RE: Badger Park Concept Plans — Current Cost Estimates

Staff was directed to update and compare the costs of the two proposed concepts for
Badger Field. While the cost of the two alternatives is very close to being the same,
both are in excess of earlier estimates. Line item estimates for the two plans are
attached as Exhibits A and B. ,Concept I is estimated to cost $1,273,000 and Concept
II is estimated to cost $1,325,000. Unfortunately, these figures are actually more than
what was originally proposed in the previous TKDA plans (approximately
$1,230,000).
There are several factors that contribute to the discrepancy between the current
estimates and the very preliminary estimates that have been discussed over the past
year or, so:
• The TKDA estimates and the numbers from the 2010 CIP are now five years
old. Several of the costs have doubled since then.
• Staff used the figures originally included in the CIP to derive certain cost
savings. For some reason, various costs in the CIP were either overestimated
(e.g. tennis courts - $245,000), or underestimated (e.g. shelter - $80,000 vs
$250,000). These were essentially resulted in false assumptions on our part.
None of the three staff members who prepared the initial CIP are around to
explain the rationale for that CIP.
• Current staff uses more conservative (realistic) estimating than was previously
the practice.

Moving forward, staff has identified three potential options relative to Badger Field
improvements:
1. Scale Back. This option involves reprioritizing the various elements of the
improvement project. In no particular order:
➢ Eliminate the additional parking (but at least straighten the driveway
leading to the SSCC).
➢ Construct a very simple picnic shelter (e.g. Silverwood Park shelter)
➢ Use portable toilets vs. permanent with sewer and water
➢ Eliminate trail(s)
➢ Eliminate the "village green"
➢ Eliminate decorative paving areas
2. Phase In. This option does not reduce costs, but simply spreads them out over a
period of years. Arguably, the costs could increase due to lost economy of scale
and inflation. Various elements could be phased as follows:
➢ Field /parking (these two elements could potentially be done separately,
doing the field first, followed by parking)
➢ Play area
➢ Shelter
➢ Overlook
➢ Loop trail
➢ Additional building (gazebo — Concept I)
3. Bond for Improvements. If the City opts to go forward with the project, based
on the current estimates, bonding is one way to achieve it. This option also
presents an opportunity to include money for trails, funding for which has been
depleted once the Smithtown (East) trail has been built. The Finance Director will
explain this option under separate cover.
Badger Park is the topic of a joint meeting of the City Council and Park Commission,
scheduled for Tuesday, 27 May 2014.
