EXECUTIVE SUMMARY The Smithtown Road East Sidewalk Extension project, City Project No. 14 -10, was initiated by the City Council at their June 23, 2014 meeting. Improvements proposed for construction in 2015 include approximately 4,100 feet (0.78 miles) of concrete walk to be constructed along the south side of Smithtown Road extending from Smithtown Way (where sidewalk improvements constructed in 2014 end) to Country Club Road. Sidewalk improvements along Smithtown Road are proposed for the following reasons: • Provide an off - street access route for pedestrians between the Hennepin County Region Rail Authority (HRRRA) Trail and the existing pedestrian facilities located at Country Club Road. • Improve pedestrian and vehicle safety. • Control area drainage and improve existing drainage issues. • Improve water quality of stormwater runoff in the area. A map illustrating the project location can be found on Figure I in Appendix A. A total estimated project cost for the proposed sidewalk and storm sewer improvements is approximately $1,043,000, which incorporates 2014 construction costs, includes a 10% construction contingency, and indirect costs in the amount of 27% of the estimated construction costs. The indirect costs include legal, engineering, administrative, and financing considerations. Easement acquisition will be necessary to construct the sidewalk as proposed herein, but due to the variability in land acquisition issues, has not been included in the total estimated project cost. This project, as proposed, will be prepared for State Aid funding eligibility. However, at this time, the construction account for State Aid funds has been allocated to other projects. A portion of the project may be funded using an advance for State Aid funds with the remaining to be funded through local (City) trail funds. It is proposed that construction begin in July 2015 and be completed by mid - November 2015, including all restoration items. This project is feasible, necessary, and cost - effective from an engineering standpoint and should be considered as proposed herein. The economic feasibility of this project will need to be determined by the City Council. SMITHTOWN ROAD EAST SIDEWALK EXTENSION 2.1 Introduction 2.1.1 Authorization On June 23, 2014, the Shorewood City Council authorized the preparation of an Engineering Feasibility Report for the Smithtown Road East Sidewalk Extension project. This project has been designated as City Project No. 14 -10. 2.1.2 Scope/Project History The Shorewood Trail Implementation Plan was adopted by City Council in October of 2011 and amended in March of 2013 to identify the existing and proposed pedestrian improvements throughout the developed areas of the City. The plan was created to link existing pedestrian facilities and to provide a safe and comprehensive network to serve the community. The Shorewood Trail Implementation Plan, shown in Appendix B, identifies a future trail extension along Smithtown Road between the Victoria /Shorewood City limits and County Road 19. The improvements within this report have been proposed to address a sidewalk extension in accordance with the City's Trail Implementation Plan, MCWD requirements as the proposed improvements are located within the Minnehaha Creek Watershed District (MCWD), Minnesota Department of Transportation (MnDOT) design standards, and the following: • Improve pedestrian and vehicle safety • Improve signing and striping within the corridor • Provide an off - street access route for pedestrians • Construct project to State Aid standards • Improve area drainage and correct existing drainage problems • Improve water quality of stormwater runoff in the area • Minimize construction impacts to adjacent properties The project area is identified on Figure I in Appendix A of this report. 2.1.3 Data Available Information and materials used in the preparation of this report include the following: • City of Shorewood Record Plans • City of Shorewood Trail Implementation Plan, dated October 2011 and amended March 2013 • Discussions with City staff • Field observations of the area • Private utility maps • Topographic survey of the project area completed in September 2014 Feasibility Report Smithtown Road East Sidewalk Extension City of Shorewood Project No. 14 -10 WSB Project No. 1459 -94 Page 2 • Wetland delineations completed in October 2014 2.2 Existing Conditions 2.2.1 Existing Road Conditions Smithtown Road is currently 28- feet -wide, which includes two 11 -foot lanes with a 2- foot shoulder on the north side and a 4 -foot shoulder on the south side of the road. The width of the existing right -of -way varies to 66 feet in width. The project area is surrounded primarily by residential properties that contain landscaping, trees, and numerous other private improvements beyond the edge of the roadway and within City right -of -way. 2.2.2 Existing Drainage Smithtown Road is currently graded as a rural section road with ditches and culverts conveying runoff to existing wetlands and storm sewer facilities located at the west and east limits of the project area. The following drainage patterns exist within the project corridor: Drainage is split approximately 150 feet east of Wedgewood Drive. Drainage