MINUTES
1. CONVENE PARK COMMISSION MEETING
Chair Mangold convened the meeting at 7:08 p.m.

Present: Chair Mangold, Commissioners Hartmann, Dietz, Vassar, and
Stelmachers; City Planner Nielsen
Absent: None
B. Review Agenda
Stelmachers moved to approve the agenda as amended: postpone discussion of Item 4 until later in the meeting
or continue to a future meeting. Dietz seconded the motion. Motion carried.
2. APPROVAL OF MINUTES
A. Park Commission Meeting Minutes of March 10, 2015.
Commissioner Dietz moved to approve the minutes of the March 10, 2015 meeting as amended: change
meeting date to March 10, 2015 wherever March 9, 2015 is indicated. Stelmachers seconded the motion.
Motion carried 5-0.
3. MATTERS FROM THE FLOOR
There were none.
4. PRESENTATION BY ATTORNEY KEANE ON OPEN MEETING LAW
Continued to a future meeting.
5. LANDSCAPE STANDARDS
Nielsen stated the Park Commission started working on a set of standards for park maintenance. These
standards would then be applied to all City properties. He indicated progress was made on the creation of
three levels of service, and each park was identified as a certain level of service. The Commission indicated
that a park may have more than one level of service depending on the park amenities.
Nielsen cited examples where a park would be designated at each level. He stated the park tour would be a
good time to identify the levels of service. He stated the amended levels of service have been provided
encompassing all the changes made at a previous Park Commission meeting. He also noted winter
maintenance has also been added to the standards. He stated Public Works has indicated that snow
removal is a lower priority than the streets and parking lots in the city.

Hartmann arrived at 7:15 p.m.
Mangold stated the definition of when weed control is done shouldn’t be as vague as indicated. Nielsen
stated the original standard had a fairly aggressive identification system. Mangold believed the visibility of
weeds to the public should be amended.
Dietz asked if the changes are what the Park Commission decided. Nielsen stated this will be taken to
Public Works once the Park Commission has its final review.
Nielsen stated when we did the park tour of Manor Park, the weeds were visible. Something should have
been done then. Stelmachers stated “as needed” could be added. Dietz stated we should trust Public
Works to do their job. Commissioners discussed weed identification and location.
Nielsen stated weeds in the infield should never be acceptable. We would expect dandelions, for example,
in the outfield.
Mangold asked if there should be areas for sports fields and other locations.
Vassar asked if the definition of weeds should be included. Nielsen noted it is a plant that is out of place.
Mangold suggested PW Director Brown give input on what would be appropriate. Nielsen stated we need
to elaborate on the weeds standard.
Dietz suggested “when weeds in the infield become visible” be added.
Nielsen stated during the park tours, there were cracks in the trail and tennis courts that had weeds in them.
He stated he would contact Brown and find out what is being done now.
Dietz discussed when grass watering should be done. Nielsen stated if there is an irrigation system, there
shouldn’t be any dry grass if there is a watering schedule. Commissioners discussed when grass should be
watered and under what circumstances.
Nielsen suggested adding “irrigation systems are expected monthly, and problems are corrected as needed”.
Expectation of timing for repairs was discussed.
Hartmann asked if there is any trail maintenance (snow removal) at Freeman during the winter. Nielsen
stated he was unsure if they are plowed. He stated the policy now is the remove snow on roads, trails and
parks. Mangold stated trails should be added to number eleven.
Nielsen discussed Level of Service II. Dietz asked if there is any special maintenance needed at the
landing. Nielsen discussed the new agreement with the DNR on the maintenance. There were no
recommended changes to Level of Service II.
Commissioners reviewed Level of Service III. Nielsen stated he would make site plans of all parks
available during the park tours to designate levels of service on the site plans. Stelmachers suggested
having Brown comment on the levels of service prior to the park tours.

6. SCHEDULE PARK TOURS
Commissioners discussed possible dates for park tours. Nielsen indicated we wanted to go back to the idea
of having the tours sooner rather than later in the season. June 9 and July 14 are the meeting dates, and the
park tours would occur on those nights.
Mangold suggested breaking off Badger for another date. He suggested May. Nielsen stated
recommendations for the park won’t be available in May and suggested moving it to July.
Commissioners determined 6 p.m. would be a good time to begin the park tours.
7. BOY SCOUT PROJECT LIST
Mangold stated there is a list on hand for projects for Boy Scouts who reach out to the City to help. The
purpose tonight is to review this list and prioritize the projects. Nielsen stated he would like to add the
construction of enclosures for recycling containers for all the parks. They would be constructed of material
similar to what is used for the message boards.
Commissioners reviewed the project list to determine what should be removed from the list and what should
remain on the list. Nielsen indicated items could remain on the list and possibly be removed after the park
tours.
Commissioners discussed a future trail location around the ball field in Manor Park. Nielsen suggested
staff take a look at the location to determine if the trail can be extended around the tennis court as well. He
discussed post construction which would identify trail distances.
Hartmann suggested there may be neighborhood input. Mangold suggested a letter be sent out.
Hartmann suggested adding a composting bin at Freeman Park similar to the one in use at the garden at the
Skate Park. She also suggested adding another free little library. Nielsen stated he would welcome any
more ideas.
Dietz asked if the Park Commission should be touring the golf course site. Nielsen stated two members are
on the committee already, and they should speak up if they have any ideas of what should be there. Nielsen
discussed possible uses for the golf course site.
8. OPTIONS REGARDING HOCKEY RINK AT FREEMAN
Nielsen stated he didn’t have information this evening on this item and would like to postpone it to another
date. Commissioners discussed moving the hockey rink and downsizing the rink size at Freeman.
9. COMMUNITY GARDENS – LAYOUT AND COST ESTIMATES FOR WATER
Commissioners discussed the expansion of the garden at Freeman and the location of proposed water
access. Nielsen noted the location of a utility line and stated we are not suggesting it be expanded this year.
He noted the skate park gardens are being expanded about fifty percent. The garden at Freeman is full for

this season. He explained how the water line would be constructed to service the garden. He reviewed a
possible expansion area at Freeman. He noted existing ash trees would probably be removed at some point
but not this year. He also noted he needs to get an updated cost for the water line construction. He stated
this is information for now until that cost is obtained. We can also discuss tonight whether fencing should
be added.
Hartmann asked if there is a waiting list. Nielsen stated there are a couple people who couldn’t get in at
Freeman and have been assigned to space at the Skate Park.
Nielsen stated there is a feature on the website called Mind Mixer to discuss the golf course project and ask
questions. He invited Commissioners to attend the meetings.

Mangold asked if there is an update on the Skate Park graffiti. Nielsen stated he would talk to Brown to
see what the status is on the removal.

Hartmann moved, Stelmachers seconded, to adjourn the Park Commission Meeting of, 2015 at 8:36 p.m.
