INTRODUCTION
In the September, 2015 issue of Shore Report, the Shorewood City publicly announced a request to invite city
residents to apply to serve on a volunteer Traffic Committee ( "Committee ") to be formed for the purpose of
advising the City Council on traffic issues, with an initial focus on the review of the Smithtown Rd., Country
Club Road, Yellowstone Trail and Lake Linden Drive corridor.
The Shorewood City Council, at its September 14, 2015 meeting, accepted applications from the following
Shorewood residents to serve on the Committee:
Susanne Aspley, Chris Gehrke, David Cooley, Sandy Finke, Jeff Coplan, Ed Hasek, Kathy Curry, Ken
Huskins, Teresa Elsbernd, John Mohn, Bob Gagne, Tom Renard, and Angela Nelson
The Committee held its first meeting on October 22, 2015 at the Shorewood City Hall. Joining the Committee
were expert Chuck Rickart, WSB Engineer (retained by the Shorewood City Council) and City staff members
Larry Brown, Public Works Director, Paul Hornby, City Engineer and Brad Nielsen, Planning Director. At that
meeting, Ken Huskins and Teresa Elsbernd were elected by the attending Committee members to serve as Co-
Chairs to facilitate the meetings and activities of the Committee.
The Committee's purpose and role were informally defined by the Committee as:
"Made up of volunteer citizens of Shorewood, the role of the Traffic Committee is to act as an advisory
committee to the Council to identify possible solutions to the existing traffic and anticipated increased
traffic situation as it relates to the development at MCC. Our role is NOT to explore the feasibility of,
cost or even how these suggestions might be implemented IF indeed they are acted upon by the
Council. Our discussions of solution concepts should not be limited in any way."
The following informal mission statement was agreed upon:
"To identify logical, safe and efficient ways to move traffic from the residential areas to the main
thorough- fares, namely east -bound Hwy. 7 and southbound Hwy. 41."
The following roads and intersections were identified as the key areas to address with regard to traffic calming
and /or traffic alternatives affected by the MCC development:
• Smithtown Rd
• Intersection of Smithtown Rd. and Country Club Rd..
• Intersection of Smithtown Rd. and Cty. Rd. 19
• Country Club Rd.
• Intersection at Yellowstone Trail and Country Club Rd
• Yellowstone Trail
• Intersection at Yellowstone Trail and Lake Linden Dr.
• Lake Linden Dr.
• Intersection at Lake Linden Dr. and Hwy. 7
The Committee's discussions were focused on SAFETY, SPEED AND VOLUME MANAGEMENT, and
ENCOURAGING TRAFFIC TO UTILIZE THE MAIN THOROUGH -FARE (County Rd. 19) FOR ACCESS ONTO
HWY. 7 AND RT. 41 INSTEAD OF THE INDICATED RESIDENTIAL NEIGHBORHOOD STREETS.
METHODOLOGY
The Committee met approximately every two weeks between 10/22/2015 and 2/4/2016 (10/22, 11/5, 11/24,
12/10, 1/7, 1/21, 2/4). The agendas and minutes are attached. Specific streets and /or intersections were
discussed at each meeting. City staff provided large maps of the areas being discussed and the Chuck Rickart
provided background of previous relevant traffic studies and technical data. All Committee members were
encouraged to contribute their thoughts and suggestions which were then discussed by all of the Committee
members in attendance. Details of these interactive discussions and provided visuals can be found in the
Appendix, along with +R the °++ ;Ahed Committee meeting minutes. To repeat, the ideas presented in this report
are those of concerned, impacted residents and are not represented as expert opinions. While Committee
members did, in a general way, consider factors such as relative cost and technical possibilities, the Committee
saw its role exclusively to surface `concept solutions', fully recognizing that it would be left to others
commissioned by the Shorewood City Council to vet for the level of feasibility with respect to cost, technical
implementation, and legal implications.
At the final two meetings of the Committee, there was a scoring of the concept solution ideas using a high,
medium, and low perceived value scale. All attending Committee members individually contributed to the
scoring. These are presented herein for the City Council's consideration.
FINDINGS
All ideas offered by members and discussed are documented in the report with more emphasis on those
concepts that had greater support/interest shown by Committee members. Attached is the working table of idea
descriptions, pros /cons, and popularity scoring.
No matter what other action the City Council takes, the Committee reached a very strong consensus that two
things must occur for any traffic control /calming attempts to be successful:
1. Enforcement of existing laws and mandates that might arise as a result of the implementation of any of the
stated concepts MUST occur.
2. Education and visible reminders are imperative for most of the concepts, if implemented, to work. Signage,
mailings / notices to all residents, etc. will be critical for implementation to take hold and for drivers to truly be
able to adopt and adapt to the change.
A majority of the Committee regularly present at our meetings is in favor of ensuring that the maximum
available right of way on all of these roads be secured and used in the consideration of traffic safety and
volume management.
Finally, the Committee discussed, and agreed, that it is essential that the residential character of the existing
neighborhoods be maintained along the Smithtown Rd. — Country Club Rd. — Yellowstone Tr. — Lake Linden
Dr. corridor and that that the corridor remain safe for pedestrian use.
CONCLUSION
A majority of the Committee is concerned and believes that the Mattamy development WILL increase the
volume of traffic on the roads we considered beyond the volume seen today. And, we also sense that the
current road characteristics are even sub - standard for the present traffic pre - Mattamy development. All of this
is to say that the Committee strongly believes that the City Council must act on some solution and not be
satisfied to maintain the status quo.

1. First meeting of the Traffic Committee — Introductions
Chuck Rickart, Professional Engineer at WSB and Associates, introduced himself and provided
background on his over 30 years of experience in the engineering field and with traffic issues. He noted he has
been contracted with the city to facilitate the Traffic Committee meetings, and to provide technical expertise as
well. Staff members and members of the Traffic Committee introduced themselves. Committee members
indicated where they lived in Shorewood, and some discussed why they wanted to serve on the Traffic
Committee.
Director of Public Works Brown explained the level of experience that Engineer Rickart brings to the
Committee. He reminded members to be respectful of each other's opinions, noting there will be differences of
opinion amongst the group. He also indicated they will be diligent to be respectful of the time, noting the
meetings will begin at 5:30 PM, and be kept to one hour. It is expected the monthly meetings will last six
months. Discussion centered on possibly having longer meetings in order to get the job done. It was noted the
budgeted amount is for one -hour meetings for six months; this may be extended upon Council direction. Engineer
Hornby explained the meeting would be facilitated by Engineer Rickart, there will be a Committee Chairperson
appointed, and he and Director Brown are present to provide technical resources for Engineer Rickart. In
response to Committee members expressing the need for information to be provided in advance of the meetings,
it was explained that this will be done.
2. Purpose of the Traffic Committee
Engineer Rickart indicated this first meeting is a "kick -off' meeting; he has provided a packet of
background information that will be used at reference throughout the future meetings. More information will be
provided for the Committee based on the direction the Committee takes. He noted the purpose of the Committee
is to review traffic issues, initially around the Minnetonka Country Club area, but it will likely include other
areas of the city. A report/recommendation will be made to the City Council after the six -month period. He noted
his role is to provide the technical information that the Committee will need in order to make its
recommendations to the Council.
Engineer Rickart indicated the need to choose a Chairperson of the Committee. Engineer Hornby noted
that the Chairperson, along with Engineer Rickart would present the Committee's recommendations to the City
Council.
Chris Gehrke nominated Ken Huskins to be Chairpeson.

