3 March ShoreReportEmergency Notice Ei In an effort to better inform residents of emergencies in the city, an emergency alert email notice has been added to our email notice system. Residents who want to be on the list must register themselves. Go to https://tinyurl.com/ ShorewoodAlerts and register your email address for Emergency Alerts. Please include your address so that targeted alerts can be made when possible. Emergency notifications may include: crime alerts, emergency road closures, watermain breaks resulting in water shutoffs, missing persons, and other similar notices. If you have questions about the alerts, please call the city at 952.960.7900. Propertv Tax Statements n the month of March, property owners will receive a Market Value Notice from Hennepin County. This notice will affect property taxes assessed in 2017, payable in 2018. Confusing to many homeowners is the fact that there is a one -year delay between the time your property is valued and classified and the property tax you owe based on that value. The property tax you pay this year is based on your property's valuation and classification as of January 2 last year. The valuation notice you receive this month is what your home is valued at as of January 2 this year, and forms the basis of the property tax you will owe next year. If you believe the property information on your value notice is incorrect or you disagree with the value or classification, contact your local assessor at 952.249.4640 first to discuss any questions or concerns. Often your issues can be resolved at this level. If your questions or concerns are not resolved, more formal appeal options are available. Shorewood residents who do not agree with their property valuation after a discussion with the assessor may appeal their valuation at the Open Book meeting, Monday, April 30, 5 -7 pm, at Shorewood City Hall. Instructions for additional appeals orwhat do to if you are unable to attend the Open Book meeting are printed on your valuation notice, or may be found on the city web site under Property Tax and Valuation. If you have questions, please contact the Finance Department, 952.960.7900. Underway any residents have taken advantage of the tree sale conducted by the Shorewood with the City of Minnetonka. Trees are available on a first -come, first - served basis and are for sale until they are sold out. An order form with tree details is included in this newsletter. An update of trees available and costs are on the city web site home page. Post cards will be mailed to those who ordered trees. Residents who purchase trees must pick them up at Minnetonka Public Works on May 18 or May 19. Complete information will be listed on the postcard. The annual tree sale is offered by the city to allow residents to purchase larger trees at a wholesale price, and to increase the diversity of trees in Shorewood. Report misses: 952.941.5174 Park Garden Volunteers Needed ach spring dedicated volunteers work in Shorewood Parks to prepare the gardens for summer splendor. The city is looking for volunteers to fill spots in our adopt -a- garden program. A stipend is available for the purchase of plants and materials. Spring Paint -a- aint- a -Thon welcomes referrals and accepts applications from all eligible homeowners. To be considered, completed applications must be received by mid - April. Selected homeowners are notified by mail in early July of each year To qualify, the applicant must meet the following criteria: • Be over the age of 60 or have a permanent physical disability. • Own and occupy a single- Thol family home in the 7- county area that needs the exterior painted, but does not need major repairs. IP Find an application at https:Ilwww. metropaintathon. org or call 612.276.1548. Council Updates Right -of -Way Ordinance The City Council recently approved an updated right -of- way ordinance. The city has long had an ordinance that spelled out the rules regarding using the right -of -way and public grounds, but with recent technology improvements and legislative changes it became obvious that the ordinance needed to be comprehensively reviewed and revised. That process of updating started in early 2017 and culminated with the passage of this ordinance in January. The purpose of the ordinance is to protect the investment it infrastructure that the residents have made through property taxes by controlling access, use and restoration of the streets anc other public grounds. Most of the provisions relate to utilities and other constructior companies that use the right -of way to provide service or make repairs to services. There are e couple of provisions, however that may have an impact or residential properties. Sprinklers are allowed within the right -of. way, but a permit is required, anc any landscaping done in the right - of -way must be vegetative and can be no higher than three -feet in height. This ordinance does not regulate landscaping that is outside the street or road right - of -way. Shorewood is a city with many ash trees, and the threat of the Emerald Ash Borer is eminent. The tree sale offers the opportunity to get a large, balled tree at whole- sale prices. By planting trees now, the city will have established other trees before the ash borer arrives! Please do not plant any trees in right - of -way or under power lines. All trees are selected for the west metro area by an arborist. To view photos of the tree species, see the link on the city web site, www. ci.shorewood.mn.us. All trees are supplied on a first -come, first -serve basis. The earlier your order is received, the better your chance of getting your top selections. Height Spread tainer Pagoda Dogwood $45 full sun to This woodland tree is a great replacement for buckthorn. 15-20 ft. 20 -25 #7 shade It gets cream - colored flowers and dark blue fruit. In fall it ft. turns red. Attracts butterflies and songbirds. Blue Beech $75 full sun to Blue beech is a small slow - growing tree. As a landscape 20 -35 ft 20 -35 ft #10 shade plant, it is one of the few trees that thrives in full shade. It is also adaptable to a wide range of soil textures, moisture levels, drainage patterns, and pH levels. In the landscape it is used as a small shade tree, an accent of specimen plant, and in naturalized and woodland set- tings. It is not a preferred food source for deer. Purple Prince $55 full sun Beautiful rose -red flowers and maroon fruit make this a 18 ft 18 ft #7 Crab -Red favorite of songbirds and pollinators. It turns a bronze - gold color in the fall. Cathedral Elm $55 full sun A hybrid of Japanese and Siberian elms, bred to have in- 40 -50 ft 40 -50 ft #10 creased resistance to Dutch elm disease. Tolerant of cold winter temperatures. The fast - growing 'Cathedral' elm has a rounded canopy with dark green foliage that turns yellow in autumn. Plant in well- drained soil if possible, but the 'Cathedral' elm will grow in most soil types. It requires full sunlight to thrive. Commit to pruning regularly in the first 15 years to maintain one main leader and good branching structure. Pruning during the growing season is not recommended. American Larch $75 full sun Minnesota's only deciduous conifer, which means it loses 40 -80 ft 15 -30 ft #10 (Tamarack) its needles in the fall. Each spring, a new set of lush, bright green needles emerge. This tree has a pyrami- dal shape and drooping branches. Tamarack tolerate a variety of soils if mulched with wood chips and watered regularly during periods of drought. This is a great tree to plant in groups along a wetland. White Pine $75 full sun to Fastest growth rate of all the state's pine species. Unlike 25 ft 30 ft #10 part shade other pines, which have rigid needles, white pine needles are long, bright green and "soft." This tree will not thrive if planted in a wet, heavy clay soil —it is best planted in a well- drained soil. Additionally, the needles may become yellow if soil pH is too high (alkaline); this condition can be treated if you are aware of the issue. Balsam Fir $75 full sun to One of the few pines that will thrive in full shade. Does 50 -75 ft 20 -35 ft #10 full shade well in damp places. Needles are flat and fragrant. Does not like heavy clay soil, but does not mind peat.
