The 2013 proposed levy of $4,763,319 is exactly the same as the 2012 levy of $4,763,319. The proposed 2013 budget is available for inspection at City Hall during normal business hours, or on our web site, www. ci.shorewood.mn.us. A Truth -In- Taxation public council Approves :41I0 Truth -In- Taxation hearing is set for Monday, December 3, at 7 pm, at Shorewood City Hall. Staff will present information regarding the budget, property tax levy, and the property tax impact on a variety of property types and values. Residents are encouraged to contact Finance Director Bruce DeJong at 952.960.7903 with questions or comments on the proposed budget and tax levy. social Host Ordinance The Shorewood City Council recently adopted a social host ordinance. The purpose of the ordinance is to discourage underage consumption of alcoholic beverages by making the host of an underage drinking party criminally responsible. A violation of the ordinance is a misdemeanor. The ordinance provides that it is a crime for a person to host or allow a party where an underage person consumes alcoholic beverages if: -the host knew that alcohol or alcoholic beverages were going to be present at the party; -the host knew that an underage person was going to attend, or was likely to attend; and -the host failed to take reasonable steps to prevent the possession or consumption of alcoholic beverages by an underage person. Reasonable steps that a person can take to avoid responsibility include: -directing, on a one -time basis or as a standing order, that no consumption of alcohol and alcoholic beverages is allowed; -controlling access to alcohol and alcoholic beverages; -checking identification of attendees to determine age-,or -supervising the activities of underage persons at the gathering either in person or through a responsible adult. Aperson can be responsible under the ordinance even if the person is not present at the party. However, an absent person is not responsible if the person did not know that a gathering would occur, or did not know that alcoholic beverages would be present, or did not knowthat an underage person was likely to be present. Parents who have alcoholic beverages in their homes are not responsible under the ordinance if they have issued a standing order that alcohol is not to be consumed by underage persons while in their home. Candidate's Forum October The South Tonka League of Women Voters will host a Shorewood Candidate's forum on Wednesday, October 3 from 7 — 9 p.m. at Shorewood City Hall. All registered candidates running for the office of mayor or councilmember have been invited to participate. The forum will offer Shorewood residents an opportunity to learn more aboutthe candidates and how each candidate defines the challenges and opportunities facing his or her city. The Candidate's Forum is open to the public. The Forum will be videotaped by the LMCC for later cable presentation. Fire Prevention Safety Fair and Open House Thursday, October 11 Fire Station #1 24100 Smithtown Rd This free open house is full of fun, great information and even dinnerforthe family! There is plenty of fire and life safety activities, exhibits, and demonstrations to keep kids of all ages and adults entertained while teaching life saving skills and providing great information. There is a Free child ID, live residential s p r i n k l e r N\ demonstration, �•7` grease fire ►+., prevention station, and fire truck rides. Area emergency response agencies will have educational booths, games, and hands on activities. Some agencies include: National Weather Service, Missing Children Minnesota, Hennepin County Regional Poison Center, 9 -1 -1 Dispatch, and Minnesota DNR. As always, Sparky the fire dog and Freddie the fire truck are available for photos and offer a great learning experience your younger children. There is onsite parking, firefighters, and plenty of free hot dogs, treats and beverages. Daylight Savings Ends Residents are reminded that daylight savings time will end on Sunday, November 4. Please remember to set clocks back one hour. This is also a great time to change batteries in smoke detectors! Rental Housing License Due The City of Shorewood adopted a rental housing code in 1993 that requires owners of all rental housing within city limits to be licensed by the city. The licensing procedure includes an application and inspection and was developed to correct and prevent housing conditions that may adversely affect the health, safety and general welfare of Shorewood's rental population. The rental housing license pertains to all rental dwelling units, including apartments, duplexes, double bungalows, single family homes and accessory apartments within homes. Licenses must be renewed every three years or upon change of ownership, whichever occurs first. Property owners may obtain a Rental Housing Application on the city's web site, www. ci.shorewood. mn.us under Online Forms or at city hall. Return completed forms to city hall with the appropriate fee(s). If you are a renter in the City of Shorewood, please make sure that your property has been properly licensed. The license inspection protects renters and makes sure that properties meet code requirements. If you are unsure about whether or not your property has been licensed, please call the Planning Department at 952.960.7909. Deer Management Plan for Fall 2012 In response to resident complaints that increasing deer populations in Shorewood were damaging landscaping and being hit by cars, the city initiated its first Deer Management Program in 2007. After a one year suspension of the program in 2009, the City adopted a management plan in 2010 that sets forth goals, objectives and policies relative to the management of deer in Shorewood. The Wildlife Management Plan -- Whitetail Deer may be found on the city website, www.ci.shorewood. mn.us. For this coming season, the City has once again contracted with Metro Bowhunters Resource Board (MBRB) for deer management services. Archers certified by MBRB as "sharpshooters" will remove deer over the course of four weekends this fall: September 21 -23; October 12 -14; October 26 -28; and November 9 -11. A fifth weekend, November 23 -25 is also being set aside, depending on the success of the first four weekends. This year, the City has identified as many as 16 sites for consideration. As in the past, residents whose properties adjoin those sites are being notified in advance of the removal activities. Shorewood is not opening a deer season or authorizing hunting within city limits. Hunting in Shorewood without city authorization is illegal. Residents with questions or concerns may contact the city at 952.960.7900 during regular business hours, or the SLMPD at 9 -1 -1 outside of regular business hours. Volunteers Make the Community a Better Place Minnetonka Rake -A -Thon If you are a senior, or cannot rake your lawn due to a disability, the Rake -A -Thon can help you! Temporarily Overseas: A voter who is temporarily overseas is a citizen who would be qualified as an eligible voter to vote at their polling location in Minnesota if they were not overseas.
