PUBLIC HEARING — CONDITIONAL USE PERMIT FOR AUTOMOBILE DETAIL SERVICE Applicant: Lucky's Gas Station Location: 24365 Smithtown Road Chair Geng opened the Public Hearing at 7:03 P.M., noting the procedures utilized in a Public Hearing. He noted that the Planning Commission is an advisory body only. He stated this evening the Commission is going to consider a request for a conditional use permit (C.U.P.) for an automobile detail service for Lucky's Gas Station, 24365 SmithtoN -,n Road. He noted this item Nvill go before the City Council on August 26, 2013. Director Nielsen explained Scott Stevens has purchased the property at 24365 SmithtoN -,n Road, formerly the Oasis Market/Marathon Gas building. He has re- opened the gas station and convenience store as Lucky's Station. The property Nvas originally redeveloped in 1988, pursuant to a number of conditional use permits: gas station and auto repair service; car Nvash; convenience food operation (a Dairy Queen that Nvas never built); and, multiple signage. Mr. Stevens Nvould like to make a number of revisions relative to the use of the property and has applied for the appropriate conditional use permits to do so. He intends to convert the car Nvash facility into an auto detailing operation. He has also asked for approval to have limited outside display and sales of day- CITY OF SHOREWOOD PLANNING COMMISSION MEETING August 6, 2013 Page 2 of 10 to -day items, such as propane, Nvindow Nvasher fluid, Nvater softener salt, etc. Finally, he requests permission to have seasonal sales of items such as Christmas trees in the Nvinter and plants /floNvers in the spring and possibly some sort of vegetable stand during the summer /fall. No changes are proposed for the building itself. The auto detailing operation Nvill simply take the place of the car Nvash. The property is zoned C -1, General Commercial and contains 61,645 square feet of area (1.42 acres). Although the convenience store, car Nvash and gas station have been vacant for quite some time, the auto repair business in the loNver level of the building has remained in operation. With regard to the analysis of the case, Nielsen revieNved a breakdovm of the various elements (existing and proposed) of the subject property and the zoning actions required for each. C.U.P - Gas Station and Auto Service —No changes are proposed for either of these two uses. In revieNving the previous conditional use permit, the auto service operation Nvas to have no outdoor storage and vehicles Nvaiting for parts could not be kept on the site for more than 48 hours. While this has generally been complied Nvith, the ovmers of the business frequently display a large enclosed trailer Nvith their name on it, essentially using it as an advertising device. As part of this application, a condition should be established stating that the trailer is not to be kept outside overnight and during the day it should be stored on the back of the property. The applicant has asked permission to "clean up" landscaping in front of the site. Staff has no objection to revising the landscaping in front of the subject property. Staff does recommend a landscape plan be prepared by a registered landscape architect. This plan should be consistent Nvith the recommendations of the Countv Road 19 Corridor Studv. C.U.P. — Auto Detailing Business —Auto detailing is considered to be a less intense use than the car Nvash. Cars Nvaiting for service should not be parked outside for more than 48 hours. As Nvith the other uses on the site, this business Nvould be alloNved one Nvall sign, the size of Nvhich must comply Nvith the current multiple sign C.U.P. (it allows one sign per business). C.U.P. - Outdoor Display — The original approval did not provide for outdoor display or sales. The nonconforming billboard has been removed; he commended Mr. Stevens for doing that. Staff believes that opens the door for doing other things on the property. There is adequate parking and circulation on the site to accommodate a limited amount of outdoor sales /display. The site Nvhere the Dairy Queen Nvas going to be built allows for something to be handled on that pad and there Nvill be sufficient parking for that because it Nvas planned for Nvhen the Dairy Queen Nvas anticipated. The request complies Nvith the City Zoning Code Section 1201.22 Subd. 4.g in the folloNving Nvays. 1. The area of outdoor sales /display is limited to an area no larger than the area of the principal use. Staff suggests that day -to -day items be limited to the front sideNvalk area of the convenience store, or some portion of it. Seasonal sales Nvould be limited to the concrete pad area on the site. It Nvould not take up any parking. Except for ice machines and propane tank exchange racks, items displayed here should be stacked no higher than the bottom of the NvindoNvs. In no case should these items be stacked in front of the property or on pump islands. Signage for these items should not be readable from the street; it should be readable for people on the site. It's anticipated that there Nvill be some type of shelter that goes along Nth things such as a plant stand or Christmas tree lot. There Nvill likely be a sign for the activities as they are taking place. CITY OF SHOREWOOD PLANNING COMMISSION MEETING August 6, 2013 Page 3 of 10 But, signage must comply N ith the municipal signage C.U.P. Signage must fall Nvithin the alloNvable sign area (10 percent of the building silhouette as viewed from the street). 2. Outside sales areas are fenced or screened from view of residential properties. The landscaping originally installed on the rear of the site has groN -,n to be an effective screen as viewed from the south. As stated earlier, the applicant should submit a landscape plan for the front of the building, including the right- of -Nvay area. 3. Lighting is to be hooded and directed so that the source of the light is not visible from the public right- of -waN- (ROW) or neighboring residences. At this time there is no proposal to change the lighting. It is reasonable to expect that a Christmas tree lot may Nvant some additional lighting during N inter months. Staff recommends that lighting should be kept low and should be turned off by 10:00 P.M. at night. 4. Sales area is grassed or surfaced to control dust. The area in front of the store is concrete. The recommended sales area is a concrete pad. 5. The use does not take up parking as required by the City Code. It is important that the C.U.P. stipulate that the sales activities must not be located on the bituminous portion of the site. Using the concrete pad area makes enforcement of the C.U.P. more effective. Nielsen noted that staff recommends approval of the request for an auto detailing operation. He also noted Mr. Stevens is present this evening. Seeing no one present to comment on the case Chair Geng opened and closed the Public TestimonN portion of the Public Hearing at 7:18 P.M. Commissioner Davis stated she thought this is a Nvelcome change Commissioner Muehlberg asked if the normal hours of operation are specified in the City Code. Director Nielsen stated they are not and noted the Code allows for 24 -hour businesses. But, that is a separate C.U.P. Chair Geng also commended Mr. Stevens for removing the nonconforming billboard. Commissioner Maddy asked if the applicant can clean up the landscaping in the front before having a landscape plan prepared. Director Nielsen responded absolutely if things are dead or dying. Nielsen noted the landscaping is in the City ROW. Mr. Stevens stated it's his understanding that is the Citv's area and the City is responsible for it. He then stated he just Nvants to remove the four green shrubs that are totalIv out of control and clean the area up. He noted the trees create too good of a barrier from the street and that is a safety issue. Commissioner Davis agrees N ith Mr. Stevens that all the area needs is a little bit of housekeeping. She stated she thought the shrubs Nvere a poor selection for the site and they are out of control. CITY OF SHOREWOOD PLANNING COMMISSION MEETING August 6, 2013 Page 4 of 10 Davis moved, Maddy seconded, recommending approval of a conditional use permit for an automobile detailing service for Lucky's Station, 24365 Smithtown Road, with the understanding that the landscaping in the front just needs to be cleaned up. Motion passed 6/0. Chair Geng closed the Public Hearing at 7:24 P.M. 2. 