Silverwood Parks
Dermco – LaVine, the company that provides resurfacing of our courts, evaluated the condition of the
Tennis Court at Manor and Cathcart Parks and the basketball courts at Silverwood and Cathcart before
providing a quote for services to the City. Dermco’s assessment of Silverwood and Cathcart basketball and
the Cathcart tennis court indicated these are in a condition warranting resurfacing. Resurfacing of these
courts took place in 2009. The general resurfacing schedule is every three years.
Dermco’s review of Manor indicated structural issues with the underlying asphalt base. The company
reported cracks in the asphalt that, even when patched and covered, will likely crack and expand in one year.
The estimated cost to repair this court is just over $6,000 for one court. Badger’s two courts cost $10,000
as a comparison.
Silverwood and Cathcart facilities are estimated to cost $8,000 for a total cost to resurface the courts
$14,200. The budget amount in the CIP is $14,000.
One question for the commission to consider is the cost/benefit of spending $6,000 on a court that will likely
need work every year until more significant repairs to the underlying surface are made. Furthermore, the
Commission is looking at Badger Park and the question of keeping tennis courts came up – that being said,
does the city need to keep these facilities, if so, how many and at what location(s).
Recommendation:
Staff recommends the park commission authorize the resurfacing of courts at Cathcart and
Silverwood. Staff further recommends the Commission not pursue resurfacing of Manor tennis court
at this time so they can develop a longer range plan regarding tennis facilities and provide staff time
to seek possible grant dollars for more significant rehabilitation.

We are pleased to submit a quote for resurfacing the tennis and basketball courts that you requested.
Work on all courts to consist of the following:
Pressure wash/clean court surfaces of dirt and debris.
Fill all cracks.
Patch any low areas.
Apply a 4 coat color system. (2 coats of black acrylic/asphalt blend with filler: 2 coats of acrylic
color with filler.)
Finish color on all courts- Dark Green
Re-stripe tennis courts with 2” white lines according to U.S.T.A. specs.
Re-stripe basketball courts with regulation 2” white lines.
Clean up site.
Manor Park (Single Tennis Court)- The condition of this court is becoming very poor. I would
recommend tearing out the existing asphalt, and replacing with new. If that is not an option, the following
price to resurface this court reflects the additional labor and materials required to complete the job. Even
in doing so, the court will need repairs even more frequently as the court ages further.

Re: Picnic Tables
At the February 14 Park Commission meeting, after review and discussion, the commission asked staff to
gather more information on the types of picnic tables that were quoted.
Staff contacted one of the reps and asked what the difference was between perforated steel and expanded
metal. It was explained that the expanded metal is the diamond shaped metal. The expanded metal is not
punched or perforated. The picnic tables that have been purchased in the past are perforated steel (not
expanded). Attached you will find the quotes and pictures of the picnic tables.

STAFF RECOMMENDATION:
Staff recommends that the Park Commission recommend the City Council award the purchase of 11 Xccent 6’
picnic tables from Midwest Playscapes in the amount of $7,128. These are the same picnic tables purchased the
last two years, which maintains consistency of color and style.
