This feasibility report was ordered to aid in narrowing down the price of the replacement costs. At the onset of investigation of replacing this building, there was talk of the need for "chlorine scrubbers," special chemical feed equipment, and other requirements which add substantial cost to replacement of the building. At the time the Capital Improvement Program (CIP) was prepared, a rough estimate was completed knowing that further research on health department requirements, as it relates to the well, would have to be researched as part of preparation of the feasibility report. The amount listed as a project cost was listed at $120,000. At that time, it was known that that was a best estimate with the information available. The feasibility report lists a project costs as follows: Base Building Cost: $174,100 Chemical Feed Replacement $ 23.100 Subtotal $197,200 Due to the substantial difference in what was originally budgeted, staff had Al Rolek, Finance Director, recalculate up to date water projections based upon this amount. The following page are those projections. The projections were updated to reflect a $200,000 capital outlay in 1998 for the well building. The lowest ending cash balance is projected to occur at the year 2019 at $219,456, if the project moves forward. I will be presenting the feasibility report in greater detail during the work session on Monday night, in addition to the financial projections for the water fund. The proposed improvements to the well house and the expansion of the parking lot will not only improve the aesthetics of the area, but will improve the operations and maintenance of the well and resolve current drainage problems within the well house and surrounding area, while providing additional parking spaces. The Badger Field Well House Building project should be constructed during a period of lower water usage, which is typical during the fall to spring of the year (1998 - 1999). The parking lot and site improvements are recommended to be completed after substantial completion of the well house building itself, which would be in early spring, 1999. The purpose of constructing the parking lot and site improvements after substantial completion of the well house is to avoid damage to the parking lot from building construction operations while also providing a construction staging area for the building contractors. The report will discuss the purpose of modifying the well house, as well as site improvements and parking lot expansion proposed for improving this area. The recently - completed South Shore Senior Community Center has heightened the aesthetic concerns, drainage problems, and site issues associated with the well house and its surrounding area. The recent removal of the original pole shed/garage has presented an opportunity for the City to provide some additional parking capacity in this area as well. This report will discuss these improvements, along with their associated costs of implementation. The cost of the proposed building modification is anticipated to be about $174,100. The site improvements and parking lot expansion costs are anticipated to be approximately $29,030. The probable total cost of the proposed base project is $203,130. The report also discusses two optional building modification alternatives that are suggested to be included as part of the proposed well house building modifications. The two items suggested are replacing the existing well chemical feed systems and lowering the in -place overhead well discharge piping line. The chemical feed equipment replacement is estimated to cost $16,800 and lowering the well piping system is estimated to be $6,300. Therefore, the total optional well house modifications are estimated to add an additional $23,100 to the project total. These two items could be included as an add alternative to the project if the City so desires during the project bidding process. City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page I 2 INTRODUCTION In 1980, the City of Shorewood completed a project to construct a municipal well and modification to an existing garage / storage building. The building was modified to house the new well, electrical controls, chemical feed equipment, and a hydro - pneumatic pressure tank. In 1997, the City of Shorewood completed construction and testing of a 500,000 gallon elevated water storage tank. The use of the elevated storage made the hydro - pneumatic tank within the Badger Field Well House obsolete. Therefore, the current building size is no longer necessary to house the hydro - pneumatic tank and its associated equipment and controls. A section of the original building was removed in 1996 in an effort to improve the aesthetics of the site. In 1996, the South Shore Senior Community Center was constructed near the well house, and in 1997, the City Council initiated improvements to the access road and the parking area adjacent to the well house to facilitate parking for the Senior Community Center and athletic fields. The number of convenient parking sites in close proximity to this area at times is not sufficient to accommodate the needs during special events for this area. With the past downsizing of the original Badger Field Well House Building and the elimination of the hydro - pneumatic pressure tank, additional land will become available to expand the current parking availability in close proximity to the Senior Community Center. 