He reported that the City had approved the purchase of a new used tanker truck t improve the conditions of the cities rinks. In addition, the City will be appointing a new City Engineer at an upcoming meeting, Mr. Landini. City Council liaison Turgeon and Commissioner Hensley arrived at 7:1 Opm. B. Update on Arctic Fever Meeting of June 19 — (Chair Sue Davis) Chair Davis reported that representatives of the City of Tonka Ba ad attended the most recent Arctic Fever committee meeting and were enthusiastic t 111 pate. UpdA n Extending Irrigation System at Freeman Park Garden Brown reported that the irrigation system was extended by the public works staff to cover the entire Freeman Park Plaza Garden and is watered daily. Quarterly Financial Report Request Norman requested that the Park Commission be supplied with a quarterly financial report to review so that it has an accurate reflection of the Park Fund and CIP as planning for bigger projects can be evaluated. 0 PARK COMMISSION AGENDA TUESDAY, JULY 10, 2007 PAGE 3 OF 4 Brown stated that he would make the request to the Finance Department. • G. Minnewashta Dog Park Update Chair Davis stated that she had spoken to park representatives who stated that all of the trails around the perimeter have now been cut and chipped, as well as, the parking lot cleared. She pointed out that Eagle Scouts working on their badges have volunteered to clear and remove debris and that the park hopes to be open, if not completed, by the fall. Davis mentioned that the parking lot would be aggregate and an annual park sticker would grant users access to the entire park area. At, 4. Jointt Commission and City Council Meeting August 28, 2007, was chosen for the goals and priorities meeting with the City Council. B. Emergency Management Brown explained that in times of crises, the City has few options for debris management. The parks are the largest properties owned by the City and offer a space to handle this debris. Many years back, the City was put into this type of position, in which the parks took a lot of abuse handling major debris. At this time, many commissioners were up in t PARK COMMISSION AGENDA TUESDAY, JULY 10, 2007 PAGE 4 OF 4 arms with the choice made by staff to use the parks in this fashion, but staff felt they had little options. Brown asked the Commissioners for their reaction to this, noting that the City's first choice would be to use parking lots throughout the city and park system before ever placing debris on parkland, as soil testing is required now if there is overflow Trent stated that he could not fathom not supporting the City if it were put in such a tenuous position. He believed the Commission had the responsibility to help in a situation like this. Young concurred, stating that if city staff could not find better Commission could react in opposition. Election Day for the school district. Because of this, the Park Commission will need to determine a different date for their September Park Commission meeting. The fourth Tuesday of the month (which is when the Park Commission would hold a second meeting if necessary) is September 25. Date: August 9, 2007 Re: Agenda Item #5 - Request to Install Backboard at Manor Tennis Courts There has been a request from a resident to see if there could be a backboard installed at the Manor Park tennis court. They were informed that this would be brought to the next Park Commission meeting for discussion. Attached is the survey that was conducted in April 2007 in regards to what activities residents took part in, what additions / improvements they would like to see, the tennis courts were one of the selections that the • residents used. It was also mentioned under additions / improvements that they would like a backboard added to the courts. The Park Commission at their June 12 meeting had discussion in regards to the renovation of the tennis courts. The commission asked staff to collect bids so it could be determined as to what direction to take. Staff is working on collecting quotes on the renovation of the courts, but this should not deter from determining if a backboard should be installed. The estimated cost to install the backboard would be $350.00 which would come out of the CIP. Great for passive recreation, i.e. croquet, horse shoe, bocce ball, frizzbe, etc. • It would be nice if a high school student would want to give tennis lessons during • the summer. I don't know if this would be allowed? • Basketball court • Basketball Hoop What other parks in Shorewood or surrounding communities do you frequent? Please share your reasons. • None actually — Manor Park meets our needs. • Deephaven Park in Cottagewood to play hockey on ice that has the boards. • No other parks. Silverwood for the slide, Thorpe close to friends. Used to go to Freeman for soccer and Manor of course. • Thorpe Park, The Commons, Burton Park. • Soccer Practice at Freeman Park, Cottagewood Park • Staring Park in EP • Regional biking / running trail Comments: • Live on Suburban Drive — love the area — Husband helped with the "new" playground years ago. One thing we have always said that the pond could use an aerator or fountain with lights. It always gets so scummy, and with the pond being the first thing you see in the neighborhood when you come in a fountain with lights would be nice. • • Let the natural tall grass around the pond grow up to protect wild life and enhance natural filtration of run off. Mowing crew needs to be instructed. • The pond has gone from poor to terrible