UPDATE ON MUSIC IN THE PART{ Anderson summarized the summer in the parks additions, including Will Hale and the Tadpole Parade, Kid Power with Rachael, tennis, karate and many others. She stated that staff had merely received one CD submission for Garage Band Jam, voicing her concern that the deadline was fast approaching. Anderson pointed out that last year staff received about a dozen submittals and had expected to be recruiting Commissioners to evaluate them at this point She mentioned that Excelsior had cancelled their battle of the bands due to lack of interest and hoped we would not end up domg the same. Chair Norman suggested staff touch base with MCE to let them know hctii�, Manor Park is coming along and invite them to consider programming in the park next spring. 6. RECOMMEND PLAYGROUND EQUIPMENT FOR NTA,NOR PARK Anderson reviewed the 2010 CIP for Manor Park shelter 414playground, totaling an estimated expenditure of $185,000. She shared news of a $30,OQ9.:award from Boundless Playgrou os be used in combination with the Hennepin County Grant award of $1i14;2Q0, to addi offset the accessible playground costs, estimated at approximately $150,000. She eXpl4irued that based on the actual anticipated costs for the two projects of $235,000 less the total gr,t awards of $134,200 would leave a total cash outlay by the City of merely $1 ANA Approximately $8Qd00 less than was originally budgeted for the two projects together. Anderson pointed out that two different families with ha"dicapped children in the Manor Park neighborhood had contacted Ljit and Hennepin'County Commissioner Callison to help plead for these awards. She presented the Commission with a color poster of the design and t n &c or samples fotthem to discuss. Chair Norman statedthat, despite the large investment, the totally accessible play set would serve a dual purpose for all children. S3ezroted that the overall investment was less than the original estimates in the CIP and encouraged the Commission to support it. The Commission discussed the color palette and chose the `Forest' sample, browns and greens, as it would better fit into the color scheme for the park and shelter. Anderson pointed out that staff had gone to considerable lengths to try to save money where possible. She indicated that public works staff had agreed to remove the existing play equipment and pea gravel, to allow for the all volunteer installation, and then replace the pea gravel for the rubberized overlay and concrete work provided by the manufacturer. PARK COMMISSION MINUTES TUESDAY, JUNE 22, 2010 PAGE 3 OF 6 Chair Norman asked Public Works staff whether they felt comfortable with the work and if maintenance and vandalism issues could be foreseen. Director Brown indicated that he was comfortable with the work they would be assuming and noted that while some vandalism may occur, the equipment would require no more maintenance than any other playground. Anderson reiterated the fact that the installation would require about 50 volunteers and pointed to each of the Commissioner asking them to show up with 1 -2 additional helpers on Julys l" for the install. She mentioned that the anticipated installation would occur on or about July 31 ' that the City would need to recruit many volunteers. Brown stated that several, if not all, of the playgrounds had been irtalled by volunteer teams in the City of Shorewood. �' . Anderson pointed out that the Foundation is always meotioned when filing-4 grant application, but in this case, neither the Hennepin County nor Boundless Playground grant awards allowed this action. 7. RECOMMEND WA I,11I(?UNT MESSAGE BOARDS TOR THE PARKS Anderson shared the o&n�npt,of installing message boards at several of the parks within Shorewood in an effort to promote park events , 4o,the captive audiences wlitrregularly visit these parks. She acknowledged that, if the Commission chose;a iuessage'bodrd,could be incorporated into the design plan for Manor Park this year 3ui i the remodel. Whereas, futiire such as Freeman, could be installed as part of the ChaifNotrpan commented that tvhile notall parks would warrant the message boards, he would definitely 'support them in Freeman and Manor at this time. He questioned how often they would be updated andho andalism proof they might or might not be. Brown indicated that works staff generally updates the shelter reservations tacked on the Freeman shelters daily and that boards would be updated regularly. He also stated that while vandalism may occur, others have them." Anderson noted that she is out often posting flyers around town of park events and would welcome a chance to post and update the park flyers. Brown indicated that the smaller shelter at Freeman would warrant a free standing board with posts. Chair Norman suggested Manor Park be included this year and Freeman be addressed in 2011. PARK COMMISSION MINUTES TUESDAY, JUNE 22, 2010 PAGE40F6 Quinlan moved, Robb seconded, recommending approval of the purchase of a wall mounted message board to be incorporated into the Manor Park shelter redesign this year and the purchase of the wall mounted board for Eddy Station and free standing message board at Freeman's smaller shelter in 2011 to be funded from the Maintenance budget. FREEMAN PARK Brown indicated that resurfacing the Freeman parking lot could be quite a bit more involved than the Commission realizes and that the estimate could double or triple depending on the requirement imposed PARK COMMISSION MINUTES TUESDAY, JUNE 22, 2010 PAGE 5 OF 6 by the watershed for such a job. Due to the mitigation efforts that may be required by the watershed in order to resurface the parking lot, Brown brought up the wetland restoration project as a potential partnership. Edmondson interjected that, in his opinion, resurfacing and redesigning several of these parking lots is somewhat of a `luxury' given the many other items the Commission and Council wish to