1 January 2016 Shore ReportKeep Shorewood Great: Get Involved is easy to ignore how things get done in the city: your street gets plowed, your toilet flushes and everything goes away, your park is mowed and your potholes get filled. Now you can be a part of the system by joining one of Shorewood's commissions or representing the city on a board. Planning Commission There are currently openings available on the Planning Commission. The Planning Commission serves as an advisory commission to the City Council on planning and development issues. The Planning Commission meets the first Tuesday of the month at 7 pm. A tentative second meeting is scheduled for the third Tuesday as needed. Park Commission There are openings on the city park commis- sion. The Park Commission serves as an advi- sory commission to the City Council on park and park programming issues. The Park Commission meets at 7 p.m. on the second Tuesday of the month. Bnard Annnintments The City Council appoints representatives to several boards each year. Currently, Shorewood is seeking representatives to serve on the Lake Minnetonka Communication Commission board, and the Minnetonka Community Education board. Representatives would serve one to two year terms and would attend board meetings. Representatives report back to the City Council as needed. Citv Council Approves 2016 Budget n December 7, the Shorewood City Council approved the 2016 general fund budget and tax levy. The operations of the city are being funded with a 3.0% increase in the city property tax levy. The increased taxes total $147,944 and are spread over almost 3,000 properties. This is only the third increase in the property tax levy in six years. The council and staff worked hard to hold the line on property taxes, while providing the same level of front -line services. The City of Shorewood gets approximately 23% of each property tax dollar. The remaining 77% goes to Hennepin County, the Minnetonka or Westonka school districts, and taxing districts such as the Met Council, Metro Mosquito Control District, Minnehaha Creek or Riley Purgatory Bluff Creek watershed districts, and others. The city portion of your tax dollar is used to provide police and fire service, parks and recreation, road maintenance, snow plowing, election administration, newsletter and website publications, ball field maintenance, and other services. Although most homeowners should see only a modest increase in their property tax due to city budget decisions, individual property taxes may have changed due to home valuation differences and increased tax levies from other jurisdictions. Home values are based on the estimated taxable value on January 2, 2015 as determined by the Hennepin County Assessor. The 2016 budget and tax levy are available on the city web site, www.ci.shorewood.mn.us. Holiday Light Recycling id this holiday season leave you with a few unwanted or unworking holiday lights? Don't toss them in the garbage -- recycle them! The City of Shorewood collects holiday lights for recycling. Unwanted extension cords are also accepted. Simply bring your Ice Safety Enjoying the lakes in Minnesota during the winter helps with the winter blahs, whether you like to ice fish, snowmobile orjust take a walk across the lake from time to time. Safety Tips: • Remember there is no such thing as 100% safe ice! • The DNR recommends the following minimum ice thickness for your safety: 13" to 15" for a medium truck; • 8" to 12" for a car or small pickup; • 5" for a snowmobile o r ATV; • 4" for a single person or ice fishing; • 2" or less, STAY OFF! IRS Phone Scam: Don't Be a Victim The IRS continues to warn consumers to guard against scam phone calls from thieves intent on stealing their money or their identity. Criminals pose as the IRS to trick victims out of their money or personal information. Here are several tips to help you avoid being a victim of these scams: • Scammers make unsolicited calls. Thieves call taxpayers claiming to be IRS officials. They demand that the victim pay a bogus tax bill. They con the victim into sending cash, usually through a prepaid debit card or wire transfer. They may also leave "urgent" callback requests through phone "robo- calls," or via phishing email. • Callers try to scare their victims. Many phone scams use threats to intimidate and bully a victim into paying. They may even threaten to arrest, deport or revoke the license of their victim if they don't get the money. • Scams use caller ID spoofing. Scammers often alter caller ID to make it look like the IRS or another agency is calling. The callers use IRS titles and fake badge numbers to appear legitimate. They may use the victim's name, address and other personal information to make the call sound official. • Cons try new tricks all the time Some schemes provide an actual IRS address where they tell the victim to mail a receipt for the payment they make. Others use emails that contain a fake IRS document with a phone number or an email address for a reply. These scams often use official IRS letterhead in emails or regular mail that they send to their victims. They try these ploys to make the ruse look official. • Scams cost victims over $23 million. The Treasury Inspector General for Tax Administration, or TIGTA, has received reports of about 736,000 scam contacts since October 2013. Nearly 4,550 victims have collectively paid over $23 million as a result of the scam. The IRS will not: • Call you to demand immediate payment. The IRS will not call you if you owe taxes without first sending you a bill in the mail. • Demand that you pay taxes and not allow you to question or appeal the amount you owe. • Require that you pay yourtaxes a certain way. For instance, require that you pay with a prepaid debit card. • Ask for your credit or debit card numbers over the phone. • Threaten to bring in police or other agencies to arrest you for not paying.