is directed west through ditches to an existing storm sewer system located at Smithtown Way and directed east through ditches to the existing wetlands located on the north and south sides of the road near Fairway Drive. • Drainage is split approximately 100 feet west of Club Lane. Drainage is directed west through ditches to the existing wetlands located on the north and south sides of the road near Fairway Drive and east through ditches to an existing storm sewer system located at Country Club Road. 2.2.3 Wetlands One wetland is present within the project corridor near Fairway Drive and was delineated in October 2014. The wetland is located on the south side of the roadway and has been designated as a Type II wetland. The wetland is within close proximity to where construction is proposed. Additionally, along the north side of the roadway near Fairway Drive, two storm ponds are present that were constructed to accommodate drainage from the Fairway Drive development to the north. Feasibility Report Smithtown Road East Sidewalk Extension City of Shorewood Project No. 14 -10 WSB Project No. 1459 -94 Page 3 224 Private Utilities Private utilities within the project area include communications, gas, and electric facilities. A meeting will be held with the utility companies during the final design stage to coordinate utility conflicts and construction schedule. Private utility companies that have been identified with facilities in the general project area include: • CenturyLink (Telephone /Internet) • MCES (sanitary) • CenterPoint Energy (Gas) • Mediacom (Cable) • Xcel Energy (Electric) The location of the existing private utilities varies throughout the project corridor. Overhead facilities are present along the north side of the roadway at Smithtown Way and cross to the south side of the roadway between Wedgewood Drive and Fairway Drive and continue along the south side of the roadway up to Country Club Road, with various crossings to the north side of the roadway. An existing gas main runs along the north side of the roadway along the entire length of the project corridor. 2.2.5 Municipal Utilities Existing storm sewer, sanitary sewer, and water main located within the project area were evaluated with the 2003 improvement project along Smithtown Road and improvements made where needed. 2.3 Proposed Improvements 2.3.1 Proposed Sidewalk Smithtown Road acts as a collector for both vehicular and pedestrian traffic from the adjoining side streets and as an east/west commuter for access to County Road 19. The roadway is designated as a State Aid route with a design speed of 30 MPH and an average daily traffic volume of 5,900 vehicles (projected to 2,033 with the project completed in 2014.) During the development of the Feasibility Report for the project completed in 2003, a trail on the north side of the road was considered but not included in the final plans. Sidewalk improvements along the south side of Smithtown Road will provide an off - street access route for pedestrians between the existing sidewalk limits at Smithtown Way (LRT Trail) to the existing sidewalk located at Country Club Road and allow safe pedestrian access to County Road 19. Constructing the sidewalk on the south side of the road allows pedestrians to utilize the existing sidewalk at Smithtown Way and Country Club Road without having to cross the roadway. There are also fewer driveways, City utility conflicts, drainage ditch disturbances, street signs, and power pole relocations with this alignment. Feasibility Report Smithtown Road East Sidewalk Extension City of Shorewood Project No. 14 -10 WSB Project No. 1459 -94 Page 4 Proposed trail improvements along Smithtown Road include removing 2 feet of the 4- foot shoulder on the south side of the road, installing new concrete curb and gutter to provide separation from the sidewalk, convey drainage from the street section, and the construction of a new 6- foot -wide concrete sidewalk. The design will consider the preservation of neighborhood features such as trees, landscaping, driveways, and wetlands. A typical section for the sidewalk improvements can be found in Figure 2 of Appendix A. A number of utility poles are currently located along both the north and south sides of Smithtown Road. Impacts to existing utilities will be mitigated by installing the sidewalk, which accounts for a total width of 10 1/2 feet (6 -foot trail, 2 1/2 -foot concrete curb and gutter, and 2 -foot clearance from the edge of the sidewalk to the power pole) on the south side of the roadway for the following reasons: • The majority of the power poles are located along the north side of the roadway and are approximately 3 to 8 feet from the edge of the existing roadway. The sidewalk installation will impact nearly all of the existing power poles. Of the power poles located along the south side of the roadway, only 6 are approximately 5 to 8 feet from the edge of the existing roadway. As we are utilizing 2 feet of the road, sidewalk installation along the south side will impact fewer power poles. The sidewalk is proposed to be installed where pedestrian facilities currently do not exist, and will impact adjacent properties. Typical impacts associated with the construction of a new sidewalk include tree /landscaping removal, fence removal /replacement, grading within front lawn areas, irrigation relocation, removal and replacement of driveway approaches, relocation of existing private utilities, stormwater facilities, and modifications to existing driveway grades. Work associated with these items will primarily occur within the public right -of -way, but driveway removal and grading within the yard may extend further into adjacent properties. Detailed impacts to properties are typically determined during the final design process. 