General Fund Budget
Policy Consideration:
How should the City of Shorewood prepare the General Fund Budget, Capital Improvement Program
(CIP) and preliminary tax levy for 2017?
Background:
CIP
At the last budget work session there was considerable miscommunication regarding the Street
Maintenance Fund. Staff intends to present background information so that Council can gain a better
understand how staff have reached the current year proposal.
Mr. Brown has presented information to the City Council several years ago regarding the pavement
management system. That information is included in the packet. Staff rates the condition of each city
street on a periodic basis. We have a general practice of reconstructing streets when they reach a
condition of 3 or less. That is generally the point where lesser maintenance activities — mill & overlay or
seal - coating - are no longer effective because the underlying faults reappear soon after. The current
rating for each street is presented in tabular format both by condition rating and alphabetically.
Because of the large dollar amounts some of these projects represent, the City Council has reviewed the
streets both at the retreat and during the budget process for at least four years. The Council has
directed staff to delay several streets on the basis of cost. This has happened on a regular basis because
current funding sources are insufficient at some point in the maintenance cycle to cover all the streets
that need attention. We have attempted to resolve some of the problem through modest annual
increases in the amount transferred into the fund. However, the amount needed at the point of
reconstruction some of the major cost streets will require either additional resources or a decision that
we will choose to reconstruct streets on some basis other than pavement condition.
The City Council needs to make a choice soon so that residents have some assurance of when to expect
maintenance activities on their road. This is the essence of good maintenance planning — that we know
on what basis we make decisions and that those plans are then carried out as presented to residents.
The Street Improvement fund increase is from $740,000 to $755,000 for next year. While this doesn't
cover deficits created by major street reconstructions, it does improve our ability to cover the cost of
mill & overlay projects and seal- coating streets.
For discussion purposes, we have shifted all of the island street projects to 2017 to coordinate with the
possible Minnetrista project on Enchanted Lane. Staff will present how this affects the fund balances
through use of the Financial Management Plan spreadsheets. If we leave the projects in 2017 as
discussed, then the deficit for the fund is about the cost of those island road projects which total
$509,000. If they stay out in 2023 and 2024, then the fund is substantially in balance until 2021. At that
point we will have the reconstruction of Glen, Amlee and Manitou roads to fund which will likely require
bonding if they are done to correct the drainage and subsoil conditions that currently exist.
Genera! Fund Budget
Budget items have been updated with the changes adopted by both the Police and Fire boards at their
recent meetings. There will still be some modest changes as staff discusses other potential cost
increases for next year.
Financial or Budget Considerations:
This budget increases the tax levy by 2% for 2016. Until we have good costs for the Police and Fire
increases, we won't have a very good idea of our total cost increase. The amount of fund balance used
should be about similar to 2016 if the increases are around 3% overall. This is within the parameters of
the fund balance policy. The $85,000 Comp Plan costs is a one -time cost which will mitigate the ongoing
use of fund balance in future years. The City Council needs to determine if this is acceptable on a
preliminary basis. Once the preliminary tax levy is set by September 30, the tax levy can only be
decreased. The city council has the option of increasing the preliminary levy to any level desired up to a
fully balanced budget. The tax levy could then be reduced at the point of final budget and levy adoption
in December if the Council chooses to reduce expenditures or increase other revenues.
Options:
The City Council is encouraged to discuss the budget as presented and any proposed changes with staff.
Recommendation / Action Requested:
Staff recommends that the City Council determine what amount of tax levy increase is necessary in
order to provide a reasonable level of service for the next budget year.
Next Steps and Timelines:
The City Administrator and Finance Director intend to continue discussions regarding capital and budget
items through the Truth -in- Taxation hearing in December.

INTRODUCTION
The City of Shorewood owns and maintains 52.0 miles of asphalt pavement. The ownership,
maintenance, and reconstruction of this infrastructure represents one of the most significant costs
that a City incurs Having an accurate and effective pavement inventory system is critical to properly
managing the investment of pavements.
Each year, the Public Works Department performs a Pavement Inventory and Management
evaluation, utilizing what is known as the PASER Pavement Surface Evaluation and Rating System that
was developed by Engineers at the University of Wisconsin, Madison. This system of evaluation has
been utilized by many agencies across the nation to evaluate and manage pavement inventories.
When addressing Pavement Management Inventories (PMls), there is a vast array of programs that
range from very complicated, data intensive collections, and often time costly processes, to those
that are simple to perform with minor costs involved.
There certainly are pros and cons associated with each methodology used. Many of these inventories
involve having technicians count and measure each crack in the asphalt (for example), as a measure
of stress and deterioration. This type of inventory is very laborious and costly to perform. Other
systems include a falling weight which measure the resulting deflections in the pavement and
resultant vibrations through the strata of pavement and subgrade soils, to evaluate subsurface
conditions. Staff is of the opinion that all of these methods lead to very similar answers.
Staff opted to draw upon the experience from the City of Hopkins, Minnesota Engineering
Department. Hopkins had contracted to have a soils testing firm evaluate every roadway utilizing at
dynamic hammer and sensors. The result was a very sophisticated (and expensive) model of exactly
what was occurring with the structure of every roadway. Certainly, this was a very valuable tool.
However, it was later discovered that the data obtained had a very limited shelf life, as each year the
normal frost cycles of winter took their toll and changed the subgrade condition. To paraphrase the
City Engineer at the time, "PMI programs, such as PASHER, result in the same answer that that the
sophisticated programs arrive at, and is a system that is easily understood by staff, City Councils, and
the public.

Very simply, each pavement is rated on condition from a rating of 1 to 10. A graphic that simplifies
the process in a much abbreviated way, is shown below. The complete process of evaluation can be
found in Appendix A of this memorandum.
In addition, the City Council had previously approved the Pavement Reconstruction Decision Matrix, as shown
below.

VERSUS
Currently, the City of Shorewood has seven roadways that are rated below a PMI index of 4. The City has
adopted a goal of keeping our pavements at a PM index of 4 or greater.