7:10 P.M. PUBLIC HEARING — CONDITIONAL USE PERMIT FOR ACCESSORY SPACE OVER 1200 SQUARE FEET Applicant: Ben Duininck Location: 22490 Murray Street Chair Geng opened the Public Hearing at 7:24 P.M. He noted the same procedures as described above Nvill be folloNved. He stated Ben Duininck, 22490 Murray Street, is requesting a conditional use permit (C.U.P.) for accessory space in excess of 1200 square feet. Director Nielsen explained Mr. Ben Duininck oN -,ns the property at 22490 Murray Street. He proposes to replace his existing attached garage Nvith a larger attached garage, the area of which, when combined Nvith an existing detached accessory building on the property, exceeds 1200 square feet. Therefore, he has applied for a C.U.P. pursuant to Shorewood's zoning regulations. The property is zoned R -1C /S, Single Family Residential/Shoreland and contains 76,012 square feet of area (1.74 acres). He highlighted the location of the structures on a site location map. The existing house contains 2114 square feet of floor area in the two levels above grade. Mr. Duininck proposes to add living space over the new garage, which Nvill bring the floor area of the home to 3535 square feet. The existing garage contains 561 square feet of floor area. The proposed garage Nvill contain 984 square feet. The existing study building contains 487 square feet. They bring the total area of accessory space on the site to 1471 square feet. He noted the meeting packet contains plans for the building addition. Regarding the analysis of the case, Nielsen reviewed how the applicants' proposal complies Nvith the criteria in Section 1201.03 Subd.2.d of the Citv Code. 1. The total area of accessory space (1471 square feet) does not exceed the total floor area above grade of the principal structure (3535 square feet). 2. The total area of accessory space does not exceed ten percent of the minimum lot area for the R- 1C /S zoning district (.10 x. 20,000 square feet = 2000 square feet). The proposed garage complies Nvith the setback requirements of the R -1C /S zoning district. Hardcover on the property Neill go from approximately 10.8 to 11.4 percent, Nvell in compliance Nvith the 25 percent maximum. The existing studio building is nonconforming Nvith respect to building height. The Zoning Code limits the height of detached accessory buildings to 15 feet. The current east side of the building is closer to 17 feet tall. The applicant's builder proposes to remedy that by removing an existing garage door on the east side and filling in the low area to achieve the required 15 feet. If the applicant can prove that it Nvas built before a certain date (Nielsen thinks 1956) then the nonconformity Nvould be grandfathered in. The applicant has obtained copies of photographs from CITY OF SHOREWOOD PLANNING COMMISSION MEETING August 6, 2013 Page 5 of 10 the Wilson Library. The email photos Nvere too grainy to make things out so he Neill meet Nvith the builder to look at the photos to verify the building Nvas in existence prior to the stipulated date. 4. The new garage addition Neill be integrated into the architecture of the existing home. As such the roof lines, materials and architectural character of the garage are consistent Nvith the principle dwelling. Nielsen stated based on the analysis of the case staff recommends the C.U.P. be granted as proposed. Nielsen noted Mr. Duminck and his builder are present this evening. Mr. Duminck noted he does have photos from the Wilson Library. The photos confirm that the studio building Nvas in existence before August 2, 1956. One photo shoNving the building is dated May 7, 1956. He routed the photos around for the Planning Commissioners to look at. Seeing no one present wanting to comment on this case Chair Geng opened and closed the Public Testimony of the Public Hearing at 7:31 P.M. Council Liaison Woodruff asked how someone accesses the street from the lot. Director Nielsen explained the easement goes across the lot in front of the subject property. Commissioner Maddy asked how ground level is determined on a sloped property. Director Nielsen explained it is from grade to the mid -point between the eve and the peals. Maddy asked if the highest grade touching the structure is used. Nielsen explained that technically you go five feet out from the structure. Davis moved, Charbonnet seconded, recommending approval of a conditional use permit for accessory space in excess of 1200 square feet for the property located at 22490 Murray Street. Motion passed 6/0. Chair Geng noted that Council Neill consider the Planning Commission's recommendation about this during its August 26, 2013, meeting. Chair Geng closed the Public Hearing at 7:35 P.M. 3. MINOR SUBDIVISION Applicant: Tommy Wartman, Jr. Location: 5985 Eureka Road Director Nielsen explained Tommy and Robyn Wartman own the property at 5985 Eureka Road. They are proposing to subdivide the property into two single - family residential lots. The property is located in the R -lA, Single - Family Residential zoning district and contains 102,842 square feet of area (236 acres). The subject property is currently occupied by a single - family dwelling. A small Nvetland area is located at the rear of the two lots Nvith a man -made ditch conducting drainage through the property to a culvert located in Eureka Road. Eureka Road is substandard in terms of right- of -N -my (ROW) N idth. The City requires streets to be 50 feet in Nvidth. As part of the minor subdivision the applicants have agreed to dedicate 8.5 feet of additional ROW to the City. With the exception of fairly significant landscaping around the existing home, the lot is relatively open. There are a lot of scattered trees throughout the property. CITY OF SHOREWOOD PLANNING COMMISSION MEETING August 6, 2013 Page 6 of 10 The northerly lot Nvith the house on it Neill be 48,654 square feet in area. The southerly lot Nvill be 54,188 square feet. With regard to the analysis of the case, Nielsen explained the subject property Nvas once platted as Lots 2 and 3 of Prairie View Estates. The applicant proposes to re- subdivide them as originally platted. Both lots exceed the minimum requirements for Nvidth (120 feet), area (40,000 square feet), and depth (150 feet) for the R -IA zoning district. The applicants have shoN -,n 10- foot -Nvide drainage and utility easements around both of the parcels; that is required by the City Ordinance. Sanitary seNver service is available for the newly created lot. Citv Nvater is also available in Eureka Road. Based on the analysis of the case, Nielsen stated staff recommends approval of the minor subdivision subject to the following. 1. The applicants' survey must show the 35 -foot buffer area around the Nvetland. It should also show the 16 -foot buffer along the drainage ditch which is required by the Minnehaha Creek Watershed District. The survey should show where Nvetland buffer stakes Nvill be located. These buffer stakes must be obtained from the Citv's survey marker vendor. 