CITY.OF SHOREWOOD
. January 16, 1978 - Minnewashta School
7:30 P.M.
The meeting was called to order by Chairman, John Breckheimer.
Members present were: Win Drews, Jean Raby, Judy McCuskey,
Jim Robin, Bill Wyatt, Roger Stein, Tom Schmid. Also present,
Councilman Bill Keeler.
The following officers for 1978 were elected:
Chairman - Jim Robin
Vice Chairman - Jean Ruby
Secretary - Win Drews
Bruce Carmichael was present to request use of the Badger Ice
Rink for a broom ball tournament, February 11th & 12th; under
the same arrangements as last year. The request was granted.
Several members inquired as to the status of the Cathcart Bldg.
It was reported that Mayor Frazier was working with Vern Watten
on this and a report will be made at the January 23rd Council
meeting.
Councilman Keeler discussed the need to move the Badger Park
building to a more visable location, to prevent it from being
vandalized.
• Breckheimer reported that the Council has raised the Park
donation to $350.00 per unit in lieu of Park land. The Commi-
sion retains the option of land or dollars.
The requirements for the HUD grant were discussed. The last
Public Hearing will be held next week. Breckheimer mentioned
the possibility of Bike Trail Funding from the DNR. Wyatt
will prepare a summary for the members of the Council, reflect-
ing the Park Commission's desire to restructure the priorities
of its plan, in the light of HUD grant requirements.
Because Wyatt is planning to move out of the city, there was
some discussion about replacing him; possibly with someone
from the Eastern end of Shorewood.

Dear Mr. Breckheizaer:
The Office of Local and Urban Affairs, in cooperation with the Metropolitan
Council, the,State Department of Natural Resources and the Environmental Planning
Section of the State Planning Agency, has now completed screening applications
far 1978 Land and Water Conservation (LAWCON) Funds and State Legislative
Commission on Minnesota Resources (LCMR) grants -in -aid, in accordance with federal
law and state administrative rules.
In addition, the Metropolitan Council reviewed and evaluated your application
and provided us with a priority ranking of all projects.
Unfortunately, there are not enough grant dollars available this fiscal year to
fund your request. Money is available for only 25 of the 80 requests received
from. the Twin City Metropolitan Area.
It gay be helful. for your resubmittal next year if you will retain a copy of
your application, We hope that more grant dollars will be available and that
.we will be able to fund more projects and provide assistance to more communities.
With more app= lications than dollars available, a priority ranking for funding
was I necessary:- Taken into consideration in making this determination were such
factors as outstanding natural, scientific, cultural, historic, and educational
values of the project, its ability to provide multi - purpose recreational oppor-
_tunities, and! the scarcity of similar facilities within the general vicinity.
Attached is'a list of projects that are being programmed for fi scal year 1 ,978
