Vogt City Administrator, City of Shorewood 5755 Country Club Road Shorewood, Minnesota 55331 Dear Mr. Vogt: This is in response to a letter dated February 26, 1987, from Mr. Gregory J. Frank, P.E., requesting that the Federal Emergency Management Agency (FEMA) determine whether Blocks 1 -6 of the Covington Vine Ridge Subdivision, City of Shorewood, Hennepin County, Minnesota, as recorded in Document Number 5160152, in the Office of the County Recorder, Hennepin County, Minnesota, are located within the Special Flood Hazard Area (SFHA). On May 22, 1987, we received all technical data necessary to process the request. We have reviewed the Flood Insurance Rate Map with respect to these data, and have determined that Lots 1 -8, Block 1; Lots 1 - Block 4; and Lots 1 -8, Block 5 are not within the SFHA, Zone A, as shown on Map Number 270185, Panel 0015C, dated July 2, 1982, but are' located in Zone C where flood insurance is available at low cost. We have also determined that portions of Lots 9, 11, and 13, Block 2, and Lot 1, Block 3 are located within a SFHA, Zone A, and would be inundated by a flood having a one- percent chance of occurrence each year. The existing structures on the lots are located within the SFHA as shown on Map Number 270185, Panel 0015C, da.ted July 2, 1982; therefore, flood insurance is required for these structures. Information provided by Mr. Frank did not show that the fill placed to raise the ground surface above the Base Flood Elevation (BFE) had been compacted to 95 percent of the maximum obtainable density. In addition, we determined that portions of Lots 1 -8, 10, 12, 14 -17, Block 2 Lots 2 and 3, Block 3; and Lots 6 -13, Block 4 are located in a SFHA, Zone A, and would be inundated by a flood having a one - percent chance of occurrence each year. Flood insurance would be required for any structures located on these lots that are in the SFHA. The contour map, showing the location of the property, entitled 'Development Plan for Covington Vine Ridge,' dated October 2, 1985, revised June 12, 1986, by McCombs-Knutson, Associates, Inc., indicates that portions of Lots .1-8, 10, 12, 14 -17, Block 2; Lots 2 and 3, Block 3; and Lots 6 -13, Block 4 have been filled to or above FEMA's best estimate of the 100 -year flood (895.0 feet National Geodetic Vertical Datum of 1929). However, since the purchase of flood insurance is not required for unimproved land, a conditional determination of the flood insurance purchase requirements cannot be made at this time. If data are submitted to show that the lowest floor, including basement, and the lowest adjacent grade of any proposed structures are at or above the 100 -year BFE, FEMA will issue a Conditional Letter of Map Revision. This determination has the effect of revising FEMA Map Number 270185, Panel 0015C, dated July 2, 1982. Mr. Frank and the State Coordinator are being provided with copies of this Letter of Determination. This modification has been made pursuant to Section 206 of the Flood Disaster Protection Act of 1973 (P.L. 93 -234) and is in accordance with the National Flood Insurance Act of 196 as amended (Title XIII of the Housing and Urban Development Act of 1968, P.L. 90 -448) 42 U.S.C. 4001 -4128, and 44 CFR Part 65. This "modification is effective as of the date of this letter. However, a review of this determination and any requests for changes should be made within 30 days. Any requests for reconsideration must be based on scientific or technical data. The response to this request is based on minimum criteria established by FEMA and is intended only to reflect your status in relation to the Federal requirement fdr the purchase of insurance. State and community officials, based on knowledge of local conditions and in the interest of human safety, may set higher standards for construction in the floodplain. If the State of Minnesota or the City of Shorewood has adopted more restrictive and comprehensive floodplain management criteria, these criteria take precedence over the minimum Federal criteria. Spain, for a Letter of Map Revision (LOMR). All information required for this request was received on May 8, 1998. Using the information submitted and the effective National Flood Insurance Program (NFIP) map, we determined that portions of the property described below are located in the Special Flood Hazard Area (SFHA), the area that would be inundated by the flood having a 1- percent chance of being equaled or exceeded in any given year (base flood); however, the structure on the property is not in the SFHA. This property was elevated by the placement of fill.