2. The applicants' surveyor must provide legal descriptions for the Nvetland and the buffer areas. From these descriptions, the applicants must dedicate conservation easements to the City. 3. The applicants' attorney must prepare deeds for the Nvetland /buffer conservation easements, the drainage and utility easements, and the additional road ROW. 4. The applicants' attorney must provide a title opinion for review by the City Attorney. 5. Items 1 — 4 must be submitted no later than August 30, 2013, after which the request Nvill be scheduled for Citv Council review. 6. Prior to release of a resolution approving the subdivision, the applicants must pay a park dedication fee of $5000 and a local sanitary seNver access charge of $1200 for the new lot. Credit is given for the lot Nvith the house on it. If the applicants choose to connect to City Nvater, the fees are $10,000 per lot, minus any previous assessments. 7. After the applicants receive the Council resolution approving the request, they must record it Nvith Hennepin County Nvithin 30 days or the approval is void. Davis moved, Maddy seconded, recommending approval of a minor subdivision for Tommy and Robyn Wartman, _598_5 Eureka Road, subject to the conditions listed in the staff report. Motion passed 6/0. 4. SITE PLAN REVIEW Applicant: Robert Shaffer (Smith Residence) Location: 448 Lafayette Avenue Director Nielsen explained that Robert Shaffer has submitted plans on behalf of Dale and Sylvia Smith for expanding their nonconforming home on their property located at 448 Lafayette Avenue. In 2012 Mr. Shaffer submitted plans which Nvere approved for the expansion of a nonconforming house across the street without requiring variances. The Smith property is zoned R -IA/S, Single - Family CITY OF SHOREWOOD PLANNING COMMISSION MEETING August 6, 2013 Page 7 of 10 Residential/Shoreland and contains only 7576 square feet of area, not including the bituminous driveway that cuts through the site. The Smith structure is nonconforming Nth respect to side yard setbacks. Lafavette Avenue is essentially a private drivewaN- that serves four lots on a small peninsula of land extending into Lake Minnetonka. It cuts through the Smith property. The applicant proposes to add on to the south side of the building then add a second story to the home all Nvithin the required building setbacks. Currently the property is at 38 percent hardcover; Nvell over the 25 percent hardcover limitation required in the Shoreland overlay district. The applicant intends to remove an existing gravel drivewaN- and some of the existing brick sidewalk which Nvill result in a reduction in hardcover to 34.2 percent. With regard to the analysis of the case, Nielsen explained Shorewood amended its regulations two Nears ago to comply Nvith State legislation regarding nonconformities. Sections 1201.03 Subd. l.d. and Subd. I.I. of the Shorewood Zoning Code provide the guidelines for addressing nonconformities. He stated the staff report included in the meeting packet explains how the applicant's request complies Nvith the Code. Based on the analysis of this case, staff recommends approval of site plan. He commended the architect and the property oN -,ners for their efforts to comply Nvith Shorewood's zoning requirements. Mr. Shaffer noted that the expansion on the Smith property is actually a little more challenging than the one on the 450 Lafavette Avenue property because the foundation across the existing house needs to be shored up in a different waN-. There Nvill be some fairly large roof trusses used. He noted there Nvas a concerted effort made to keep the massing balanced between the two adjacent houses in order to fit into the neighborhood as much as possible. He routed color copies of the architect's renderings to the Planning Commissioners. He stated a front entry will be added. Commissioner Maddv stated the renderings show plantings on the roof. He asked if it is going to be a green roof. Mr. Shaffer stated the oN -,ners have not made that decision, but it is what he is proposing. Commissioner Maddv asked Director Nielsen if the City gives credit toward impervious surface for green roofs. Nielsen responded no and explained the Minnesota Department of Natural Resources (DNR) does not either. Nielsen noted the same applies to permeable pavers. It is part of the DNR's shoreland regulations. The City does encourage the use of permeable pavers. Maddy asked if that is for the shoreland district oniv or is it city Nvide. Nielsen stated it is city Nvide and explained the maximum impervious surface in the shoreland district is 25 percent and in other residential districts it is 33 percent. Council Liaison Woodruff stated the site plan shows two docks (one on the north and one on the south) vet the City Ordinance stipulates one dock. Therefore, that is a nonconforming use. The dock on the south appears to be larger than the size restrictions of the Lake Minnetonka Conservation District (LMCD) which the City shares. Director Nielsen stated the dock on the south Nvould be grandfathered in; it never comes out. But, the number of docks is an issue. One has to be taken out to comply Nvith the Ordinance. It makes no difference if the property has two shorelines. Chair Geng stated the vegetation shoN -,n on the architectural rendering is on the corner of the building that extends out over the 10 -foot side yard setback; the vegetation is just an idea at this time. He asked if that vegetation or a deck outside that Nvindow Nvould be permitted. Director Nielsen explained a deck could not be added because it Nvould have to add a rail and that Nvould make it taller; they could put plants up there. Mr. Shaffer explained they are proposing to take the sloped roof off and put a flat roof on Nvhich brings the volume doom. That allows the planted area. CITY OF SHOREWOOD PLANNING COMMISSION MEETING August 6, 2013 Page 8 of 10 Commissioner Labadie asked if the second dock can be grandfathered in. Director Nielsen stated the same issue came up Nvith a property over on Island VieNy Road. That property had to be brought into conformity. Council Liaison Woodruff stated he thought that if the existence of the second dock precedes the ordinance it Nyould be grandfathered in like any other nonconforming use. Director Nielsen stated if the applicants can demonstrate that tNyo docks Nyere in existence before August 1956, when the nonconforming section of the Ordinance Nyas established, they do not have to correct the nonconformity. Commissioner Davis noted that the properties on the peninsula have more than one dock. She stated it appears that the boats are docked at the dock in the lagoon. The builder commented that both docks are permanent docks. A member of the audience asked if a dock Nvith multiple slips is acceptable. Director Nielsen stated a person can have up to four subject to certain provisions in the Code. Council Liaison Woodruff stated a permit from the LMCD could potentially alloy more because the City has adopted the LMCD's regulations. Geng moved, Labadie seconded, recommending approval of the site plan for the expansion of the nonconforming structure on the Dale and Silvia Smith property located at 448 Lafayette Avenue as presented subject to the removal of one of the two docks or the ability to prove that two docks were in existence prior to August 1956. Motion passed 6/0. 