EXECUTIVE SUMMARY The 2016 Trunk Watermain Extension Project, City Project No. 16-04, was initiated through petition by Oppidan for the Shorewood Senior Living Facility located along Chaska Road. Improvements proposed for construction in 2016 include the extension of approximately 3,500 feet of ductile iron pipe (DIP) watermain from the intersection of Yellowstone Trail and Minnetonka Drive to the south property line of the development. The opinion of probable project cost for the proposed improvements is $1,512,200, which incorporates 2016 construction costs and includes a 5% construction contingency and indirect costs in the amount of 25% of the estimated construction costs. The indirect costs include legal, engineering, administrative, and financing considerations. Funding for the project will come from the City Water Fund and the developer of the Shorewood Senior Living Facility. It is proposed that construction will begin in September 2016 and be substantially completed by mid-November 2016, including the first lift of bituminous pavement and all restoration items. The final lift of bituminous is proposed to be installed in June of 2017. This project is feasible, necessary, and cost-effective from an engineering standpoint and should be considered as proposed herein. The economic feasibility of this project will need to be determined by the City Council. INTRODUCTION 2.1 Authorization As part of the Oppidan Shorewood Senior Living Facility development, a petition, including financial securities, requesting the preparation of an Engineering Feasibility Report for the 2016 Trunk Watermain Extension Project has been received by the City of Shorewood. This project has been designated as City Project No. 16-04. 2.2 Scope/Project History The Shorewood Senior Living Facility is currently under design review by WSB & Associates, Inc. staff. The property is proposed to begin construction in the summer of 2016. Currently there are no water facilities located along State Highway 7 or Chaska Road to serve the property. To properly serve the facility, watermain will need to be extended from the intersection of Yellowstone Trail and Minnetonka Drive, to the east along Yellowstone Trail, south along Glencoe Road, and east along Park Street to Pheasant Street. The extension will need to cross State Highway 7 from Pleasant Street to Chaska Road and extends along Chaska Road to the south property line of the development. EXISTING CONDITIONS 3.1 Watermain Currently there are no water facilities located along State Highway 7 or Chaska Road to service the Shorewood Senior Living Facility. There is an existing 16-inch ductile iron pipe (DIP) main located at the intersection of Yellowstone Trail and Minnetonka Drive and 6-inch DIP located at the intersection of Academy Lane and Glencoe Road and along Park Street from approximately 140 feet west of Grant Street to Pleasant Avenue. The existing 6-inch main located at the intersection of Academy Lane and Glencoe Road and along Park Street extends from the City of Excelsior's water distribution system whereas the existing 16-inch main located at the intersection of Yellowstone Trail and Minnetonka Drive extends from the City of Shorewood's water distribution system. Currently, City of Shorewood residents located along Glencoe Road, Academy Lane, Park Street, and Grant Street are served by the City of Excelsior as the existing 16-inch main located at the intersection of Yellowstone Trail and Minnetonka Drive is the only Shorewood watermain facility within close proximity. Residents not connected into the existing watermain located along Glencoe Road, Academy Lane, Park Street, and Grant Street and within the proposed project limits are served by individual, on-site wells for water supply. 3.2 Street Yellowstone Trail east of Minnetonka Drive, Glencoe Road south of Academy Lane, Park Street, and Chaska Road north of Mayflower Road are rural street sections (without curb) and vary in width from 15 to 26 feet with an existing right-of-way of 66 feet. All project areas contain landscaping, trees, and numerous other private improvements beyond the edge of the roadway but still within City right-of-way. Based on the age and condition of the existing pavement in this area, reconstruction of the roadways is not recommended in the Pavement Management Plan (PMP) at this time. 3.3 Sanitary Sewer The existing sanitary sewer system in the project area consists of 9-inch-diameter polyvinyl chlorinated (PVC)pipe installed at the same time the road was constructed in 1972. 