touring the parks. The first tour is scheduled for:

SAFETYISSUES:
Problem: Fence maintenance and repair at Freeman 1 and 3. In high use areas, the bottoms
have curled and broken the ties that hold them in place. Mainly by the warm up areas and behind
home plate. Because the bottoms have come loose, we feel this is a safety and liability issue that
has to be fixed before we start practice. — Replaced 4/09/09

Solution- Short Term: We have obtained three quotes to repair the fences in the worst areas.
This includes replacing the permanently damaged and curled fences behind home plate at
Freeman 1 and 3, and the warm up fences at Freeman 3. Retying the fences as needed and
minor other repairs as outlined in their quotes.

Solution- Long Term:
Use existing batting nets and encourage
coaches to only use this.
Implement new safety policy throughout
league to eliminate batting practice into steel
fences.- Implemented at coaches meeting 4/8
Add rubber matting behind pitching warm up
areas.
5'x10 Home Plate protective fence matting.
These would be proposed for installation at
Freeman 1 and 3 and Manitou #1. This would
be removed after league play is completed
and installed on April 12

Repair of all the batting cages to include asphalt
paving at both Freeman 1 and 3. This is a permanent
change that would eliminate the ongoing work that we
do, constantly filling in the potholes, like the ones in
the pictures.
• 6x l2' Home Plate Mat for use in batting
cages at Freeman 1 and 3. These will be
used regardless of paving of cage floors to
allow for more cage use without mud or
maintenance.

Build (3) additional batting capes at Freeman 3 next to existing cape on first base side.
These would include asphalt bases and necessary structure. — Preliminary discussions
Reshingle shed at Freeman 1 concession stand.
Change the sign off of Eureka Road. The first sign says Freeman 1,2,3 , but the real entrance to

Freeman 3 is at the next street where the signs for the rest of Freeman park is located.
• GENERAL REPAIRS
There has been some vandalism at the dugout on
Freeman 3 with spray paint and fecal matter that needs to
be addressed (see picture 4544).
• Raise the concrete under the benches at Freeman 1. These have sunk over the years and
become ponds every time it rains.
Build containment area for Ag Lime and black dirt.
Build inside fenced area at Freeman 1.
Also by shed on Freeman 3.
Replace the practice pitchers mound at Freeman 1 -
1 st base side. This was used as fill for the walkway.
Seed and clean up gravel around new walkway at
Freeman 1. Will this be blacktopped?
Add concrete under benches at Cathcart park. This
would be approximately 4' x 18' underneath each
dugout bench.

Control Box Relocation Project

Location: Freeman 3
Purpose: Move existing score board controller out of dugout due to conflict with little
league rules.
Existing location: Inside first base dugout at Freeman 3.

Per Little League rules, we
have a restriction on the
amount of coaches in the
dugout. Therefore it has
historically been operated
by players, causing a
• number of problems and
distractions.
South Tonka has contracted with a
licensed Master Electrician to trench
approximately 30 feet, two lines
from the existing location behind the
dugout over to the new location.
Then install conduit and weather
resistant outlets next to the bleacher
for connection of this controller.
South Tonka Little League will pick up all expenses associated with this improvement
and would like to have it inspected after completion by the city. If we need to pull a
permit or other paperwork, just let us know.
4/21/09- Based on conversations with Larry Brown- City of Shorewood, the outlets
cannot be attached to the bleachers, however we can relocate to the exterior of the dugout
which will be completed in the next week.

• Currently no trail exists in park
