4. REPORTS
A. R�#ort on City Council Meeting
Bailey reported that the City Council reviewed the Park CIP at their Work Session and was satisfied with
it and appreciated the willingness of the Commission to reprioritize their long term CIP.
B. Review Expenditure Report through End of July
Heck explained that the quarterly report reflects the expenditures associated with Manor and Silverwood
Parks mostly, and once all of the receipts are gathered for the Hennepin County grant redemption, they
will be submitted for reimbursement.

C. Update on Work Program
Anderson reported that the 2010 Work Program is on target, although the drinking fountain at the Skate Park has
been delayed while the State reviews the plans.
Heck interjected that the State has reviewed the plans and asked for additional information which has further
delayed the project. He pointed out that public works staff will be performing most of the work, with a plumbing
contractor handling the plumbing details.
D. Update on Manor Park Shelter and Playground Installation of September IS
Anderson reminded the Commission of and invited them to participate in the Manor Park playground installation
scheduled for Saturday September 18` She stated that the volunteers-number about 40 and that the shelter itself
is nearing completion. She encouraged the Comm issioners to s op by to see the colored concrete slab, as well as,
colors proposed for the shelter, designed to coordinate with "City Hall and the other shelters.
E. Update on Silverwood Park Shelter
Anderson stated that the Silverwood shelter itself is complete, otht

As it is the Park Commission who has closer ties to the daily happenings and needs of the parks, Bailey
stated that the Council does not have any direction to provide and looks to the Park Commission to make
their recommendations.;
Robb stated that he would recommend reviewing the Wish List per year and pull some of the items
forward to be placed baik into the overall CIP.
Swaggert acknowledged that, obviously, the further out the CIP goes the more latitude the Commission
has in its planning. He suggested they focus most on the next 2 -3 years, solidifying 2011 this evening.
Heck concurred, stating that the CIP is a working document, and future years are not set in stone.

Chair Norman began by making a few recommendations, including moving the Cathcart swing set
replacement item back into the 2011 CIP for $7,500. In addition, he suggested the sliding hill be put
back for $1,000 as a minimal investment and bang for the buck for Arctic Fever.
Although Chair Norman suggested replacement of the Silverwood slide, Gaidos reminded him that staff
would be reviewing its' condition and repairing rough edges as necessary. Robb agreed, stating that he
would prefer it stay, if repaired, as it is a tough item to replace and a desirable commodity. Chair Norman
agreed to wait for the review and recommendation.
Chair Norman suggested the Badger Park trail come to life for $7,500 in 201; with the second phase
including benches to come later. Finally, Norman recommended that in 2,012 the Silverwood playground
equipment be replaced.

Although the Garage Dund Jam was cancelled this summer due to a lack of performers, Anderson

and the State Fair suffered fewer applicants as well.
Anderson maintained that, although all three other Music in the Park series were immensely enjoyed by
those in attendance, `too little too late' was done to promote any of these programs. She urged the
Commission to discuss the future of Music in the Parks and make a recommendation this evening to
ensure that adequate marketing and promotional support back up our efforts in 2011. She stated that the
Commission cannot delay their recommendation until May again next year and expect good results.
Anderson explained that many magazines and resources are already going to press for next summer and if
we want to submit our summer programs, we must make a recommendation as soon as possible.

Chair Norman stated that lie was on the fence regarding continuing the Music in the Park series at all. He
questioned whether the City needed some name recognition for its performer or only do one concert total,
if at all.
Robb stated he was unsure what to recommend.
Anderson stated that, in her opinion and experience, having been present at most of the concerts, it
wasn't a matter of having inadequate performances; it was a lack of promotion. She pointed out that,
although a very well known band, Root City Band was never even mentioned on any media support
material until the week prior the event due to the late approval process. She again' encouraged the
Commission to make a recommendation and decision either way.
Chair Norman suggested they revisit this item in January.
Edmondson stated that he concurred with Anderson that, if

8. REVIEW Alm DISCUSS COMMUNITY GARDENS FOR 2011
As discussed briefly earlier ", Anderson noted that the garden had a waiting list which began at 7, three of
which were accommodated throughout the season. In an effort to inform Public Works staff of the space
in need of tilling this fall, she asked the Commission to consider what direction they'd like to take
regarding expansion or shrinking the garden this fall.
Chair Norman stated that while 11e was hesitant to expand the size of each individual plot, he felt adding
an additional row of 5 plots to the west was warranted. In addition, he was comfortable with providing
the current gardeners a `first right of refusal' of sorts the second year.
Robb stated that he would prefer to see the City follow a lottery system for filling plots.

Gaidos suggested the Commission honor the gardeners who were here from the outset by accommodating
their wish to have the same plot.
Chair Norman suggested the City offer `X' number of spots for 2011 on a first come first served basis,
although you can reserve your same spot if you are first in.
Edmondson moved, recommending that the Community Garden be expanded by two rows (10
plots) to the west of the current size.
Motion failed for lack of a second.
Robb moved, Gaidos seconded, recommending the expansion 61 the Community Garden by one
additional row (or 5 plots) to the west available on a first come first served basis when offered to
residents first, noting that returning gardeners get precoence'for - their same plot, Motion passed

9. NEW BUSINESS
Chair Norman relayed Commissioner Quinlan's question regarding the flag at Freeman little league
fields. As it is torn and tattered, Quinlan questioned whose responsibility is would be to have it replaced.

