Background: At the regularly scheduled meeting of the City Council on January 28, 2013, the City Council passed Resolution 13 -009, Accepting the Feasibility Report and Ordering the Public Improvement Hearing for the Valleywood Lane and Valleywood Circle Improvements as part of the City's 2013 Street Capital Improvement Plan. The Notice of Public Hearing on Proposed Improvements was published in the Sun - Sailor on February 14, 2013, and on February 21, 2013, and the Notice of Public Hearing was sent to benefiting property owners in accordance with MS Chapter 429. The public hearing is held to allow interested persons to voice their concerns of the proposed improvements, whether or not they are in the proposed assessment area. Resident written comments received prior to the publication of the Council meeting packet are included herein. The improvements identified in the Feasibility Report proposed to be assessed to benefitting properties is the extension of City watermain, including hydrants, services and appurtenances necessary to provide access to the City water distribution system in the improvement area. Individual connections to the water system from the service stub to each house are the responsibility of the property owner. The proposed street and drainage improvements identified in the Feasibility Report are not proposed to be assessed. The improvements described in the Feasibility Report are necessary, cost effective, and feasible and will result in benefit to the properties proposed to be assessed. A Resident Workshop will be held with residents in the improvement area to review the design and to answer general questions about the project. Page 3 2013 STREET, DRAINAGE, AND UTILITY IMPROVEMENTS VALLEYWOOD LANE AND VALLEYWOOD CIRCLE CITY OF SHOREWOOD, MINNESOTA EXECUTIVE SUMMARY The purpose of this Report, initiated by the City Council, is to analyze existing conditions and provide recommendations for the most cost effective method of construction to improve the road conditions of Valleywood Lane from Eureka Road to the existing road terminus (0.27 miles) and Valleywood Circle (0.11 miles). The report also considers stormwater management, the extension of water service, and the evaluation of repairs to existing sanitary sewer facilities. Based on the City of Shorewood's Decision Flow Chart, field observations, soil boring analysis, sewer televising reports, and engineering opinion, the recommended improvements include reconstruction of the street with partial storm sewer, the extension of water service to benefiting properties, and minor sanitary system repairs. Costs associated with these improvements are detailed below. Street Reconstruction, to meet the City standard typical section, has an estimated project cost of $743,284. These improvements will be paid through the City Street Fund ($587,944), the Storm Water Utility Fund ($131,802), and the Sanitary Sewer Fund ($23,538). Watermain Extension has an estimated project cost of $148,129. Watermain improvements will be paid by assessing 100% of the costs to each of the thirteen (13) benefitting property owners. The estimated assessment for Watermain improvements is $11,395 per property. The watermain extension is being proposed in conjunction with the street reconstruction so that the new street does not have to be disturbed to install City water if it becomes necessary in the future. The watermain alternate consists of connecting to the existing 8 -inch watermain located at Eureka Road, installed in 1996, and extending new watermain down Valleywood Lane and Valleywood Circle with service stubs extending to the property line of existing homes where feasible. After receiving public input, if the City Council elects to not extend water service down Valleywood Lane and Valleywood Circle, street and sewer construction costs will not be affected. Sanitary Sewer work on the project is expected to be minimal. Valleywood Circle currently has an existing 9 -inch PVC sanitary sewer main, installed in 1971. The sewer was televised and the report indicates that while sections of pipe have sags, no sag is significant and no pipe joint Page 1 15187.000 deflection has occurred. No repair to the pipe is advised at this time. Rehabilitation of the upper sections of existing manholes will be required. Valleywood Lane currently has an existing 30 -inch RCP sanitary sewer main, installed in 1970 and owned by the Metropolitan Council. Sewer televising was performed by Metropolitan Council Environmental Services (MCES). No repair work by MCES is anticipated, but rehabilitation and adjustments of the upper sections of existing manholes will be required. A permit for the rehabilitation work on MCES manholes will be required. The recommended improvements considered in this Report are necessary, cost - effective, and feasible, and will result in a benefit to the properties proposed to be assessed. VVe hope we gave you a sense of the scale of the project that would be welcome to the neighborhood, our concern for maintaining the park-like environment of the circle as well as the value we hold for the quiet environment in which we live. This neighborhood is unique to Shorewood-modest homes on large wooded lots, surrounded by2O acres nfwetlands. VaUeyvvood Lane fronts on much of this acreage. VaUeyeood Circle is enveloped byit. The large, grassy circle with mature trees has long served as our neighborhood back yard, a playground for the children and adults alike. After much discussion and input from the council, staff and residents, vve feel that the following proposal bagood compromise for all: As there are only 2 of 13 homes that want water we would like to know that is no longer an issue confronting us. VVe purpose a "rural section" for the roadway toinclude 0 24' wide bituminous roadway along Valleywood Lane • Transitioning to 20' to the back of what is now the private driveway to the rental at 26020 and 26050 • A maximum 20' (we would prefer to see 18') wide roadway on Valleywood Circle with no removal of trees from the center and no damage to feeder roots to accommodate this width. Note that the trees are positioned around the perimeter. • By ""rural section" we mean no curb and gutter and no storm sewer but with afuUy rebuilt base as requested by engineering. As the original proposal showed only storm on the west end nfVaUoywood, action can be taken to grade that portion of the road to drain into the wetlands on either side as it does already. • To accommodate extra runoff, the Davis residence proposes the contractor install (and the Davis's will maintain) a rain garden at the back of their property as well as a drainage ditch along the south property line ifnecessary. There is already a drainage and utility easement at the rear of this property. (The Davis's are also maintaining the seeded drainage area at the junction of Valleywood and Meadowview, not on their property). • Agond faith effort must be made to remove as few trees as possible for this design. Since no curb and gutter or storm sewer is required we feel safe in assuming that minimum construction limits will be A rural section isa good compromise because it enables the city to properly rebuild the base of the roadway. And the plain bituminous surface is more reflective of the "rural" atmosphere that the residents value ay well as the recognition that this isa dead end street, will never become a through street, at the most it may serve one additional home and thus is highly unlikely to experience increased daily traffic count. Safety will be improved for pedestrians, cyclists and vehicles by providing separation of traffic and people. The project will also correct drainage issues, improve overall drainage and water quality of storm water runoff in the project area. It is anticipated that construction for this proposed project will begin in summer 2013. It was originally anticipated that the construction for this project would require the City to purchase property rights from you. The final plan has been approved and the City was able to work within their current right of way along your property and has determined that your property will not be impacted by construction of the project.