2.1 Authorization In consideration of the recent improvements in the area, the condition and external aesthetics of the well house, and operational concerns of the City Staff, on February 23, 1998, the City Council authorized WSB & Associates to prepare a feasibility study to consider improvements to the Badger Field Well House building, adjacent site improvements and parking lot expansion. The study reviews the existing conditions, considers well house operational, maintenance, and aesthetic needs, presents recommendations for improvements with opinions of probable construction costs, and a schedule for completion of the project. 2.2 Scope The scope of this project is limited to the Well House Building, the relocation of an existing hydrant, surface drainage problems in and around the well house building and west side of the Senior Community Center, and the vacant area adjacent to the west side of the current building. The project team has been directed by the City to accomplish the following goals: • Reduce the size / impact of the existing structure as much as possible. • Provide an appearance that is compatible with the Senior Community Center and other site improvements. • Resolve current grade / drainage problems. • Lower existing interior well piping to improve operations and safety. • Provide additional parking. • Install hydrant adjacent to Badger Well House building and eliminate hydrant along east side of the Senior Community Center parking lot. City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 2 Z3 Data Available Information and material used in the preparation of this report included the following: • Record drawings of original well house • Record drawings of South Shore Senior Community Center parking lot • Site survey • Field investigation City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 3 3 GENERAL BACKGROUND 3.1 Project Location (Figure 1) The project is located approximately 85 feet west southwest of the South Shore Senior Community Center and just east of the City of Shorewood city offices. 3.2 Existing Conditions 3.2.1 Badger Field Well House According to the 1980 project plans, the existing well house building was originally a "garage" structure with "pole shed" type construction. The 1980 improvements included reducing the length of the building, installing a concrete floor and a separate sealed room for chemical storage and ejection equipment, a separate room for the electrical controls, and installation of a large hydro - pneumatic water storage tank. The exterior walls of the building are finished with a painted metal siding, which has faded and become discolored in some areas. The door to the chlorine room is located on the east wall of the building about eight inches (8 ") below the street grade. Surface runoff from the surrounding area flows toward and through the chlorine room door, which has resulted in several inches of standing water inside the chlorine room after moderate to large storm events. The main building access is located on the south wall. This entrance is slightly below the existing elevation of the new parking lot and approximately six inches (6 ") below the new curb height. Some outside surface drainage enters the building during heavy runoff or snow melt periods through this entrance door. The interior of the building is in fair condition with some loose ceiling tiles, which appear to be only partially attached. The hydro - pneumatic tank is large (roughly nine feet diameter by thirty feet long (9' x 30') ) and takes up a significant area inside the building. At this time, the tank is empty and is no longer required to run the water system. Some parts from the hydro - pneumatic system have been removed for use in other locations of the City, which are served by similar systems. The interior eight -inch (8 ") diameter ductile iron piping from the well runs along the floor, then turns and runs vertically, then horizontally, and then vertically back down through the floor to the distribution system. The hydro - pneumatic tank is connected on the second vertical pipe segment. The pipe was apparently routed in this manner to allow personnel passage from the entrance door through the building. Chemicals are fed into the system in the elevated section of the piping above the operator's head, which makes routine monitoring and sampling a little difficult. The elevated location also presents the opportunity for head impacts and possibly injury during passage beneath the piping. Treatment of the water at this location is limited to addition of chlorine and fluoride. The disinfection system uses a gaseous form of chlorine, stored in 150 pound pressurized cylinders. The chlorine gas is mixed with water and injected into City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 4 the water distribution line to provide disinfection. Chlorine is a dangerous gas and must be housed separately in a sealed room with automatic ventilation. The existing room is adequate for the chlorine system but access is always difficult and at times impossible, due to standing water or debris blocking the door. Floor drains are not permitted in chlorine rooms, so any water that enters through the door will stay in the room until the water level outside the building is reduced. Fluoride is added to the system in a liquid form ( Hydroflousilic acid) through a metering pump. The pump operation is interlocked with the operation of the well motor so fluoride is injected into the system only when the well pump is operating. The liquid Hydroflousilic acid is stored in an unvented plastic drum outside the chlorine room. The Health Department requires that the unsealed Hydroflousilic acid storage tanks be vented to the atmosphere outside the building. Photographs of the existing building are included in Appendix A. 3.2.2 Site and Parking Lot Improvements The area identified for parking lot expansion is located on the west side of the well house, which was recently vacated when a portion of the original garage structure was removed