Policy Consideration: Approaches to the street Capital Improvement Plan (CIP).
Background: The City has had a well-developed street CIP that has guided the city's street maintenance
schedule for many years. Staff has recently reviewed the plan and the current schedule has some
shortcomings and requires revision. One of the issues has been the proposed schedule not keeping up
with the costs of the work. The spread sheet showing the estimated costs that have been used to
develop the current CIP is attached as Exhibit 1. Staff has updated the spread sheet so it is more
accurately reflecting current estimates to do the work (attached as Exhibit 2), and staff will be routinely
comparing the numbers that generates with actual bid amounts so we can be certain that the formula is
working. Staff has also proposed to move up the pavement corings in the schedule for mill and overlays
so we know the condition of the pavement below the surface a couple of years in advance of the
proposed work.
An additional concern that has factored into staff's recommendation to consider a significant revision of
the street CIP is storm water management. The current storm water system, particularly in the western
part of the city, is really an ad hoc system that,while functioning, is not adequate to address surface
water management. In the past couple of years there have been several weather related events that
have taxed the present system requiring the city to plan for a significant upgrade. Storm water issues
are likely to become more numerous in the future.
With this background, staff suggests four options for the council to consider on how to develop a
street/utility capital improvement plan. These are not necessarily mutually exclusive:
Options:
Option 1. Continue with the present plan and schedule with updated construction costs.
While listed as an option, this is no longer a viable option that addresses future street and storm
sewer requirements.
Option 2. Revise present plan to replace planned reconstruction with reclaim—unless the street is
absolutely beyond reclaiming.

Pros
1. Saves a great deal of money in the near term. This provides a lower cost improvement with
shorter lifecycle than reconstruction.
2. Reclaim has shown to be a decent term road solution (i.e. Strawberry lane.)
Cons
1. Eliminates most opportunities for water extensions.
Option 3. Doing option 2, but being strategic with water main installation (i.e. looping opportunities, as
well as those areas that petition for, or request water.)
Pros
1. Expansion of water utility—improved water quality and more customers
Cons
1. Costs will be higher because more reconstruction will be done than reclaim. Installation of
water costs will be paid by the water fund.
Option 4. Incorporate a debt service issue into the plan for a storm sewer project as well as a revised
street project that may incorporate different types of repairs or a revised schedule.
Pros
1. Works toward comprehensive storm water plan—hopefully solving issues, minimizing
complaints, and limiting legal exposures
2. Debt service will allow us to more immediately address the storm water issue.
Cons
1. What does the street repair schedule look like if we use a portion of current dollars for debt
service payments? Need additional revenue sources to maintain the schedule.
2. Issuing debt is a big change from past practice.
Financial or Budget Considerations:
Exhibit 3 is a sources and uses spread sheet showing revenues and potential revenue sources that could
be available to fund this capital improvement program, along with planned expenditures—which
consists primarily of continue to maintain streets and to pay debt service on a storm sewer bond issue.
Recommendation/Action Requested: Staff requests the council give direction to staff on the overall
direction it would like to go with the CIP. Once that strategic decision has been made, staff will prepare
an initial six year schedule for adoption this year, and then follow it up with a 10-year plan for council
consideration in 2018.
Next steps/Timeline: Staff will return at the August 28 meeting with a six year street CIP for
consideration.
Connection to Vision/Mission: Shorewood is community with ageing infrastructure and it should have
a CIP that reflects the council's desire to ensure that investments in infrastructure keep up with and
reflect the needs and demands of a high quality community.

Background: Department heads received the budget prep work in early July, and I have met with each
of them about their 2018 requests. The attached documents represent staff's preliminary
recommendations for funding next year's city operations. The overall levy is proposed to increase 2.9%
over 2017, and once staff receives next year's property valuation from Hennepin County,we will
prepare an analysis of the effect of that levy increase on the 2018 tax rate. This draft calls for using
$174,097 of general fund reserves,which is consistent with prior years.
Next Steps and Timeline: This draft is being presented tonight, along with an explanation of the more
significant line item changes year over year. The list contains line items that had a large dollar as well as
percentage increase. There are quite a few line items that show a significant percentage increase (or
decrease), but the dollar amounts are relatively small, so no explanation was offered for those particular
line items, but we would be happy to answer any questions you have about those line items as well.
A work session is scheduled for August 28 to receive feedback from the council on this draft. Based on
those comments, staff will then prepare the preliminary budget Resolution for council consideration at
the September 11 council meeting. Once a preliminary budget Resolution is adopted, it will be sent to
Hennepin County.