Re: Agenda Item 6 - Summer Programs
At the last Park Commission meeting the Commission reviewed the activities and discussed summer
activities for next year. At that meeting no decision was made as to what activities the Park Commission
would like to see next summer.
Listed below are activities for the commission to review and determine which ones they would like to
pursue for next summer.
Minnetonka Community Ed (MCE) held their summer program at Freeman. It started in June and ended
August 12. The program was on Tuesday, Wednesday and Thursdays from 9:00 — Noon. In talking with
Christine from NICE she said the program went great! They had 136 kids, 4 counselors, and 10 volunteers.
She would like to hold the program again next year at Freeman and Manor Park. She mentioned that the
growing popularity of this program has shown that there is a need for this type of programming in our
community.
The DNR FiN program has always been a popular program. There were 24 kids (the maximum is 20). The
age group that attended was 5 -10 years old. They had a water cycle game, fish identifying and fish printing.
The water cycle game the kids collect beads to make a bracelet. Again Mark from the DNR mentioned that
if this is a program that we are interested in having again we should contact them in January.
Sports Unlimited hosted the skateboarding camp this year. The age group was 6 -12 years. The camp was
for one week. The fee was $85 which included a T -shirt, water bottle and medal. There were a total of 17
kids that participated (the maximum was 24). This was the most we have had for skateboarding camp.
The Zoomobile was in July and was a huge success this year. There were 158 people in attendance. The
cost for this program is $300.
Kayaking with Three Rivers was at Crescent Beach. There were two sessions, one in June and one in
August. The ages were from 9 -13 years old. Both sessions were full (the maximum being 10). The first
session had bad weather and had to be canceled. Three Rivers tried to reschedule but didn't work out. The
fee for this was $15 per person.
The Karate class had 15 kids registered (which is the maximum). This was a new fun free Friday program.
The age group was 4 -8 years old. Mr. Hoops taught the kids courtesy, respect, confidence and discipline.
He also gave tips on anti bullying, and resisting peer pressure. Mr. Hoops also had a class at safety camp.
Mr. Hoops mentioned that he would be interested in hosting a class again.
Bugs and Critters was another new program this year. There were 13 kids (with the max being 15). It was
for ages 5 -10 years old. They played games about bugs, made a craft and had fun! Ms. White said that she
would be willing to host a class next summer.
Unfortunately, the Garage Band Jam had to be canceled. We received only one applicant. Posters were
handed out at the Chanhassen and Chaska band events. Notice was sent to surrounding high schools, last
year's applicants, it was posted at various locations, it was in the newsletter, website and posted on
facebook. I talked to the State Fair who hosts the Music Mayhem for teenage bands. He said that they have
noticed a drop in teenage bands for some reason. Excelsior, too, cancelled their battle of the bands.
There was tennis at Badger again this year and expanded to Manor Park with Carlson Tennis —Dan Carlson
held different camps at both Badger and Manor Park. He hosted a block parry at Badger, Fun Fridays at
both Badger and Manor and Day camps at Badger. These were very popular programs.
Safety Camp registration started slow, but we ended up with 27 kids. It was a very hot day, but the kids had
a lot of fun. The Mn National Guard Helicopter fly in was a big hit along with Randal McDaniel reading
Run, Yell, Tell. The fee for this program was $20 and AAA Mn awarded a $250 Grant for the endeavor.
The LMCC will be airing this event in September. The committee will be meeting and going over the
program and start working on next year's program.
Will Hale and Tadpole Parade performed on a Friday evening. There were an estimated 20 kids (with 10 of
them being from a birthday parry that happens to be at the park). The fee for this program was $550 for one
hour. The weather was perfect.
Kid Power with Rachel was a Friday afternoon performance. I believe the stormy weather may have been
one of the factors that there were only around 10 kids for this performance. The fee for this was $350 for
one hour.
Root City Band was the second Friday in July. They were a very good band; unfortunately the turnout was
not good. The Commission booked them late, after newsletters and other media had been released, so there
was little promotion. The weather was perfect for the event. The fee was $1,000 and they indicated they
would perform again.
ExploraDome program went through the Southshore Community Center and was very successful. The event
was going to be held at the Southshore Center but unfortunately the dome was too big. It was then held at
Minnewashta Elementary School. The school charged a rental fee of $105. There was a lot of positive
feedback for this program with over 130 people in attendance throughout the day.
The Park Commission may want to consider a movie in the park at Manor Park. This could take place in
the fall. The base price is $ I, 100 for a 16 ft x 9 ft screen for up to 200 people. If a movie was to happen in
off peals months there is a discount. Off peak months are May 10 %, April and October 20 %, November-
March 30% off. If the movie is held Sunday — Thursday there is another 10% off. Both discounts can
apply.
The proposed budget for 2011 is $5,500 for programming. This includes Arctic Fever, Music in the Park,
Safety Camp, Community Garden, Summer Activities. For 2010 the Park Commission put $1,500 towards
Arctic Fever and the remainder went towards the summer programs. The commission will need to
determine if this is what they would like to do again for 2011.
Staff suggests that the Park Commission move forward with the following:
➢ Book Root City Band for 2011 music in the park.
➢ Two children's Music in the Park for next summer. One at Manor Park and one at Freeman.
➢ Have NICE hold their summer program at Freeman and Manor for 2011.
➢ Hold safety camp the second Wednesday in August.
➢ Contact the vendors that held programs for 2010 and book for 2011.
➢ Have a movie in the park at Manor Park in September.