Mr. Huskins suggested that anyone interested in serving as Chairperson indicate so.
The Committee was asked who was interested. (Teresa Elsbernd arrived 5:50 pm).
Teresa Elsbernd introduced herself and expressed an interest in serving as chairperson.
Considering people's schedules, Mr. Huskins suggested there be co- chairs, rather than an individual
chairperson.
Mr. Huskins indicated an interest in serving as co- chair. The Committee agreed that Ms. Elsbernd and
Mr. Huskins would serve as co- chairs.
3. Guidelines and Standards
Engineer Rickart discussed guidelines and standards. Road designations were explained, some being
State Aid streets, which have to meet certain construction requirements and design standards to qualify for state
aid funding. Lake Linden, Yellowstone, Smithtown, and Country Club Road were identified as State Aid streets.
Mr. Huskins asked if the Committee's recommendations suggest something that does not meet the state
aid requirements, can the state aid classification be removed. Engineer Rickart noted that any state aid funds that
have already been put into those roads would need to be paid back. It was discussed that portions of some of the
roads have received state aid funds.
Engineer Rickart stated that any suggestions the Committee may have, the Committee will take into
consideration the impact it has on state aid requirements to determine if it is a viable option. It was noted that
changes to state aid requirements and standards are possible through the variance process. Engineer Rickart
stated it can be done but would need justification.
The task of the Committee to come up with ideas after being provided with the framework of what
currently exists was discussed. There are current city and state guidelines that need to be followed; it is the role
of the facilitator to provide the Committee information on those guidelines. The Committee discussed the need
for a procedure to change the policy if it isn't working.
4. Issue s /Concerns /Prioritization
Engineer Rickart discussed past traffic studies performed in Shorewood in 1999; at that time a major
concern was cut through traffic on Country Club Road. Results of the study prompted the change of the
intersection at County Road 19 and Smithtown Road. Traffic volumes were discussed and it was noted that by
2005 traffic volumes were down 20 %. From 2005 -2013, Smithtown Road traffic was up slightly; Country Club
Road has stayed fairly consistent. hi response to concerns raised, Engineer Rickart explained when the studies
were done and how the numbers are adjusted based on time of day. Additional information could be provided.
Engineer Rickart stated they are required to do traffic counts every four years on State aid roads. It was noted the
information is then posted on the MnDOT website. It was noted the Committee seems to be getting bogged down
with details; a broad picture is sufficient.
Speed and traffic control were identified as issues. Cut - through traffic, site distance, and cyclist traffic
are also issues. It was noted the Concept stage plan for the Country Club development has been approved and
access points to the development on the Concept stage plan include one on Yellowstone and two on Smithtown.
The exact locations of the access points will be determined in the Development stage plan.

Other issues identified and discussed were: what kind of traffic is moving through the area (residential,
refuse trucks, etc); whether we agree cut - through traffic is an issue; how to move vehicles through neighborhoods
safely rather than prohibiting traffic.
Engineer Rickart explained the hierarchy of roads; noting there are State roads, arterial roads, minor
arterial roads, collector roads, and local roads. The road classification will be identified for the Committee as
discussions continue.
Further discussion took place on cut - through roadways and it was noted there are other problem traffic
areas in the city. Mr. Hasek recommended everyone read the City's Comprehensive Plan (available online) to see
what traffic guidelines are identified. He noted he is more concerned about safety than volume of traffic and
suggested there be more stop signs be installed on Country Club Road. He suggested if we have to prioritize
things, the roads around the development should be considered first.
Mr. Cooley noted he proposed the consideration of turn lanes for traffic moving east on Smithtown at
Country Club and traffic morning north on Country Club Road at Smithtown.
Mr. Moen expressed that half of the traffic from the new Country Club development will likely go south
on Country Club Road to Hwy. 7; he is concerned about the increase in traffic that will be on Yellowstone, which
he drives every day, noting there's no shoulder, people walk and bike on it every day, and the site lines are bad —
this is a high area of concern for him. Mr. Hasek noted that although it is shorter to cut - through Country Club
Road to get to Hwy 7 and Hwy 41, it is faster to get there by taking Cty Rd 19 to Hwy 7.
Ms. Elsbernd noted another area of concern is the traffic light/intersection at Hwy 7 and Cty Rd 41. Ms.
Elsbernd would like to know the time frame for the Committee's recommendations; she also suggested a large
map of the city streets be provided at the next meeting, so the Committee has a visual idea of what they are
looking at thoughout future meetings.
Director Brown stated they would try to develop a schedule for decisions, and noted the City Council has
asked this group to come up with suggestions for traffic control on the roads around the Country Club
development. Mr. Cooley suggested having more than one feedback session with the City Council.
5. Future Meeting Schedule
Committee members discussed the future meeting schedule, having longer meetings, and meeting every
two weeks rather than monthly. The next meeting will be on November 5, 2015.