5. Noise Ordinance Director Nielsen stated he does not have a lot on the noise ordinance for this evening. He noted he has cleanup to do on the draft ordinance. He stated the Planning Commission had requested he research what other communities around Lake Minnetonka have for hours of operation for snov mobiles and all- terrain vehicles (ATVs). He distributed a copy of a matrix of Nvhat the other cities do. He commented that he received an email from Commissioner Maddy asking NyhN- the City doesn't ban the use of ATVs and suggesting incorporating some language found in the City of Wayzata's ordinance. He explained from the early onset of the discussion about a noise ordinance, Nvhich began a year ago, the Commission made it very clear that it Nyas not out to ban the use of snov mobiles or ATVs. The intent Nyas to regulate the hours of use for the average individual. The noise ordinance Nyill not help control those people N-,-ho intentionally Nyant to irritate people (e.g., the situation near Hillendale Road). Commissioner Davis stated the police are never going to catch people because they don't come Nyhen you call them. Director Nielsen clarified that for the situation near Hillendale Road the police have come to try and address the situation. Director Nielsen stated the current Ordinance prohibits snov mobiles from 7:00 A.M. and 11:00 P.M. on Fridays and Saturdays and from 7:00 A.M. and 10:00 P.M. Thursdav — Sunday. That fits in Nvith most of the city ordinances around the Lake. The City of Mound's hours of operation are more relaxed [snov,mobiling is prohibited from 2:00 — 6:00 A.M.]. Commissioner Davis noted that the City of Spring Park's hours are more relaxed on Nyeekends and holidays [snovmobiling is prohibited from 1:30 — 7:00 A.M. on those days]. CITY OF SHOREWOOD PLANNING COMMISSION MEETING August 6, 2013 Page 9 of 10 Chair Geng stated it may be easier to enforce the City s hours of operation if they mirror the surrounding communities. Thev almost do for the Cities of Deephaven, Excelsior and Tonka Bay which border the City. Director Nielsen agreed enforcement Nvould be easier if the hours of operation Nvere similar in the South Lake cities. Council Liaison Woodruff stated he supports the hours being consistent Nvith other South Lake cities. Director Nielsen noted the age restrictions for driving snov'mobiles and ATVs apply to public property only. He stated the City of Chanhassen has language about loud, unusual noise in its ordinance. Staff is going to find out who enforces that. Chair Geng noted that the City of Victoria has language about loud noise as Nvell. Commissioner Labadie asked what the next step in this process is. Director Nielsen stated he Nvill have a cleaned up ordinance for the next Planning Commission regular meeting. Commissioner Davis stated she thinks creating something that is in line Nvith the other South Lake cities Nvith specifics about noise provisions prohibited activities is the right approach. Director Nielsen stated if the hours of operation for snovmobiling Nvere changed in the City Ordinance to 7:00 A.M. to 11:00 P.M. an -,T day they Nvould be consistent Nvith Deephaven, Excelsior and Tonka Bay. He recommended the hours Nvould be the same for ATVs. Commissioner Maddv noted he continues to have reservations Commissioner Maddy asked if the proposed hours of restriction Nvould exclude people driving their snov,mobiles out to ice fish. Director Nielsen asked if the Planning Commissioners Nvant an exception for that. Commissioner Muehlberg stated he lives two blocks from Crescent Beach and there are vehicles there frequently around 5:30 — 6:00 A.M. Fisherpeople Nvant to be on the ice before it gets light out. Council Liaison Woodruff suggested adopting language similar to what the Lake Minnetonka Conservation District (LMCD) has in its regulations that allows a person to proceed from a public launch or private property directIv to the Lake and operate the vehicle on the Lake more than 150 feet from shore without hour restrictions. EXECUTIVE SUMMARY The Mill Street Trail Improvements, City Project No. 13 -07, was initiated based on the City's Trail Implementation Program. Improvements along Mill Street proposed for construction in 2014 include approximately 2,400 feet (0.45 miles) of bituminous trail to be constructed on the east side of Mill Street between the southern Shorewood City limits with Chanhassen at Lilac Lane and the northern Shorewood City Limits with Excelsior. Trail improvements along Mill Street are proposed for the following reasons: • Provide an off - street access route for pedestrians from the east side of the roadway at the Shorewood City limits with Chanhassen to the Shorewood City limits with Excelsior. • Improve pedestrian and vehicle safety. • Control area drainage and improve existing drainage problems, if feasible. • Improve water quality of storm water runoff in the area. A map illustrating the project location can be found on Figure I in Appendix A. A total estimated project cost for the proposed trail and storm sewer improvements is approximately $699,000, which includes 10% construction contingency and indirect costs in the amount of 24% of the estimated construction costs. The indirect costs include legal, engineering, administrative, and financing items. Easement acquisition will be necessary to construct the trail as proposed herein but due to the variability in land acquisition issues has not been included in the total estimated project cost. Funding for the project will be provided through 100% City funds. No assessments, grants or other funding methods have been proposed with this project at this time. To supplement City funds, the City may wish to apply for various grants identified in Section 3. It is proposed that construction begin in May 2014 and be completed by the end of August 2014, including all restoration items. This project is feasible, necessary, and cost - effective from an engineering standpoint, and should be constructed as proposed herein. The economic feasibility of this project will need to be determined by the City Council. MILL STREET TRAIL IMPROVEMENTS PROJECT 2.1 Introduction 2.1.1 Authorization On July 8, 2013, the Shorewood City Council authorized the preparation of an Engineering Feasibility Report for the Mill Street Trail Improvements project. This project has been designated as City Project No. 13 -07. 2.1.2 Scope /Project History The Shorewood Trail Implementation Plan was adopted by City Council in October of 2011 and amended in March of 2013 to identify the existing and proposed pedestrian improvements throughout the developed areas of the City. The plan was created to link existing pedestrian facilities to provide a safe and comprehensive network to serve the community. The Shorewood Trail Implementation Plan, shown in Appendix B, identifies a future trail extension along Mill Street between the Chanhassen /Shorewood City limits to the south and the Excelsior /Shorewood City limits to the north and lies within the Minnehaha Creek Watershed District (MCWD). The proposed project is located along the east side of Mill Street. The improvements within this report have been proposed to address trail extensions in accordance with the City's Trail Implementation Plan, MCWD requirements, and Minnesota Department of Transportation (MnDOT) standards and include the following: • Improve pedestrian and vehicle safety • Provide an off - street access route for bicycles and pedestrians • Construct project to Hennepin County standards • Control area drainage and improve existing drainage problems, if feasible. • Improve water quality of storm water runoff in the area • Minimize construction impacts to adjacent properties The project area is identified on Figure I in Appendix A of this report. Feasibility Report Mill Street Trail Improvements City of Shorewood Project No. 13 -07 WSB Project No. 1459 -82 Page 2 2.1.3 Data Available Information and materials used in the preparation of this report include the following: • City of Shorewood Record Plans • Field Observations of the Area • Field Review • Private Utility Maps • Discussions with City and County staff • Topographic survey of the project area • City of Shorewood Trail Implementation Plan, dated October 2011 and amended March 2013 2.2 Existing Conditions 2.2.1 Existing Road Conditions Mill Street general consists of a 40- foot -wide, rural roadway section with no curb and gutter and appears to have followed the original rolling topography with some cutting and filling to achieve the present grade. The road surface includes two 12 -foot lanes with an 8 -foot shoulder on the east and west sides of the roadway. The project area contains mostly residential properties and contains landscaping, overhead utilities, mature trees, and numerous other private improvements beyond the edge of bituminous pavement. The width of the existing right -of -way is generally 66 feet. 2.2.2 Existing Drainage Mill Street is currently graded as a rural- section road with ditches and culverts conveying runoff directly to the existing wetlands. The rolling topography of Mill Street splits drainage at the high points located midblock between Lilac Lane and Brand Circle and midblock between Brand Circle and Hillendale Road. The storm water flows north and south to the low points located at Lilac Lane, Brand Circle, and Apple Road where the runoff discharges to the east to the adjacent respective wetlands. 