Chair Mangold convened the meeting at 7:00 p.m.

Rock moved to approve the agenda as written. Barr seconded the motion. Motion carried 5-0.
City Administrator Lerud introduced himself and looked forward to working with the Park Commission in
the future.
2. APPROVAL OF MINUTES
A. Park Commission Meeting Minutes of November 22, 2016
Kobs moved to approve the minutes of the November 22, 2016 meeting as written. Vassar seconded the
motion. Motion carried 5-0.
3. MATTERS FROM THE FLOOR
There were none.
4. UPDATE ON ARCTIC FEVER
Sue Davis gave a short history of the Arctic Fever event. The event has grown from a half day event in a
couple parks to a 4-day, 3-city extravaganza. She encouraged the Commissioners to attend as many events
as possible this weekend. She thanked them for their event funding. Nielsen thanked Davis for creating the
event.
5. BADGER PARK – NEXT STEP
Mangold stated the turf was completed this year. Nielsen stated the lacrosse league would like to see bleachers
added as well as a practice wall which they would fund.
Mangold asked if there were any open items at the park. Nielsen stated we are holding back three percent to
repair bald spots and complete training on maintenance.

In response to a question from Mangold, Nielsen discussed the phasing of the park construction. He stated the
turf field has been completed, and the parking lot will be completed this year. A third phase would be contingent
upon the country club property continuing to develop. It is hoped the main parking lot from city hall to the
community center could be incorporated into the parking lot construction.
Vassar asked what the status was on the trail construction at the south end of the lacrosse field. Nielsen stated it
is tight space-wise, but the plan would be to complete the trail.
Barr asked if the main trail would be paved, and Nielsen responded it would.
Vassar asked if it would make sense to wait on the trails if there was a funding concern. Nielsen stated if there is
any way to construct them with the parking lot, they should be constructed.
In response to a question from Rock, Nielsen discussed the box culvert and bridge construction.
Mangold asked how the utility construction fit into the parking lot construction. Nielsen stated it will be
constructed as planned.
Mangold discussed his concerns about being able to fund the plan. Nielsen stated the Finance Director told him
the CIP would be exhausted to pay for this project. He discussed future funding opportunities.
Nielsen stated we need to start looking at the park amenities and scale down the shelter to begin with. We need to
talk seriously about whether bathrooms would be constructed. He stated phase two could go on for several years.
Mangold asked for feedback on where to go from here and whether to move forward in pieces, with a serious
plan.
Rock agreed and stated more detailed information is needed. If we lack money, then we scale down the plan.
Nielsen stated this plan has been approved by the City Council who stated the work will be done when the
funding is available. He stated it would make sense to get the plans and specifications done now. We won’t
know how much it costs until the bids come in.
Mangold suggested talking about what we want in the park, then going to the City Council to tell them why we
want it. He stated he wanted to make sure we didn’t lose our focus. There needs to be a focus on where we are
going. He stated we need to get the numbers for the parking lot as soon as possible.
Rock suggested estimates be sought for parking and other park improvements. Nielsen stated the majority of the
grading has already been done although there may be some trenching needed for utilities if bathrooms are added.
Nielsen stated he would like the Park Commission to make a recommendation to the City Council to move
forward with plans and specifications for the parking lot on concept 1.5.
Mangold moved, Barr seconded to recommend the City Council order the preparation of plans and
specifications for the parking lot in concept 1.5. Motion carried 5-0.

Mangold discussed the kind of playground to put in Badger Park. Nielsen noted this plan has two kinds of
equipment. He stated there had been talk about a combined set that will suit many age groups and having
vendors come in. Barr suggested that be done as soon as possible. Nielsen stated it will be on the agenda in
February.
Mangold discussed tennis court construction. Nielsen stated staff could also begin pursuing grant opportunities.
6. DISCUSS 2017 WORK PROGRAM
Nielsen stated it won’t be possible to use the existing pavement at the skate park for pickle ball at this
point.
Mangold stated the work plan for staff needs to be added back in the list.
Nielsen stated he would like a recommendation to City Council to request the grading of Freeman Park
parking lot for the hockey rink so there can be skating next year.
Rock moved, Kobs seconded, to recommend the City Council direct Public Works to add the grading
of the parking lot at Freeman Park for the future hockey rink on their work schedule before
September 1 or get a contractor to complete the work before the snow season.
7. DETERMINE LIAISONS FOR COUNCIL MEETINGS
Commissioners discussed the Park Commission liaison schedule and set the following:

Labadie updated the Commission on recent City Council activities and the possible annexation of a portion of

RE: Badger Park – Request for Lacrosse Practice Wall

Representatives of Minnetonka Lacrosse have requested permission to construct a lacrosse practice wall
along the westerly edge of the new lacrosse practice field in Badger Park (see Exhibit A, attached). Exhibit
B is a photo similar to what they propose to build, except that they propose a single wall, 10 feet high by 20
feet long. The wall(s) in the photo are located in a facility in Hopkins.
Presumably, Lacrosse will pay for the cost of constructing the wall. While we don’t wish to add
unnecessary expense to the project, if approved the City should strongly consider requiring some sort of
decorative block, such as exposed aggregate. Further, landscaping (e.g. three spruce trees) should be
required on the west side of the wall to soften the visual presence.
Finally - again if approved - Lacrosse should be aware that soil conditions in the proposed location are
suspect. Consequently, footings or pilings will have to be designed to support the structure.
Lacrosse representatives will appear at Tuesday night’s meeting to present their proposal and answer
question. While they are here, they would also like to discuss the possibility of constructing bleachers for
both sides of the play field.