1. APPROVE OCTOBER 22, 2015 MEETING MINUTES
No motion was made to approve minutes.
2. SET GOALS OF THE COMMITTEE
Elsbernd stated she thought it might be important to discuss the role of this Committee and to
come up with a mission in order to determine what our purpose is. She stated the role is to act as
an advisory commission to the City. The role is not to figure out the feasibility of or how
discussion might be implemented.
Hasek stated the co- chairs need to decide between them who will run a particular meeting.
Elsbernd stated our purpose is to find logical, safe and efficient ways to move traffic from the
residential areas to the main roadways. Hasek stated he believed the purpose was to determine
the purpose of particular roadways and what the role of Freeman Park is and whether the park is
overscheduled. He stated the most critical thing is everything that has to do with the
development.
Huskins stated discussion should also center on getting traffic out from neighborhoods and how
they travel safely through the city without cutting through another neighborhood. For example, if
a vehicle is on 19, how to we keep it on 19. Nelson stated we may not be able to do that; it would
be more important to get vehicles to drive responsibly.
Elsbernd hoped to identify a few objectives tonight and separate into two subcommittees and
address a specific area, then come together and share the ideas. Hasek discussed problems
associated with that. He encouraged having two groups discussing the same topic and sharing
ideas. He thought it was important if we do break apart into two groups, it would be best if it
were done without input from the Planning Commission or City Council.
Huskins stated there is nothing to rubber stamp. If he felt the time would be wasted, he wouldn't
be here.
Sundberg stated the City Council really does want this group's input and their ability to come up
with creative ideas. The development is going to happen. The other thing is she doesn't plan to
attend every meeting; she just wants to make sure they have what they need to do their work.
Elsbernd stated she doesn't want to break into two groups to discuss the same subjects. She
suggested 4 -6 problem areas be identified now, and they be assigned to a particular group to
discuss. She stated anything can be suggested from new roadways, adding signage or
signalization.

Hasek suggested the roles and mission statement be provided for the next meeting. Elsbernd
stated the main purpose of the roles is to agree we aren't experts — we are citizens which gives us
a unique perspective. She stated a mission statement can be sent by e -mail to everyone. Hasek
stated the feedback from tonight can be included.
Homby stated staff can look alternatives brought up by the committee and look at ways to make
them happen. Rickart stated we want to get all the ideas identified first and then start going
through each one to dissect and identify any issues.
Hasek stated a question he would have is why we can't take right -of -way from properties instead
of moving a roadway. Aspley suggested identifying the roads.

Committee members identified the following roadways and associated problems:
Highway 41 and Highway 7 intersection — delays at the intersection because of the backup, safety
issue, such a small area looking southbound, people coming from parking lot don't understand
they don't have the right -of -way.
Lake Linden and Yellowstone — problems when it rains, there's a sinkhole area, sidewalk to
nowhere, many people would like to see Lake Linden closed.
Highway 19 to Country Club Road, roads which access Highway 19, Pleasant Road and Highway
19.
Yellowstone Trail — erosion issues and lack of street lighting
Eureka Road
Hasek request 11 x 17 right -of -way or plat maps for these various areas would be helpful at the
meetings.
Intersection of Country Club Road and Yellowstone.
Intersection of Eureka and Smithtown\ and increase in traffic from the Country Club
development. The volume on Smithtown will increase significantly.
Highway 19 and Glen Road — turning off 19 to get onto Glen Road near Xcel Energy.
Huskins identified Country Club Road from Smithtown to Yellowstone. The city has indicated it
is substandard in design and construction. Speeding is a primary concern as well as the volume
of traffic.

Elsbernd summarized the list in order to rate importance:

Elsbernd asked for suggestions of what will be the priority.
Hasek suggested members take time to read the Comprehensive Plan, to read roadway definitions
and plans for the future. He read excerpts from the Plan which identified problem areas. The
Plan was written in 2009. Problems were identified then for various roadways. The roadway
needs to be addressed immediately as it abuts the development. The intersections need to be 4-
way stops. There are major design issues that need to be resolved.
Gagne stated Country Club Road has always been a problem, and the city will need to spend a ton
of money to fix the road. He stated shutting it down is always an option. Hasek discussed public
safety issues if that is done.
Huskins stated that the approved Mattamy concept design only has access shown to Smithtown
Road and Yellowstone Trail. Hasek stated adding 4 -way stops was suggested as a way to slow
traffic on Country Club Road.
Hasek stated making it a 1 -way street would also be an option. Widening the streets or adding
traffic circles were also suggested at Country Club and Smithtown and Smithtown and 19.
Huskins stated turn lanes going north on Country Club Road turning on Smithtown and 19. He
stated he would like to look at Country Club Road as one way north and Minnetonka Drive as one
way south.
Elsbernd suggested adding another access to Highway 7 by buying some properties. She didn't
know how possible that would be with wetlands in the area. She also suggested reworking the
Cub parking lot in order to add a turn lane. She stated some of the parking spaces at Cub have
never been used from what she could see. She suggested a bike path or walking path to get to
MMW across Highway 7. Huskins suggested a flyover or pass over road to MMW without
having to go the 7/41 intersection.
Elsbernd suggested devoting the next meeting the roadways surrounding the Country Club
development.
Rickart suggested a realignment of Country Club Road so that it doesn't intersect at Yellowstone.
It was suggested Country Club road be dead ended and an access road to Yellowstone be through
the development.
Hasek suggested those in favor of making a one -way roadway on Country Club Road should
spend time before the next meeting studying how it would work and should do the same with
other suggestions such as dead ending the roadway.

Elsbernd stating getting traffic onto Smithtown as much as possible is the goal.
Hasek believed 4 -way stops on Country Club Road are a priority, the road should not be widened,
the roadway should be striped, and the speed limit should be lowered to 20 miles per hour. Signs
should be larger, and there needs to be police enforcement.
Committee members discussed who is driving on Country Club Road. Hasek stated he didn't
have a problem with the people who are accessing the shopping centers. He had a problem with
the ones who travel from one end to the other and do not stop anywhere.
hi response to a question from Hasek, Rickart discussed the nature of traffic on roadways with 4-
way stops.
Gagne stated we also need to focus on the needs of the 140 new families in the new development.
Elsbernd stated instead of improving Country Club Road, the road might be better in the middle
of the new development.

Elsbernd suggested the next meeting be in two weeks on November 19 at 5:30 p.m. and
keep it to one hour. She suggested delving into ideas suggested this evening.
Committee members discussed the number of meetings. Brown stated staff has indicated
that they need to go back to the City Council to identify the goals that need to be
addressed. Also, is this the group or is there another group that will carry on from this
group. He indicated staff will be asking the City Council for their guidance at their
meeting on Monday.
Hasek stated he would like to have topo maps provided. Elsbernd stated that would be
more detail than this group needs. Huskins stated at some point, there might need to be a
public safety representative present to address those issues.

