Adnainistrator Heck stated it was not his intent to discuss all of the fund balances this evening, noting funding for roadway improvements will be discussed this evening, The next time Council discusses the CIP the other fund balances will be part of the discussion. With regard to the CIP technology/office equipment projects.. Councilmen ber Woodruff stated the purchase of laptop computers for Councilmembers is slated for 2012. He recommended moving the project to 201 if it's worth doing. He thought by the end of the year the Councilmembers will have had sufficient time to test the ease of use of receiving their council meeting packets electronically. Administrator Heck stated Staff wanted the Councilmembers to have sufficient time to evaluate that to make sure it would be worthwhile. Councilmember Turgeon stated she was okay with leaving the project in 2012, 3. Nielsen stated some cities have taken a very aggressive approach to addressing EAB, especially on the east side of the metropolitan area where the pest is currently present. The City of St. Paul is cutting down Ash trees whether or not they are diseased in order to manage the rate of tree loss and to spread out the cost to remove and replace the trees. Nielsen reviewed a number of steps the City could take to address diseased trees. They are as follows. Increase effort to educate residents on EAB and other tree maladies. A regular spot should be developed on the City's website, which lists the City's rules and policies relative to diseased trees. It should contain articles from the Department of Agriculture and Natural Resources about diseased trees. The site could also contain links to other pertinent web sites. The City should update its tree preservation and reforestation policy to remove any kind of Ash tree from the list of acceptable replacement trees. The City should incorporate a diseased tree ordinance Into the City Code. The tree removal budget should be increased over the next five to ten years, Staff can explore the cost to conduct such an inventory, and if there are any grant opportunities available from the State for that. Staff will also explore if there are any opportunities to use forestry or agriculture college interns to help with this effort. Staff recommends contacting the surrounding communities to find out if they have any plans to deal with the issue of EAB and if so would they have any interest in working zn with the City on this. There were no matters from the floor presented this evening. iiiiiiii P111111 III Will 11 0111 1 11 ii I Mayor Liz6e introduced Rich Hirstein, the Area Municipal Services Manager with Allied Waste, who presented an update on the City's recycling program. Mr. Hirstein thanked Council and Staff for their support. He explained that prior to its current recycling program with Allied Waste the City had a 2-sort recycling program. Participation in that program dropped to 59 percent of the households in 2009. Mr. Hirstein stated the City implemented a new single-sort recycling program with Allied Waste on C, January 6, 2010. Allied Waste provided residents with a wheeled cart to throw their recyclable materials. There is a large label on the lid of the cart that lists which things can be recycled and which can not. The new recycling program includes a RecycleBank Rewards Program. Mr. Hirstein explained that in the first quarter of 2010 the City's residents recycled 74.51 tons (or approximately 150,000 pounds) more than in the first quarter of 2009, or approximately 25 tons more per month. Resident participation increased to 85 percent from 59 percent (the state average is less than 50 percent). The colleted recyclable material has contained less than 3 percent solid waste. Mr. Hirstein stated that during the first quarter of 2010 City residents ordered over 766 RecycleBank Rewards. The purpose of the meeting was to introduce more South Lake area businesses to the program, Allied Waste is still looking for more local business to become Reward Partners. Mayor Liz6e asked if the recycling participation rates have also increased in other cities, Mr. Hirstein stated the size of increases have not been as high as Shorewoods. Mr. Hirstein explained the volume of newspaper recycled is lower across the State for a variety of reasons, but it is not down where single-sort recycling has been introduced. lie noted that the City of Maple Grove increased the amount of material recycled by 954 tons the first year of its single-sort program. C� Council member Bailey asked Mr. Hirstein if Allied Waste is experiencing residents asking for different size carts, Mr. Hirstein explained it has, and all requests have been for larger carts. Mayor Liz& stated the City's Recycling Coordinator continues to inform residents that they can request a different size carts or more carts. Bailey suggested Allied Waste let people know they can request different size or additional carts on the RecycleBank Rewards welssite, Mr. Hirstein noted there is no cost to the residents for the carts. Councilmernber Turgeon stated she was impressed with the fact that the recyclable material collected from the City's residents contained less than 3 ) percent solid waste. She expressed her hope that amount could be reduced. Turgeon asked if Shorewood business owners attended the meeting with the Chamber of Commerce, and if so were the businesses encouraged to become Rewards Partners. Mr. Hirstein stated he thought the meeting went well. He explained some businesses signed up right away and others require follow-up. Mayor Liz6e explained that mernbers of the Chamber of Commerce were invited to attend. Mr. Hirstein stated it did not cost business owners to be a rewards partner. Nielsen their stated Staff would like Council to direct Staff to prepare a resolution for consideration during its next meeting. Staff requests it be allowed to process the building permit for this applicant. Councilmember Turgeon asked if the applicant has