Background: In June of 2012, the City Council adopted the Smithtown Crossing Redevelopment Study identifying potential redevelopment options for the Shorewood properties near the intersection of Smithtown Road and County Road 19. Frostad Development Company has expressed interest in the area for a redevelopment project. Todd Frostad would like to present his ideas for the area to gain Council feedback prior to submitting a formal application. The development he proposes would include the following: • Redeveloping the area on the north side of Smithtown Rd from County Road 19 extending westward nearly to Christopher Lane for residential uses and a new American Legion. • Redeveloping the property with the home on the north side of Smithtown Road south of the public works property for auto - oriented repair uses. • Redeveloping the properties south of Smithtown Road between Country Club Road and the Southshore Center with a gas station /retail tenant and a drive - through coffee shop. He has indicated that the residential uses would be split into two different types of uses: a villa -style detached home with a finished basement marketed primarily to seniors and a multi -level detached home targeted to young professionals and small families. Each home type has several different concept floor plans and elevations associated with them and the developer did submit them all. However, staff has picked two styles each for the detached villa homes and multi -level detached homes to serve as examples of what the homes could look like. Financial or Budget Considerations: Application fees are set at a level to pay for the cost to review the applications. There has been no discussion of public financing for the project. The city owns some of the affected land and has right of first refusal on other parcels. Options: Provide informal comments to help the applicant refine their proposal. Mission Statement: The City of Shorewood is committed to providing residents quality public services, a healthy environment, a variety of attractive amenities, a sustainable tax base, and sound financial management through effective, efficient, and visionary leadership. Page 1 Recommendation / Action Requested: Staff recommends the Council consider the information presented and provide direction to the applicant. Next Steps and Timelines: The applicant would begin to assemble the information for a formal application based on the comments he receives. Background: During the discussion of variances, staff indicated that mailed notices are the most effective form of notice to spread the word about pending development applications. The City Council discussed making changes, but wanted to consider the impact of changes on all of the various land use applications. Staff have assembled information on what is required by the state statute and Shorewood regulations, and compared that information against with what other cities require. Please see the attached spreadsheet. Financial or Budget Considerations: Application fees are adequate to cover the cost of notices at the 500 foot distance. Should the required notice distance be increase substantially, staff would propose increases to the fees. Options: Find the current notice adequate: No changes to the ordinances are necessary. Find the current notice inadequate: Staff will forward changes to code as directed. Recommendation / Action Requested: Staff recommends the Council consider the information presented and direct staff as necessary to provide adequate notice. Next Steps and Timelines: If the City Council concludes the existing notice is adequate, no additional steps are needed. If the City Council concludes changes are needed to be made, staff would propose code amendments at an upcoming meeting.