Finke stated the 5t' paragraph should read, "Elsbernd" hoped to identify... rather than "Finke ".
Rickart stated Ken Huskins would like to change the minutes on page 3, to strike the sentence "Huskins
stated he believed there will be access onto Country Club Road from the new development" and replace
with "Huskins stated that the approved Mattamy concept design only has access shown to Smithtown
Road and Yellowstone Trail." And in the next sentence, strike "Adding" and replace with "Hasek stated
adding ". And in the next paragraph change "Hasek" to "Huskins" stated making it a 1- way..." Huskins
agreed the changes were his recommendations.
Hasek believed it was him that made that the statement about 1 -way traffic. Huskins stated he also
recalled making the statement, but he was fine with the minutes reflecting either Hasek or Huskins, or
both made the statement.
Cooley stated he was not at the last meeting and had no recommended changes to the minutes. He did
believe Smithtown has been totally eliminated from the priorities. He believed everyone should go back
and state where they live and what their priorities are.
Elsbernd stated we will add Smithtown Road to the list. Cooley stated we also need to take into account
who will be living in the new development. Elsbernd suggested sticking with the minutes approval now.
Further discussion took place, and it was agreed to add "Smithtown Road and County Road 19 and
Smithtown and Country Club Road intersections" to the list on page 3 of the minutes.
Gagne moved, Finke seconded to approve the minutes with the changes as recommended. Motion passed
11 /1, with Huskins dissenting.
2. DISCUSSION
Elsbernd noted she was asked to prepare the mission statement role of the traffic committee. She read
the following that was distributed to the committee:
"Role of Traffic Committee
Made up of volunteer citizens of Shorewood, the role of the Traffic Committee is to act as an advisory
committee to the Council to identify possible solutions to the existing and anticipated increased traffic
situation particularly as it relates to the development at MCC. Our role is NOT to figure out the

feasibility of or even how these suggestions might be implemented IF indeed they are acted upon by the
Council. Our discussions should not be limited in any way.
Mission
To identify logical, safe and efficient ways to move traffic from the residential areas to the main
thorough fares, namely Hwy. 7 and southbound Hwy. 41
Chuck Rickart has also clarified a few points since the last meeting that I would like for you to be aware
of prior to tomorrow. He informed Ken and me of the following two points of clarification:
'As Paul Hornby indicated at the last meeting the primary task of the committee is to review traffic
calming or traffic alternatives to specifically to the roads adjacent to the Minnetonka Country Club
development including Smithtown Road, Country Club Road, Yellowstone Trail and Lake Linden Drive.
Other priorities and budget outside of this area will be discussed with the Council at a retreat after
January I st "
So, we will need to focus our discussions on these areas and not the Eureka intersection to Smithtown
Rd., Freeman Park and the Cty. Rd. 19 and Pleasant Rd. concerns which were raised at the last meeting.
"In addition, the committee will need to look at issues as if the (MCC) development was constructed,
with the requirements of the concept plan approval (i.e. they have to add an access to have a cul -de -sac
length that meets planning requirements on the west side). The concept plan for the development went
through an extensive review process and it was approved by the City Council. "
So, there cannot be any new access points from the MCC development onto Country Club Rd. which was
offered as a possible solution to the "cut- through" and speed concerns noted at our last meeting. "
Elsbernd clarified that those suggestions are off the table for discussion at this time.
Hasek noted that the ideas the committee provides to Council need to have solid thought behind them;
noting the committee needs to be thinking though ideas logically and pragmatically. He further stated he
believes the mission statement needs to include words such as those stated by Elsbernd, "to ideate and
recommend after thoughtful discussion and consideration ", unless the committee determines a mission
statement isn't needed because the committee knows what it needs to do. Further discussion on the
mission statement took place.
Nelson suggested the committee knows what it needs to do to get the job done. She felt the committee
was wasting a lot of time on these semantics.
2. Country Club Road — Safety /Operation /Pedestrians
Hasek noted Mattamy has applied for changes to their concept plan. He believed the committee should
have access to this. It was noted two additional lots were being added in the southwest corner. It was
noted there will be a public hearing on December 1 for this change. Committee members discussed how
this might impact traffic. Elsbernd asked for clarification of how this change will impact traffic.

Access points onto Smithtown Road were identified. Rickart was asked if there was a reason an up -to-
date map has not been provided. Rickart stated the access points are not final until after the public
hearing.
Elsbernd stated there are two access points planned along Smithtown Road — one is at the current
location, and another is further to the west. She indicated there is another access to the site from
Yellowstone Trail.
Gagne asked if the streets would be constructed in stages. Elsbernd stated this is a good question for the
City Council and not for this group.
Cooley discussed the need for safe traffic controls in this area. He discussed the need to relocate the
sidewalk until a turn lane can be added. Gehrke suggested a possible stop sign location.
Huskins stated he would like the group to recognize that this is a concept. He described and discussed a
roundabout location. He stated it would alleviate back up traffic in the area of Country Club Road. He
stated he could draw this out as a concept for review. He believed County Road 19 should remain
exactly as it is planned.
A committee member noted a roundabout is a good idea but not practical. The gas station would need to
be removed to begin with. The County just redid the intersection. It was stated the problem is County
Road 19 and Country Club Road are too close together. A stop light on Yellowstone and Country Club
Road would deter cut through traffic. Rickart discussed the difficulty with the recommendations.
Huskins discussed the possibility of making Country Club Road a one -way road.
Elsbernd asked for additional comments about a roundabout. Curry believed it was a wonderful idea.
Rickart stated a mini - roundabout is also an option. Hasek stated there are also two of them in Edina.
Rickart stated those were the first built in the Twin Cities, and we learned what needed to be changed.
Rickart was asked if a mini - roundabout would work in the Country Club Road location. Rickart replied
it might work. Hasek believed it would be a more possible use at the end of Country Club Road.
Committee members discussed educating motorists on the use of a roundabout. Rickart stated too many
signs would not be effective. He discussed similar concepts discussed in other communities. Huskins
asked if a similar use such as the airport uses would be an option. Rickart stated they use a "merging
diamond" which would not be an option. Nelson asked if the roundabout that does not use 19 would
cause backup problems. It was noted it would. The consensus was it was too close to the intersection to
have a roundabout.
Hasek asked Huskins if he had any engineering background. Huskins indicated he did not and was just a
concerned citizen. Hasek suggested he work with the City Engineer on his concept plan. Rickart was
asked to provide drawings of roundabouts for the next meeting. Huskins would also provide his
drawings.
Elsbernd noted a flyby elevation of County Road19 was suggested at a previous meeting. Hasek
discussed his concerns about the cost of such a plan. He believed it would be multi millions of dollars.
He proposed a full interchange.
Nelson stated the Council indicated the interchange at County Road 19 is not a part of what the Council
is asking the committee to discuss. She suggested we focus on what we can now. She asked what can be

