ADJOURN ® #2 MEETING TYPE City of Shorewood Council Work Session Item Work Session Title / Subject: Metropolitan Council Environmental Services Sanitary Force main Project Meeting Date: September 10, 2012 Prepared by: James Landini Reviewed by: Jean Panchyshyn Attachments: Route Map, newsletter article, water main interconnect sketch Policy Consideration: Infrastructure improvements Background: Dan Fick from the Metropolitan Council Environmental Services will be in attendance to present a force main upgrade project that will travel through Excelsior, Greenwood and Shorewood. The Met Council project involves adding an additional force main to the existing force main that travels in Shorewood under Excelsior Boulevard, Highway 7, Radisson Road and Covington Road. The Met Council asked staff if there are Shorewood projects that could be included in the endeavor. Two potential projects to consider for inclusion in the Met Council project include a lift station 11 force main separation and a water system interconnection with Excelsior. Lift station 11 force main currently connects into the Met council force main and would be very strategic to separate those pressurized waste flows. The water system interconnect would be another strategic improvement for emergencies to supply each community with water during an unfortunate event. Both projects would be economical to pursue since the Met Council will have the roads disturbed, thus making Shorewood's improvements less costly. A third potential project would be another water main crossing under Highway 7 to provide system redundancy. The third project would necessitate the extension of water main under Radisson Road which isn't in the Met Council's improvement area. Financial or Budget Considerations: If Council considers the potential projects as viable, Staff would include them in the C.I.P for future budgeting. Options: 1. Listen to Mr. Fick's project presentation and discuss potential opportunities to partner. 2. Direct staff to gather more information about the potential projects to present to Council at another meeting. 3. Direct staff to investigate other potential projects to present to Council at another meeting. Recommendation / Action Requested: Discuss Met Council's project and thank Mr. Fick for the presentation and opportunity to potentially partner in infrastructure improvements. Next Steps and Timelines: The Met Council will cohost an informational meeting on Sept. 19, 2012 at Shorewood City Hall for the public. The meeting is advertised in the newsletter and a mailing has been completed. Connection to Vision / Mission: Met Council's project provides Shorewood residents with quality public services. Page 1 Residents and Businesses Being Asked for Input Sanitary Sewer Construction Planned for 2013 Staff from Metropolitan Council Environmental Services (MCES) and the City of Shorewood are hosting a neighborhood meeting to discuss the route and construction of a new regional sanitary sewer in Shorewood. The meeting will be held from 6:00 to 7:30 p.m. on Wednesday, September 19, 2012, at Shorewood City Hall, 5755 Country Club Road. The new regional sewer will be a force main which conveys pumped wastewater. Construction is planned to begin in 2013. This project is located along the southern part of Lake Minnetonka and includes portions of the cities of Excelsior, Greenwood and Shorewood. The force main currently serving the area was constructed in 1971. The proposed project will add a second force main and provide improved reliability, operability, flexibility and redundancy. In the City of Shorewood, the new force main will be constructed along Excelsior Boulevard (between Manor Road and St. Albans Bay Road) and along Covington Road (near Resurrection Cemetery). City and MCES staff want to receive input early in the project design from property owners near the construction route. Area businesses and residents are encouraged to attend the meeting on September 19, ask questions about the project, and communicate any special needs they may have during construction. The existing force main was constructed in 1971 and the planned improvements will address issues of reliability, operability, flexibility and redundancy. These improvements include a new force main and various pump station improvements. Pump Station L19 is located in the City of Excelsior and it pumps flow through force main 7017 through Excelsior, Greenwood and into Shorewood. The pump station and force main were part of a larger study area and an overall Facility Plan for the Lake Minnetonka Area that was completed in 2006. The planning has been completed over the last two years and the project is in final design. The improvements are the responsibility of the Metropolitan Council's Environmental Services (MCES) which manages the region's sewer system. The costs of all regional sewer improvements are shared system wide and will NOT be assessed to adjacent property owners. MCES is collaborating with each city along the route so that city improvements planned for the same route can be constructed at the same time. Construction is scheduled to begin in spring 2013 and continue over the winter into 2014.