accomplish. He noted that, while some of the parking lots are small, they are adequate, and he questioned spending such huge amounts on reconstruction when there are so many items on the wish list. As the Commission will note, the majority of the Work Program is continuing on track as planned; however, due to various circumstances some items have been moved up within the overall CIP and others delayed. As living documents, the CIP — and subsequent Work Program - can and should be re- adjusted as needed. The Commission has undertaken an ambitious number of CIP projects this year and moved forward an entire playground replacement project at Manor Park by several years because we were fortunate to obtain a grant to do so this summer, all of which place a heavy burden upon staff. We have also accomplished many other things thus far; the Silverwood shelter installation is well underway, the Manor Park warming house shelter has begun, tennis court overlay, summer programs, and now the Boundless Playground. That being said, the installation of the two tot lot pieces for Cathcart and Freeman Parks has been delayed and may or may not be completed by the end of the summer. Although we have received a quote for purchase /installation from the manufacturer, we are unsure whether our public works staff will have the time and staff to expand the timbered play areas this summer. They have been shorthanded by two employees in the department and have other priorities to accomplish. With regard to the blacktop surface at the Skate Park, Public Works Director Brown has suspended all asphalt projects outside of patching until the end of the season. Public Works is currently seal coating over roadways that are not patched and have pulled all available staff to meet the imposed deadline. Until basic needs are met other projects will be put on hold. Public Works Director Brown continues to work with plumbing contractors and public works to install the drinking fountain at the Skate Park. A final addition to the 2010 Work Program is the Boundless Playground Volunteer installation scheduled for Saturday, August 7, 2010. The Council approved the recommendation at its June 28 City Council Meeting and the equipment order has been placed with an estimated installation date of Saturday, August 14 2010. In an effort to retain the current swing set space and incorporate it into the boundless design, staff asked the manufacturer to provide several options for the Commission to consider at this time or propose for a later date. The first Option A, attached, provides for an adaptive swing with chains and rubber surface over concrete access path leading to one end of the current swing set. The quote for this option is $4,784.93 Option B, attached, adds a new swing set frame bay with 4 swings, as well as, provides the rubber coated concrete access path to the set for an estimated cost of $5,801.13 STAFF RECOMMENDATION: Staff recommends the Park Commission review the designs provided and make a recommendation to the City Council to move forward with their preferred option or make no recommendation at this time and table this item for later discussion or installation. The fourth Tuesday of the month (which is when the Park Commission would hold a second meeting if necessary) is August 24. There are no meetings scheduled for that evening. 'Ihe resident did not put their name on the letter so staff will not be able to update them on the outcome of this. The letter is attached for the Park Commission to review and discuss. 6/16/10 To whom it may concern, I am a resident of Shorewood and live near Badger Park. Upon visiting another park last winter I noticed a basketball hoop was installed in conjunction with a tennis court(picture included) and I thought this would be a very beneficial addition to the tennis court at Badger. Thus, I wanted to officially enter a request for a basketball hoop installation. We only received 3 ed's. I had one inquiry a week after the due date and one band mentioned to Kristi that they would send in a ed and never did. Last year we received around 12 ed's. We sent posters and info to the Chanhassen Garage Band and Chaska's Battle of the Bands (which both cities passed out to the bands like they did last year), we sent e -mails to schools, past bands, my summer activities list, it was on the website, facebook, newsletter and posted all around. One band said they seen the poster at Cub and another band seen it in the newspaper. The fee this year was $50 (a $10 increase from last year). In researching the fee this amount was also charged at other venues of the same. Maple Grove Battle of the Bands gave the top band a recording session valued at $2,000 from the Institute of Production and Recording at Master Mix Studios and an opportunity to perform at the Maple Grove Days. The top two bands are invited to play at the Minnesota State Fair. This event is in July. Chaska Youth Rock Festival gave the winning band an opportunity to appear at the state fair and a free recording session at McNally Smith College of Music. They also hand out scholarships to MacPhail, McNally Smith and School of Rock camps to outstanding musicians throughout the day. This event is held in February. Chanhassen ChanJam the winning band is invited to play at Chanhassen's annual 4"' of July celebration opening for Casablanca Orchestra and play at the Minnesota State Fair. The runner up also receives an invitation to play at the state fair. ChanJam is held in April. The City of Shorewood's prizes this year were: Is` prize — State Fair performance and recording at Harmonic Bliss Studio 2" d prize — Perfomr at School of the Wise 3` prize — Schmitt music gift certificate Last year prizes were: I St prize - $250 cash and 4 hours recording time and State Fair performance 2nd prize - $150 cash and perform at School of Wise 3 rd prize - $100 cash After discussion please advise staff how to proceed for next year.