2.3.2 Accessibility /Americans with Disabilities Act (ADA) Considerations The proposed walk and pedestrian curb ramps (both new and existing) within the project area will be will be designed to meet ADA standards and will be constructed in accordance with the MnDOT standard plans found in Appendix C. 2.3.3 Storm Sewer Improvements The addition of curb and gutter to facilitate sidewalk construction requires installation of storm sewer inlets and pipes. The pipes are necessary to convey runoff from the roadway to the existing wetlands and low areas. Feasibility Report Smithtown Road East Sidewalk Extension City of Shorewood Project No. 14 -10 WSB Project No. 1459 -94 Page 5 The proposed storm sewer system is designed to convey the 10 year peak flow rates as required by State Aid standards and the policies identified in the City's Surface Water Management Plan. The proposed storm sewer improvements will maintain the existing drainage patterns and discharge points to the greatest extent possible. The new curb and gutter will provide conveyance of runoff along Smithtown Road and will require inlets to collect runoff and meet spacing requirements. The State Aid standard that will control the design is the catch basin spacing in conjunction with the existing wetlands and low areas. Wherever possible, connection to existing storm sewer facilities will be utilized to maintain discharge points. The drain tile installed with the reclamation of Smithtown Road in 2003 will remain in place wherever possible. In areas where the new sidewalk is proposed over cleanouts and inlets, the risers will be modified. The cleanouts will be angled and the new cleanout access will be at the edge of the trail. The pipes for surface drains located within the ditch system on the south side of Smithtown Road will be relocated to the new ditch location at the back of the walkway. 2.3.4 Stormwater Quality Improvements For the majority of the project, the sidewalk will be sloped away from road, toward the existing grassed swales. Based on the new MCWD rules, this portion of the project is exempt from the Storm Water Management Rules. The distance between the edge of the proposed sidewalk and the edge of the right -of -way is about 14 feet, so there is a sufficient pervious buffer down - gradient. Perforated drain tile will be installed along the majority of the walk within the buffer area and sumped drainage structures are proposed to collect sediment prior to stormwater discharge as a means to improve water quality. 2.3.5 Wetlands Wetland impacts are anticipated as part of the construction and coordination will be made with the MCWD during final design. 2.5.6 Municipal Utilities There are no proposed improvements to the sanitary sewer system or the water distribution system with the exception possible adjustments to castings, gate valve boxes or hydrant to meet finished grade elevations. The sanitary sewer manholes are located outside the limits of the proposed construction and will not interfere with the proposed walk construction. If necessary, existing water main will be offset to accommodate the newly installed storm sewer facilities where conflicts arise. Existing hydrant locations along the south side of the roadway appear to maintain enough clearance from the proposed walk and will not interfere with the proposed walk construction, but can be further studied with final Feasibility Report Smithtown Road East Sidewalk Extension City of Shorewood Project No. 14 -10 WSB Project No. 1459 -94 Page 6 design. Existing curb stops and valve boxes within the proposed walk will remain in place and adjusted to meet the new proposed walk elevations. 2.4 Easements and right -of -way 2.4.1 Existing and Proposed Right -of -Way The width of the existing right -of -way along Smithtown Road varies to 66 feet in width. The remaining properties from which right -of -way must be obtained before construction of the trail can occur are listed below. Easements required for storm sewer improvements will be evaluated during final design. Feasibility Report Smithtown Road East Sidewalk Extension City of Shorewood Project No. 14 -10 WSB Project No. 1459 -94 Page 7 2.5 Street Sign / Private Utility Relocation Existing signs and private utility poles within the limits of the proposed trail are proposed to be relocated to provide a 2 -foot clearance zone as necessary to accommodate the new sidewalk. Easements required for private utility relocation will be evaluated during final design. 