in 1997. The site is currently clear of trees and consists of a depressed area which collects water, weeds, and miscellaneous debris. The site is rough graded without substantial topsoil to support turf vegetation, so uncontrolled weeds are the main vegetation in this area. City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 5 4 PROPOSED IMPROVEMENTS 4.1 Badger Field Well House The existing building shell is proposed to be removed and totally reconstructed, with the exception of the existing chlorine and control rooms which will remain intact. These rooms are currently self contained within the existing building and it is recommended that these rooms remain to serve the same function. The well itself, however, will need to be shut down and protected during the construction process. The proposed plan reduces the building footprint to the minimum size required to retain the salvaged equipment rooms and the well itself. The proposed building layout and exterior finishing are shown on the sketches included in Appendix B. The building appearance will be similar to the newly - constructed Senior Community Center located immediately east of the well house. The proposed building modifications would include the following items: 4.1.1 General 1) All work shall be in compliance with industry standards for quality and workmanship. 2) The well will be shut down during construction and returned to service upon completion of the work. 3) The contractor must submit a plan for completion of the work to the City for approval. 4) All materials and equipment to be salvaged by the City shall be removed prior to commencement of the contractor's work This includes the hydro - pneumatic storage tank, the chemical feed equipment, and miscellaneous pumps and parts that can be salvaged for use in other city well houses. 5) All salvaged materials shall become the property of the contractor, except those to be relocated or reused in the project. 4.1.2 Architectural 1) Furnish and install labor and material to complete the following work: a) Remove walls, roof, structural trusses, doors /frames, etc. a required. b) Install new walls /windows /doors /structures as indicated on drawings City Of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 6 C) Patch and repair all walls, floors, etc. where damaged from demolition, removal of interior finishes, use or where mechanical and electrical equipment have been removed or added. d) Install new gypsum board ceiling in entrance to the chlorine room to seal it for code compliance. e) Install new hollow metal windows /frames, doors /frames, and hardware as required. All glass shall be one -fourth inch (1/4 ") nominal, clear laminated security glass on the interior windows. fl Level/patch/paint all floors (concrete). 4.1.3 Mechanical 1) Furnish labor and materials to complete the following: a) Remodel existing HVAC system to accommodate the new plan configuration b) Provide exhaust as required by current codes. C) Make all revisions to the building mechanical as required. d) Furnish and install a new building unit heater. 4.1.4 Electrical 1) Furnish labor and material to complete the following: a) Install new lights throughout b) Salvage and reinstall the existing SCADA system C) Make all revisions to the building electrical as required. 4-L5 Well Piping System (Optional) Inside the building, the exposed piping from the well is suggested to be re- routed to the outlet of the hydro - pneumatic tank. The new piping would be installed about sixteen inches (16 ") above the existing floor level to match up with the line from the well itself. The access door will be relocated to the west side of the new building so the rerouted piping will not be an obstruction for building access. In addition, the new piping layout will most likely improve the performance of the flow meter since there will be additional straight pipe adjacent to the meter, along with a better chemical feed point location. 4.1.6 Chemical Feed Equipment Replacement (Optional) The chemical feed equipment and piping is suggested to be replaced, a new Hydroflousilic acid tank will be installed and properly vented to the atmosphere, and an approved "break tank" will be installed. City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 7 4.1.7 Project Disclaimers The proposed modifications do not include the following items at this time: 1) Special foundation work required if poor soil conditions are encountered. 2) Hazardous materials abatement if necessary during the progress of the remodeling work. 3) Additional building security during construction, beyond normal security fencing. 4.2 Site and Parking Lot Improvements 4.21 Site Improvements The proposed modifications to the site utility systems include abandonment of the existing hydrant and furnishing and installing a new hydrant on the east side of the center parking lot adjacent to the modified well house building to improve operations and allow more direct control of the water flow near the Badger Field Well House itself for maintenance purposes. 