done to for a turn lane. Cooley clarified the turn lanes on Country Club Road and cost effective
measures. Rickart stated any additional lanes would increase the capacity.
Committee members discussed how to make Country Club Road safe for cut through traffic. Hasek read
excerpts from previous traffic studies which identified safety needs such as bump outs, speed bumps, and
enforcement and education. Speed limit sign additions were suggested. He stated potential solutions
were offered, and the only thing done was striping and driver feedback. He stated he wanted to see the
road use as it is intended. He stated motorists should not try to pass garbage trucks. Cooley stated he
believed the driver feedback sign is a good idea and is very worthwhile. Curry suggested drawings be
provided of turn lane locations.
Elsbernd asked for suggestions for other improvements. Cooley suggested the sidewalks go all the way
down to Yellowstone. He believed the City has enough right -of -way to provide that. Rickart believed if
getting pedestrians off of Country Club Road is the goal, then that would be a good idea to extend the
sidewalk to Yellowstone. Committee members discussed bike trail locations. It was agreed there needed
to be trails for walkers and bikers. Elsbernd asked for input on stop sign locations on Country Club
Road. Committee members discussed locations. Rickart stated marked and signed bike lanes allow for a
25 mph roadway by state law. Elsbernd stated Country Club Road would need to be widened to allow
for two bike lanes.
Curry left the meeting at approximately 7:10 p.m.
Cooley discussed bike lane locations with the ultimate goal of getting lower traffic speeds.
Elsbernd summarized the discussion: roundabout proposals will be presented at the next meeting,
members discussed the addition of stop signs and turn lanes on Smithtown and Country Club Road, and
making Country Club Road safer and reducing speed were the items discussed.

Rickart reviewed the meeting's agenda for the benefit of the committee members. He asked for
comments about the evening's agenda.
1. APPROVE NOVEMBER 24, 2015 MEETING MINUTES
Cooley moved, Rickart seconded to approve the minutes as amended:
Cooley asked for clarification of whether Lake Linden is included in the review. Rickart stated
the need for the efficient use of roads will only increase with the new development of the
Country Club Development. He stated only four roads have been chartered to be discussed as a
result. He stated additional roads could be added in the final report to the City Council.
No amendments were made to the minutes following discussion noted above. Motion carried 8 -0.
2. COUNTRY CLUB ROAD AT SMITHTOWN ROAD CONCEPT REVIEW
Rickart stated the concept is to limit traffic on County Rd 19. To prevent congestion at this
intersection, traffic going east could do so while traffic to the north would enter into a traffic
circle. As a review, Smithtown traffic would have access to Country Club Road and County Rd
19. Rickart also reviewed traffic flow from other directions.
Committee members discussed traffic flow patterns.
Rickart stated one of the attributes of this is a roundabout. He stated a roundabout could require
land acquisition in order for it to work.
Three additional concepts were reviewed.
Huskins reviewed the concept which included a mini and a full roundabout. Cooley noted the
roundabout at the end of Country Club in the second and third options are the same. He asked
what the radius is for them. Rickart stated a typical roundabout is 75 feet.
Huskins reviewed the fourth concept. Cooley stated there are two lanes going east and two going
north. He stated it would allow for drivers going north or south on 19 to not have to wait if they
are turning right. It would illuminate some of the backup situations. He discussed problems

B &J Automotive experiences with test drives. They suggested there not be a stop sign on
Smithtown Road.
Huskins asked for clarification of turn lanes. He asked if the intent is to have a southbound lane
as well. Cooley agreed. Huskins asked if it would be possible to just have two lanes. Hasek
stated he believed the neighborhood would not be happy about that. Hasek discussed his
concerns about traffic flow in the morning and the inability to get onto Smithtown Road. Rickart
explained how this should be corrected with this concept. Hasek stated if signage is the solution,
then we only need to talk about signage.
Elsbemd believed roundabouts correct many of these problems. She suggested a second traffic
light so traffic is prevented from blocking the intersection. Rickart explained how such a light
might coordinate with the existing light.
Gehrke asked if traffic problems would be heightened with the addition of 140 new homes.
Rickart stated there will be an impact from that, but not all 140 homes would come through this
intersection.
Hasek asked for pros /cons for the concepts at this point.
Coplan asked it there are other ways to influence driver's behavior through technology. Hasek
stated there may be ways to influence Google maps. Rickart stated he would talk to his IT staff.
Coplan asked if Shorewood could encourage Google to suggest a preferred route.
Hasek asked for comments on the concepts.
Coplan stated he would advocate for roundabouts.
Gehrke stated he would feel concepts one and two have high potential for backups. He thought
there was potential for concept three as people could keep moving. He believed concept four
was well thought out and gave people more access. He also believed the speed should be
lowered to 25 miles per hour. He stated his main concern is the light holds people back as it
currently functions. He discussed his concerns about Country Club Road being a cut through
road to Highway 7.
Gagne stated roundabouts were meant to keep traffic flowing. He believed the traffic will be a
disaster for several months. He believed Country Club Road will have to be widened. He stated
he preferred the concept with two roundabouts.
Hasek stated a roundabout is a possibility. He encouraged members to go out on County Road
19 near Minnetonka Drive and near the bus garage to get an idea of the width of a widened
Country Club Road. He believed faster traffic would be the result. He stated the fourth concept
has possibilities but has issues.
Cooley stated of the options, he preferred the third option, then the fourth option with a whole lot
of signage. He liked the idea of having bike lanes on Country Club to slow down traffic. He
stated there are so many conflicting agendas here (City, County) that make it all very difficult.
He stated he did not support the first two options. He believed the benefit would be moving

people and moving them safely. He stated we need to have ways people can move without using
a car and make it safer. He believed pedestrians and bikers should be separated for safety
reasons.
Finke stated she didn't like the single roundabouts. Her first choice would be roundabouts at
both intersections with two lanes. She liked the idea of having bike trails on Country Club with
the addition of another stop sign at Yellowstone and Country Club to make it a 3 -way stop. She
believed concept four has merit but has many issues. Many of the same problems will remain
with this concept.
Elsbernd stated she was in favor of the dog bone plan with the two roundabouts. She believed a
bike lane on Country Club Road should be added and have a separation of bikers and walkers.
She was concerned about a comment about 19 being a County Road. She was concerned about
the roundabout not ever being allowed because of this.
Huskins stated he favored a roundabout over multiple lanes. He was unsure which design he
would prefer at this point. He would like to consider how to manage traffic that comes from 19
to stay on 19.
Hasek suggested a separate pedestrian trail be located in the development with the bike trail not
in the road on Country Club Road and keep the road the way it is. Elsbernd stated thought will
need to be given to how the bikers will get to the trail safely.
3. YELLOWSTONE TRAIL/LAKE LINDEN DRIVE IDEAS /CONCEPT DISCUSSION

Huskins stated focus should be on Yellowstone Trail and Country Club Road intersection and
Yellowstone Trail and Lake Linden Drive. He asked for comments on improvements to those
sections of the road.
Elsbernd stated something needs to be done about Lake Linden because of sight line issues. She
would like to see further study of a secondary access point so there is another choice to get to
Highway 7. She would also recommend a signal at its intersection with Highway 7.
Elsbernd stated the curves on Lake Linden cause problems, and she would like to see a more
direct route.
Finke stated she liked the idea of a second cut through. She suggested stop signs with the lights
around them to make it clear drivers should stop. She believed the 3 -way stop is good enough.
Cooley believed additional signs could be added. He didn't like the curve on Lake Linden and
the sight line to turn left into Cub. He suggested grade levels on the road might be an option. He
didn't see a need to reconfigure the intersection at Yellowstone and Country Club. He stated
sight lines aren't good all along there, but they should be slowing down traffic.
Finke discussed the importance of having the trees cut back for safety reasons.