2.2.3 Wetlands Three wetlands are present near the proposed proj ect location. The wetlands are within close proximity to where construction is proposed, but should not be affected directly by the proposed project. Feasibility Report Mill Street Trail Improvements City of Shorewood Project No. 13 -07 WSB Project No. 1459 -82 Page 3 2.3 Proposed Improvements 2.3.1 Proposed Trail Mill Street is a Hennepin County Arterial roadway with a few intersectiong local side streets to residential neighborhoods. Trail improvements along the east side of Mill Street will provide an off - street route for pedestrians between the Shorewood City limits with Chanhassen to the south and the Shorewood City limits with Excelsior to the north. The east side of the roadway is the ideal location for the trail improvements as an 8 -foot bituminous trail currently exists on the east side of Mill Street south of Rose Lane in Chanhassen and a narrow sidewalk, approximately 4 — foot - width, along the east side of the roadway north of 3rd Avenue in Excelsior. There will remain a gap in the trail system between cities and direct connections to the existing Chanhassen and Excelsior trail system will require extensions north and south of the Shorewood City limits by Excelsior, Chanhassen, and /or Hennepin County. These two sections have been considered in the design review, but have not been included in cost estimates or further planning in relation to this report. Discussions regarding these potential gap connections have been discussed with Chanhassen, Excelsior, and County Staff informally. Proposed trail improvements along Mill Street include installing new concrete curb and gutter along the east side of Mill Street to provide separation from the trail and to convey drainage of the roadway, reducing the existing roadway width from 40 -feet (edge of bituminous -to -edge of bituminous) to 36 -feet (edge of bituminous -to -face of curb). The proposed roadway will generally consist of a 12 -foot lane with an 8 -foot shoulder on the west side (as exists today) and an 11 to 12 -foot lane with 4 -foot shoulder on the east side. The proposed trail would be constructed with a variable 1 to 5 -foot wide boulevard and a 2 -foot wide grass buffer from the outside edge of the trail to the right -of -way line where possible. The design will consider the preservation of neighborhood features such as trees, landscaping, driveways, and wetlands. A number of utility poles are currently located along the east side of Mill Street. Impacts to existing utilities may be mitigated by relocation to the boulevard areas. In areas of limited right -of -way or natural features, retaining walls are proposed to minimize impacts and reduce the number of easements required. The trail is proposed to be installed where off -road pedestrian facilities do not currently exist which will impact adjacent properties. Typical impacts associated with the construction of a new trail include tree removal, fence removal /replacement, grading within front lawn areas, irrigation relocation, removal and replacement of driveway approaches, relocation of existing private utilities, storm water facilities, and modifications to existing driveway grades. Work associated with these items will primarily occur within the public right -of -way, but driveway removal and grading within the yard may extend further into adjacent properties. Detailed impacts to properties are typically determined during the final design process. The proposed pavement section for the trails will consist of 3 inches of bituminous pavement and 6 inches of class 5 aggregate base (100% Crushed Limestone), over an Feasibility Report Mill Street Trail Improvements City of Shorewood Project No. 13 -07 WSB Project No. 1459 -82 Page 4 acceptable, compacted subgrade. The existing subgrade material is generally suitable for use; however there will likely be areas where unsuitable subgrade materials will be encountered during construction. Unsuitable materials will need to be excavated and replaced with suitable granular material. A geotextile fabric will be placed to separate the existing underlying materials from the granular materials as required in these corrected subgrade areas. A typical section can be found in Figure 2 of Appendix A. 2.3.2 Accessibility /Americans with Disabilities Act (ADA) Considerations The proposed trail will meet ADA design standards and will be constructed in accordance with the MnDOT standard plans found in Appendix C. 2.3.3 Storm Sewer Improvements The proposed trail and curb construction will eliminate the ditch on the east side of Mill Street. The addition of storm sewer inlets and pipes are necessary to convey runoff from the roadway to the existing wetlands and low lands. The proposed storm sewer system is designed to convey the 10 -year peak flow rates as required by State -Aid standards and the policies identified in the City's Surface Water Management Plan. The proposed storm sewer improvements maintain the existing drainage patterns and discharge points to the greatest extent possible. In areas where the proposed trail is not adjacent to the curb, drain tile will be installed within the boulevard. The new curb and gutter will improve conveyance of runoff along Mill Street, but will require inlets to collect runoff and meet spacing requirements. The State -Aid standard that will control the design is the catch basin spacing and location in conjunction with the existing wetlands and low lands. Wherever possible, connection to existing culverts will be utilized to maintain discharge points. Prior to storm water discharge, sump manholes are proposed to collect sediment to improve water quality. 2.3.4 Storm Water Quality Improvements Storm water quality improvements are not required by the Minnehaha Creek Watershed District (MCWD) as part of this project. 2.3.5 Wetlands Wetland impacts are not anticipated as part of this project. 2.4 Easements and right -of -way 2.4.1 Existing and Proposed Right -of -Way The majority of existing right -of -way for Mill Street is 66 feet wide. The properties from which right -of -way or permanent easement must be obtained before construction of the trail can occur are listed below. Easements required for storm sewer improvements will be evaluated during final design. 2.5 Street Sign/Private Utility Relocation Existing signs and private utility poles within the limits of the proposed trail are proposed to be relocated to accommodate the new trail. Signs and private utility poles will be relocated to provide a 2 foot clearance zone from the roadway and the trail within the boulevard areas. Easements required for private utility relocation will be evaluated during final design. 