to remove the four-foot by eight-foot landing. Director Nielsen stated if the applicant can salvage a four-foot by eight-foot landing out of the deck zn structure she can do that. Nielsen then stated the text amendment included in the meeting packet for this meeting includes the changes recommended by Council during its April 12 meeting. This evening Council was provided with an alternative Section 201.03 Subd. 3 Members of Commission Removals which reflects the Planning Commission's recommendation to include a "for cause" provision. Councilmember Zerby stated he agreed with Councilmember Woodruff s comment regarding the size of government and the burden it places on the City. He questioned how this could be enforced. He stated the $20 permit fee would not cover Staff's time. Director Nielsen stated the Planning Commission recommended the fee be raised to $25. Zerby stated he is not in favor of this zoning permit process. Councilmember Turgeon stated she doesn't agree with a lot that is on the list. She then stated it appears this system for zoning permits will ensure people don't encroach on another person's property. This process lets residents know there are rules that must be adhered to. Councilmember Zerby stated there are rules in place today, Director Nielsen stated the rules that pertain to the list of items are already in existence; what's missing is a permit requirement. This item died for lack of a motion. 9. ENGINEERING/PUBLIC WORKS A. Accepting Plans, Specifications and Authorizing Advertisement for Bids `1 Bituminous Seal Coating of Street in 2010 Engineer Landini read the list of 38 roadways scheduled for bituminous seal coating in 2010. He noted there is $214,400 budgeted for this effort. The bid opening is scheduled for Wednesday May 19, 201 at 10:00 AM. Landini explained the resolution included in the meeting packet states the advertisement for bids will be inserted in the Construction Bulletin. Unfortunately, the City received notice on April 22, 201 that the Construction Bulletin is no longer advertising. If approved, the resolution will be rectified to specify Z, where the advertisement for bids will be published. D. inter-Municipal Water Rates A. Administrator and Staff Administrator Heck stated there is a pair of Osprey taking up residency on the cell tower behind the gas 7 station next to City Hall parking lot. One of the pair is a four year old banded mate originating from the Carver Park Reserve. The female is not banded. Heck then stated the Senate Tax Committee passed its omnibus tax bill. The bill has a provision that sets the minimum levy limit at 1.17 percent. If that bill is passed and the implicit price deflator (IPD) goes below that the City would not have to reduce its levy to the IPD. The Supreme Court has not issued any word on the appeal of unallotments. The Federal Government has not issued anything the Medicare funding which the Federal Government hopes to reduce again. B. Mayor and City Council Councilmember Woodruff stated the three-bay chemical treatment program is in its third year. The treatment for curlyleaf pondweed was done on April 19 in Gray's Bay and Phelps Bay. Today the treatment for milfoil was done in Phelps Bay. He was unsure of the status to the milfoil treatment in Carman Bay. Gray's Bay will not be treated for milfoil because there isn't much in it. Councilmember Turgeon stated the Planning Commission had again brought up the issue of signage at the c' trail crossing at County Road 19. She related that Director Nielsen had told the Commission that a letter C, nage be had been sent to the Hennepin County Department of Transportation requesting consistent si C, installed at the trail crossings. Staff contacted Dei mCo LaVine to obtain the estimate for Badger park courts and received an estimate of $10,574.00 The Park Commission moved at its February 9th meeting to recommend to City Council that the contract be awarded to DermCo LaVine and that staff negotiate with the contractor to come in below the $10,000 amount budgeted within the CIP. Task I: Obtain Background Information I Complete Site Survey This task consists of completing a site survey to document the existing conditions of the slope on the south side of Waterford Pond. As part of this task record drawings will be reviewed, a survey will be completed, and the results compared to each other. This will include coordination with private utilities through Gopher Mate One Call. The survey will include underwater shots to determine the amount of sediment accumulated at the outfall in the southwest corner of the pond. It is anticipated that the volume of material removed will be less than 100 cubic yards and that the sediment will consist of primarily sand from winter snow removal operations. Task 2: Complete Design d Construction Plans and Specifications This task includes preparing construction plans and specifications that will allow the City to obtain quotes from prospective bidders. The stage /discharge curve of the new outlet structure will mimic the stage /discharge curve of the existing structure as nearly as possible. The specifications will indicate that the Contractor will be responsible for determining the proper disposal of the sediment as outlined by the MPCA. This task also includes one meeting with City Staff to discuss the project. We do not anticipate that the construction costs will exceed $50,000; therefore, a formal bid 'letting will not be required. Task 5: Provide Construction Services Construction observation on this project will be performed by Phil'ripka. Mr. Tipka's experience in the City of Shorewood makes him the ideal candidate for this work. Administrative duties, including processing of final payment and contract close-out, will be performed by me as needed. It is anticipated that the above scope of work can be completed for $8,800 to $12,700. We will bill actual costs on an hourly basis., in accordance with our current standard fee schedule.