Elsbernd stated Yellowstone east of Lake Linden does not have a shoulder, and this needs to be
improved.
Elsbernd departed the meeting.
Hasek discussed grade and sight line issues along Yellowstone. He suggested leaving the road
alone and putting in an off -street bike and pedestrian path. He would also like to see flashing
stop signs if possible. He believed enforcement is the most important.
Gagne stated his dream would be to have Country Club Road go straight to Highway 7. He
stated signage is a simple fix, and he also recommended enforcement.
Gehrke stated the easier we make it, the more vehicles that will cut through. He stated he doesn't
like the blinking stop signs nor would "children at play" signage help.
Coplan stated he advocated for flashing stop signs. He stated yellow signs that don't change
their message eventually are not seen. He suggested some kind of message campaign and speed
feedback.
Huskins suggested a stop light be operational at Country Club Road and Yellowstone that would
not be fully operational for the entire day. Another light could be placed at Yellowstone and
Lake Linden. Another idea at Lake Linden would be to make a portion of Lake Linden one way.
Hasek explained how that would not be practical for all the truck traffic going to /from Cub. He
stated if a one -way system could be developed that would not negatively impact the
neighborhood, then that would be worth discussing.
Coplan departed the meeting.
Huskins stated the reality is enforcement has not been high on the priority list in Shorewood. He
discussed the importance of including increased enforcement in our final report to the City
Council. Committee members discussed enforcement. Huskins stated it may very well be that
some of the improved roadways would make enforcement easier.
Gehrke departed the meeting.

The next meeting was scheduled for January 7 at 5:30 p.m. Hasek discussed the importance of
attendance and accountability.

Huskins convened the meeting at 5:35 PM. He reviewed the agenda for the benefit of the committee
members. He asked if there were any questions about or additions to the agenda.
Cooley described traffic travel coming out of the new development and the route they may take, which
may include the use of Yellowstone to the east. He recommended Yellowstone to the east of Lake Linden
be included for discussion.
Finke expressed concern about the intersection of Yellowstone and Seamans Drive, noting it is a blind
curve corner.
Nelson recapped that Yellowstone east and west of Lake Linden would be added to the agenda for
discussion. The committee agreed.
2. APPROVE DECEMBER 10, 2015 MEETING MINUTES
Elsbernd moved, Hasek seconded to approve the minutes. Motion passed 6/2, with Cooley and
Hasek dissenting.
Hasek expressed concerned about details missing from the minutes, specifically pros and cons of the
concepts discussed. He was concerned that Council would not get the details of what the committee has
discussed.
Elsbemd stated her understanding is that a summary report, not the minutes, would be provided to
Council.
Huskins noted the meetings are being recorded. He talked about a document that Rickart had prepared for
a different project that listed concepts with pros and cons. He thought that would be a model for what
this committee's report would look like. He stated that perhaps for the next meeting, the committee
should discuss how to report the results. He thought another part to report are the ideas that had majority
support, ideas that members disagreed on, and "pet" ideas of members. It could also include how the
committee members stacked up (by broad appeal, minority appeal, etc).

hi response to a question from Hasek, Huskins stated we can encourage all committee members to attend
the final meetings to receive their input for inclusion in the report, but we cannot make people
participate.
Rickart stated he sees the committee having two more meetings to review the report format and prepare a
draft report for the committee to review.
Cooley noted on page 4 of minutes, line 1, he thought the minutes should include Yellowstone west and
east. Huskins recalled that only the east was discussed. Cooley supports more details in the minutes.
Cooley noted on the concept idea list; he had suggested earlier that there be right and left turn lanes on
Country Club Rd. The list will be amended to include that idea.
a. Review Yellowstone Trail concept ideas
Elsbernd asked for clarification on two items: 1) converting Country Club Road to a one -way; and 2)
converting a portion of Lake Linden to a one -way. Rickart noted Lake Linden would be discussed
tonight.
Rickart noted he included ideas that include streets that are under the committee's purview (such as
Country Club Road and Lake Linden), noting County Rd 19 improvements were not to be included.
Rickart noted the turn lanes on Country Club Rd will be added to the list.
Hasek asked to include the straightening of Lake Linden. Rickart said this was Item 91 on the list under
Lake Linden Drive (sight lines remove curves). After further discussion Hasek thought a 94 should be
added: Realign Lake Linden Road with a new intersection at Yellowstone Trail. This would involve
removing two homes.
Huskins asked if there were any other items that were discussed that need to be added to the list. No other
items were identified.
3. MATTAMY PROJECT UPDATE
Hornby indicated the development stage plan was received; the Planning Commission held a meeting on
January 5. He was not aware of the Planning Commission's action.
Huskins stated that he heard the Development Plan was approved by the Planning Commission.
Hornby stated it would go to the City Council for consideration on January 25.
Huskins stated he also heard that a 65 -foot right -of -way along most of Country Club Rd was included as
part of the development stage approval.
4. LAKE LINDEN DRIVE IDEAS /CONCEPT DISCUSSION
a. 3 to 4 minutes per committee member
Finke reviewed the 7/41 intersection; noting one idea is to not allow a left turn exit from the east parking
lot entrance to the 7/41 intersection. She pointed out the area on the overhead map. Another suggestion

