rosow comes highly
recommended, and in fact I had personal experience several years ago. In some rather contentious
neighborhood meetings related to Old Market Road, Mr. Rosow was invariably the neighborhood voice
of reason. I strongly recommend his appointment. It is also suggested that we wait on finding other
candidates for now until we see what kind of activity is generated though the administrative code
enforcement process.

Richard F. ROSOW , a shareholder in the Minneapolis law firm of
Gregerson, Rosow, Johnson & Nilan, Ltd., focuses his practice in the areas of
real estate, municipal law, employment, mediation, arbitration and
environmental law. His extensive experience in the real estate area includes
representing both buyers and sellers in numerous commercial and industrial
real estate transactions, representing cities and private parties in the
development of property for residential, commercial and industrial purposes,
and the mediation and arbitration of real estate disputes. In the
employment area Mr. Rosow's experience includes representing and
advising private and public sector employers on a wide array of personnel
and employments issues including hiring, discipline and termination, as well
as handling employment related disputes, including claims of
discrimination.
Mr. Rosow is a certified real property specialist certified by the Real Property

Description of experience:
I have 31 years of experience representing Minnesota municipalities. I serve as City
Attorney for the cities of Eden Prairie and Savage. I have represented Eden Prairie since
1978 and Savage since 2004. A significant portion of my practice is in municipal law in
connection with the firm's representation of Eden Prairie, Southwest Transit
Commission, Savage, Delano and the Excelsior Fire District. Through the representation
of various municipalities, I have acquired a broad range of knowledge of municipal legal
activities including: financing; tax increment; industrial and housing revenue bonds;
joint powers agreement, both in concept, drafting of substantive provisions relating to
diverse subjects and representation of joint powers entities; participation in ordinance
codification and code revisions; employee matters including discipline, dismissal and
employment litigation; land use developments, including numerous, comprehensive plan,
zoning, platting and variance matters; liquor ordinance enforcement; litigation involving
defective construction, hazardous buildings, environmental, enforcement of zoning code
provisions; special assessments; civil rights claims under 42 U.S.C. § 1983; public
improvement projects including the acquisition of real property and easements for
municipal purposes; and acting as municipal counsel on over 150 revenue bond issues,
company counsel on ten bond issues and co-bond counsel on one bond project. I also has
experience in municipal contracting, govermnent-assisted housing, inter-governmental
agreements and activities, and representing governmental clients before other
