Background: The City Council reviewed and considered a couple of different proposals in the past few months related to enhancing the city’s solid waste program. During the discussion, Council indicated a desire to take a more holistic view of solid waste management. A good place to start is outlining the city’s current collection program and then discussing possible alternatives the council can consider. The components of the waste stream include recyclables (paper, glass, tin, aluminum, some plastics, cardboard, plastic coated paper) ,yard waste (grass clippings, leaves, branches, brush), Organic materials (dirty cardboard such as pizza boxes, peelings, egg shells, other non-animal product food waste), and “garbage” that which does not fit into any of these groups. Current Program Presently, the City of Shorewood operates under an “open” collection system. This is a system where each resident and business contract with any licensed hauler they choose to collect everything except identified recyclables. The City manages the licensing of haulers and there is no restriction on the number of haulers that can obtain a license from the City. By law, haulers are to offer collection of yard waste as yard waste is prohibited from the general waste stream. The hauler sets the price for collection and bills the residents directly for this service. Recycling is a bit different in that the City contracts with a single hauler to provide collection. The City bills each resident for this service as part of the quarterly utility bill. From the funds collected, the City pays the vendor contracted to collect the recyclables. At present, there is no organics collection; however, some haulers may offer this service at an additional fee to their customers. There is no requirement as part of the license to provide or offer this service. The City applied for and received a grant from Hennepin County to conduct an organics collection pilot project. Mission Statement: The City of Shorewood is committed to providing residents quality public services, a healthy environment, a variety of attractive amenities, a sustainable tax base, and sound financial management through effective, efficient, and visionary leadership. Page 1 One of the reasons people like the open system is it provides choice of provider to residents. This system also produces revenue to the City in the way of license fees. On the other side, haulers may not offer certain services, may have more than one hauler providing different services, increased number of trucks, etc. Some communities manage the number of haulers in the City by limiting the number of licenses issued, regulating the size of trucks used, and days of operation. Other Collection Alternatives 1.Organized Collection. Organized collection is where the City issues requests for proposals (RFP’s) or bids to provide waste collection services for the City. The City selects the company that best meets the specifications and costs. That company is the only company allowed to provide services to residents. The collection can consist of all materials or select materials. In most cases, the contracted hauler provides all services to the community. Several communities have moved to an organized system for collection. There are several reasons communities adopted organized collection. A few include single hauler and one point of contact if there are problems, fewer trucks on local streets, uniformity in what is collected, etc. There are a few downsides, most prominent being loss of choice of hauler and issues of competition. 2.Franchised Collection. This system is similar to organized. The difference is the city is divided into service areas and each area is competitively bid. For example, an east service district and a west service district. The City bid each district and a single hauler services each district. Please note this does not mean there are two different companies as one company might win the contract for multiple districts. This system provides many of the same benefits as the organized system and many of the same downsides. 3.Municipal Collection. This is the collection system where the City conducts the collection with City staff and equipment. On the plus side, the City has total control over the program. The not so positive side is cost of collection, finding markets for recyclable materials, equipment, storage and processing of yard waste and organic material, billing and collections, etc. Financial or Budget Considerations: At present, the City incurs minimal costs related to solid waste. Our costs include payment for the Spring Clean-up, some of which is off-set by charges, and staff time. The recycling program contract is covered by charges to residents on the quarterly utility bill. Options: Recommendation / Action Requested: Staff is looking for discussion and direction from Council.