4.2.2 Parking Lot Expansion The proposed parking lot expansion will provide for ten (10) parking stalls, however, it will require, at a minimum, the elimination of two (2) existing stalls to provide access to the area. Therefore, the net increase in parking stalls will be eight (8). The lot will be edged with B612 concrete curb and gutter, which will match the inplace B612 curb and gutter around the current parking lot. The pavement structure will consist of one and one -half inches (1 %2 ") of bituminous wearing mixture over two and one -half inches (2 %2 ") of bituminous base mixture, over six inches (6 ") of aggregate base Class 5, over twelve inches (12 ") of select granular material. The proposed pavement section is identical to the recently - completed parking lot which is being proposed to be expanded. The lot will be sloped to direct the surface water to drain toward the existing catch basin inlets located along the south curb line of the existing, recently - completed parking lot. City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements t WSB Project No. 2008.00 page 8 S PERMITS /APPROVALS 5.1 Badger Field Well House The proposed construction will require a permit from the Minnesota Department of Health. The permit application and fee will be submitted as soon as the final design plans and specifications are completed. The Health Department was contacted during the development of this study to establish the basic design parameters and review requirements. Resolution of the preliminary comments, as well as any subsequent comments will be incorporated into the final design plans prior to submitting them for review. 5.2 Site and Parking Lot Expansion The proposed parking lot expansion may require a review and/or permit from the Minnehaha Watershed district, which is the governing body for surface runoff for this area. It is our opinion that the surface runoff rate will not increase significantly from its present rate, therefore, not requiring a formal permit. The watershed district will be contacted in regard to the site improvements during the final design phase and if a permit is required, it will be obtained during the final design phase. No additional permits, other than the watershed, will be necessary. City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 9 6 FINANCING It is anticipated that the City will finance the construction of the well house modification, site improvements, and parking lot expansion with a combination of funds available from the City's water fund to finance a majority of the well house work, and the park and/or general funds for the site and parking lot work. 6.1 Opinion of Probable Cost Based on the scope of work presented, the probable costs of completing the proposed improvements are anticipated to be: Building Demolition / Modification Parking Lot / Site Improvements Add Alternate Building Options Chemical Feed System / Well Repiping $174,100 $29,030 Base Project Total $203,130 $23,100 Details of these cost opinions can be found in Tables 1, 2 and 3 in Appendix D of this report Table 1 contains the costs as they relate to the Badger Field Well House improvements. These probable costs include a 10% contingency factor and 20% factor for indirect costs. The indirect costs are lower than normal since the project will utilize City funds, which reduces the legal, engineering, administrative and financial costs. Table 2 contains the costs for the site and parking lot improvements. These probable costs include a 5% contingency factor and 20% factor for indirect costs. The indirect costs include legal, engineering, administrative, and financial items. A 5% contingency factor was used since the estimate was based on a more detailed quantity breakdown of construction items. Table 3 contains the probable costs for furnishing and installing new well chemical feed equipment and repiping the well discharge line within the well house. This work is suggested to be completed along with the well house modifications. The probable costs include a 5% contingency factor, and no indirect costs were assumed since this work would require minimal engineering and administrative involvement. City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 10 7 PROJECT SCHEDULE The Badger Field Well services an important part of the overall City water supply system and it is important to avoid closing the well during the normal summer high demand period. Short outage periods during routine maintenance can be tolerated, but this project will require closing the well for an extended period of time to allow the demolition, foundation preparation, exterior wall and roof construction, and moving and modifying the building electrical controls. May 28, 1999 City of Shorewood Feasibility Report - Badger Field Well House & Adjacent Parking Lot Improvements WSB Project No. 2008.00 Page 11 8 FEASIBILITYAND RECOMMENDATION The proposed modifications to the Badger Field Well House will improve the appearance, maintenance, and operation of the facility while the site and parking expansion will reduce the local drainage problems, and increase the available parking in the area. The proposed building exterior finishes will be similar to the recently - constructed Senior Community Center to provide aesthetic continuity within this area. The parking lot and site improvements will clean up an existing unimproved area that tends to accumulate debris and drains poorly, making it difficult to maintain. It is the recommendation of WSB & Associates, Inc. that the projects are feasible, necessary and cost - effective from an engineering standpoint. We recommend construction of the Badger Field Well House Improvements, as well as the Site and Parking Lot Improvements as detailed in this report. In addition, we suggest the City include the two optional well house improvements as part of this project which would complete the identified objectives of the proposed Badger Field Well House Improvements. It is recommended, if the City so decides, that the chemical feed system replacement be done separately from the well house modification by the chemical feed supplier to ensure continuity, maintenance and operation of this equipment beyond the installation stages. The existing chemical feed equipment could be salvaged for use in other city well houses and the hydro - pneumatic tank can be salvaged for resale or reuse in one of the other City well houses.