Re: Agenda Item 5– Badger Park
Staff has had conversation with two different vendors regarding the playground equipment for Badger Park.
Both vendors have stated that the Park Commission should determine the price range they have to work
with and what type of playground equipment you would like to see installed. Once this has been established
the vendors have both said they would be happy to come out and talk to the Park Commissioners and
answer any questions. Enclosed is a catalog from one of the vendors. Please look it over and at Tuesday
night's meeting the Park Commission can discuss and review the variety of options there is.
The tennis courts at Badger Park are on the CIP for 2018. The last time the courts were resurfaced staff was
informed that the courts could not be resurfaced again due to the cracks in the court. Staff is looking for
direction from the commission to see if they want to go forward in 2018 to replace the courts. If so, staff
will start to look into grants replacing tennis courts.
The 1.5 concept map is attached to item 4. This map will be used to review the Badger Park concept.

RE: Skate Park - Pickle Ball Courts

At the Park Commission’s recommendation, the City Council budgeted $50,000 for this year to construct
pickle ball courts at the South Shore Community Park (Skate Park). We have received a proposal (see
attached) from Plehal Blacktopping, LLC, a company that works with our tennis court vendor (Dermco-
Levine) to level off and surface an 80’ x 80’ area in the park for use as 2-3 pickle ball courts.
We are awaiting a quote from Dakota Fence for the perimeter fencing. Although we asked for prices on
standard galvanized and black vinyl coated fencing, staff strongly suggests the black vinyl so as to match the
community garden fencing.

Re: Update on Summer Activities
A majority of the summer park programs have been set up. Attached is a listing of the programs that will be
taking place this upcoming summer.
The one event that has not been booked yet, is Movie in the Park. Last year, Movie in the Park took place at
Freeman Park (which was the first year at this location). The turnout for the movie was very low (40-50
people). Attendance in the past was around 100. We have shown current/just released movies, such as Big
Hero 6, Frozen, Big Miracle, and last year we showed an older movie, Aladdin. Not sure if attendance was
low because of the location or movie. The movie date was the same as in the past, in September on Friday
evening. The cost of movie in the park is around $1,650 (for rental of the screen, license and movie).
Staff would like to know if the Park Commission would like to proceed with movie in the park and
see how attendance is after holding it at Freeman for a second year or not have movie in the park.
After discussion please advise how staff should proceed with movie in the park.
2017 SUMMER ACTVITIES
Freeman – 6000 Eureka Road
Minnesota Zoomobile – Friday, June 16th at 11:00. No registration is required. All ages. The Minnesota
Zoo will bring a variety of animals. The show runs about 45 minutes.
Kite Making - Friday, June 30 from 10:00-Noon, Ages 7-11. Registration is required. Maximum number
is 12. Learn to make a 28” tall x 35” wide sled kite. You will also learn safety tips on flying kites.

Bell Museum - Honey Bees and Pollination - Friday, July 21 from 10-Noon, Ages K-8 grade. Registration
is required. Maximum number is 30. Honey bees program (focus on honey bees, their life cycles, social
behaviors, and beekeeping) with a pollination program (why is pollination important for plants, how
does it work, flower dissection, how does pollination affect our lives?).
Geocaching– Friday, July 28 from 10:00-Noon. Ages 10-13. Registration is required. Maximum number
is 20. Three Rivers Park District is hosting this activity. Learn the basics of (GPS) Global Positioning
Technology then use the internet to find local geocaches! Hunt for hidden treasure and use our GPS
units to play an updated version of Capture the Flag! Register on-line.
Climb Theater - Friday, August 4, from 10:00-11:40. Registration is required. Ages 3-8
Waiting for description from Climb - they will performing mini plays.

in the Fall. Maximum 20 kids. Myth Busting 101 - Mind-blowing myths or scientific facts? Join Science
Explorers as we confirm or bust strange myths and wacky urban legends. We will ask the crazy
questions, develop hypotheses, then we may smash it, crash it, sink it or launch it to determine if the
myth is confirmed, plausible or busted.
Movie in the Park –
Music in the Park - Working with Shalo to reschedule from last year. We may do either a Thursday or
Friday evening.
Summer Rec - Minnetonka Community Ed will be holding their summer programs again at Freeman.
Spend the day outside enjoying games, arts & crafts, nature activities and much more. Activities may
include kickball, dodge ball, capture the flag, water relays, tie-dying, painting, and nature walks. Starting
the week of June 20 Tuesday, Wednesday or Thursdays from 9:00 a.m. – Noon. Ages 4-11. Registration

Lifeguard Services will begin Saturday, June 10 through August 13 on a seven day per week schedule. A
