Title / Subject: Adoption of the modified Preliminary 2012 General Fund Operating Budget
Meeting Date: November 28, 2011
Prepared by: Bruce Delong
Reviewed by: Brian Heck
Attachment: Resolution
Policy Consideration:
Adoption of this resolution will allow staff to use the modified budget as the basis for presenting Truth -
in- Taxation information on December 5.
Background:
By statute, the City Council must annually approve a proposed budget and property tax levy by
September 15. The 2012 General Fund Budget has been modified in accordance with council direction
regarding staffing for web maintenance, recreation programming, and updated information for a couple
of expenditure items. The budget discussed at the study session earlier this evening should be the basis
for the Truth -in- Taxation public hearing. Staff just wants to make clear that the City Council intends to
ratify the decisions made this fall on the proposed budget. The levy amount has not been modified.
Both the budget and levy may be modified prior to final certification in December.
Financial or Budget Considerations:
The adoption of this resolution does not commit the City Council to any specific budget since it may be
modified throughout the year.
Options:
The City Council may choose to:
1. Adopt the modified preliminary budget and levy as presented;
2. Make additional changes and adopt the amended budget and levy;
3. Do not adopt any changes to the preliminary levy.
Recommendation / Action Requested:
Staff recommends that the City Council adopt the resolution as submitted by staff.
Next Steps and Timelines:
The final budget, tax levy, and CIP adoption will occur in December after the Truth -in- Taxation public
hearing is completed.
Connection to Vision / Mission:
This process contributes to sound financial management by providing financial resources to pay for
desired city services.
Mission Statement: The City of Shorewood is committed to providing residents quality public services, a
healthy environment, a variety of attractive amenities, a sustainable tax base, and sound financial
management through effective, efficient, and visionary leadership.
