Wil fEREAS,, certain real property, approximately I 34 acres in
size, legally described on Exhibit A attached hereto and incorporated
herein arid depicted on the survey thereof attached hereto and
incorporated herein as Exhibit B he '"Annexation Property"') is located
in the City of Shoi ewood;and
W1 IEREAS, the Annexation 1-1roperty abuts real estate along its
northerly border that is located within the City of Excelsior the
"'Excelsior Parcel"); and
WHEREAS,, VVSL of Excelsior, LLC ("'Developer") desires to use
the Annexation Property in conjunction with the Excelsior Parcel to
facilitate a senior housing development (the "Development"); and
WHEREAS, the City of Shorewood,the City of Excelsior, and the
Developer want the entire plat of the [')eve�oprnent to be located in the
City of Excelsior; and
WHEll'-ZEAS,, the Cities of Excelsior and Shorewood want to
modify their mutual municipal boundary to permit the Development to
be located entirely within Excelsior; and
WHEREAS, to modify the boundary, the City of Shorewood
desires to detach and the City of Excelsior desires to annex the
Annexation Property pursuant to Minnesota Statutes section 414.061.

Administrative liearings -- Municipal Boundary Adjustrnent Unit
concurrently detach the Annexation I Property from the City of

WHEREAS, certain real property, approximately 1. 4 acres in size, legally described on
Exhibit A at:Lached hereto and incarporate'd herein and depicted on the survey thereof attached
hereto and ineorPoraltd herein as Exhibit B (the "An.nex anti on Property") is located irl flae City of
Shorewood; and
W.H.EREAS, the Amexation Pry. pert y, abuts real estate alorig its .northerly border that is
located within the Ciq of Excelsior (the "Excelsior Parcel"); and
WHEREUS, WS.I., of Excelsior, LLC ("Developer") desires to use the.AmieXation
Property irk conjunction with the Excelsior Parcel to facilitate as senior housing development (the

WHEREAS, the City of Shorewood, the City of Excelsior, and dune Developer want the
