RESOLUTION NO. 15 -042
A RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR
THE STAR LANE AND STAR CIRCLE IMPROVEMENTS
CITY PROJECT 14 -11
WHEREAS, pursuant to an advertisement for bids for local improvements
designated as the Star Lane and Star Circle Improvements, City Project 14 -11, bids were
received, opened on April 30, 2015, tabulated according to law, and such tabulation is
attached hereto and made a part hereof, and
WHEREAS, the City Council has determined that Valley Paving, Inc. of
Shakopee, Minnesota is the lowest responsible and responsive bidder in compliance with
the specifications.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Shorewood as follows:
1. That the Mayor and City Clerk are hereby authorized and directed to enter
into a contract with Valley Paving, Inc. in the name of the City of Shorewood, Project No.
14 -11, according to the plans and specifications therefore approved by the City Council
on file in the office of the City Clerk, including Alternate No. 1 Watermain Extension.
2. That the City Clerk is hereby authorized and directed to return forthwith to
all bidders the deposits made with their bids, except for the deposits of the successful
bidder and the next two lowest bidders, which shall be retained until a contract has been
signed.

Bids were received for the above - referenced project on April 30, 2015 and were opened and read aloud.
Five bids were received. The bids were checked for mathematical accuracy and are tabulated and
summarized below.

The lowest bid received is from Dave Perkins Contracting, Inc., however this contractor did not provide
the Contractors Verification of Compliance Form as required by Minnesota Statutes and the Instructions
to Bidders. The Dave Perkins Contracting, Inc. bid is therefore not a responsive bid. All of the other
bidding contractors provided the Contractors Verification of Compliance Form with their bids, as required
by the Instructions to Bidders.
The next lowest bid was submitted by Valley Paving, Inc.in the amount of $664,997.03, which is lower
than the Engineers estimate of probable construction cost of $763,315.00. The feasibility report estimate
was $832,117.00.
The bid amount for Alternate No. 1 Watermain Extension is 5106,062.00. With construction
contingencies and indirect costs the post -bid construction preliminary assessment estimate is $10,900 per
parcel. Property owners would be responsible for the costs and contracting the connection to the water
service from the curb box at the property line to their house. Private wells are required to be disconnected
from the public water supply as property owners connect to the system.

When considering the bids received, Council should consider award of the project with or without the
watermain extension. By City policy, the watermain extension is the only portion of the project that is
assessed to the adjacent benefitting properties. If Council decides to award this construction project, the
lowest responsive bid was received from Valley Paving, Inc. in the amount of $558,956.13 for the street,
sanitary sewer and storm sewer improvements, or 8$665,018.13, the grand total amount bid with
Alternate No. 1 Watermain Extension.