3.4 Drainage The existing storm water collection system in the project area consists primarily of overland drainage ditches and culverts. A meeting will be held with the utility companies during the final design stage to coordinate utility conflicts and construction schedule. PROPOSED IMPROVEMENTS 4.1 Watermain The proposed watermain improvements include the installation of 16-inch DIP watermain extended from the intersection of Yellowstone Trail and Minnetonka Drive and the installation of 12-inch DIP to the east along Yellowstone Trail, south along Glencoe Road, and east along Park Street to Pheasant Street. The extension will need to cross State Highway 7 from Pleasant Street to Chaska Road. In addition, 8-inch DIP watermain will be stubbed out to adjacent roadways for future extension. The proposed water system improvements are shown on Figure 3.1 —3.4 in Appendix A. The extension of watermain from the intersection of Yellowstone Trail and Minnetonka Drive to serve the Oppidan Shorewood Senior Living Facility provides an opportunity for the City to extend new watermain to previously unserved lots, provides improved water quality and fire protection in comparison to on site wells and services Shorewood residents with the city water distribution system. One-inch diameter services will be extended to the right-of-way for each property, terminating with a curb stop. Property owners will be responsible for connection to the new water system from the curb stop to their house. It will also be the property owner's responsibility to disconnect their well and abandon it in accordance with State Statutes if it will no longer to be used as an irrigation well. Residents currently served by either the City of Shorewood or the City of Excelsior water system adjacent to the proposed watermain improvements will be on temporary water service during construction. Following construction, residents within the Shorewood City limits currently served by the City of Excelsior water system will be switched to the Shorewood water system. 4.2 Roadway Extension of the watermain will require open cut installation with full width street restoration. Streets disturbed by construction will be restored to the existing pavement widths and will consist of the following section: two inches (2") of bituminous wear course, two inches (2") of bituminous base course on eight inches (8") of Class 5 aggregate base (100% crushed limestone). The typical roadway section is shown on Figure 2 of Appendix A. 4.3 Storm Sewer The 2016 Trunk Watermain Extension Project does not intend to change nor alter the existing grades and drainage patterns that are currently within the project area. Any existing drainage facilities impacted by the project will be returned or replaced to their pre-project state. New concrete curb and gutter is proposed along the west side of Chaska Road. The new curb and gutter will provide conveyance of runoff and will require inlets to collect runoff and meet spacing requirements. The proposed storm sewer improvements will maintain the existing drainage patterns and discharge points to the greatest extent possible. Feasibility Report 2016 Trunk Watermain Extension Project City of Shorewood Project No.16-04 WSB Project No.2925-16 Page 6 4.4 Easements and right-of-way It is anticipated that work will take place within the existing roadway right-of-way or within existing drainage and utility easements. Additional permanent right-of-way or easement acquisition is not expected to be needed to construct the project as proposed. Temporary construction access on private property may be required to accommodate driveway or boulevard restoration. Written permission or waiver of trespass agreements will be secured from private property owners for these encroachments. 4.5 Permits The anticipated permits and the respective regulatory agencies are listed below: Minnesota Pollution Control Agency (MPCA) (NPDES).........Erosion/Stormwater Permit Minnesota Department of Health (MDH) ........................................Watermain Extension 4.6 Detour Routes/Project Phasing Construction of the proposed improvements will require limited access during the work day when construction activities are in progress. However, the contractor will be required to provide access to properties to the maximum extent possible. City staff will work with the contractor to provide notice to residents for activities that may affect access. FINANCING 5.1 Opinion of Cost A detailed engineer's opinion of probable costs for the proposed improvements can be found in Appendix B of this report. The opinion of probable cost incorporates bid prices from the 2016 construction season including a 5% construction contingency. Indirect costs are typically budgeted at 25% of the construction cost and include engineering, legal, financing, and administrative costs. Funding for the project will come from the development, in the amount of$400,000, with the remaining project costs funded through the City Water Fund. CONCLUSIONS AND RECOMMENDATIONS The 2016 Watermain Extension Project includes the extension of new watermain from the intersection of Yellowstone Trail and Minnetonka Drive to the proposed Shorewood Senior Living Facility development located at 6000 Chaska Road. The total estimated cost for the 2016 Trunk Watermain Extension Project is $1,512,200, funded through the City Water Fund and the development. This project is feasible, necessary, and cost-effective from an engineering standpoint. The project funding feasibility is subject to financial review by the City. Based on the information contained in this report, it is recommended to proceed with the improvements as outlined herein.