2.6 Permits An NPDES permit for construction activity will be required since more than one (1) acre will be disturbed by construction activities with the project. A permit from the Minnehaha Creek Watershed District (MCWD) will be required for erosion control and storm water management for the proposed trail and storm sewer improvement. 2.7 Construction Access /Staging The contractor will be responsible for providing access to all properties throughout the project. Adequately signed traffic control will be identified to direct traffic around the construction zones and notify users of the increased truck and construction activity. Indirect costs are typically 24% of the construction cost and include engineering, legal, financing, and administrative costs. These costs do not include the easement acquisition process or the actual easements themselves. CONCLUSIONS AND RECOMMENDATIONS The Mill Street Trail Improvements project includes trail and storm sewer improvements along the east side of Mill Street between the Shorewood City limits with Chanhassen and the Shorewood City limits with Excelsior. Based on the preceding discussions, the following conclusions have been made: The trail widths and alignments proposed for reconstruction have been set in an effort to minimize disturbance to adjacent properties and to improve pedestrian and vehicle safety of the area. Construction of the trail as proposed presents a minimally disruptive approach to trees, natural resources, and existing surface water facilities in the area to the greatest extent possible. 2. Extensive use of retaining walls will be required to minimize disturbance to adjacent properties and wetlands. Reduced lane widths and /or traffic restrictions on Mill Street will be necessary during construction to accommodate storm sewer installations. 4. The trail improvements as proposed herein can accommodate both bicyclists and pedestrians Most of the underlying soils in the area are generally suitable for construction. Soil corrections will be necessary in some locations of the project. Both options proposed have similar pavement sections. 6. The Contractor will be responsible for protecting the existing bituminous surface on the road from damage by saw cutting the edge and adding the curb and gutter. 7. This project does not propose to assess benefitting properties and therefore will not require a formal public hearing process for the Council to order the project, but it is in the City's best interest to hold public meeting(s) to present and discuss the project. The total estimated cost for the Mill Street Trail Improvements project, including trail and storm sewer improvements, is $699,000. Proposed funding for the project is provided through 100% City funds. This project is feasible, necessary, and cost - effective from an engineering standpoint. The project feasibility is subject to financial review by the City. Based on the information contained in this report, it is recommended to proceed with the improvements as outlined in this report. EXECUTIVE SUMMARY The Galpin Lake Road Trail Improvements, City Project No. 13 -06, was initiated as part of the City's Trail Implementation Program. Improvements along Galpin Lake Road proposed for construction in 2014 include approximately 3,000 feet (0.57 miles) of bituminous trail to be constructed on the east side of Galpin Lake Road between the southern Shorewood City limits and State Highway 7. Trail improvements along Galpin Lake Road are proposed for the following reasons: • Provide an off - street access route for pedestrians between the Shorewood City limits with Chanhassen to the existing State Highway 7 at the City limits with Excelsior trail and allow safe pedestrian access to County Road 19. • Improve pedestrian and vehicle safety. • Control area drainage and improve existing drainage problems, if feasible. • Improve water quality of storm water runoff in the area. A map illustrating the project location can be found on Figure I in Appendix A. A total estimated project cost for the proposed trail and storm sewer improvements is approximately $855,500, which includes 10% construction contingency and indirect costs in the amount of 24% of the estimated construction costs. The indirect costs include legal, engineering, administrative, and financing items. Easement acquisition will be necessary to construct the trail as proposed herein but due to the variability in land acquisition issues has not been included in the total estimated project cost. Funding for the project will be provided through 100% City funds. No assessments, grants or other funding methods have been proposed with this project at this time. It is proposed that construction begin in May 2014 and be completed by the end of August 2014, including all restoration items. This project is feasible, necessary, and cost - effective from an engineering standpoint, and should be constructed as proposed herein. The economic feasibility of this project will need to be determined by the City Council. GALPIN LAKE ROAD TRAIL IMPROVEMENTS PROJECT 2.1 Introduction 2.1.1 Authorization On July 8, 2013, the Shorewood City Council authorized the preparation of an Engineering Feasibility Report for the Galpin Lake Road Trail Improvements project. This project has been designated as City Project No. 13 -06. 2.1.2 Scope /Project History The Shorewood Trail Implementation Plan was adopted by City Council in October of 2011 and amended in March of 2013 to identify the existing and proposed pedestrian improvements throughout the developed areas of the City. The plan was created to link existing pedestrian facilities to provide a safe and comprehensive network to serve the community. The Shorewood Trail Implementation Plan, shown in Appendix B, identifies a future trail extension along Galpin Lake Road between the Chanhassen /Shorewood City limits and State Highway 7. The proposed project is located along the east side of Galpin Lake Road and lies within the Minnehaha Creek Watershed District (MCWD). The improvements within this report have been proposed to address trail extensions in accordance with the City's Trail Implementation Plan, MCWD requirements, and Minnesota Department of Transportation (MnDOT) standards and include the following: • Improve pedestrian and vehicle safety • Provide an off - street access route for pedestrians • Construct project to State -Aid standards • Improve area drainage and correct existing drainage problems • Improve water quality of storm water runoff in the area • Minimize construction impacts to adjacent properties The project area is identified on Figure I in Appendix A of this report. Feasibility Report Galpin Lake Road Trail Improvements City of Shorewood Project No. 13 -06 WSB Project No. 1459 -81 Page 2 2.1.3 Data Available Information and materials used in the preparation of this report include the following: • City of Shorewood Record Plans • Field Observations of the Area • Field Review • Private Utility Maps • Discussions with City staff • Topographic survey of the project area • City of Shorewood Trail Implementation Plan, dated October 2011 and amended March 2013 2.2 Existing Conditions 2.2.1 Existing Road Conditions Galpin Lake Road generally consists of a 24- foot -wide, rural street section with no curb or gutter and appears to have followed the original rolling topography with some cutting and filling to achieve the present grade. The project area is surrounded by residential properties and contains landscaping, overhead utilities, mature trees, wetland areas, and numerous other private improvements beyond the edge of bituminous pavement. The width of the existing right -of -way is generally 66 feet. 2.2.2 Existing Drainage Galpin Lake Road is currently graded as a rural- section road with ditches and culverts conveying runoff directly to the existing wetlands. The drainage pattern is generally from south to north. 