ADJOURN • 4UTtQar- 0 Memorandum To: Park Commission From: Twila Grout, Park Secretary' Date: 05/13/03 Re: Dog Owner Education Attached is the dog policy brochure that we put in the " Residents Packet ". The brochure is also included in the December newsletter when the new dog license is available for the New Year. We have not been handing out the dog policy brochure when people apply for a dog license, only if one is requested. I have also attached a copy of the sign that Chanhassen used last year on their trails and sidewalks. Lost Your Pet? These steps can help you bring your pet home safely: 1.Contact your city office, (952.474.3236), non-emer- gency police (952.474.3261) & Paws, Claws and Hooves (952.445.6403), to report that your pet has been lost. Be as specific as possible in your description, including breed, colors, special markings, age, gender, where they were last seen and if they are wearing a'collar with tags, tattooed or are microchipped. Verify who handles animal control for your= city and where animals are impounded. 2. Animals don't know city boundaries. Contact surrounding communities. (See list below) 3. Place "Lost" ads in the newspapers and offer a reward; post flyers and pictures in the area your pet was last seen; alert your neighbors to keep their eyes open. 4. Most communities only require a 5 -10 day holding period for strays and that sometimes includes weekends. Continue to call in every other day. Don't rely on these facilities to call you if your animal comes in. Preventive Measures • Make sure your dog is licensed with the City of Shorewood and have your dog wear his/her tag at all times. Also order a tag with your address and 2 phone numbers, at least one of which has an answering machine. • • Have your pet microchipped. This is a great ID if tags should fall off of the collar or if the collar isn't on at the time of escape. Make sure you have a current picture of your pet. • Keep your pet inside. When outside, don t leave it loose, unless within a secure fenced yard. • Spay or Neuter your pet! Pets that are spayed or neutered are less likely to stray. Perhaps the most simple method of feces collection is with the use of a plastic bag. Slip the bag on your hand like a mitten, pick up the "pile" and turn the bag off of your hand, leaving the contents in an inside -out bag. If that's just a little too "handy" for you, there are the commercial "pooper scoopers ". with a long handle to distance the user from the animal waste. Deposit animal feces in a sealed bag in a trash receptacle. Whatever method is chosen, the point is that if you have a cog in your.custody someplace other than your own property, will need to also have with you a device to pick up their roppings. NOTE. BARKING "It shall be considered a nuisance for any animal to bark excessively, continuously or untimely... which includes the creation of any noise by any dog which can be heard ... from a location outside of the premises ... and which noise occurs repeatedly over at least a five (5) minute period of time with one minute or less lapse oftime between each animal noise during the five (5) minute period." KEEP IN MIND... �'��� The City of Shorewood is among a declining number of municipalities which still allow dogs in city parks. The City recognizes the benefits of a walk in the park for dogs and their humans and would like to continue an open ark policy for pets. It is hoped that by addressing the groom problem of ft dog waste in parks and along trails, Shore w�o will not have a��, u'g to resort to a more restrictive approach. "Every person who owns a dog over the age of six (6) months shall cause the dog to be registered and licensed... The license period shall be for the whole or unexpired portion of the year ending on the ensuing :December 31." (An application is provided on the back of this brochure.) KENNEL LICENSES "Within the limits of the City, no more than two (2) dogs, over the age of six (6) months shall be allowed in any household unless the owners shall first obtain a kennel license. This license shall allow an owner to keep up to four (4) dogs over the age of six (6) months."