in less than 3 years. By mid -June it's chocked with weeds and algae, and the new housing development does not help. Know that there has been discussion with City Council about the issue. What needs to be done is aeration to keep it from stinking so bad. • Thank you for fixing the large cracks in the tennis courts as well as fixing the fence around the tennis court. It is much appreciated. • The city pushed dirt into the pond in the mid -70's and silt from the new parking lot is flowing directly into the pond. City should fix its mistakes and clean out the pond. Why can't we have an area around the pond left in a natural state? • Would like the ice in the winter to be smoother... remove weeds? Flood with water truck — Also have two areas to skate — hockey and recreational skating. e The changes and additions to the garden are pretty and the plantings along Manor Rd are nice addition too. Can the pond be cleaned up? • The pond is a wonderful aesthetic that has not been appreciated in the sense of keeping it clean and protected. Too much algae, etc. and the swath of natural grasses etc. that grow around it should not have been cut. Let it come back! At least six feet deep and add native plants to enhance it. Also, trees should be planted in the park. There is too much grass — not enough change. We are mowing much too often, using too much energy. The park is very hot, trees are i like air conditioners, they lower the temp, absorb storm water, remove carbon dioxide, make a place more beautiful and inviting. Thorpe Park is a wonderful example of taking a "bare field" and making it into a lovely, shaded haven for spending leisure time. Most of the neighbors like the fact that Manor is low key. • We would not want all the extra traffic that organized sports brings with it. • We live right next to it and use everything. Pond — a fountain or something to help keep it clear and free of lily pads. Tennis Court — a board on one end on the courts to hit against. Playground equipment — possibly paint. If there is something that can be done about the geese that would be great! Their droppings cover the ground and there are many times that kids don't want to play on the fields because of all the droppings. The park is great! My first concern would be the pond and keeping it clear of algae and lily pads. • Need safer way to ride to the bike / running trail. Sidewalks or bike lanes leading to trail — roads are dangerous. • My son and I visit the park every weekend. There is opportunity for improvements, but overall very satisfied. • The pond is filthy and putrid. We have been here 29 yrs and it is disgusting. Please call LAKE MANAGEMENT INC. at 651.433.3283 talk to Beth. They do a marvelous job of restoring ponds. Have been in business for 40 yrs. • The pond is a mess. Last 3 years it has become more polluted, the wildlife that we used to see is gone. Many neighbors see koi living in the waters. By the end of summer it is a fetid, smelly, algae- laden, oxygen - starved mess. Pond needs better management. Perimeter of pond is being overtaken by buckthorn. Please remove the buckthorn. We have spent a great deal of time and energy eradicating buckthorn from our property. The persons involved is mowing must be trained • not to mow close to the pond. The riparian area bordering the water must be allowed to grow in order to keep out geese, provide nesting area, and aid the water quality of the pond. Please erect a sign banning idling motors in the parking lot. Frequently, garbage trucks, busses, and construction vehicles use the parking lot for breaks or the rest room. During those times when these people do not turn off their engines, the noise level and diesel smell in our home becomes very irritating. Additionally, please inform those involved in construction projects (Water's Edge in particular) not to stage materials in the parking lot. We really enjoy having the park across the street. It's great to see so much activity with sports teams, winter skating and general usage. For the most part, Manor Park is well managed. The following are financial highlights of the Park Capital Improvement • Fund activity for the period ending December 31, 2006 and January — June, 2007. 2006 Activity The Park Capital Improvement Fund had a balance at 12/31/2006 of approximately $320,000. Primary sources of revenue during 2006 included Park Dedication fees ($37,200), interest income ($10,600), and a transfer in from the General Fund ($10,000). Expenditures totaled $26,500 for the following: contractual services in Freeman Park ($7,700); tennis court rehab at Badger/Manor Park ($13,960); and a fountain ($1,325). 2006 activity resulted in an excess of revenues over expenditures, or a net gain, of $32,700 to the Park Capital Improvement Fund. 2007 Year -To -Date Activity January - June 2007 year -to -date activity includes revenues of about $17,600 (Park Dedication fees $8,000; interest earnings $4,100; and contributions $5,500). Approximately $2,700 had been expended on contractual services through June. 2007 -2011 CIP There is approximately $171,700 in Park Improvements scheduled for 2007. See attached list from proposed CIP. The Parks Capital Improvement fund has adequate reserves to meet the proposed activities and improvements that are scheduled. Attached is a copy of the 2007 goals that were set at the Park Commission work session on March 6, 2007 for your review and discussion prior to the joint meeting on August 28. • • 2007 Work Program No. Goal Status Month 1.