2.2.3 Wetlands Two large wetlands are present at the north and south ends of the project area. The wetlands have been designated as DNR waters and are within close proximity to where construction is proposed. 2.3 Proposed Improvements 2.3.1 Proposed Trail Galpin Lake Road acts as a collector for both vehicular and pedestrian traffic from the adjoining side streets and north bound commuter access to State Highway 7. Trail improvements along the east side of Galpin Lake Road will provide an off - street access route for pedestrians between the Shorewood City limits with Chanhassen to the existing State Highway 7 trail and allow safe pedestrian access to County Road 19. Constructing the trail on the east side of the roadway allows pedestrians to utilize the trail system without having to cross the roadway to access the existing pedestrian facilities in Feasibility Report Galpin Lake Road Trail Improvements City of Shorewood Project No. 13 -06 WSB Project No. 1459 -81 Page 3 Chanhassen and at State Highway 7 and County Road 19. Direct connections to the existing Chanhassen trail system will require the trail to be extended south of Shorewood City limits. This section has been considered in the design review, but has not been included in cost estimates or further planning in relation to this report. Discussions regarding this potential gap connection have been discussed with Chanhassen Staff informally. As a means to minimize impacts and reduce easement acquisition, two trail options have been developed. • Option 1 includes installing an 8 -foot wide bituminous trail as identified in Figures 3 — 5 of Appendix A to accommodate both bicyclists and pedestrians. This option provides the opportunity for greater utilization, but impacts adjacent properties and wetlands to a greater extent. It should be noted that this option does not consistently meet width guidelines for mixed pedestrian and bicycle use, and separation criteria from adjacent traffic lanes due to natural features and right of way limitations. • Option 2 includes installing a 6 -foot wide bituminous walkway as identified in Figures 7 — 9 of Appendix A primarily intended for pedestrian use. This option reduces the level of disturbance, but does not provide adequate space for combined pedestrian and bicycle use. Proposed trail improvements along Galpin Lake Road include installing new concrete curb and gutter along the east side of Galpin Lake Road to provide separation from the trail and convey drainage of the street section. The proposed trail would be constructed with a variable 1 to 5 -foot wide boulevard and a 2 -foot wide grass buffer from the outside edge of the trail to the right -of -way line when possible. The design will consider the preservation of neighborhood features such as trees, landscaping, driveways, and wetlands. Typical sections for both options can be found in Figure 2 and Figure 6 of Appendix A. A number of utility poles are currently located along the east side of Galpin Lake Road. Impacts to existing utilities may be mitigated by reducing boulevard width or relocation of the utilities. In areas of limited right -of -way or have potential for wetland impacts, retaining walls are proposed to minimize impacts and reduce easement requirements. The trail is proposed to be installed where pedestrian facilities currently do not exist, and will impact adjacent properties. Typical impacts associated with the construction of a new trail include tree removal, fence removal /replacement, grading within front lawn areas, irrigation relocation, removal and replacement of driveway approaches, relocation of existing private utilities, storm water facilities, and modifications to existing driveway grades. Work associated with these items will primarily occur within the public right -of- way, but driveway removal and grading within the yard may extend further into adjacent properties. Detailed impacts to properties are typically determined during the final design process. Feasibility Report Galpin Lake Road Trail Improvements City of Shorewood Project No. 13 -06 WSB Project No. 1459 -81 Page 4 The existing intersection of State Highway 7 and Galpin Lake Road is proposed to be re- aligned approximately 6 feet to the west to avoid impacts to the Metropolitan Council Environmental Services (MCES) property and equipment and to Galpin Lake. The MCES property contains driveway /parking bay, lift station and large generator and control panel necessary for operating the lift station. Realignment of the existing intersection will allow the trail to be constructed adjacent to the curb and within the City of Shorewood and MnDOT right -of -way. If the trail were to be constructed to the east of the MCES facilities, adjacent to Galpin Lake, the trail will require an extensive retaining wall, easement acquisition, and DNR and MCWD approvals. Improvements to the State Highway 7 access will include removing approximately 150 feet of pavement, 6 -feet wide along the east side of the roadway and expanding the west side approximately 6 feet. The expansion of the west side of the roadway will be paved to the base course and the remaining existing pavement surface will be milled 1 -1/2 inches and overlaid with bituminous wear course to provide a seamless driving surface. The proposed pavement section for the trails will consist of 3 inches of bituminous pavement and 6 inches of class 5 aggregate base (100% Crushed Limestone), over an acceptable, compacted subgrade. The existing subgrade material is generally suitable for use; however there will likely be areas where unsuitable subgrade materials will be encountered during construction. Unsuitable materials will need to be excavated and replaced with suitable granular material. A geotextile fabric will be placed to separate the existing underlying materials from the granular materials as required in these corrected subgrade areas. A typical section for the 8 -foot and 6 -foot wide trail options can be found in Figure 2 and Figure 6 of Appendix A. 2.3.2 Accessibility /Americans with Disabilities Act (ADA) Considerations The proposed trail will be designed to meet ADA standards and will be constructed in accordance with the MnDOT standard plans found in Appendix C. 2.3.3 Storm Sewer Improvements Storm water runoff from the east half of Galpin Lake Road currently is conveyed on the road surface. The addition of curb and gutter to facilitate trail construction requires installation of storm sewer inlets and pipes. The pipes are necessary to convey runoff from the roadway to the existing wetlands and low areas. The proposed storm sewer system is designed to convey the 10 -year peak flow rates as required by State -Aid standards and the policies identified in the City's Surface Water Management Plan. The proposed storm sewer improvements maintain the existing drainage patterns and discharge points to the greatest extent possible. In areas where the proposed trail is not adjacent to the curb, drain tile is proposed within the boulevard to provide water quality enhancement. The new curb and gutter will provide conveyance of runoff along Galpin Lake Road and will require inlets to collect runoff and meet spacing requirements. The State -Aid standard that will control the design is the catch basin spacing and location in conjunction Feasibility Report Galpin Lake Road Trail Improvements City of Shorewood Project No. 13 -06 WSB Project No. 1459 -81 Page 5 with the existing wetlands and low areas. Wherever possible, connection to existing culverts will be utilized to maintain discharge points. Sumped drainage structures are proposed to collect sediment as a means to improve water quality prior to storm water discharge. 