October 2010ire T he City of Shorewood adopted a rental housing code in 1993 that requires owners of all rental housing within city limits to be licensed by the city. The licensing procedure includes an application and inspection and was developed to correct and prevent housing conditions that may adversely affect the health, safety and general welfare of Shorewood's rental population. The rental housing license pertains to all rental dwelling units, including apartments, duplexes, double bungalows, single family homes and accessory apartments within homes. Licenses must be renewed every three years or upon I n response to resident complaints that increasing deer populations in Shorewood were damaging landscaping and being hit by cars, the city initiated its first Deer Management Program in 2007. In 2007 and 2008, the city contracted with Metro Bowhunters Resource Board (MBRB) for deer management services. Archers certified by MBRB as "sharpshooters" removed 26 deer in 2007 and 23 deer in 2008. The council decided to suspend the program for 2009 to see what effect the removal efforts were having. An aerial survey indicated a significant rebound in the deer population and the council decided to reinstitute the program for 2010 after directing staff to prepare a management plan that sets forth goals, objectives and policies relative to the management of deer in Shorewood. The Wildlife Management Plan -- Whitetail Deer may be found on the city website, www.ci.shorewood.mn.us. This year, the city contracted with MBRB to have archers remove deer over the course of four weekends this fall — the last weekend in September, the second and fourth weekends in October and the second weekend in November. Approximately 12 sites have been selected qp.nr change of ownership, whichever occurs first. Property owners may obtain a Rental Housing Application on the city's web site, www. ci.shorewood.mn.us under Online Forms or at city hall. Return completed forms to city hall with the appropriate fee(s). If you are a renter in the City of Shorewood, please make sure that your property has been properly licensed. The license inspection protects renters and makes sure that properties meet code requirements. If you are unsure about whether or not your property has been licensed, please call the Planning Department at 952.960.7909. for consideration. Residents whose properties adjoin those sites will be notified in advance of the removal activities. Shorewood is not opening a deer season or authorizing hunting within city limits. Hunting in Shorewood without city authorization is illegal. Residents with questions or concerns may contact the city at 952.960.7900 during regular business hours, or the SLMPD at 9 -1 -1 outside of regular business hours. Don't Feed the Deer As Shorewood begins its third season of deer management, there are residents who choose to feed deer. The Minnesota Department of Natural Resources advises against supplemental deer feeding in urban or suburban areas for a number of reasons: 1) it encourages deer in areas they do not belong; 2) it increases the likelihood of disease and parasite transmission; 3) it can result in over - browsing of areas adjoining feeding stations; and 4) it can create hazards by drawing deer across roadways. Compostable Bags for Bagged Yard Waste /� new law requires residents in /`- he Twin Cities area who bag Cities area who bag their yard waste to put their waste out for pickup in Compostable bags - either paper bags or compostable plastic bags. Compost carts such as those provided by garbage haulers are still acceptable. Using paper and compostable plastic bags rather than traditional black plastic bags greatly reduces the amount of plastic being sent to local composting facilities. Because local composters will have less plastic to screen out of their finished compost, processing costs will be reduced and the quality of the finished compost will be enhanced. Lower processing costs at local composting facilities should reduce the costs for haulers of yard waste, which may lead to lower prices residents pay for yard waste service. Compostable plastic bags are distinct from regular plastic bags because they are usually clear or a translucent shade of green or white. Most home improvement, grocery, and hardware stores now carry them. Shorewood residents are also able to purchase bags at the Carver County Environmental Services facility. Call 952.361.1800 for prices and hours. If you prefer not to purchase these compostable bags, contact your waste hauler to ask if there are yard carts available as part of the compost service. Other options include using paper kraft bags, dropping off your yard waste at a compost facility and taking your bag home with you, or composting your yard waste on your own property and using the nutrient -rich compost for your garden and lawn. Source: Hennepin County Environmental Services Reward for Recycling Thermostats H ennepin County and Covanta Energy Corporation are encouraging residents to save energy by replacing a traditional thermostat with a programmable thermostat. Homeowners can save about $180 a year by using a programmable thermostat. Old thermostats contain mercury and must not be placed in the trash, but should be recycled. As a thank you for recycling those old thermostats, Covanta Energy is offering a $5 Menards gift card to residents to help reduce the cost of purchasing a programmable thermostat. To participate in the program, county residents should bring a mercury- containing thermostat to a Hennepin County Drop -off Facility for recycling. Residents will complete a contact information form and Covanta Energy will mail them a gift card. Hennepin County drop -off facilities are located at 1400 W. 96th St. in Bloomington, and 8100 Jefferson Highway in Brooklyn Park. Burning Leaves and Yard Waste Prohibited A ccording to city ordinance 608.03, residents may not burn leaves or grass clippings. Disposal at a proper compost facility, backyard composting, or mulching of leaves and clippings are recommended. Local police enforce this ordinance, and a violation can result in a fine up to $300. Recreation Fire Permits: Free to Residents T his is the time of year when we love to get outside next to a roaring bonfire with a few marshmallows! Residents are reminded that a recreation fire permit is required for residential bonfire pits. The permits must be renewed each year and are offered at no charge. A permit application is available at city hall, or download a copy from the city web site, www. ci. shorewood. mn. us. A reminder that only wood can be burned in residential fire pits, and no accelerants should be used! Residents are responsible for making sure the bonfire is completely out before leaving the site. Recreational fires may only be conducted between the hours of 6 a.m. and midnight. If you are concerned about a recreational fire in your area, please call 9 -1 -1. Bonfire Safety Tip • Keep fires away from buildings, including garages and sheds! The fire permit requires fires to be at least 5' from any combustiblesand 25' from any structures! • Watch the weather: too windy or dry do not burn. Use your common sense! • Do not burn leaves, paper, or combustible materials in your bonfire pits • Hickory, oak and other hardwood make the best fuel • Keep a bucket of water handy to douse the fire and use a tool such as a metal hoe to stir out the ashes. Even after a douse of water, hot embers can reignite! Keep an eye on your bonfire site! More safety requirements are listed on the required burn permit application. Community Gardeners Close Banner Se ason T he 2010 Community Garden season has come to a close, although several gardeners are still reaping the rewards of the garden bounty! This year the City Council approved offering ten 8' X 10' garden plots at South Shore Community Park to residents. The ten plots were gone immediately, and the city had a waiting list! Gardeners were generally pleased with the success of their gardens, and most would love to see the program grow! Free classes were offered throughout the season for community and backyard gardeners. Karen Newberg, Shorewood resident and Hennepin County Master Gardener offered two such classes this season. "The gardeners were very eager to learn the best practices for small space gardening, according to Karen. She was impressed with the gardens and the positive aspects of the community garden.
