ADJOURNMENT Amst Davis Gilbertson Meyer Young Farniok Westerlund • F i b �'1 TO: Park Commission FROM: Larry Brown, Director of Public Works " DATE: April 23, 2004 RE: Park Activity Maps — Open Space During the previous work session with the Park Commission, the concept of districts, outlying issues regarding ball field lighting, fences, kiosks, auxiliary structures were discussed, in addition to laying foundation for a few of the definitions that need to head up the policy document for activities for the Shorewood Park System.. Staff continues to • review minutes and notes to insure that the input from the Commissioners is incorporated into the base documents, in addition to - researching additional baseline data as to how other communities are administering their parks. As mentioned above, the definitions are a key element to this document. Of these, probably the most significant definition is "open space." It was very interesting during previous work sessions to hear what word picture was formulated by each Commissioner as to what open space was defined as. To bring structure to this for administrative purposes, the task at hand is to derive a formal definition(s) of "Open Space." During the March 9 2004 work session, it was rioted that open space should have at least four categories for this plan. These are listed below Undeveloped Land: Areas that have not been developed, but have the capability of being used. Un- developable Land: Areas that are would be very difficult to develop and contain significant mature vegetation throughout the area that adds significant aesthetic and or environmental value to the area. Unstructured Park Space: Areas that consist primarily of open turf space. • Natural space Areas comprised of wetlands, wetland buffer areas, meadows, gardens and planting areas. �� PRINTED ON RECYCLED PAPER Park Commission is Discussion Regarding Open Space April 23, 2004 Page 2 of 2 Of primary concern is the preservation of the amount of open space that exists within the Shorewood Park System currently. It has been stated that areas may be redeveloped. However, the net balance of open space must be maintained as documented in the Park Activity maps. Commissioners should consider if the definitions for open space provided above, fit with the vision or definition that you perceive to be vital in administration of the park system. Secondly, it has been stated that the total amount of open space that is present is to be preserved. Since four subcategories have been suggested as open space, does this blanket statement of preservation hold for all four areas? Lastly, consider how the creation of subcategories relates to the administration for the park system. Certainly, it may be fair to state that an area that is un- developable may be developed as one of the other subcategories within the definition of open space. Included in your packet are the revised Park Activity Maps, as discussed during the previous work session. All reference to districts has been removed, with the area of the "Activates" have been noted on the page. It is anticipated that once the definitions and regulations for the park activities have been developed, that this may be included into the Master Plan Document for the • Shorewood Park System.