2.3.4 Storm Water Quality Improvements The proposed storm sewer for Option 1 includes pond improvements to satisfy the water quality treatment requirements of the Minnehaha Creek Watershed District (MCWD). The pond is necessary to remove 50% of the Total Phosphorus from the new impervious surface. These improvements will take place near the south end of the proposed project and will require easement acquisition to construct. The proposed pond improvements are shown on Figure 3 in Appendix A. The proposed storm water quality improvements for Options 1 and 2 include the installation of a Mechanical Treatment Structure prior to the discharge to Galpin Lake. This will satisfy the water quality treatment requirements of the Department of Natural Resources (DNR). Mechanical Treatment Structures are an increasingly popular strategy that can be used to remove oil, floatable debris, sediment, and other pollutants from a storm water system. There are a number of different products on the market which utilize vortex technology (swirling chamber), baffles, filters, or a combination thereof. Generally, the effectiveness of these mechanisms is determined by the storm water treatment flow rate from an impervious area and the size of the treatment device. This water quality treatment strategy is the most feasible to improve storm water quality given the limited right -of -way corridor, close proximity to the downstream storm water storage areas, and existing conditions in the area. In addition to the improvements outlined above, the project further benefits water quality by reducing the amount of sediment transported from the erosion of the edge of Galpin Lake Road. 2.3.5 Wetlands Wetland impacts are anticipated as part of the construction and coordination will be made with the DNR and the MCWD during final design. The remaining properties from which right -of -way must be obtained before construction of the trail can occur are listed below. Easements required for storm sewer improvements will be evaluated during final design. 2.5 Street Sign/Private Utility Relocation Existing signs and private utility poles within the limits of the proposed trail are proposed to be relocated as necessary to accommodate the new trail. In areas where the trail is proposed to be adjacent to the back of curb or within two feet of the back of curb, signs and private utility poles will be relocated to provide a 2 foot clearance zone on the east side of the proposed trail (both options). In areas where trail is more than 2 feet from the back of curb, signs and private utility poles will be relocated to the boulevard area. Easements required for private utility relocation will be evaluated during final design. A Minnesota Department of Transportation (MnDOT) Work in Right -of -Way permit will be required for the work within the State Highway 7 right -of -way. A MnDOT Cooperative Construction Agreement may be required for the construction and maintenance of the trail within the State Highway 7 right of way. A permit from the Minnesota Department of Natural Resources (Mn/DNR) will be required for storm water improvements impacting Galpin Lake and the wetland located at the Shorewood City limits with Chanhassen, as both wetlands are identified as a DNR watercourse. A permit from the Minnehaha Creek Watershed District (MCWD) will be required for erosion control, wetland protection, and storm water management for the proposed trail and storm sewer improvement. A permit from the US Army Corps of Engineers may be required for storm water improvements impacting Galpin Lake and the wetland located at the Shorewood City limits with Chanhassen, as both wetlands may be identified as US waters. 2.7 Construction Access /Staging The contractor will be responsible for providing access to all properties throughout the project. Adequately signed staging and detours will be identified to direct traffic around the construction zones and notify users of the increased truck and construction activity. 3. FINANCING 3.1 Opinion of Cost A detailed engineer's opinion of probable costs for the proposed improvements can be found in Appendix C of this report. The opinion of probable cost incorporates bid prices from the 2013 construction season projected to a 2014 cost and also includes a 10% construction contingency. Indirect costs are typically 24% of the construction cost and include engineering, legal, financing, and administrative costs. These costs do not include the easement acquisition process or the actual easements themselves. CONCLUSIONS AND RECOMMENDATIONS The Galpin Lake Road Trail Improvements project includes trail and storm sewer improvements along the east side of Galpin Lake Road between the Shorewood City limits with Chanhassen and State Highway 7 at County Road 19. Based on the preceding discussions, the following conclusions have been made: The trail widths and alignments proposed for reconstruction have been set in an effort to minimize disturbance to adjacent properties and to improve pedestrian and vehicle safety of the area. Construction of the trail as proposed in both options presents a minimally disruptive approach to trees, natural resources, and existing surface water facilities in the area to the greatest extent possible. With that said, a greater level of disturbance will occur in Option 1. 2. Both options will require extensive use of retaining walls to minimize disturbance to adjacent properties and wetlands. Reduced lane widths and /or traffic restrictions on Galpin Lake Road will be necessary during construction to accommodate storm sewer installations. Option 1 will require additional easements to be obtained for storm water best management practices to treat runoff from the larger impervious surface areas. 4. Option 1 can accommodate both bicyclists and pedestrians. This option provides the opportunity for greater utilization, but impacts adjacent properties and wetlands to a greater extent. Option 2 is intended primarily for pedestrian use. This option reduces the level of disturbance, but does not provide adequate space for combined pedestrian and bicycle use. Most of the underlying soils in the area are generally suitable for construction. Soil corrections will be necessary in some locations of the project. Both options proposed have similar pavement sections. 6. The Contractor will be responsible for protecting the existing bituminous surface on the road from damage by saw cutting the edge and adding the curb and gutter. 7. Construction of the storm water collection system as discussed herein is needed to meet the Minnehaha Creek Watershed District (MCWD) requirements and reduce the potential for future drainage problems in both Options 1 and 2. Construction of properly designed vortex type hydrodynamic separators at discharge points will improve storm water quality prior to discharging to area wetlands. 8. This project does not propose to assess benefitting properties and therefore will not require a formal public hearing process for the Council to order the project, but it is in the City's best interest to hold public meeting(s) to present and discuss the project. Based on our analysis and data presented, construction of the 6 -foot wide bituminous trail Feasibility Report Galpin Lake Road Trail Improvements City of Shorewood Project No. 13 -06 WSB Project No. 1459 -81 Page 11 (Option 2) is recommended for the Galpin Lake Road Trail Improvements in 2014. The total estimated cost for the Galpin Lake Road Trail Improvements, including trail and storm sewer improvements, is $855,500. Proposed funding for the project is provided through 100% City funds. This project is feasible, necessary, and cost - effective from an engineering standpoint. The project feasibility is subject to financial review by the City.
