There was general agreement that we should follow the PASER rating system. That agreement includes: • reconstruction at a pavement rating of 2 (a reduction from the current level of 4) • more preventative maintenance will be performed because it is cost - effective • pavement life can be extended through routine maintenance consisting of sealcoats and mill & overlays at regular intervals for pavement ratings of 3 and higher • reconstruction will be recommended for those roads that have poor native soil base Staff pursued these directions in thoroughly reviewing all of the roads in the City of Shorewood. We went back to the Hennepin County base map in our GIS system and reviewed all 536 road segments, which is each street from each intersection to intersection or the city border. Those segments were grouped together where they make sense based on similar road sections (width & construction technique) into 193 roads that the city is responsible to maintain and are included in the spreadsheets before the Council in this packet. Mr. Brown created an individual spreadsheet for each road that contains all of the base data that is necessary to estimate the cost to reconstruct, reclaim, overlay, or sealcoat a road section. Staff rearranged the sequence of maintenance activities to reflect the order in which streets should be reconstructed to match with the new priorities. The thought process used was to reduce or eliminate maintenance to streets that are scheduled for reconstruction in the near future. The list of roads which have poor native soil base that need to be reconstructed was developed in consultation with the street maintenance crew. The roads with poor soils are listed in the table below with their approximate reconstruction date. The remaining roads on the spreadsheet are only scheduled for routine sealcoats or overlays. Our intent in making this presentation is to show the Council the cost of the decision matrix. The presentation shows that there is a significant gap of about $4,300,000 over the next 20 years. That gap can be filled by any number of ways over the course of years, but raising the annual transfer to $930,000 would cover the deficit over the 20 year span. That still doesn't totally cover the deficits that would exist from 2019 through 2029 following the reconstruction of Eureka Road North. Some other form of interim financing would be necessary either in the form of an internal loan or bonding. The road program is satisfactorily funded through 2016 — the length of the five year CIP. ITow the out years are funded can be the subject of a brain - storming session. The important decisions to make during this discussion are whether the Council is in agreement on the projects and timing that included in the plan.
