November 2013 Shore Report[IrW71 0 11 M :iTiTi Holiday Food and Toy Each year, the City of Shorewood serves as a drop -off site for toys to be given to the Resource West and food for ICAfoodshelf. The Toy Chest Drive provides toys to low income children up to age 18 in the local area. Items for teens are especially needed each year. Volunteers for sorting, counting and assisting with distribution are also needed. For information on volunteering, Collection call the Resource Center at 952.988.5350. Truth In Taxation Hearing The Shorewood City Council, at its August 26th meeting, adopted a preliminary property tax levy for 2014 that raises the city portion of the property tax by 3 %. The 2014 proposed levy of $4,906,218 is $142,899 higher than the 2013 levy of $4,763,319. The proposed 2014 budget is available for inspection at City Hall during normal business hours, or on our web site, www. ci. shore wood. m n. us. Staff will present information regarding the budget, property tax levy, and the property tax impact on a variety of property types and values. School Board Election November 5 here is no election for City of Shorewood City Council in 2013, but during odd years there are school board elections for the districts serving Shorewood residents. School board elections take place on Tuesday, November 5. Polling locations for Minnetonka School District residents have changed. Poll locations are listed below by precinct. Residents on the islands who are in the Mound - Westonka School district also have a school board election on Tuesday, November 5. If you contract with your hauler for yard waste service, there is generally no per bag charge. Those who do not contract for yard waste service will have a per bag charge set by their garbage hauler. Mulching If you have a mulch mower, mulching the leaves and leaving them on the lawn is the best option. It returns nutrients to the soil and makes a healthier lawn. If there is a large amount of leaves, two passes of the lawn with a mower generally helps keep the Pity Seeks LMCC Representative he City Council is seeking interested residents for the volunteer position to serve on the Lake Minnetonka Communications Commission (LMCC) board. The LMCC oversees the cable franchise and the local public access television studio. APtlot dP OIL- Will We Have Snowplows In November? n Minnesota, it is impossible to predict w=en we will face our first major snowfall. It has surprised us as early as October in the past. Residents are reminded of extra hazards drivers and pedestrians face during snow plow season, as well as how to best deal with the piles of snow that often gather at the foot of the driveway, often, it seems, right after you finish shoveling! Shoveling Tips The snow deposited at the foot of the driveway is often heavy and always inconvenient. It is difficult to direct snow from the plows, and the amount of snow your residence receives is often a function of where your driveway happens to be on the street. Unfortunately this means that the same drives get hit with the biggest piles every time. To help reduce the amount of snow that piles in front of your drive, as you are in your driveway looking toward the street, shovel as much snow as possible to the right side of the driveway and actually shovel out a space on the left side. This allows a bigger discharge area for the plow and does not relocate the snow you just shoveled back into your drive! Plow Safety Keep extra distance when behind snow plows and do not pass plows through a white -out! Drivers do not have the visibility from a truck that you have from a car and they might not be able to see you, especially in a white out. Keep children from building forts at the foot of driveways. The large piles of snow are fun to play in, but plow drivers are unable to see children in forts and risk cave -ins when plowing more snow onto the fort. Keep forts well within the yard! Council Activities Since the last council meeting the city council: • Held work sessions to review and discuss the 2014 Capital Improvement Program and Enterprise Budgets. • Approved the appointment of Brett Baumann as Light Equipment Operator. • Heard a report by Council Member Sundberg on the Southshore Center Advisory Committee. • Authorized expenditure of funds to replace the fencing at Field #2 in Freeman Park. • Approved a proposal from WSB & Associates to prepare the preliminary design and cost estimates for Badger Park improvements. • Authorized the purchase of loop bicycle racks for six Shorewood parks. • Accepted the feasibility reports for the Mill Street and Galpin Lake Road trail segments. Open House meetings will be scheduled for these proposed projects in the near future. • Approved submittal of a grant application to Hennepin County for the Mill Street trail segment. • Approved an Agreement with MnDOT for the Excelsior Blvd. trail and retaining wall. • Set the Tuesday, November 12, 2013, Council meetings to begin at 5:00 PM. • Heard a report by State Senator David Osmek. • Approved the LMCC 2014 Budget and Proposed amendments to the JPA. • Received input from residents regarding the deer management program at site 2; council agreed to continue the program at that location this year.