was to make the the west entrance (Lake Linden traveling east) three lanes traveling east, with one a left
turn lane onto Hwy 7, the middle a straight across lane traveling south on Hwy 41, and the right a right
turn lane onto Hwy 7. The 4"' lane would allow traffic coming off of Hwy 7 to travel west on Lake
Linden Drive. This would be in conjunction with closing the exit from the east parking lot entrance.
Elsbernd expressed concern about how the closing of the east parking lot exit to the 7/41 intersection
could potential stack up traffic exiting the cub parking lot at the south entrance /exit on Lake Linden
Drive.
Nelson suggested an alternate route for a west bound turn lane off of Lake Linden that would travel to a
new westbound entrance to Hwy 7 without going to the 7/41 intersection, similar to the Hwy 101/7
intersection. Gagne noted there was an intersection in that area that had to be closed off years ago when
the intersection was redone as part of the shopping center /roadway agreement. Gagne said this was
closed as part of agreement for that project.
Brown stated it may be very difficult to reopen that entrance, but could be discussed with MnDOT.
Hasek noted a con would be teaching people how to get to the westbound exit.
Cooley thought this suggestion was a good option. He thought it would require loss of the grassy median
with /trees between Lake Linden and parking lot.
Discussion took place on whether or not Lake Linden Road was a city or state road. Part of it is state.
Rickart noted that MnDOT may consider turning back that road to the city.
Finke discussed another other option to make three lanes, and eliminate the westbound option. She
explained while pointing to the map.
Huskins understands these options would reduce congestion and improve traffic flow, but it doesn't
address traffic using that area for cut thru to Hwy 7. He gave an example: instead of making it more
possible at that intersection, do something to encourage people to use Yellowstone Trail to Academy and
to Hwy 7 to the west, as suggested earlier by Cooley. It would give people in the neighborhood a second
option for travel to /from their home.
Hasek thinks that may be a discussion for Council to have with Engineering and maybe even Excelsior,
noting there's not much room on that section of Yellowstone.
Huskins stated he takes Yellowstone to Academy to west on Hwy 7 to get to Hwy 41.
Elsbernd takes Lake Linden to 41, noting it is worse at rush hour; and not so bad at other times of the
day. She likes the idea of a westbound intersection, similar to Knollwood Mall. She thinks the comments
have been about congestion at that intersection and not about Lake Linden traffic. The committee agreed.
Rickart noted to be aware of how the truck traffic travels in /out of the shopping center; noting the truck
entrance /exits go around building.
Hasek said Planning Director Brad Nielsen stated the larger trucks are required to use south entrance. He
explained how the trucks back into the facility at various locations.

Rickart stated he wanted the committee to be aware that there will always be backups at Lake Linden;
improvements will help but will not solve the problem completely.
Hasek identified three problems and pointed them out on the map: 1) there's only one lane in rush hour
and traffic pulls out and blocks one lane; 2) Cars pass around the stacked cars to get out; the stop sign
means nothing; 3) Cars block traffic from going west on Lake Linden Drive.
Rickart stated Hwy 7 would probably have to be widened to add the westbound entrance. There would
be some constraints to deal with, but they could discuss with MnDOT. Federal money was used to close
accesses; MnDOT control the access, and there would be hoops to go through to get access back.
Elsbernd asked who owns the green area between parking lot and street.
Hasek noted the development was required to have a certain number of parking stalls; it would cost
money to get property back from a commercial development.
Cooley suggested if there were two lanes, perhaps just the existing green area would be needed, so not as
much land would need to be purchased. That, with the westbound entrance on Hwy. 7 would maybe
make it doable.
Hasek noted the pros and cons list is needed. The committee agreed.
Curry asked about the item on the list that was to add access from Yellowstone trail to Hwy 7 west of
Country Club Road with a traffic signal.
Finke stated this was discussed, but it is not known how likely it would be that MnDOT would to put a
light in at that intersection.
Brown noted that a few years ago, the city wanted a traffic signal at Eureka Rd and Hwy 7, noting that
Chanhassen was trying to get a traffic signal at Minnewashta Pkwy and Hwy 7 and MnDOT told
Chanhassen no as it did not meet signal warrants at that time. At that time the city dropped the idea for a
traffic signal at Eureka and Hwy 7.
Curry asked if it is worth revisiting. Rickart talked about different types of warrants, such as traffic
volumes over period of time; school traffic, etc. He also talked about signal justification reports and
intersection control options, which look at things such as round -a- bouts. Discussion took place about
round -a -bouts in other areas.
Curry confirmed she was suggesting looking at a round -a -bout for the intersection of Eureka and Hwy 7.
Gagne asked if the curve on Lake Linden could be straightened (the portion just south of Yellowstone).
Brown noted that at one time, staff had sought proposals for straightening out that road, noting that the
State was on board, but the Council at that time opted not to do that. This was around 1997 -98.
Hasek asked if a wall would need to be built to straighten out Lake Linden Road. Brown responded yes;
it is fairly steep.
Homby used the GIS system that is on the city website, showing the Lake Linden Road contours, and
discussed how members can use the GIS map system.

Elsbernd showed on the map, an option to straighten Lake Linden Road to Yellowstone. Hasek showed
there is a wetland in that area that the road would need to go around. A con is that there is a property that
that would have a roadway on three sides of the property.
Cooley had an idea that he indicated people would not like. He showed on the map an option to realign
Hwy 41 to Lake Linden. Doing so would require Super America to move. It was noted this is in
Chanhassen. Cooley stated that realignment would eliminate the existing Hwy 7/41 intersection to the
shopping center, making it a more direct alignment.
Huskins discussed the concept of making part of Lake Linden Rd a one -way to reduce cut thru traffic.
He pointed to the map to show a point where part of Lake Linden Rd would be a one -way only (traveling
south). This would prevent people from using the cut - through (Lake Linden) to travel north.
Elsbernd noted that lives on Mtka Drive, behind Cub; the school is south on Hwy 41. As an example, she
would need to go around to Excelsior to get home. She stated is is not fond of one -ways, and feels this is
transferring the problem from one area to another.
Huskins thinks that things we do to increase flow needs to be counterbalanced with ways to inhibit
people from using the cut -thru, such as a winding road, speed bumps, flashing signs, etc. The task is to
find ways to keep people on the major roads.
Nelson indicated a con for her with this idea is that it will just shift traffic to use Eureka, Seamans, or
other roads and create a problem somewhere else.
Elsbernd departed at 6:52 PM.
Cooley stated that he thinks people will cut thru the parking lot if Lake Linden is a partial one -way. He
thinks making traffic go around to Academy and Yellowstone east of Lake Linden is causing a problem
on those roads. It was confirmed that Yellowstone east of Lake Linden is not a state aid road. Nor is
Yellowstone west of Country Club a state aid road. Cooley didn't think traffic should be directed to non -
state aid roads. He has issues of making a one -way road that pushes traffic to non -state aid roads.
Hasek indicated enforcement is huge. As is signage and traffic calming that doesn't take maj or redesign.
He asked what is the life of a battery on traffic signals with blinking lights? Rickart said they are made
for northern climates; they last a long time. Hasek indicated the attitude of drivers needs to change.
Cooley indicated he liked the idea of adding 34 lanes at the 7/41 intersection. He said overhead
lights /signs would be needed to let people know what lane to be in.
YELLOWSTONE TRAIL EAST AND WEST OF LAKE LINDEN (THIS ITEM WAS ADDED
TO THE AGENDA FOR DISCUSSION)
Finke stated that as Yellowstone curves into Seamans Drive, it would help to get rid of the trees to
improve sight lines and add a speed limit sign. Hasek noted there should be a curve sign in both
directions.
Nelson noted that people from both directions don't respect which side of the road they are on, and often
drive into oncoming traffic. If cars take the curve wide, there's no way for traffic coming from the
opposite direction to see. She asked if the curve could be widened.