2.6 Mailbox Replacement / Relocation Where curb and gutter is proposed, it is the City's intent to salvage and reinstall the existing mailboxes and mailbox supports that may be impacted with construction. In the event the condition of the existing mailbox support warrants replacement prior to reinstallation, the City is proposing to salvage the existing mailbox and install a new mailbox support that will meet both City standards and United States Postal Service (LISPS) requirements. To maintain a safe sidewalk width, mailboxes will be relocated to the north side of the roadway. 2.7 Street Sign Replacement All existing street signs impacted by the construction of the new sidewalk will be replaced with new street signs that meet the Federal Highway Administration's (FHWA) requirements for retro - reflectivity. To maintain a safe sidewalk width, signs will be moved so they are 2 feet off the edge of the trail. 2.8 Permits An NPDES permit for construction activity will be required since more than I acre will be disturbed by construction activities with the project. A permit from the Minnehaha Creek Watershed District (MCWD) will be required for erosion control, wetland protection, and stormwater management for the proposed trail and storm sewer improvement. A review of the MnDNR Public Waters Inventory maps was completed and there are no public waters located within the project corridor and therefore a DNR permit will not be required. 2.9 Construction Access / Staging The Contractor will be responsible for providing access to all properties throughout the project. Adequately signed staging and detours will be identified to direct traffic around the construction zones and notify users of the increased truck and construction activity. FINANCING 3.1 Opinion of Cost A detailed engineer's opinion of probable costs for the proposed improvements can be found in Appendix D of this report. The opinion of probable cost incorporates bid prices from the 2014 construction season projected to a 2015 cost basis including a 10% construction contingency. Indirect costs are typically 27% of the construction cost and include engineering, legal, financing, and administrative costs. These costs do not include the easement an acquisition process or the actual easements themselves. However, at this time, the construction account for State Aid funds has been allocated to other projects. A portion of the project may be funded using an advance for State Aid funds with the remaining to be funded through local (City) trail funds. No assessments are proposed with this project. City staff will research available grant opportunities available through various agency programs, but these grant programs are competitive in nature and should not be relied upon as a funding resource at this time. CONCLUSIONS AND RECOMMENDATIONS The Smithtown Road East Sidewalk Extension project includes sidewalk and storm sewer improvements along the south side of Smithtown Road between Smithtown Way and Country Club Road. Based on the preceding discussions, the following conclusions have been made: The sidewalk width matches the trail recently constructed west of Smithtown Way, including curb and gutter separating the 6 -foot walk from the roadway. 2. The sidewalk width and alignment proposed for construction has been set in an effort to minimize disturbance to adjacent properties and to improve pedestrian and vehicle safety in the area. Construction of the sidewalk as proposed presents a minimally disruptive approach to trees, natural resources, driveways, and existing surface water facilities in the area to the greatest extent possible. Reduced lane widths and /or traffic restrictions on Smithtown Road will be necessary during construction to accommodate storm sewer installations. 4. To maintain a safe sidewalk width, mailboxes will be relocated to the north side of the roadway and signs will be moved so they are 2 -feet off the edge of the trail. 5. The Contractor will be responsible for protecting the existing bituminous surface on the road from damage by saw cutting the edge and adding the curb and gutter. 6. Construction of the stormwater collection system as discussed herein is needed to meet the MCWD requirements and reduce the potential for future drainage issues. 7. This project does not propose to assess benefitting properties and therefore will not require a formal public hearing process for the Council to order the project; however, it is in the City's best interest to hold public meeting(s) to present /discuss the project. Based on our analysis and data presented, construction of the 6- foot -wide concrete sidewalk on the south side is recommended for the Smithtown Road East Sidewalk Extension project for construction in 2015. The total estimated cost for the Smithtown Road East Sidewalk Extension project including sidewalk and storm sewer improvements is $1,043,000, funded through local (City) trail funds and State Aid funding allocation. However, at this time, the construction account for State Aid funds has been allocated to other projects. Costs do not include the easement acquisition process or the actual easements themselves. This project is feasible, necessary, and cost - effective from an engineering standpoint. The project funding feasibility is subject to financial review by the City. Based on the information contained in this report, it is recommended to proceed with the improvements as outlined herein.