Hasek noted that people walk on that road as well.
Huskins suggested an idea of adding vertical cone dividers in middle.
Brown stated that the tree removal impacts the homeowner. He stated an alternative is to make that a 90
degree turn with stop sign and push it to the west. The committee liked this idea.
Huskins asked about the intersection on Yellowstone, west of Country Club, to the Mattamy
Development exit/entrance, and if there is a recommendation for items such as a stop sign, traffic light,
and what will be the width of the road.
Hornby noted that entrance will line up with Club Valley Road. It is a 28 ft wide road.
Brown noted those details are in process and will meet city roadway standards.
Hasek stated traffic to /from the development will travel in all directions. Discussion took place on the
driving habits, particularly speed, of people living in the area and cut -thru traffic.
Hornby stated the development will have a stop sign. A stop sign exists at Club Valley Road. There is
already a stop at Country Club Road; there will likely not be stop signs on Yellowstone at Club
ValleyRoad /and new entrance to development.
Huskins noted that cars are speeding today on Yellowstone.
Finke thinks traffic will automatically slow down as people turn into the Mattamy development.
Rickart stated that stop signs don't slow down traffic.
Nelson asked if a walking path an option.
Hasek thinks a four -way stop should be considered. Rickart indicated that if it is not warranted, and it is
put in, it will be more difficult to remove it, even if it doesn't work. It becomes an unwarranted stop
sign. He noted it is easier to add a stop if an issue develops.
Hornby stated an unwarranted stop sign is also a liability for the city.
Finke suggested this be put on the list noting pros /cons of it.
It was confirmed that the walking path will also be on the list.
Discussion moved to Yellowstone Trail east of Lake Linden.
Cooley noted this is a narrow road, houses are close to the road and there are many driveways. Hasek
counted 14. Cooley indicated there are more at the Excelsior end.
Finke asked what suggestions Cooley has for Yellowstone east of Lk Linden to Excelsior. Cooley
suggested additional stop signs.
Nelson indicated there may be some visibility issues; the road curves; and it is hard to see some
intersections.

Cooley asked if there are traffic calming measures to keep people from speeding on that portion of
Yellowstone.
Huskins asked if anyone had issues with solutions that move traffic on that portion of Yellowstone/
Nelson indicated agreement with Cooley earlier statement that traffic should not be directed to this
portion of Yellowstone (a non -state aid road) just to keep it off of Lake Linden (a state aid road). She
sees this as moving a problem from one road to another.
Cooley asked what are the expectations or side streets vs. state aid roads.
Finke asked if stop signs with lights or driver education on speed would be help.
Discussion ensued regarding traffic speed and driver habits. Cooley noted that the traffic speed
reminders on Country Club Road were good, but they won't cause everyone to slow down. He also noted
that flashing lights on stop signs would help.
Curry asked to include the addition of a pedestrian bike path /lane along Yellowstone.

or a combination of things that make sense.
Nelson asked, and Rickart confirmed, that members will get the updated list as soon as possible.

3. REVIEW IDEA/CONCEPT LIST

Elsbernd stated the objective for this evening is to get through all of the idea list. Rickart stated it would
be best to get through the entire list at tonight's meeting, and suggested the committee can keep an item
on the list, but not spend a lot of time discussing it if it seems unrealistic. The next meeting would be to
review a draft of the report that would go to Council.
Coplan arrived at approximately 5:35 pm.
Huskins suggested that any new items that might be identified this evening be discussed after reviewing
all items already on the list. He also stated he would like everyone have a chance to be heard, and for
members to be as concise as possible. The members agreed this was acceptable.
Hasek asked to include a statement at the top of the list that would state the issues the committee is
addressing; he suggested looking at the original mission statement.
Huskins agreed this would be helpful and provided ideas for use of succinct words, such as Safety and
Congestion. Elsbernd read the mission statement she had originally proposed:
" Made up of volunteer citizens of Shorewood, the role of the Traffic Committee is to act as an
advisory committee to the Council to identify possible solutions to the existing and anticipated
increased traffic situation particularly as it relates to the development at MCC. Our role is NOT

to figure out the feasibility of or even how these suggestions might be implemented IF indeed
they are acted upon by the Council. Our discussions should not be limited in any way.
Mission
To identify logical, safe and efficient ways to move traffic from the residential areas to the main
thorough fares, namely Hwy. 7 and southbound Hwy. 41 "
Hasek identified: safety, congestion, possible solutions as they relate to the MCC Development,
and logical ways to move traffic. Nelson added improved efficiency. Finke stated she had safety,
congestion, efficiency, and decreasing volume of traffic. Huskins clarified congestion to mean at
intersections; and reducing volume of traffic deals with the road system in its entirety.
Hasek stated he believes, after reviewing traffic manual information, that the MCC development
will not have a large impact on increase in traffic, and that it will generate about 25 additional
vehicles in the AM and PM at peak. He noted a trip in the ITE manual is not a round trip, it is a
one -way trip. He believes it is the pass through traffic that will continue to be the issue. He stated
we need to think about efficient solutions that keep in mind the cost for improvements.
Elsbernd stated that Huskins and she have drafted a question to the council to see what format
they would like to see the report in. Rickart and staff noted that the committee should determine
what format to provide to council, and if council wants some additional information, they will
ask for it.
She asked the committee if they feel there are items that were discussed that should not be on the
list be weeded out or should they remain on the list as an item that was identified but not a
priority.
Huskins noted that as the committee reviews the list, the items that become a low priority will be
identified as such.
The committee identified advantages /disadvantage and ranked their support for each item,
as attached to these minutes.
Elsbernd departed the meeting at approximately 7:00 PM.
4. FINAL REPORT FORMAT
This will be finalized at the next meeting.

The next meeting is scheduled for Thursday, February 4, at 5:30 PM.
